    The last regular meet-ing of the West Unity VillageCouncil lasted only approxi-mately thirteen minutes asthere was no legislative mat-ters or new items of businessneeding addressed by coun-cil. Council did hear a reportfrom Village AdministratorRic Beals, who informedcouncil that the "No Park-ing" sign has been posted asrequested on East JacksonStreet in front of Subway

    and Main Stop. The signswill hopefully deter trucksfrom parking alongside thestreet, which creates a safetyhazard. "Slow - Children

    Playing" signs have also beenposted on West Rings Streetas requested.

    Beals's report also in-cluded that he is currentlyworking with Little Leaguerepresentatives and contrac-tors on the fence construc-tion at Daft park. Initial bidshave been very high so thevillage is looking at scalingback the project and solicit-ing additional bids. KamcoIndustries has also recentlyinstalled a 4" waterline fromthe village's main to thebuilding on Oak Street in or-der to meet additional waterneeds. The village was ableto provide Kamco with the4" meter from the old schooland has waived the usualtap fee due to the village nothaving to do any of the workneeded to install the line.

    Other items included inthe report were that the de-molition of the home at 307E. Jackson Street has beencompleted and that studentsfrom the Four County Ca-reer Center have been strip-ping and waxing the oor at

    the Kissell building. Bealscommented that the workis done at a minimal cost tothe village, which only paysfor supplies, and that he has

    been impressed by the jobthat the students have donein the past.

    Beals would also like toremind all residents that leafcollection has concluded andthat all citizens will need tobag leaves and set them atthe curb from now on.

    Police Chief J.R. Joneswould also like to remindall residents that the wintersnows have set in and thatthis sometimes requires ex-tra precautions to be takenfrom everyone in order tokeep everyone safe. Jones isreminding everyone to keepsidewalks cleaned and salted

    to prevent slips and falls andto bear in mind the road con-ditions while driving.

    The next regularly sched-uled meeting of the WestUnity Village Council will beheld on Monday December30, 2013 at 5:30 p.m as op-posed to 7:30 p.m. as previ-ously stated.

    Edon Northwest Local Board of Edu-cation addressed a brief, clear-cut agen-da during its regular monthly sessionheld Tuesday, December 10, 2013 in theschools Media Center. President Jill Ja-coby called the early evening meeting to or-der with all members ~ Dave Haase, TerryHake, Brad McCrea and Suzi McCullough~ in attendance; guests present includednewly-elected board members Aaron Hake,

    Jamie Schaffter and Dave Wehrle.In addition to taking care of routine

    business, the Board took up conrming

    the 2014-2015 Calendar as well. Theresnot a tremendous difference between the

    two proposed calendars you have from thecommittee, noted Superintended Ed Ew-ers. [Outside] the obvious start date inAugust and ending date in May, the big-gest difference is whether [or not] we havetwo weeks for Christmas. He later sharedCalendar A, overwhelmingly approved bythe Teachers Association, closely resem-bled calendars under consideration byneighboring districts that either share Dis-trict students going to their buildings orhave student transportation arrangementswith Edon.

    After addressing questions regard-ing options Calendar A and Calendar C~ along with considering which proposalwould meet with both teacher wishes andstudent testing needs ~ Board memberswent on to approve Calendar A.

    The 2014-2015 School Year will nd

    classes beginning Wednesday, August20 (with an Open House on the 19th);

    Thanksgiving Break ~ November 26-28;Christmas Break ~ December 22 Janu-ary 2 (classes to resume Monday, January5, 2015); Spring Break ~ March 30 April3 and Thursday, May 28 as the last dayfor students. The full calendar will soonbe available for viewing at www.edon.k12.oh.us.

    Before entering into executive session,Board Member Dave Haase paused tocommend his colleagues, outgoing mem-bers Terry Hake, Jill Jacoby and Suzi Mc-Cullough. Id like to thank our boardmembers who happen to be going off [atthe end of the year], he shared. Youvedone a very good job at representing ourDistrict and our kids. We thank you.

    TREASURER KERRY SAMPLESShared the two-day PFR Financial

    Readiness for Leaders seminar he andSuperintendent Ewers had attended wasvery informative and quite benecial. In

    addition to analyzing the Districts currentand historic nancial data (and compar-ing numbers to similar districts), time wasspent building a better understanding ofthe information and how to convey nd-ings to the public. Results will be postedon the Districts website shortly.

