Winter SpringS’ elected Municipal OfficialS appOinted tO

Serve On the flOrida league Of citieS’ 2017-2018 legiSlative

pOlicy cOMMitteeS The Florida League of Cities serves the many municipalities in the State of Florida and offers support in many ways, and of premier interest, is helping municipalities retain Home Rule powers. To this end, the Florida League of Cities has established five (5) Legislative Policy Committees which are comprised of staff from the Florida League of Cities and many municipal officials from across Florida. Currently, the five (5) Legislative Policy Committees are:

• Energy, Environment and Natural Resources

• Finance, Taxation and Personnel • Growth Management and Economic

Affairs • Transportation and Intergovernmental

Relations • Urban Administration

On these Legislative Policy Committees, Florida League of Cities staff work hand in hand with municipal officials around the State to establish and strengthen the Florida League of Cities’ Legislative Action Agenda which includes many important matters that face local communities day in, day out, and helps everyone to champion the changing framework that municipalities deal with in so many ways. Thus, in addition to the many responsibilities and other commitments each municipal official has in his or her own community, interested Florida municipal officials may offer their time and expertise and volunteer to serve on one of the Florida League of Cities’ Legislative Policy Committees. The City of Winter Springs is very proud that our Elected Officials have been appointed to the following Legislative Policy Committees for the 2017-2018 year. It should be mentioned that most of our Elected Officials have already served one or more terms on these Legislative Policy Committees previous to this Appointment:

Mayor Charles Lacey was Reappointed to continue serving on the “Finance, Taxation and Personnel” Committee. Deputy Mayor Pam Carroll has been Reappointed to again serve on the “Municipal Administration” Committee. Commissioner Kevin Cannon was Appointed to serve on the “Utilities, Natural Resources and Public Works” Committee.

Commissioner Cade Resnick has been Reappointed to continue serving on the “Land Use and Economic Development” Committee. Commissioner Geoff Kendrick was Appointed to serve on the “Transportation and Intergovernmental Relations” Committee.

Of special note - as only one (1) municipal official from each municipality is allowed to serve on each of the individual Legislative Policy Committees, Commissioner Jean Hovey was kind enough to step down from serving on one of the Legislative Policy Committees so that another Elected Official could serve.

Winter Springs’ Commissioner Geoff Kendrick Graduates from Florida League of Cities’ Institute for Elected Municipal Officials

Commissioner Geoff Kendrick has graduated from the Florida League of Cities’ Institute for Elected Municipal Officials (IEMO). Created more than 20 years ago as a way to educate newly elected officials on the intricacies of municipal government in a cost-effective manner, the IEMO grew out of a partnership between the Florida League of Cities and the John Scott Dailey Institute of Government. The IEMO is a comprehensive 16-hour course where participants learn about the numerous aspects of municipal government from a voluntary faculty of Florida’s leading

industry experts. Topics include municipal government structure, revenue components and governmental accounting for cities, as well as intergovernmental relations and council relationships. Class sizes are kept small, allowing participants to network and share ideas with other elected officials in a personal group setting. By creating an environment where challenges and best practices are shared, many IEMO graduates have been able to develop solutions to local problems. Founded in 1922, the Florida League of Cities is the united voice for Florida’s municipal governments. Its goals are to promote local self-government and serve the needs of Florida’s cities. Florida’s cities are formed by their citizens and governed by their citizens. Commissioner Kendrick, like previous Elected Officials, is interested in investing in his community by bringing new ideas to the forefront of municipal government.

YOU LIVE IN BEAR COUNTRY Black bears are an important part of Florida’s natural heritage. Keeping bears wild and away from human use areas is a responsibility we all must share. FWC is dedicated to reducing conflicts between people and bears in your community. Black bears are naturally shy, timid animals that try to avoid people. However, as human development expands, it becomes increasingly difficult for bears to avoid people. Why are bears in your neighborhood? Bears are lured into neighborhoods when they find an easily accessible food source. Bears that become used to getting human foods may damage property or become a threat to public safety. Common items that attract bears into neighborhoods include:

Garbage Food smells from barbecue grills, coolers, and outdoor freezers/refrigerators Animal feed (e.g., pet food, corn, grain, seed, bird seed, livestock feed) Gardens, compost piles, small or medium livestock (e.g., chickens, goats, pigs, rabbits)

