De cribe your educational, work and public service background.

I have a Bachelor of Arts Degree in Biblical Theology from Calvary Chapel Bible College. Before that, I attended the University of Georgia and majored in Special Education, but partway lhrough my first year, I had to wilhdraw from my classes due to an illness lhat affected my classes and jobs. Currently, I work at Foothills Christian Church as an Administrative Assistant , as well as an Event Coordinator. I hav e worked at Foothills since August of 2015. Before that, my employment ranged from Home Child Care, to Geriatric Care, Customer Service, and Hospitality at the Hotel Del Coronado. I have been invo lved in several civic volunteer positions, including the Hands of Hope free Health Clinic in Atlanta, as well as several humanitar ian trips to Guatemala and the Dominican Republic. During high school I participated in Habitat for Humanity, in which I assis ted building homes for families in need. While in my firs t year of college I worked as a Congressional Intern for U.S. Congressman Paul Broun, of Georgia 's 10th Congressional District, and soon after that was a 2nd grade Teacher's Aide at Strong Rock Christian School. While in college , I also volunteered in the hospitality department at Calvary Chapel Conference Center, where I gained experience as a barista, server, and a secretary / assistant in the Admissions Department of the Bible College. I have coordinated and participated in multiple homeless outreac hes, both here in San Diego and in Atlanta, and am currently involve d and volunteering in the East County Homeless Task Force. My husband and I also voluntee r as teachers in a Sunday school class at Foothills Christian Church. Recently I graduated from the year-long East County Chamber of Commerce Leadership Program, where my Future Vision Project Team created a mobile website/texting application to bring all East County homelessness resources to one easily accessible location, therefore easing the strain on First Responder departments (Fire Departments, Police Departments,

Health/Medical Departments & Responders, etc.) .

What kill , abilitie , and ex peri ence wo uld you brin g to the Board to a i t in carry in g out ics re pon ibilitie ?

As an event coordinator, I need to be capable of planning my events according to a budget, but also as one of the most active event coordinators at Foothills, I also have to set the budget according to any current financial status of the corporation. Ther efore, not only do I have the competency of planning events within a budget, I am a lso highly proficient in forming a budget according to a comprehensive understanding of funds available to me, as we ll as maintaining an und erstanding of a corporation's finances. Finances are a major part of any civic Board, and I have learne d that a balanced budget is paramount to board unity. I am accustome d to maintaining a flexible budget while adjusting and appropriating funds to remai n within the constraints of the budget. I also have developed the capabi lity of seeing the bigger picture and making wise financia l decisions in conjunction and harm onization with othe rs who are dedicated to making the best decisions for a corporation.

Although I have much less professional expe rience th an others on the school board, I can offer a diversity of experience. Not on ly will I be able to glean wis dom of experience from others on the boa rd , but I wi ll also bring a perspective that is highly immersed in adapting quickly and flexibly to today's rapidly changing and evo lving cultur e. Because of my yout h, and my exposure to social media and technology, I understand its effect on yo uth, business, and financia l matters as well as its effect on the education system.

My degree in Theology has enabled me to understand the difference between the #lette r of the lawH and the "spiri t of th e law." My degree is one that immersed me into a culture of ethics. I believe my character rests on a strong et hical foundation, and provides me the ability to accurately determine the fundamental ethics of decision making. Therefore, to introduce a law for the education system based on the "letter of the law", meaning to institute a law constructe d on the keeping of the lite ral interpretation of the words, could in fact hold detrimental conseq uences un foresee n, un less the "spirit of the law" is taken into account in the creatio n of the law. Someone who understands th e #spirit of the law# and the "letter of the law# 1s able to contem plate such consequences, and th erefore allow the spirit of the law to influence the creation of laws, and ultimalely decisions made by the La Mesa Spring Valley School Board.

3. List your involvement in the schools of La Mesa-Spring Valley (member hip on commjnee and/or organization , offices held, volunteer work, etc.).

I am not directly involved in the schools of La Mesa-Spring Valley; however, I am a member of the Leadership Justice group, which is a Future Vision Project Team created by the Leadership Program from the East County Chamber of Commerce. Our team designed a mobile website to collect all resources available to the homeless (and to the community for homelessness), in tended to ease the strain on the justice system's resources (financially and operationally). Our progress has received favorable recognition not only from East County, but also from the County of San Diego, along with funding from the City of El Cajon. Homeless youth account for 2500 students out of the 20,000 plus students enrolled in the Grossmont Union High School District One of our initial goals for this project ( called ConnectEC) is to institute it in East County schools through the distribution of the silicone wristbands (which have the website and short code texting number inscribed on them) to distrib ute to those students (through the counseling departments) who are either homeless or at-risk homeless. We believe our mobile website, short code, and website can affect the situations and quality of life of those who are homeless or on the verge of homelessness, which includes the families and students of the La Mesa-Spring Valley School District

4. State briefly your phjlosophy of publ ic education.

Public education is the front-line force on the shaping of future generations of the United States. As elementary, middle, and high school education are required for youth who live in the United States, public education is one of the most readily accessible resources to the youth . Public education promotes educational practices to the majority of America's young people, as well as creates an environment rich in cultura l, socio-economic, and gender diversity. Exposure to diversity in these areas can help shape an individual student into a well-rounded, productive, intelligent member of society. Public education also influences the qua lity of life in each student, as well as their family. It allows access to education to those families that may not have had access otherwise. Public education helps grow young students and stimulate their minds in ways necessary to grow as a healthy individual and positive contributor to society.