    Noted State Funding from the October

    2013 Enrollment Count numbers totaledve hundred thousand dollars. The Dis-trict remains on the guarantee for the

    next two years; a sizeable pickup of stu-dents (just over one hundred) is needed tobe taken off.

    Submitted his standard SM2 Report

    indicating revenues were down seventy-three thousand dollars and expenses upforty-three thousand dollars for the sameve-month period as last year. The Dis-trict is tracking one hundred sixteen thou-sand dollars worse than a year ago.

    Noted several valuable topics were cov-ered during the Administrators AcademyConference he attended, including DataAnalysis from Current Student Achieve-ment. Information will be shared withteachers to help target and meet State ob-

    jectives as efforts to improve the Districtsannual Report Card continue. Additional-ly, initial baseline data has been compiledfor grades seven and eight regarding OAAtesting; students requiring intervention inspecic areas will be identied for addi-tional assistance.

    The Montpelier Board ofEducation bid farewell tofellow board member GailDick at the meeting on De-

    cember 11, 2013, and alsorecognized two young menfor their good behavior andcheerful attitudes in theclassroom. Gail Dick waspresented with a plaquealong with generous thanksfrom Principal Connie Gra-ham and Superintendent

    Jamison Grime for servingthe district these past six

    years. Chris Wurm will takeher seat in January.

    Recognized for a Stu-dent Achievement award byMrs. Minor was 5th gradestudent Dylan Eiteniear.His teacher said that hewas nominated because he

    was always a good helperand that he always volun-teers to help in the class-room. Gavin Zyjewski alsoreceived a Student Achieve-ment award. He was recog-nized by his teacher Mrs.Martin for being hard work-

    ing, kind and polite, and formaking good choices.

    In her report, Elementa-ry/Middle School PrincipalConnie Graham said that2nd graders heard a pre-sentation on Veterans Dayby Cindy Shoups daugh-

    ter-in-law who had recentlyreturned from serving inAfghanistan. Graham saidthat the school had a lot ofvisitors during Buddy Day.

    They ate lunch with thestudents, and visited theBook Fair. The Book Fair

    was very successful thisyear, raising over $6000 innew books for the school.

    Beverly J. Goucher, 77, of Alvordton, passed away

    Tuesday morning at the Community Hospitals and

    Wellness Center in Bryan. She was born on March 14,

    1936 in Toledo to Robert and Hazel (Green) Stacy. On

    January 28, 1952 she married James P. Goucher, Sr,

    and he preceded her in death in February 1992.

    Beverly retired from Shern Manufacturing in

    Lambertville, Michigan. She was a lifelong member of

    the Montpelier Eagles. She enjoyed hunting and being

    outdoors, but she especially loved spending time with

    her family.

    She is survived by one granddaughter Genia M.

    (James Barrett) Burow of Alvordton; one grandson

    Garrick L. (Heather) Goucher of Oklahoma; and ve

    great grandchildren, Jacob W. Smith, Colten M.

    Barrett, Paige A. Barrett, Tristian L. Goucher and

    Kaylee A. Barrett.

    Beverly was preceded in death by her parents; her

    husband James; two sons James P. Goucher, Jr., Gary

    L. Goucher; a daughter in-law Candance K. Goucher,

    four sisters and one half brother.

    There will be no visitation or services for Beverly.

    Beverly J. Goucher (1936 - 2013)Joan Marie Ballmer,

    80, of rural Fayette, died

    early Sunday morning,

    December 8, 2013,

    at Fairlawn Haven in

    Archbold. She was born

    November 7, 1933, in

    Zone, OH, to the late

    Dwight and Florence

    (Smith) Ely. She married

    Alva Ballmer on January

    1, 1954, and he survives.

    Joan was a life-long

    resident of the Fayette

    area, and graduated from

    Gorham Fayette High School Class of 1952. She worked

    as a cook for RH Restaurant for over 40 years. She was

    an active member of the Fayette Nazarene Church,

    where she served for several years as the President of

    the Missionary Society. In addition to cooking, Joan

    enjoyed baking and decorating cakes, gardening, and

    quilting.

    Surviving in addition to her husband, Alva, are

    their ve sons, Mark (Jackie) Ballmer of Archbold,OH, Tim (Cheryl) Ballmer of Fayette, David Ballmer

    (and Casey Champion) of Edon, OH, James (Sonya)

    Ballmer of Wauseon, and Michael (Janna) Ballmer of

    Fayette; a sister, Catherine Pennington of Wauseon;

    ten grandchildren, Josh, Melissa, Lacey, Brittany,

    Sarah, Nathaniel, Brynn, Leora, Haley, and Isaac; and

    two great-grandchildren, Dylan and Daxton.

