Selecting Outcome IndicatorsA good performance indicator must be CREAM:

Clear (Precise and unambiguous)

Relevant (Appropriate to subject at hand)

Economic (Available at reasonable cost)

Adequate (Must provide a sufficient basis to assess performance)

Monitorable (Must be amenable to independent validation)