1. Continued purposeful integration of new students into schools due to refugee status; especially addition of ESL classes

2. Homelessness among students and families

6. A a Board member how would you determine the priori tie of the Di trict?

Priorities, first and foremost. come from the expressed concerns of those parents, teachers, staff, and stud ents in the DislricL Sometimes, problems are not known unless they are brought to the attention of those on the Board. I would determine priorities based upon what was brought to my attention/t he Board's attention by concerned citizens in the district, and also upon followmg up personally about expressed concerns. Secondly, priorities are best determined in unanimous decision wi th other Board Members, according to the best in terests of the district and its consti tuents.

7. Why do you wi h to erve on the Board and what do you hope to accompli h?

My desire to serve on the Board is based out of a desire to see the city in which I live, thrive. The health of a community is often see n in the well-being of its children and young people. I believe that I have the heart, intelligence, and dedication to effective ly contribute to the Board , serving and working alongside the other Board members , in order to support the school district and endeavor to help our schoo ls and youth nourish. lf appointed, I hope to accomplish serving the school distri ct and its members in the best ways possib le, in congruence with other Board members. My goa l is not to come onto the Board with all my own ideas and fight to introduce them to the schoo l district; rather, my goa l is to come alongside th e other Board members and parents , teachers , staff, and students of the La Mesa-S pring Valley School District and work to continue to increase the already existing distinction and repute of the La Mesa-Spring Valley Schools. As Madeleine L 'Engle said, "One cannot be humble and aware of oneself at the same time."

Once the restaurants opened for service, I greeted each guest, prepared tables for reservations, and coordinated seating so as not to overnrhelm the servers. I was also required to help with inventory of restaurant items, including the wine room, and shutting down after each shift required putting away my hostessing station, helping the servers clear tables of food, dishes, etc. and doing the light conclusive inventory of the night. Charles W. Muse La Mesa, CA 91941

Years of Residence in the District - over 50 years

Qualifications

1. Discuss your educationa l, work and public serv ice background .

I hold a BA degree from the University of the Americas in Mexico City. I have three professional designations (Chartered Life Underwriter, Chartered Financial

Consultant, Certified Financial Planner). I held a position in the Finance Department at San Diego State University teaching Risk Management, also as Adjunct Faculty at University of Pheonix teaching Financial Planning. In addition, I hold a teaching credential for Adult Education.

I am retired as the President of GAF Financial Services, a subsidiary of Great American Bank. My career encompused Personal Fincncial Planning as well.

I recent ly completed 12 years as a Director at Helix Water District, serving 6 years in a leadership position. I served for 18 years on the La Mesa Planning Commission. In

addition, I served for 4 years on the Oversight Board for Prop H, and 4 years on the San Diego County Historic Site Board. I am a Founding Director of The Home of Guiding Hands, currently serv ing on its Board of Governors.

2. What skills, abilities, and experiences would you bring to the Board to assist in carrying

out its responsibilities.

In the many positions that I have been involved in, I alw ays rise to a position of leade rship. My leadership skills would certain ly help in reaching crutial decisions that would enhance the policies of the Board fo r the betterment of the District.

Page 12: Thi a Public Record · 5. Li t, in order of importance, the major i ue confronting public education and pecifically the La Me a-Spring Valley chool Di trict. 1. Continued purposeful

3. List your involvement in the schools of La Mesa-Spring Valley (membership on

committees and/or organizations, offices held , volunteer work, etc).

When my child ren were attending schoo l at La Mesa Dale and Lemon Avenue I was

appo int ed by our PTA to be the ir representativ e to the District.

Now our children have children of their own, so my involvement is th rough our church

and my wife's volunteer work. Christ Lutheran Church has adopted La Mesa Dale as a project of help, both financially and through numerous volunteer works. When my children were attending Helix High School, I was President of the Citizen's Advisory Council. Now, I participate by helping in the Senior Projects.

4. State briefly your philosophy of Public Education.

I believe in Local Control and Accountability. All decisions should be based on the best interest of the children. The District is a diversified mix of children and the District is in a unique position of serving the minority base of our community. The teaching model shou ld be based on high student performance, bringing out the best of every student.