    Besides her parents, Joan was preceded in death

    by a sister, Irene Ingall; and two brothers, Paul and

    Stanley Ely.

    Joan M. Ballmer (1933 - 2013)Raymond Derald

    Steinke, 80, of Pioneer,

    passed away peacefully

    in his home on December

    8, 2013. He was born

    on January 13, 1933 to

    J.E. and Dorothy (Cline)

    Steinke in Bridgewater

    Township.

    Derald graduated from

    Montpelier High School

    in 1951. He left to serve

    his county in the United

    States Army in February

    of 1953 and served in

    the Korean War until

    December of 1954; with

    an honorable discharge.

    After returning from

    the service Derald married the love of his life, Mary

    Houk, on September 25, 1955 at St. Peter Lutheran

    Church in Edon, OH. Derald followed his dream of

    becoming a lifelong farmer. In addition to his farming,

    he also drove milk and livestock trucks and over theyears worked at Winzelers Stamping Company, Power

    and Sons, Robinair, St Joe Storage and Drying, and

    was the Custodian for North Central Schools. After

    retirement, he devoted his time to "Deere Derald's

    Mowing". Derald was a member of the VFW Post 8628

    in Pioneer, OH. His faith and love for the Lord was

    evident in his membership at St. John's Lutheran

    Church in Montpelier, OH.

    To Derald, his family was his world. He was always

    there to lend an ear, give advice, or scold when needed.

    It wasn't unheard of to leave feeling better after a "Dad",

    "Grandpa", or "Paw Paw" talk. He had many talents

    and coined many phrases.

    Derald is survived by his loving wife of 58 years,

    Mary. Three Children; Dennis (Valerie) Steinke, Ann

    (Ed) Kidston, Lee (Laurie) Steinke all of Pioneer.

    Seven Grandchildren; Jaimie Meleason (Ivan King),

    Corey (Julie) Steinke, Kati (Ryan) Burt, Jodi (Josh)

    Fiser, Michael (McCrae) Kidston, Hannah Brehm-

    Gutting, Tessa Steinke. Twelve Great Grandchildren.

    Two Brothers; Col. Don (Terry) Steinke of Montpelier,

    Darwin "Bub" (Sharon) Steinke of Pioneer. Two Sisters;

    Doloris "Chip" (Dr. Walter) Bumb of Montpelier, Pat

    (Ron) Eisel of Alvordton. One Aunt, one Uncle and

    many nephews and neices. Along with Julie (Richard

    and R.C.) Wonderly of Pioneer, whom Derald thought

    of as part of his family. Derald was preceded in death

    by his parents, J.E. and Dorothy Steinke, and one

    brother, Larry Steinke.

    Raymond Steinke (1933 - 2013)

    Ed Nortin Steinke,

    62, of Montpelier passed

    away peacefully in his

    home on December 10,

    2013 with his family byhis side. For the past

    nine years Ed had fought

    courageously against his

    battle with cancer. He

    was born on November

    9, 1951 to Donald and

    Norma (Snyder) Steinke

    in Wauseon, Ohio.

    Ed graduated from

    Montpelier High School

    in 1969. Ed served his

    country in the Army

    Reserves for two years.

    He then went to Hocking College in Nelsonville, Ohio

    and obtained his wildlife ofcer certicate. Ed never

    received his Game Wardens License, but for many

    years helped and rode alongside his good friend Mel

    Weis, who was the Williams County Game Warden.

    On July 1, 1972 he married Nance M. Stambaughat the First United Methodist Church in Montpelier,

    and she survives.

    For many years Ed worked at Bryan Metals until

    1980, when he followed in his fathers footsteps and

    obtained his Real Estate Agent and Auctioneers

    license. He worked alongside his father in the family

    business, Col. Steinke Realty until 2005 when Ed quit

    because of health issues. For the past 30 years he also

    worked for Edon Northwest Schools as a Bus Driver

    and Bus Mechanic, alongside his wife and best friend

    Todd Muehlfeld.

    Ed was the rock to his family, often telling them

    IWBO -"IT WILL BE OK. He was an avid outdoorsman

    who enjoyed camping and spending time with his

    family.

