- LGs are close to citizens and operate in participatory processes for local sustainability
- LGs directly contribute/impact the EU objectives via their local policies and targets and therefore assist in the implementation when included in the process

Procurement
One trillion Euro (1.000.000.000.000) spent every year by European public authorities in the purchase of products and services (14% -16 % of the GDP)
The potential of sustainable procurement is thus huge to:• achieve environmental relief • move the market towards green products and services• green the production side

• 21 % of electricity produced from renewable sources:
• 20 % reduction energy consumption & CO2 reduction
If all European public authorities bought green electricity 18% of the Kyoto commitments could be met.
Public authorities buy 2.8 million computers annually - 12% of market
If the European market could be moved to producing slightly more efficient PCs then over 8 million tonnes CO2 could be saved - equivalent to the emissions of almost 1 million people

- 24 cities+ 10 national partners participating since 2004- milestone process with target setting- dialogue with national, European and international government- enrolled in Marrakech process of UNEP- workshops in 5 European countries

Promote energy efficient districts
Create business centres on the “main street”
Promote a transportation system that includes bicycling, walking, public transport,cars and freight
Protect natural areas, parks, streams and farmland both inside and outside the urban growth boundary
Work with neighbouring cities in the region to keep the separation between communities
Innovative urban planning

- public transport company targets to be fossil fuel free by 2021- subway runs on electricity from renewables- buses run 25% on renewables in 2006 and 50% in 2011- congestion charge- use of clean vehicles strongly supported (taxi companies, private users, city fleet)

• New/adapt local regulations• Municipal management of services and assets• Sustainable urban planning and infrastructure• Financial Instruments & Support mechanisms• Awareness raising & stakeholders• Cooperation among local governments
Local governments are changing towards sustainable energy -this is the right time for planning and action !