Public Education is the foundation of all learning, enhanced with the addition of private schoo ling whether in home schooling, parochial, Charter Schools or private/public academies. I am a proponent of School Choice and an opponent of Common Core.

Inspire learning and respect.

5. List, in order of importance, the major issues confronting public education and specifica lly the La Mesa-Spring Valley School District.

Advance the goal that every child should learn every day. Each LMSV student, regardl ess of circumstances, deserves a world -class education.

Advance LMSV as the premie r choice for education in our community. LMSV schools should be the best alternative when parents choose among neighboring districts , nondistrict charter schoo ls, private schools , and home schooling.

Focus on consistently upgrading and innovating programs for special needs students.

Recruit , train, and retain the best principals, teachers and support staff in the County .

Fight fo r fu ll state funding for all of the educational programs. Plan for the inevitable downturns in state funding. Manage new technology in teaching and communicating with parents.

Page 13: Thi a Public Record · 5. Li t, in order of importance, the major i ue confronting public education and pecifically the La Me a-Spring Valley chool Di trict. 1. Continued purposeful

Prudently maintain each campus, the administration buildings, the maintenance facilities and equipment.

Manage the crisis in pension funding fo r CALSTRS and CALPERS employees and retirees.

6. As a Board member, how would I determine the priorities of the District.

All priorities should be set with the students in mind . The Board should organize its efforts to give each student a world -class education and commit that every student , regardless of circumstances, is learning every day.

Priorities shou ld be set after considering input from the community, from parents , from staff at each site, from the leadership team, and after deliberation and discussion with each board member.

Value objective research. The board should be data driven. When possible, use object ive data to measure and test t he assumpt ions that go into prio rity planning.

Understand that priorities are often financially driven. Maintain a measured approach to state funding to weathe r the "boom-bust'' cycles in Sacramento.

Priorities must acknowledge the need to recruit, train, and retain a great staff. The Board should be a people organizatio n, because it will achieve nothing if it does not highly value the roles of every District employee.

When necessary , bring in innovative thinkers from outside the District to give a fresh set of eyes on the District 's priorities.

To be courageous. Somet imes after doing all of the above, priorities should be based on the Board's aspirations, and ignore any fears .

Page 14: Thi a Public Record · 5. Li t, in order of importance, the major i ue confronting public education and pecifically the La Me a-Spring Valley chool Di trict. 1. Continued purposeful

7. Why do you wish to serve on the Board and what do you hope to accomplish?

I have a servant mentality. As a young boy, my father instilled in me that "you only get out of it what you put into it". I have maintained that attitudes in my faith, my family , my education, my work, and my community.

After serving in public service over my lifetime, I am not through yet. I still have much to give and hope to continue to give back from what I have received. My leadership and vision skills can be used to enhance the District in the educational field and in the community. It would be an honor the serve.

I understand, upon appointment, I would be required to file a Conflict of Interest Statement and to take an Oath of Office.

I attest the foregoing information is true to the best of my knowledge.

5. List, in order of importance , the major issues confronting public education and specifically the La Mesa-Spring Valley School District.

-Preparing students for STEM (Science, Technology , Engineering , and Math) higher education and jobs. Our school district (along with many schoo l districts across the country) needs to improve methodology, interest, and skills in STEM education. -Bullying is a farge problem rn-our communtty and across the country. The schoof district should look at more peer-to-peer efforts in tackling this challenge. -Fighting childhoold obesity. Physical education and athletics need to be expanded to include more students . Furthermore, we need to review the food being provided to students , the availability of "junk" foods in vending machines, and expand our nutrition education. -Support improv ing public education. We must avoid efforts that divert funding away from our public education system. -Developing community within the school. With the divisions rooted within the country , it is important for our students to hear different views and opinions while being respectful to one another . -Academic integrity. With the growth of technology and availability of materiai online, we need to ensure our education systems emphasizes the importance of academic integrity and proper citations.

Jay Steiger

40 Years residency in La Mesa-Spring Valley School District

1}

Describe your educational , wor k and public service background.

As a student of the La Mesa-Spring Valley School District, I attended Casa De Oro and Highlands Elementary,

Spring Valley Middle, and graduated from Grossmont High School District's Monte Vista High School. I have a BA

in Psychology from UCSD and have completed graduate work towards an MA in History at SDSU. My work

background is varied with over ten years experience in business operations, customer service, and employee

training and over nine years experience in technical and software support, including eight years with Elixir

Technologies.

My volunteer service to this community has been focused on the La Mesa-Spring Valley School District 20/20

Vision and Budget Study Committees, Murdock Elementary PTA, Parkway M idd le PTSA, Murdock and Parkway

School Site Councils, LM-SV SD Prop. M Citizens Bond Oversight Committee, Mt. Helix and Foothill s Council of

PTA's, LM-SV School District and Grossmont Union High School District Advisory Councils, the Mt Helix Park

Foundation, La Mesa National and Patriot Little League, La Mesa AYSO soccer, and the Casa De Oro Community

Alliance.

