A new one-day tour being pro-moted by the website Toursin-
Panama.com allows travelers to see the city and get in touch with nature too. The Safari Monkey City Tour combines the city, the Canal and outdoors activities.
Aboard the open air Safari Truck, tourists complete a city tour that takes them through historical spots like Casco Viejo, Panama La Vieja and out to the Amador Causeway. The trip continues along the Panama Canal to Gam-boa, situated on the man-made Lake Gatún. This leg of the jour-ney includes a visit to Monkey Is-land, where the destination bears the name of its principal attraction – friendly whiteface monkeys that come close to the boat for a treat.
And as with any great Panama City tour, the trip includes a stop at the Miraflores Locks to see the ships transiting the Pacific side of the Canal as well as an opportu-nity to see the inner workings of the waterway by visiting the on-site museum.

The Sovereign Society is a very popular expat publication that
recently declared Panama as “The World’s Best, All-Around Off-shore Haven.”
Bob Bauman of The Sover-eign Society, a former U.S. con-gressman, sums it up: “Panama is still the ideal location for retire-ment, a second home, an offshore bank account or any number of le-gal, asset protection structures.” Here is why.
Real estateOne of the reasons for this rec-
ognition is that Panama continues to have a real estate construction boom. As reported in a recent Economist magazine article: “The 50-storey skyscrapers of Panama
City jut out of the jungle like no-where else in low-rise Central America. Panama’s smart banks, open economy and long queues of boats at its ports have caused many to compare it to Singapore, another steamy success story.”
Economic powerA second reason why The
Sovereign Society rates Panama as the best offshore haven is our strong economy, stating: “From 2005 to 2010, Panama’s economy grew by more than 8% a year, the fastest rate in the Americas. The IMF predicts growth of over 6% a year during the next five years. Accounting for purchasing power, it is one of the five richest coun-tries in mainland Latin America.”
The CanalAnother reason is the Pana-
ma Canal. The Sovereign Soci-ety wrote: “In 2010 the Panama Canal’s revenues were $2 billion (7.5% of GDP). So far in 2011, they are up by a quarter thanks to more traffic and higher tolls.
The canal and Panama’s busi-ness-friendly regulations have expanded big insurance, finance and legal offshore industries. The traditional free-trade zone in Colón, at the canal’s Atlantic end, has lured the regional bases of firms like Procter & Gamble. In 2010, Colón and Balboa, Pana-ma’s Pacific-side trade gateway became Latin America’s two busi-est ports.”
Direct foreign investmentPanama having one of the
lowest import tariffs in Latin Amer-ica is another reason. Foreign di-rect investment is worth 9% of the GDP which is the largest on the continent.
InfrastructureThe future looks bright for
Panama according to The Sov-ereign Society. The Panama Ca-nal expansion will be completed in 2014. President Martinelli’s $13.6 billion dollar investment for schools, sewage, roads, and the Panama City metro transit system will be a boost for the country.
Here is what Panama has to offer according to The Sovereign Society: “Panama remains the
world’s best, all-around offshore haven. This is due to all the other investor friendly policies and op-portunities it offers: its asset pro-tection laws, a strong anti-money laundering law, a territorial tax system with tax exemptions for foreigners, an array of useful statutory legal entities, and a host of qualified offshore professionals and bankers.”

Inversión extranjera directa Panamá tiene una de las tarifas de
importación más bajas en Latinoamérica. Ésta es otra razón. La inversión extranje-ra directa tiene un valor del 9% del GDP, el más alto en el continente.

The Gamboa Rainforest Re-sort Hotel presents its second
freshwater 2011 Fishing Tourna-ment this weekend, on Saturday, October 8 and Sunday, October 9 at Lake Gatún. The event will be hosted at the Gamboa Hotel. Its features include views over the lake, fresh air, swimming pools, a butterfly garden and “green” activ-ities, including a tour through the tree tops of the tropical forest on a cable car.
Mr. René Gómez, Official Judge of Fishing Tournaments at Gamboa for over 11 years, will see that the regulations are com-plied with by all competitors with no exception to make sure that the competition is as legal and transparent as possible.
One of the winners will be awarded a brand new car, to be presented by Mario Ramírez, the new General Manager of the Gamboa Hotel. He will judge the Grand Slam for the competitor that breaks the record in spe-cies weight (Sargento – Peacock Bass; Róbalo – Snook; Sábalo Real – Tarpon). The car will be a 2011 Toyota.