    He is survived by his wife of 40 years Nance;

    parents Don Col (Terry) Steinke and Norma (Ned)

    Snyder all of Montpelier; one daughter Staci (Wes) Dye

    of Montpelier; four grandchildren Kaylyn and Kennedy

    Brigle and Hayden and Henley Dye; two brothers Ron

    (Joni) Steinke of Montpelier; Bob (Rhonda) Steinke of

    Angola, Indiana; one sister Deb (Al Dye) Newell of Bat

    Cave, North Carolina; one uncle Bub (Sharon) Steinke;

    two aunts Doloris Chip (Walt) Bumb and Pat (Ron)

    Eisel; ve nephews; three nieces; many cousins and

    his campground family.

    Ed was preceded in death by his grandparents J.E.

    and Dorothy Steinke and Otto and Florence Yarger;

    four uncles, Larry Steinke, Derald Steinke, George

    Yarger and Dennis Yarger.

    Lowell H. Brehm, age 89,of Swanton, passed away

    Monday night, December 9,

    2013 at his home SandlandFarms, Inc, surrounded by

    his loving family.He was born August

    15, 1924 to the late Haroldand Stella (Eicher) Brehm.

    Lowell was raised on a

    farm in Fulton Countyand attended a one room

    school house for his rsteight years of education.

    Lowell later attended DeltaHigh School; where he was

    active in Vo Ag and received the State Farmers Award and

    graduated in 1942. In 1947 He took over the family farmof 120 acres after his fathers death.

    On June 23, 1951 he married Barbara Driver andcontinued to live on the farm milking 18 cows, raising

    tomatoes and performing general farming tasks. Hecontinued to grow his farm, eventually adding his sons

    and forming Sandland Farms Inc, which continues today.

    Lowell and Barbara were life long members of the FultonCounty Farm Bureau, the Lucky Seven F.B. Council and

    enjoyed many years with the Delta Skirts & Shirts SquareDance Club and over 60 years in the Card Club with three

    local couples.Lowell was active in local agricultural organizations

    and has at sometime been president of the Farm Bureau,

    Delta Elevator, County Dairy Service Unit, Soil & WaterConservation Committee and the Fulton County Farm

    Bureau Co-op Board along with a past president of theDelta Rotary Club. Lowell served on the State Board of

    DHIA and COBA and was elected to the Fulton County

    Farmer Hall of Fame. Lowell and Barbara were blessedwith children, Gary (Jenny) Brehm, Gail (Thomas) Elton,

    Hal (Sara) Brehm; grandchildren, Jody (Said) Rukieh,John (Kimi) Elton, Craig (Nicole) Elton, Scott (Sarah) Elton,

    Erin (Greg) Clapp, Seth Brehm, Andrew Brehm, NathanBrehm and ten great grandchildren. Also surviving is

    his brother, Calvin (Lee) Brehm of Archbold. In addition

    to his parents, Lowell was preceded in death by his wifeBarbara in 2011; brothers, Leland and Merlyn Brehm and

    twin sister Lois (Ament).

    Francis Baldwin, age

    92, of Bryan, passed

    away Monday, December

    9, 2013 at Stein Hospice

    in Sandusky, Ohio. Prior

    to his retirement he had

    been a farmer most of his

    life.

    Francis was born in

    Deance County on June

    5, 1921, the son of Howard

    and Marjorie (Figley)

    Baldwin. On January 11,

    1942 he married Lois Sue

    Hane, and she survives.

    He was a member of St.

    Pauls United Methodist

    Church in Deance, where he had served as an usher.

    He also had been the Sunday School Superintendent

    of the Evansport United Methodist Church. He was

    president of his graduating class from Tifn High

    School in 1940. An Army Veteran of WWII, he had

    served in the 351st Army Engineers as a TS Corporal,

    Utility Repairman. He was called forward for the rst

    wave of ghting during the Battle of the Bulge. He

    was a past Commander and life member at the former

    Evansport VFW and was a member of the Farmer

    American Legion Post.

    Surviving besides his wife, Lois, is their daughter,

    Barbara Sue Baldwin. He was preceded in death by his

    parents and infant daughter, Ruth Baldwin.

    Ohio Attorney General Mike DeWine announcedthat a Williams County man was found guilty todayof raping three children.

    Daniel Bignell, 40, made an Alford plea to threecounts of rape in Williams County Common PleasCourt this morning. Williams County CommonPleas Court Judge J.T. Stelzer then found him guiltyof the charges.

    The plea happened in the midst of his jury trial,which started Monday.

    Bignell was indicted in September after an in-vestigation by the Williams County Sheriffs Ofcerevealed that he had raped three children over aperiod of 11 years. The crimes happened between2001 and 2010 and began when the children were13-years-old or younger.