2}

What skills, abiliti es, and exper iences would you bring to the Board to assist in carrying out its

responsibilit ies?

Through many years of volunteer service to this distr ict, I have cultivated st rong and mutually respectful ties

with parents, teachers, staff, site and dist rict administration, current school board members, local elected

officials , and the community at large. This allows me to hear thoughts and concerns and also to reach out to

those groups during t imes of pot entia lly difficult or unpopular decisions to help explain the overall picture and

build a better consensus of under standing for why certain choices are made.

I have devot ed a great deal of personal time to developing budget and policy knowledge through continued

participation in the budget briefing and discussion process, by self-study of budget and policy informat ion, and

through attendance at the Capitol Advisors Group state budget workshop meetings. I believe that this

knowledge and my personal commitmen t to budgetary accountability and pragmatism wou ld serve a useful role

on the board.

Page 31: Thi a Public Record · 5. Li t, in order of importance, the major i ue confronting public education and pecifically the La Me a-Spring Valley chool Di trict. 1. Continued purposeful

As an active ly engaged parent, I am involved directly in the education of children . My experiences working with

teachers, students, and fellow parents have provided me with a more comprehensive understanding of both

classroom challenges and boundle ss opportun it ies for learning .

As a resident of thi s school district, it is a personal core value to always work to br ing a respectful diversity of

thought and commun ity and civic contacts. I will engage all decision-makers to help raise awareness of the

needs of our schools and foster policy considerations that place children's interests as pr ior ity, while giving due

regard to budgetary, staff , and community concerns.

My regular atte ndance at school board meetings, combined with PTA/DAC board discussions and decision

making have given me a solid grounding in board procedu res and the governance process.

My experience overseeing PTA membership, comm ittees, and youth sports teams, combined w ith years of work

in customer service has refined my active listening and respect for differing opinions. My goal will always be to

seek information, hear diverse viewpoints, and reach an independent conclusion while allowing for useful

compromise.

4)

State br iefly your philosop hy of pub lic education.

It is critical that students master the basics learning skills of reading, writing, and mathematics. However, these

skills should be taught through a process involving education of the whole child; including science, arts, history,

civics, nutrition, and physical education. I support the use of educator approved and means tested curriculum

building strong critical thinking and analytical skills, and incorporating lessons which involving topics covered for

the required California State Standards.

A dedicated and well trained staff is this district's most valuable asset, just as our children are our greatest

resource. It is vital that our district employees, with key emphasis on the classroom teachers, have the skills,

resources, and moral support necessary to continue to provide an outsta nding education to all children. I will

keep strong and open communication with teachers, classified staff, and administrators. Continued outreach

and listening to parent and local taxpayer concerns is an ongoing priority for me to ensure that all parties are

heard in the decision-making process.

Our society and our schools benefi t from the diversity of our region. Although we are one school district, each

school possesses its own unique character. We share more in common than we will ever have in differences and

should always seek to respect this diversity while celebrating our shared values. While parents today have more

choices than before, the public school system remains the single most effective method of ensuring all children

in society are well educated and can have many equal opportunities in life. We have not yet attained full

equality of opportunity, but we have made progress and are working hard to continue to that goal.

S)

List, in order of importance , the major issues confronting public education and specifically the La Mesa -Spring

Valley School District .

Since t he district cannot continue to educate children without funding, the most important issue is to continue

to safeguard district budget stability and ongoing cash flow. Within this, the cash flow is particularly important

given the state's historically uneven method of disbursement. The district must always ensure that it is able to

meet required financial needs. Budget and program decisions must be carefully analyzed and discussed for thoughtful clarity and transparency .

All schools must be protected to the best of our ability and children kept secure with increased site precautions,

staff emergency procedure awareness, and full engagement of local first responder and community support resources.

District teachers, staff, and administration should feel supported both as individuals in their jobs and as a part of

the overall district commitmen t to the comprehensive education of our children . Ongoing discussions of

program support, personnel needs, and curricular training are essential to strengthening the human foundation of this district.

Page 33: Thi a Public Record · 5. Li t, in order of importance, the major i ue confronting public education and pecifically the La Me a-Spring Valley chool Di trict. 1. Continued purposeful

The struct ure and style of classroom educati on is changing and this distr ict must continue to be a leader and

innovator in that process. This discussion should be data driven but broad and inclusive of all involved groups;

parents, teachers, staff, students, community, and the school board.

6)

As a Board member how wou ld you det ermi ne t he prioritie s of th e Dist rict?

The foremost prior ity for the District is to place the focus on quality education and enrichment for every

stude nt. This commitment does not always make for easy choices but is the basis for the public school system.

