I. INTRODUCTION

1.1 Statement of the Problem

Information System is a system that uses information technology to

capture transmit, store, retrieve, manipulate or display information used in one or

more business processes. It typically includes people, methods and procedures for

things with the information. It plays fundamental and ever-expanding role in all

business organizations. [BELR 2006]

One of the many uses of computers that have been very helpful to a lot of

people is the Internet. The internet has become man’s friend because it has

worldwide broadcasting capability that let people communicate faster and easier.

Its influence reaches the technical field of business computing with online tools to

accomplish electronic commerce that allow businessmen to advertise and to

promote products through Information System. [COMP 2003]

Information System has different types and one of them is the Transaction

Processing System (TPS). Transaction Processing System (TPS) are computerized

for routine business transactions. They eliminate the tedium of necessary

operational transactions and reduce the time required to perform the transaction

manually.

Transaction processing systems, which are essential to the day operations

of business, allow or permit the organization to interact with external

environments. [BELR 2006]

Online Transaction Processing (OLTP) refers to a class of systems that

facilitate and manage transaction-oriented applications, typically for data entry

and retrieval transaction processing. Online transaction processing increasingly

requires support for transactions that span a network and may include more than

one company. For this reason, new OLTP software uses client/server processing

and brokering software that allows transactions to run on different computer

platforms in a network. The benefits of OLTP are simplicity and efficiency.

Reduced paper trails and the faster, more accurate forecasts for revenues and

expenses are both examples of how OLTP makes things simpler for businesses.

The disadvantage as with any information processing system, security and

reliability are considerations. Online transaction systems are generally more

susceptible to direct attack and abuse than their offline counterparts. When

organizations choose to rely on OLTP, operations can be severely impacted if the

transaction system or database is unavailable due to data corruption, systems

failure, or network availability issues. Additionally, like many modern online

information technology solutions, some systems require offline maintenance

which further affects the cost-benefit analysis.

The introduction of CAI as one of the teaching methods is made by

computer science. Computer science is the study of the theory, experimentation

and engineering that form the basis for the designs and use of computer devices

that automatically process information. The goals of computer science range from

finding ways to better educate people in the use of existing computers.


Underlying all of these specific goals is the desire to make better human condition

today and in the future through the improved of Information. [ADAM 2001].

One of the branches of Computer Science is Artificial Intelligence which

is devoted to the development of computer programs that will allow machines to

perform functions normally requiring human intelligence. Artificial intelligence

(AI) research seeks to enable computers and Machines to mimic human

intelligence and sensory processing ability and models human behavior with

computers to improve our understanding Artificial Intelligence is increasingly

being used to enhance the area of Computer Aided Instruction [ADAM 2001].

With Computer Aided Instruction, Students interact directly with personal

computer. CAI is a reference using a computer as an instructional tool to manage

and improve instruction such as tutorial, practice and problem solving. The

computer first teaches the students on principles of a particular topic. Then the

computers ask questions to see how much knowledge has been acquired or it

cycles back to review materials. [ADAM 2001].

Today, many establishments are already using the computerized

processing system; like inventories and reservation. The JAP review center is one

of Bicol’s emerging review centers which offer three courses. IELTS review

(International English Learning Testing System), NLE review, and Midwifery

Review is still using the Manual registration system in which consumes a lot of

time in registering.


The Jap review Center is located at Sto. Domingo St. Tagas Daraga Albay.

Near Tagas Chapel. The named JAP was coined from the 1 st letter of the names of

Jo-Lester, Aileen, Phillip, who are children of owner. The JAP review center

started with the name ZEUS Review Center way back in 2002 and it only offered

course Review on IELTS (International English Testing System). The review was

conceptualized when the owner had a vacation in Hong Kong, where they met an

American friend who is working in IELTS who encouraged them to put a review

center that cater to IELTS examinees. With the growing demand for other review

center, the decided to expand their line-up by adding Midwifery review in 2007

and recently the Nursing Review in 2008.

The Review Center is composed of highly competitive reviewers in

respective courses. As of this present year there are approximately 30 lecturers. In

Midwifery (10) Lecturers and 2 of which are from Manila, IELTS (5) Lecturers 2

for grammar and 3 for speech and for their NLE (15) lecturers. Nursing and

IELTS course accommodates 40 students while midwifery course can

accommodate a maximum of 60 Students that in the review room. Being new to

the industry, JAP review Center has managed to maintain high percentage of

passers in the review courses. In 2008 the first batch of nurse’s examinees in

NLE, 85% of which are passers. In APRIL 2009 NLE examination, 89% of the

reviewees have passed the examination and in November 2009 NLE examination

majority had passed. With a mission of making JAP as one of the top review

center in Bicol Region, the review center has currently expanded their branches in


other parts of the region, in Sorsogon and Masbate City, there is already a

midwifery review that has been placed for prospective reviewees in the area.

