1. Fully understand products & technologies that are Export Controlled – Cooperation with Defense, Commerce & State

2. OEMs need full understanding of any restrictions on current products – a process with speed

3. Support of FMS process and associated products4. Access product rationalization for licensing, co-

production, production and product support5. Understand new policy on FDI and private Indian

companies producing Defense products6. Choose an Indian “partner” that matches rationale7. Invest & utilize Indian engineering talent for speed8. Create a local presence for proper interface &

protocol

Required Actions

1. Process for identification of those Export Controlled technologies

2. OEMs need full understanding of current products with any restrictions

3. Assure FMS products are potential integrators with India

4. Create teaming approach for business matches5. Incumbent upon each OEM for decision process on

technologies, products, talent and required local investment

6. Utilization of Industry Associations for agenda items, dialogue development & actions