Decisions should include commentary from fellow board-members and involve d groups, and should be based on

solid information and facts. While personal experience can be a factor, personal opinion by itself should be

moderated.

As a board member, I would seek data and ask questions to help me frame thoughtful and well -fo unded

conclusions. These would foster an approach both grounded in fiscal caut ion and a recognition that educational

structure is changing and this district can continue to progress forwar d to craft school and learning models

which are both pragmatically attainable, and challenge us to be leaders in local primary education.

7)

Why do you wish to serve on the Board and what do you hope to accomplish?

As a lifelong resident of Spring Valley and La Mesa I have direct personal ties to this school district. My

grandmother taught at Spring Valley Elementary, my parents attended La Mesa-Spring Valley Schools, as did my

brother, sister, and I. Both my parents are former teachers and instilled in me a deep respect for learning and

the craft of education. While I have greatly enjoyed the enriching experience of volunteering at my children's

schools, my commitment is far deeper. I believe in a personal obligation to serve and give back to a commun ity

which gave much to me as a child and adult.

Board members can be a stro ng voice for all children and work to ensure that this district prov ides the

educational opportunities for every student at school now and in the future. My experiences and background

have provided me knowledge and personal contacts which foster comfortable and productive work in unity with

the board, teachers, parents, and the community at large. Local business-persons and those who no longer have

children attending school can still be fully engaged as to the importance of a strong and comprehensive primary

education as the foundation for future employees, entrepreneurs , and leaders. I am an independent thinker

and decision -maker; however, I greatly value and respect input from diverse viewpoints.

I live in Spring Valley and understand the need to continue to increase academic results at Spring Valley schools

and seek additional partn erships to help revitalize the Spring Valley community. At the same time, I reside next

to La Mesa, have lived there in the past, and am employed in that area. La Mesa has a rich history of which the

district schools are very much a part. We also include a section of El Cajon and they too contribute to the

collective region of this district. I celebrate achievement at all schools and for all children. We are the La Mesa

Spring Valley School District, not La Mesa and Spring Valley separate. Where we see challenges, we should work

to attain improvement, where we find success we should highlight and take note of tran sferrable practices. To

serve and contribute towards the betterment of this district, the children it serves, and the community at large

as a member of the school board is a great responsibility. If appointed as a board member I pledge to work with

fellow board members, parents, teachers, dist rict staff, and the community, to help th is district continue be a

leader in learn ing and provide excellence in education to all children.

Qualifications

1. Describe your educational, work and public service background.

After graduating from the San Diego K -12 education system, I completed a B.A. Degree in Mathematics at UCSD. I was

hired by the Pacific Bell in the Engineering Department. I was involved with an organization called C.I.T.I.E.S. (Community

Involvement Teams in Every Sector) where I served on the leadership team as Secretary and then President of the

community oriented organization of PacBell employees. While at PacBell, I completed a Master's Degree in Management

of Information Systems and also obtained a Single Subject California Clear Teaching Credential in Mathematics. I resigned

from PACBELL and worked at a middle school for 7 years as a Mathematics teacher. That was where my heart was. I was

selected to be a founding Charter School Principal located in the San Diego City School District as I continued my education

at SDSU and obtained my Administrative Services Credential along with a Master's Degree in Educational leadership. I

was given the School Futures Principal of The Year award for my leadership, school achievement, and community work. I

was recruited and moved to a Principal positio n in the Chula Vista Elementary School District (CVESD) serving for 5 years

with a Magnet School. I remained with the CVESD working in their Home School Program and I ended my professional

educational career teaching elementary school students. I have been ret ired for two years from the rich experiences that

I was able to part icipate in over the years in education. I served at my church as Youth Pastor for over 13 years along with

serving on the College Scholarship Committee for 27 years. The church assisted many students in higher education totaling

over 1 million dollars during my tenure . I was also a Professor for 8 years in the Education Department teaching

Mathematics and other required courses for the California Teaching Credential at the University of Phoenix.

2. What skil ls, abilitie s, and experiences would you bring to the Board to assist in carrying out its responsibiliti es?

The skills, abilities, and experiences that will be an assist to the Board include the 25 years of working in the educational

field. I understand the workings and the needs of all. I was a part-time school custodian during my High School and

College years working all the way up to running a school as Principal. I am familiar with opening schools and I have many

years of experience work ing in the Charter School environment. I have been successful in the school arena from

elementary school through middle school and beyond. I have participated on Charter School Boards, Community Boards,

on the Ell Principal Committee, and I have experience working w it h the budget process. I enjoy work ing with data and I

am aware of the many needs of students, staff, and parents. I believe that there has to be positive communication at all

levels to create and support programs that lead to successful students moving to the next level. I believe in being visible

and I can communicate with people at all levels. I have been a resident in the la Mesa/ Spring Valley School District fo r

over 26 years. I am a w illing worker, a team player, and a consensus maker. I believe that if something needs to get done,

we can find the resources to complete the project. I am a positive contributor wherever I go and whatever I do.