The JAP was located in residential area in Tagas Daraga, Albay that’s why

they had to extend their effort in marketing the review center. Some people

recognize Jap to their continuous release of passers, through word of mouth,

streamers and through flyers. Manual registrations of new enrollees are given

registration form to be filled up. After that, the list of schedule is given for

selected review program and the next process would be the payment, here is

breakdown of fees for each review program.

When the reviewee filled up the student Information Sheet, the reviewees

fees are:

For the IELTS Review Fee:

o Full course(unlimited)- Php 8,500.00

4 weeks + 2days final Coaching.

o Comprehensive is Php 4,500.00

2 days final coaching

For the NCLEX Review Fee

o 2 Months Review is Php 15,000.00

Weekdays schedule


At present, the existing Information about JAP Review Center is relying

on word of Mouth and through flyers.

1.2 OVERVIEW OF THE CURRENT STATE OF TECHNOLOGY

1.2.1 LG&E Residential Service Center - Online Billing

Louisville Gas & Electric (LG&E) is a wholly-owned subsidiary of

E.ON U.S. LLC, a diversified energy services company that is a member

of the E.ON AG (NYSE: EON; Frankfurt EOA) family of companies.

E.ON is the world's largest investor-owned utility company.

Louisville Gas and Electric Company (LG&E) is a regulated

electric and natural gas utility, based in Louisville, Kentucky, serving

Louisville and 16 surrounding counties

They accept cash, check, certified check and money orders;

however, they encourage customers not to send cash if they are mailing

their payment to LG & E or if the customers are dropping their payment in

LG& E payment drop box. LG & E also accept debit and ATM cards,

PayPal as well as Mastercard, Visa and Discover credit cards and

electronic checks, from customers who make their payment online or over

the telephone. [KHLG 2001]

1.2.2 TclTutor: Interactive Computer Aided Instruction for Tcl

The format of a TclTutor lesson is a short textual description of a

command or concept and an interactive example. The lesson text is


available in 3 levels of verbosity, "Expert", "Computer User", and

"Beginner". The differing levels of verbosity provide a beginner with

more information about computer terminology and general programming

techniques, while allowing an experienced programmer to get just the

minimal information that they need to start using a command. The expert

level can be used as a reference tool after you've started using Tcl/Tk

regularly.

The examples can be edited and re-run to experiment with how the

command behaves.

TclTutor has been around for over a decade now. It's mostly stable.

To make up for that I rework the GUI every few years. This code has been

tested on BSD/OS, Linux, MS-Windows, and Macintosh.

However, the proponents will integrate a Computer-Aided Design to

the online system because the proponents notice that some review centers

sites doesn’t have CAI (Computer Aided Instruction). Integrating this

module to the online system will make the website more interactive and

can provide online drills to the reviewees that want to practice their

knowledge of what they learn from their review. The proponents will

embed CAI on the proposed system with multimedia features. To make

the site more attractive, ASP.Net and Macromedia Flash will be used.

1.3 PROJECT RATIONALE


THE REVIEW CENTER

In developing this system for JAP Review Center exponential benefits will

be achieved. For the review center they will be able to reach larger group of

people and be able to disseminate information about the operation of their

business and the achievements of their review. It will also include other related

information about the review center.

THE REVIEWEES

For the reviewees the benefits will be the ease of access of information

that they need with regards to JAP review center and the benefit of practicing test

drills online. The online information system has an integrated practice drills on

the website, they can practice their knowledge of what they learned during their

review sessions and gain competiveness with these type of technology. The

Integrated CAI has a maintenance features that can updated with new question for

practice drills.

THE PROPONENTS

The proponents shall benefit from the learning experience they gained

during the course of the system development. They will have the ability to apply

their knowledge on systems analysis, database management and computer

programming.

THE FUTURE RESEARCHERS


The future researchers can benefit from having the advantage of knowing

beforehand proper ways of developing website for a review center. The proposed

system can be a basis for their development.

THE LECTURERS

In developing the system, the lecturers will be able to redirect learning

process. It gives the lecturers time to deal with those reviewees who need some

information. It will also help the lecturers in discussing the topic and in assessing

the student’s progress effectively.