Corozal port developmentIn order to get financial advice related to the development of a new port in Corozal, acting Min-ister of Finance, Frank De Lima announced the approval of a contract between the MEF and MBA Lazard Central America for $321,000.00 for consulting ser-vices.
Rio Hato airport worksPresident Ricardo Martinelli has given the order to proceed on construction of road underpasses and rehabilitation at the Scarlett Martinez Airport in Rio Hato. On August 26 the Minister of Public Works, Federico José Suárez, gave the order to proceed to the MECO Construction Company, Inc., which undertakes to provide the tunnel under the Panamerican Highway and the airstrip, com-pletely completed and accepted by the Government within 420 calendar days from that date.
“Turnkey” regulationThe daily La Prensa reported that the government introduced a limit to contracts classified under the “turnkey” mechanism, with which it finances the work of contrac-tors and the State pays once they have been delivered or according to a predetermined timetable. No person may engage in turnkey projects for more than 20% of the

The US Senate approved a pro-gram to help workers displaced by foreign trade agreements called the Trade Adjustment Act (TAA), paving the way for the vote on the FTAs __with Panama, Colombia and South Korea. The Democratic majority in the Senate insist that the TAA is a key part of the vote on the FTAs.
Galician visitThe president of the autonomous government of Galicia (northwest Spain), Alberto Núñez Feijoo, vis-ited Panama to promote Galician exports to this country as well as agreements between the ports of the Spanish region and the Pan-ama Canal. The aim of the visit was “to internationalize the Gali-cian economy, open doors for en-trepreneurs to Galicia to sell their products in Panama,” said Núñez Feijoo.

AmericasThe daily La Prensa reported that Post-Panamax cruise ships are being built of such great heights that in the future they will force re-moval of the Bridge of the Ameri-cas, an icon of the country built 49 years ago.

The British Embassy and the British Chamber of
Commerce (formerly the Panama British Business As-sociation) are extending an invitation to attend the annual commercial event “Britain in Panama 2011.” It will be held on Thursday, October 20 at the Trump Ocean Club Hotel.
The event shares impor-tant information. Since the Chamber only conducts one major event per year in addi-tion to monthly lunches featur-ing top-ranking speakers, this event, formerly marketed as “Britannica Day”, has boasted speakers in the past like bank-er Joe Salterio, formerly CEO
of HSBC and currently CEO of the newly-opened Unibank and UK Minister of State James Browne.
The UK is the largest for-eign investor in Panama, with the London & Regional prop-erty called Panama Pacífico, located at the former Howard Air Force Base across the Ca-nal from Panama City leading the forefront of British invest-ments.

Among the speakers were former first lady Vivian Fernandez de Torrijos, who says that change can come about even when one is not in power, and musician Roba Moreno, who says that there is a growing number of citizens who are ready to “jump in and make a differ-ence.”

U.S. Ambassador Phyllis Powers was on a state-side business promotion trip last week. She was
accompanied by other U.S. ambassadors from Latin American countries including Colombia’s Ambas-sador P. Michael McKinley, investigating ways that the U.S. can benefit by doing business with Latin America.
The Import-Export Bank of the U.S. was involved with this U.S. State Department-sponsored tour which lasted through September 30. Promoting busi-ness between the United States and Latin America is one of President Obama’s initiatives.
There are hopes that this mission could help move forward the pending Trade Promotion Agree-ment with Panama that is yet to be ratified in the U.S. Congress. The ambassadors travelled to Memphis, Los Angeles, San Francisco, Detroit, Houston and Chicago to meet with business leaders.

de Viajes y Turismo or APAVIT) is organizing its sixth National Congress of Travel Agents, called “Protago-nists of Change.” It will take place on Saturday, Octo-ber 15 at the Royalton Panama Luxury Resort, located between Playa Blanca and Buenaventura along the Pacific Coast. The event takes place from 12:30 p.m. to 4:00 p.m.
Last year APAVIT reported that 120 people attend-ed and that it hopes to beat that number this year.

John Law presentó una serie de cursos de capacitación para el sector aeronáu-tico para promover la seguridad regional.
Entre los distinguidos invitados estu-vieron el Licdo. Gustavo Pérez, Director General de la Policía Nacional de Pana-má; el Licdo. César Martínez, Administra-dor de Seguridad de Copa Airlines, y el Licdo. Juan Carlos Pino, Gerente Gene-ral del Aeropuerto Internacional de Tocu-men, quienes participaron en la clausura de un curso de ocho días ofrecido por la Embajada de EE.UU. llamada ‘Control de

d’Affaires, John Law, presented a series of training courses to the aviation industry in order to pro-mote regional security.