3. L ist your involvement in the schools of La Mesa -Spring Valley (membership on committees and/o r organizations , offices held, volunteer work, etc.).

I am currently not directly involved in any of the schools in the la Mesa Spring Valley School District. My children

are young adults now. 1 had 4 children and 1 grandchild who attended school in the La Mesa Spring Valley

School District. Our family was very active in their educational endeavors and school activities. 1 served on the

Spring Valley Recreation Board, the Lemon Grove little League Board as well as being a Little League Coach. I

have always participated and supported community activities. I worked on the Spring Valley Board in the

planning and construction process of the Spring Valley Sports and Park Center off of Jamacha Road.

4. State briefly your philosophy of public education .

My philosophy of public education is that it is imperative that a great quality public education is offe red,

designed at a high level, and maintained for all children. Every student must have access to all available services

to insure success and the ability to move to the next level. I believe that an environment must be maintained

for all children, youth, staff, parents, and leaders. Public education should encourage and produce life-long

learne rs and productive citizens in society. I believe that good instruction must be based on teamwork,

appropr iate and engaging staff development, and utilizing educational best practices . Standards based teaching ,

appropriate assessments and a rigorous curriculum with a delivery that radiates from the heart from all

educators has to be part of the equation . Education has to be fair for all students. Customized educational

programs based on each student's needs should be available . One size does not always fit all. I believe that all

students can succeed with the right environment for teaching and learning . Public education is a right, and it

must be free for all students. Everybody needs to work together with respect so that a bright future can be

real ized by all. We have come a long ways but there is still a lot of work that needs to be done in education.

5. List, in orde r of importance, the major issues confronti ng public education and spec ifically the La Mesa-Spring Val ley chool District.

Major issues confronting public education in order of importance especially in the La Mesa Spring Valley School

District include Student Achievement . The District Report Card shows that the overall achievement level for

Mathematics ranked low however each student category increased from the previous year. However, in three

Student groups, achievement levels were high. Similar results were reported for English Language Arts. The

category of All Students was low with one group scoring at the medium level and three groups achieved at the

high level. The ELL Student Group is still a challenging group for many District. Teachers must be exposed to

the best practices to meet the needs of all students.

Other factors in the order of importance are Funding, Teacher Preparation and Staff Development . Bulling is a

National and local concern for all students as well as Family / School Communications which affects Student

Educational Attitudes, Behaviors, and Respect fo r Others . Everyone must be on the same page to make it work

for all students, families , and staff members. Collaborating together with open minds will help us reach our

goals.

6. As a Board member how would you determine the priorities of the District?

Our priorities will be determined by the Master Plan and goals of the La Mesa Spring Valley District and the

achievement of all students . Achievement Data must be studied and individual campuses should be visited

during the year. Priorities will also be established by the funding allotted to t he District from the Local, State,

and Federal Governments. Vision, direction, and guidance from the Superintendent will be given to the Board.

There has to be communications and dialogue with all parents and stakeholders at board meetings and town

hall meetings along with meeting the needs of every campus as determined by the families , principals and their

support staffs . Taking everything into considerat ion, recommendations will be reported to all for buy in and

approval. It will take an entir e village to get it done but we will see great results by our students in the futur e.

7. Why do you wish to serve on the Board and what do you hope to accomplish?

I would be excited and humbled to serve on the La Mesa Spring Valley District Board because I believe that I

have a lot to offer the community and I can be an asset to the present Board Members. I have been a long time

resident in the area, a role model for many, an accomplished and successful educator , a life-long learner, and I

am one who is not afraid of thinking outside of the box. I have experience that can help others in critica l decision

making . I enjoy working with data and determining the needs of students, staff, and parents. I have the

additional time needed for the position and I want to make a positive difference in the lives of all students ,

California. I want to see all students succeed and reach their goals. They have a fantastic future ahead of them

and so do their families. Together we can add other bricks to the work and the foundation that has been laid.

I want to see all students and staff members succeed during their time with us and wherever the future leads

them. It is very important to get a very good foundational education and critical for future higher education ,

jobs, careers, and advancement in the real world. All students need to be technologically literate in the 21st

Century. The world is very competitive and we want our students to be ready to compete with the best and

1. Describe your educational, work and public service background:

Education I am first and foremost a product of public education. I attended public elementary school in Warren Michigan (Pine Wood Elementary) , then later Lafayette Elementary, (San Diego Unified District) when I arrived in San Diego in the second grade . After attending public middle schools (Hale Jr. High and Einstein Middle School), I graduated from James Madison High School - all San Diego Unified School schools.

I received a Bachelor of Arts in International Business (a joint business and humanities degree) from San Diego State University . I also received a Minor in Italian.

