TT!EI H OHIGIN AND DEVELOPMENT.

Undoubted ly the protoplast from which were evql>ecl t he modern per­fected postal systems was the earliest use by goverumeu ts of couriers fo r the traus111 issiou of public dispatches. We a re left in ignorance of the elate at which these were fi rst licensed to carry private letters, but the fi rst r ecord of such a license having been granted is by the Spain and German Empire in April , 1544, and it is well known that in a few years from th is elate the Counts of 'l' hurn a nd Taxis were draw­ing a considerable revenue from their postal rights as hereclitasy postmas­ters of Spa in a nd the empire, whicl1 continued in their possession unt il Jan­uary 28, 1867, ,,.hen, through the in­strumenta li ty of von Stephan, they were acquired by the crown of Prussia.

'l'he earliest evidence we have of the transmission of private ma il by public cour iers in England is in exi sting let­ters of the fifteen th century, possibl y :i. few in the fourteenth. On _the conti­nent there had been establi shed as early a s the thirteenth century by some of the universities more or less crude systems of inland postal ser­vice, which were kept up for many years, and many of the European mer­cantile guilds establi shed posts at a very early elate. All of these systems w ere, however, under government con­trol, and may be considered to have been government posts.

The government of Great Britain has ever been the most p rogressive in an matters postal, a nd here we find the first record of a postmaster-general, who w:is Sir Brian T uke, appointed in 1533. The fi rst salary paid to a post­master was a lso by Great Britain, con­sisting of "100 marks" and a ll "profits," granted to James, Lord S..ta n­hope and h is son, Charles Stanhope, jointly.

In 1619 was created the office of "Postmaster-G eneral of England for Foreign P a rts," with the two Matthew De l 'Equesters, father and son, enjoy-

ing the emolumeuts. They, however , at a later date assigned the conces­sion, and the consignees, in the earl()" part of t he seventeenth century, made a. contract with the Coun ts of Thum and Taxis for a bi-weekly mail service between Loudon and .Antwerp and BrusseLs, the transit to occupy tY»o days, there formerly having been a weekly service tlla.t consum ed four clays in t ransit. The internal postal rates at this time on a s ingle letter were 2d. fo r a distance of 80 miles or less; between SO and 140 miles, 4d., and 6cl. for a ll distances over 140 miles . The rate to Scotland at this t ime was 8cl. The scheme of a penny post was fi rst conceived about the miclclle of the seventeenth century by John Hi!L, a 1::1-wyer of York, who, in 1659, pub­l!shed t he details of his plans in a pamplllet called "A P.euuy Post."

By tlle encl of the seventeenth cen­tury the postal service in Engla nd had become quite expeditious, it bein °· pos­sible to receive in five clays a u a~swer to a letter sent to a point distant 300 miles. i\Iunicipal sub-stations were establi shed in London about this time there being seven in number, with several hundred boxes fo r the deposit of letters, from which there were co1-lections every bour, a lso ten daily de­liveries of mail. Taking into cons id­eration tlle comparative smallness of London at that time, this was a credit­able advancement in postal conditions. Under the reign of Queen Anne a ll the various English postal systems 11·ere consolidated, a nd continued under this cha r ter untiL the r eforms of Sir R ow­land Hill in 1838-'50. A few year s after the passage of th is consolidation act t he cross-roads and rural posts were fa rmed to Ralph Allen, who was Field ing's "Squire AJJ v.·orthy" in the classical "'l'om Jones," and this worthy reaped therefrom an ann ua l incom e of many thousand pounds.

The mail coach was first used in August, 1784, and had to be protected from the numer.::ius highway robbers by an armed guard , which r eminds us somewhat of the conditions that ex­isted on the western plains of America before the building of the trans­continen tal railways. The plan of the mail coach was conceived by one John