About 30 security profession-als participated from the Panama National Police, the Civil Aviation Authority, Tocumen International Airport, Howard Airport, SENAN, Copa Airlines, and Air Panama.

moving to the Internet, with over four million K - 12 students taking courses online. A new edu-cational program called Edison Virtual has arrived in Panama, offering an accredited U.S. high school and middle school on-line curriculum with U.S. certified teachers.
Students receive local on-site supervision and guidance from learning facilitators at Edison Vir-tual, which also offers a Panama student support center to compli-ment its web-based, fully-accred-ited audio and video curriculum (core courses and electives) that enables students to earn a U.S. diploma from an accredited high school.

The Climate Change Confer-ence in Panama City ends to-
day, Friday October 7. The inter-national meeting brought United Nations climate envoys together at ATLAPA Convention Center and the Sheraton Hotel to discuss the Kyoto protocol. Kyoto is the world’s only treaty that seeks to limit greenhouse gases and is at risk of expiring.
The future of the 1997 Kyoto protocol was the most important
issue during the Panama talks. An agreement on extending the pact is to be concluded during negotia-tions that begin November. 28 in Durban, South Africa.
Economic factor The event was expected to
generate $14 million for the Pan-amanian economy. An extraor-dinary credit of $8 million was approved for Panama’s Foreign Ministry to conduct this event ac-cording to the ministry. The event

had an estimated to cost about $5.7 million, of which the UN pro-vided $4 million, while the Gov-ernment covered the remaining $1.7 million. An article published recently in the daily Panamá América reports that the hoteliers Paul Stallings and James Avery are in support of the third phase of the Cinta Costera. This public works project, they say, will provide the necessary connectivity as it will apparently en-circle the peninsula with either a landfill and highway or a viaduct around the Old Quarter.
The potential investors said that the project should incorporate green spaces and museums, in order to create an ideal tourism en-vironment where they plan to develop a landmark hotel property at the former Union Club on Calle Primera in the city’s historical district at the tip of Casco Viejo.
Images of the 160-room hotel show that it would extend out over the water. The investment would be of over $40 million.

El futuro del protocolo Kyoto de 1997 fue el tema más importante entre las charlas en Panamá. Un acuerdo para extender el pacto será concluido durante negociaciones que iniciarán el 28 de no-viembre en Durbán, Sudáfrica.

Over the next nine months, some 30 Panama tourism
businesses are participating in a pilot program to ensure that they meet a common quality service standard. The initiative, spon-sored by the Panama Tourism Authority (ATP) and in conjunc-tion with the Chamber of Tourism (CAMTUR), aims to assure that quality service is received by the growing number of tourists who visit Panama.
The tourism sector demands quality and consistency, areas
where Panama has been identi-fied as lacking despite its rampant growth in this sector. Those who visit the country require a higher level of service than is consistent-ly available now.
Quality in service is vital to assure that tourists will consider returning to the country. Once implemented, the new service standard guarantee program will become part of the ATP’s interna-tional marketing campaign. The ATP has invested $300,000 in this new program.

How it worksOf the 30 businesses receiv-
ing consulting services from Nor-control Applus, ten are hotels, ten are travel agents and tour opera-tors and ten are individual guides.
It is not a competition for stars or points, rather a certification that will be shared among tourism businesses that assures that they meet the quality standards set by international experts.
This initial pilot program will last mine months. Consultation will be carried out one business at a time, eight hours a day. The consultation allows for the busi-nesses to set up an internal qual-ity auditing program.
More companies interestedMany companies have al-
ready expressed interest in re-ceiving the consultation in order to bear the seal of good service.
The “good practice guides” can be solicited at the Ministry of Commerce and Industry (MICI), but businesses will have to carry the cost of the consulting services individually.
In the future The ATP will make a move to
include other sectors that are di-rectly related with the tourism in-dustry in 2012. At the top of the list of industries under consideration are restaurants and transporta-

at the Beaches called Mejwani, meaning ‘a feast’. He is an ar-chitectural technologist originally from Mumbai, India with a passion for cooking. Customers can call in an order and receive a delivery in 45 minutes to an hour.
The delivery business is to test the market for the feasibility of a full-fledged Indian restaurant in the area.