After a short career in telecomm software sales, I returned to San Diego from where I had been living in London, England , to attend law school. I was accepted at both the University of San Diego and California Western School of Law. I graduated with my Juris Doctorate three years later from CWSL. Before graduating from law school I applied to the graduate business school of SDSU. I was accepted and received my M.S.B.A. (Entrepreneu rship) in 2003.

I have a life long love of learning. In addition to completing 25 hours of continuing legal education every 3 years in order to maintain my California Bar License, I have continued my education while working as a professional. I have taken language and certificate programs through SDSU Extended Studies (French and Communications), as well as taking private courses in writing through the Writer 's Workshop in San Diego and The Great Courses online. I believe as humans , we should never stop learning.

Work For the past twelve years I have worked in-house for large corporations , specializing in contracts. I have primarily worked in the wireless and technology fields (cell phones, silicon substrates, displays and Internet of Things (loT for remote patient monitoring)). I have extensive experience in dratting and negotiating various types of contracts including nondisclosure agreements , procurement agreements (both commodities and services), sales agreements, distribution agreements, co-marketing agreements and license agreements.

For the past year I have been working as Sr. Corporate Counsel for a billion dollar company ope rating in the building and construction space which offers white labeling of options and upgrades to home builders nation wide. In addition to practicing law I am completing a book proposal (creative non-fiction) and intend to be querying literary agents in the near future.

Public Service

Since college I have been active in school groups such as the International Business and International Law societies, but law school really drove home the importance of being committed to public service. I became active in the House of Argentina and the House of Pacific Relations (Balboa Park cultural cottages) in 2003 and served as a Delegate to the HPR, as well as on the HPR Grievances Committee. I held several board positions with the House of Argentina including Secretary, Vice President and President for two terms. I was active with the organization for more than ten years. I am currently a member of the Lawyer 's Club , an organization committed to the advancement of women in the profession of law. I have been a past member of La Raza Lawyer 's Associat ion

Page 51: Thi a Public Record · 5. Li t, in order of importance, the major i ue confronting public education and pecifically the La Me a-Spring Valley chool Di trict. 1. Continued purposeful

and was active on the Scholarship committee for three years (LRLA awards more than $10,000 in law school scholarships every year).

in 2014 through a program sponsored by my previous employer , Qualcomm , and the Association of Corporate Counsel, I received training to become a student advocate for special needs students throughout the San Diego Unified School District. I met with parents of Spanish speaking, underprivileged students in an effort to inform them of their children 's education rights, make sure the Individualized education programs (IEP) were being adhered to , or helping draft an IEP if the student did not currently have on in place.

I was recently elected to the La Mesa Personnel Appeals Board and am looking forward to contributing my skills and experience to the City of La Mesa.

2. What skills. abilities. and experiences would you bring to the Board to assist in carrying out its responsibilities?

I have experience drafting and reviewing business plans, drafting and negotiating agreements , public speaking, reviewing budgets and participating on steering committees . I am also fluent in reading , writing and speaking Spanish and Italian.

r understand technology and the power of social media. I enjoy public speaking and am comfortable with community outreach. My graduate programs in law and business taught me critical thinking , persuasive writing and advocacy. Throughout my caree r I have had several leadership opportunities and understand the importance ethics. credibility and team work play in achieving a successful venture .

I have also lived in several foreign countries (Switzerland, England , Mexico, Italy and Argentina) , and am familiar with their educational systems. I believe this unique perspective will be beneficial in reassessing and evaluating aspects of the American public school system .

3. List your involvement in the schools of La Mesa-Spring Valley (membership on committees and/or organizations. offices held. volunteer work. etc.).

My daughter has attended preschool at Eastgate Christian School for nearly three years. During this time I have developed a close relationship with the staff at my daughter's school. I have voluntee red for the school on several occasions, primarily offering my time setting up/ taking down at major school functions , but also offering vendor contacts, donating items to the school and helping new parents of students acclimate.

My daughter is enrolled to begin Spanish immersion Kindergarten at Gage Elementary in the fall. I felt strongly about enrolling my daughter in a 90%/10% Spanish immersion school and was thankful to have my daughter accepted through the Choice program. My daughter is not yet a student at Gage, but I have already attended their recent open house and book fair, as well as organized a group of family and friends to attend the PTA sponsored fall fund raiser held at Mission Trails, the proceeds of which support the bilingual Spanish immersion program.

4. State briefly your philosophy of public education.

Page 52: Thi a Public Record · 5. Li t, in order of importance, the major i ue confronting public education and pecifically the La Me a-Spring Valley chool Di trict. 1. Continued purposeful

My philosophy is that public education must continue to evolve with society. The roots of public education were founded on building a work force that was ready and able to contribute to the industrial age. At that time a focus on the "Three R's" was not only realistic, it was appropriate. This is no longer the case in 2017. Our society no longer depends on a manufacturing / industrial work force . Students educated in public schools today will work in industries where critical thinking, tech-savvy, soft skills, emotional intelligence and specialized higher education will be required to contribute to their personal careers and the advancement of our society.