    Investigators began looking at Bignell after one

    of the victims, who is now an adult, came forward.That is very courageous, said Attorney GeneralDeWine.

    The case is being prosecuted by attorneys fromthe Attorney Generals Special Prosecutions Section.

    Bignell will be sentenced on January 9, 2014, andcould receive up to 30 years in prison.

    Unfortunately, the excitement and celebrations of theholiday season can lead to terrible decisions-- and seriouslegal consequences.

    Data shows that the holiday season is a particularlydeadly time due to the increased number of drunk driverson the roads, and all Fulton County Law Enforcement are

    prepared to stop and arrest any drunk driver they see tokeep roads safe.

    Nationally, in the Decembers from 2007 to 2011 therewere 4,169 people killed in crashes that involved driverswith blood Alcohol concentrations of .08 grams per decili-ter or higher.

    STRYKER. The Stryker Village Council on Monday,December 9 held their monthly meeting, and passed anOrdinance amending chapter 513 of the codied ordi-

    nances of the Village of Stryker prohibiting the manufac-ture, sales, distribution and possession of synthetic drugsand synthetic drug look alike substances by a 6-0 vote.

    The passage of Ordinance 2013-14 was made in an effortto protect the health, safety and welfare of the citizensof the Village of Stryker and to attempt to address theever changing chemical composition of synthetic drugs,including those commonly referred to as "bath salts" and"spice." The passage of the ordinance also declared anemergency, addressing the dangerous nature of the saleand manufacture of these "look alike" substances. Ordi-nance 2013-14 will take effect immediately.

    In other council business, the council passed by a 6-0

    council vote the renewal ofResolution 2013-9R, au-thorizing the village to ex-ecute a lease agreement foragricultural land owned bythe village. The renewalwas for 34 acres of landowned by the village andis located on the south endof Stryker. The lease was

    awarded to Rodney Bueh-rer, who bid $208.57 pertillable acre. The lease willrun from the date of pas-sage, through December31, 2016.

    The council also ad-dressed scal issues for thevillage, passing Ordinance2013-15, adopting the2014 permanent annualappropriations measure forcurrent expenses and otherexpenditures during thescal year 2014.

    The Village Administrator also submitted his report,outlining efforts to prepare for snow removal tasks, as wellas ongoing maintenance of equipment. It was also notedthat leaf collection conducted during November was com-

    pleted. Additionally, the Administrator announced thatthe Main Stop Store in Stryker will be breaking groundsoon for a new and larger store, replacing their currentfacility.

    Prior to closing December's meeting, Mayor DanHughes spoke about the service of the outgoing membersof the Village Council; Dan Boetz, Tom Horton, Carol Fee-han and Joan Ruffer. Mayor Hughes presented each witha small gift and a heartfelt "thank you" for their tirelessservice to the Village of Stryker during their terms on thecouncil.

    The Brady Township Trustees are requesting residentscooperation during snow removal this winter.

    When cleaning out driveways, residents are asked thatthey do not push the snow onto or across township roads,to avoid trafc hazards. Also, they are asked to not parkalong the edge of roads and streets during snow removal.

    those attending and par-ticipating in the Lighting

    of the Way Memorial Lu-

    minary Program, sponsoredby the local auxiliary, held

    Sunday afternoon, Dec.3rd at First Presbyterian

    Church. After a welcome

    by President Deanna, BillPriest served as master of

    ceremonies. Remarks weregiven by Phil Ennen, Presi-

    dent & CEO of Community

    Hospitals & Wellness Cen-ters. A memorial message

    was given by Rev. David Til-ly, pastor at First Presbyte-

    rian Church. Mr. Priest andRev. Dee Custar announced

    the submitted names of the

    deceased who were remem-bered during the program.

    Luminaries were lightedand displayed at the Mont-

    pelier Hospital this past

    week in their memory. Spe-cial music was provided by

    Jana Grifn, Delores Lil-lemon, and Cathie Moore

    from West Unity. TreasurerBarb Dietsch was thanked

    for assisting in prepara-

    tions for the program.During the meeting,

    auxiliary members votedto purchase items on the

    wish list for the hospitalsphysical and occupational

    therapy departments, in-

    cluding a new television

    with DVD player for use in

    instruction for patient ther-apies.

    The next regular meet-ing of the auxiliary will be

    held Monday, Jan. 13th at

    1 p.m. in the conferenceroom at the Montpelier Hos-

    pital. Dr. Joshua Schlade ofMontpelier Chiropractic will