Plants and animals abound at Bocas garden wonderland

Finca Los Monos has many monos (monkeys) among
other members of the animal kingdom that add to the experi-ence of visiting these beautiful botanical gardens on Isla Colón, a short drive from the town cen-tre in Bocas del Toro. The howler monkeys aren’t always guaran-teed to be around, but the 20 acre property always has lots in bloom along the visitor trail that leads tourists along a two-hour journey through tropical flora from around the world. Along the way, visitors walk over rolling hills, across a bridge, past a pond and under big old fruit trees.
Lin Gillingham and husband David (of England and New Ze-land, respectively) came to Bo-cas del Toro in 1999 after literally searching the world over for their piece of paradise. But it was not until just two years ago that their dream world gardens opened to the public. Yes, they spent a decade planting, pruning, potting and planning this flower-lover’s playground. It is fit for every kind of visitor. A botanist would be thrilled here, whereas the tag-along visitor still finds loads of visually entertaining flowers, palms and ferns as well as the oc-casional sloth, raccoon, armadillo, silky anteater, frog, cayman, bird or insect.
The farm runs coast to coast on the main island in the Bocas Archipelago, on a skinny strip of land known as the “Istmito”. All the big old trees, the habitat of the wildlife, were left intact. Visi-tors enter beneath two Flame of the Forest trees (Delonix Regia) into a large Palapa that serves as a visitor’s centre.
This open structure with a thatched roof serves as start and finish of the tour. A bit of shade and “agua de pipa” (coconut wa-ter) or refreshing lemon grass tea are always welcome after a long walk through this private para-dise. This area is also available for rent for special events.

are sometimes hard to relate to. But Linda knows her plants just as well as she does people. She is quick with a smile and fast with a joke. As the principal leader of the botanical garden tour, it does not seem that she ever gets tired of it. She explains the names and the origins of plants (many of which she collected travelling around the world), and responds thought-fully to even the most simple of questions.
Her endless fascination with her garden is immediately conta-gious to those on the tour. Walk-ing from a palm garden, through a vine-covered tunnel, past bright red and pink gingers and on to colourful hibiscus, one can also observe the humming birds and butterflies drawn to the nectar of these exquisite tropical flowers. Off the footpath, tiny colourful frogs can be seen, camouflaged among the fallen leaves.

covered by the most amazing pink water lilies. To see their blooms open, visit earlier in the morning. Brightly coloured dragonflies buzz about near the pond where a new inhabitant – the carp fish – lives. Once in a while a small cayman can be sighted here.
With all its fruit and flowers, the garden is a favourite place of parrots, tanagers, woodpeckers, orioles, flycatchers, and green ibis. Sightings are not guaran-teed but one is almost sure to hear them. Or one may be lucky enough to see a tiny hummingbird nest, made of the soft woolly fi-bres of the Balsa tree.
When asked what is her favou-rite, Lin has a difficulty deciding, “I love all of them, the heliconias, with their wonderful forms and co-lours, the ginger family for their visual, aromatic, medicinal and culinary delights, the worldwide collection of palms, the tropical fruits and the massive old trees on the property such as the fig trees that feed more wildlife than any other tree in the forest,” she says.

Los monos au-lladores no siempre están ahí, pero en la propiedad de 20 acres siempre hay mu-cho que ver y escuchar a lo largo del sen-dero que lleva a los turistas visitantes en un viaje de dos horas a través de la flora tropical de todo el mundo. La finca se extiende de costa a costa en la isla principal del archipiélago de Bo-cas, en una delgada franja de tierra co-nocida como el “Istmito”. Todos los viejos árboles grandes, el hábitat de la fauna sil-vestre, se dejaron intactos. Los visitantes entran por debajo de dos Árboles de Fue-go (Delonix Regia) en una palapa grande que sirve como centro de visitantes.

de la gira, parece que nunca se cansa de su jardín. Ella explica los nombres y los orígenes de las plantas (muchas de las que recogió en todo el mundo), y respon-de de manera cuidadosa hasta las pre-guntas más simples.
Su fascinación con su jardín es in-mediatamente contagiosa para la gente que toma la gira. Desde un jardín de pal-meras, a través de un túnel cubierto de enredaderas, más allá del jengibre color rojo brillante y rosa y al colorido hibisco, uno puede observar los colibríes y mari-posas sacando el néctar de estas exqui-sitas flores tropicales. Fuera del sendero, se pueden ver pequeñas ranas de colo-res, camufladas entre las hojas caídas.
A lo largo de la ruta, comiendo frutas tropicales recogidas del camino, los visi-tantes encuentran un estanque de pe-ces, cubierto por hermosos lirios de agua color rosa. Para ver las flores de lirios abiertas, vaya temprano por la mañana. Libélulas de colores brillantes vuelan so-bre el estanque donde vive un nuevo ha-bitante – un pez carpa. De vez en cuando un caimán pequeño puede ser visto aquí.