Feeding bears, either by direct handouts or by leaving attractants such as garbage and pet food unsecured, causes bear conflicts and is against the law. Florida Administrative Code 68A-4.001(4): “(a) Intentionally feeding bears is prohibited except as provided for in this Title. (b) Placing food or garbage, allowing the placement of food or garbage, or offering food or garbage that attracts bears and is likely to create or creates a nuisance is prohibited after receiving prior written notification from the Commission.” If you see a bear in your community… Remain calm and stay away from the bear. The mere presence of a black bear does not represent a problem. The bear is most likely just passing through and will not linger or return if it does not find a reward such as food. A bear may climb a tree to look for food or if it gets scared. Clear the area of people and pets and allow the bear to come down when it feels safe (usually after dark). The bear found its way into the area and it can find its way out.

All of us at the Winter Springs Police Department would like to wish the United States of America a happy 241stth birthday! As we all know, Independence Day, July 4th, is a day that fills all of our hearts with great pride. As we celebrate this July 4th, please keep these things in mind:

1. Fireworks as defined in Florida Statute 791.01 4(a) are prohibited within the city limits of Winter Springs under City Code Section 7-27 and are subject to confiscation under Florida Statute 791.05. Florida law prohibits any fireworks that fly through the air or explode — such as Roman candles, bottle rockets and mortars. Additional information pertaining to State laws may be found http://www.leg.state.fl.us/STATUTES/ Additionally, Winter Springs City Ordinance states: Sec. 7-27. - Regulation of explosives.

No person(s) shall discharge or detonate, nor allow the discharge or detonation of any illegal fireworks, as defined by Section 791-01(8), Florida Statutes, dynamite or any other explosive at any time within the city limits without the express permission of both the fire and police departments.

Permitted public fireworks displays handled by licensed pyrotechnical businesses are excluded, subject to their obtaining proper permits and inspections by the office of the fire marshal. (Ord. No. 514, § 1, 2-24-92)

2. According to the Consumer Products and Safety Commission, 67% of the total fireworks injuries for 2014 were treated between June 20 and July 20. The total injuries for the year exceeded 7000. During 2014 there were 11 documented fatalities and an average of 7 fatalities a year since 2000.

3. If you are celebrating with alcohol, please enjoy in moderation, make arrangements for a designated driver and NEVER EVER DRIVE UNDER THE INFLUENCE. You should also NEVER operate a boat, motorcycle or personal watercraft after having consumed alcohol.

4. If you are traveling, be patient. The holiday can cause delays, traffic issues and crowding at airports. If you are driving, please be a courteous and safe driver.

The Winter Springs Police Department’s priority is to provide a safe environment for our citizens in which to enjoy the coming holiday. Only with the cooperation of our residents can we make this a reality.

Are you interested in a career in Criminal Justice? Are you between the ages of 14 and 21? Do you enjoy problem solving, being personally challenged and succeeding in a team environment?

The Winter Springs Police Department would like to extend an invitation to all those who meet the above criteria to join us as a Winter Springs Police Explorer. Police Explorers are sponsored by the Boy Scouts of America Learning for Life program and give young men and women the opportunity to shadow police officers during their duties. Police Explorers can earn volunteer or community service hours as required by high school programs. Exploring will introduce you to the role of law enforcement in our community, the duties performed therein and the skills necessary to be successful in any career. Duties of an Explorer include attending bi-monthly meetings and training, working along with law enforcement during special events and community activities and setting an example for fellow students through community involvement.

On August 4th from 10:00 am until 2:00 pm we will be hosting a Back to School Bash at Torcaso Park. The school supplies gathered from our School Supply Drive will be distributed on a first come, first serve basis. The school supplies are from grades 1 to 12 and include a backpack and the majority of the recommended supplies according to Seminole County Public Schools. There will be games, food and

prizes! Must be present to win. Backpacks will be given only to children present.

BACK TO SCHOOL BASH!

The Winter Springs Police Department will begin accepting new, unopened school supplies for our annual School Supply Drive starting July 17th through August 1st. Come to the Police Department at 300 North Moss Road and leave your donation in the lobby in the school supply donation box.

Saturday, July 29th from 10:00 am to 2:00 pm at the Casselberry Walmart we will be hosting a Stuff-a-Truck event for the school supply drive. Our goal is to stuff our department pick-up truck with school supplies for 200 students.