Nevertheless, a public education system that emphasizes these traits from the earliest age is still not enough to prepare all our children for the future. Our public education system is only as strong as its weakest li nk. For that reason, we need to foster a public education system that focuses on bringing out the unique gifts of the individual. Fostering Imagination and all types of intelligence are separate and distinct from knowledge transfer , and should be valued and addressed in our public education systems equally. Our public education system needs to find a way to educate our children while promoting and fostering these god given attributes , at the individual level.

If we focus our efforts on establishing a foundation for life-long learning, teaching children how to think, rather than focusing on pure knowledge transfer, and emphasize the need for social consciousness and individual responsibility, we will have a chance at providing our youth with the educational foundation that will be required for the future.

5. List. in order of importance. the major issues confronting public education and specifically the La Mesa-Spring Valley School District.

A. Negative Public Perception of Public Schools. In my opinion, the greatest threat facing public education is a negative public perception of public education. This is the root of all public education's problems , from charter schools, to voucher systems, to parental disengagement.

B. Charter School. For over a decade, Charter Schools, and the public's false perception of their superiority over public schools, have been threatening public education. While parents appreciate the specialized themes and curriculums offered by charter schools, they fail to understand how these schools are administered or funded , and how they erode public education.

C. Voucher Program. Unfortunately , the challenges facing public education are now only made worse by the current Secretary of Education's lack of support for public education and support of a voucher system, which will further erode the foundation and tax base of our public education system.

D. Demands of Modern Society. Yet still another threat to public education is our modern society's demands and how this impacts parents' involvement in their children's education . The number one factor in a child's success in school is parental involvement , not school resources, not innate ability. As our modern society places increasing demands on dual income households, and we increase our percentage of single-parent house holds, at-risk families , or immigrant families who may lack the means to take an active role in their children's education , we see how this critical third leg of the stool has been weakened.

Page 53: Thi a Public Record · 5. Li t, in order of importance, the major i ue confronting public education and pecifically the La Me a-Spring Valley chool Di trict. 1. Continued purposeful

As public educators, we would be well served to launch a massive re-branding effort to attempt to redefine public perception of public education, revise and update expectations of parents as stakeholders in their children's education, and focus on how parent and community stakeholders can be most helpful in improving the educational outlook for our students.

6. As a Board member how would you determine the priorities of the District?

A. Students. My view is that students' needs should be the number one priority. This includes both educational as well as non-educational needs that impact a child's ability to learn. As public educators, we should focus on the whole child, and that includes character building , health safety and welfare, nutrition and social needs, not just knowledge transfer.

Our public education system is only as strong as its weakest link. For that reason, we need to foster a public education system that focuses on bringing out the unique gifts of the individual. Fostering Imagination and all types of intelligence are separate and distinct from knowledge transfer , and should be valued and addressed in our public education systems equally . Our public education system needs to find a way to educate our children while promoting and fostering these god given attributes , at the individual level.

B. Teachers as Partners. I believe teachers should be viewed as parters in educating our students, but empowering these young people in order for them to succeed and thrive in our community, is a responsibility shared not just by teachers , but shared broadly and equally among parents and community stakeholders.

I am of the opinion that this burden has been born unequally on the shoulders of teachers for far too long. As part of the public relations campaign makeover, the role of the teacher should be redefined as a parent-partner and student advocate. Teachers need a significant increase in support and respect from the community. Without this re-branding , teachers will continue to be typecast as scapegoats of public education, and not as the champions and student advocates that truly define so many exceptional teachers .

C. Rebranding and Uniting Stakeholders. I view enrolling parents and community members, including local businesses and non-student families, as a key priority of the district. The children are everyone's future. As administrators and school board members, we should view ourselves as caretakers of our children's future and do all we can to improve the educational environment and potential of our students. We should be prepared to demonstrate successful results and be held accountable for our leadership.

7. Why do you wish to serve the Board and what do you hope to accomplish?

As a resident and home owner in La Mesa, I have a vested interest in the future of our city and our students. I am passionate about education and would like to contribute my public service efforts towards being an advocate for our students and teachers.

My sister has taught in the Poway school district for over 20 years and I have several friend s who are teachers in San Diego Unified and other school districts throughout the country. For over twenty years I have heard about the challenges teachers face. Unlike in industries where I have spent my career (business, technology and law), I have seen public educators lose funding , public support and be forced time and again, to do more work with fewer resources.

Page 54: Thi a Public Record · 5. Li t, in order of importance, the major i ue confronting public education and pecifically the La Me a-Spring Valley chool Di trict. 1. Continued purposeful

Because of its size and unique makeup, the La Mesa/Spring Valley school district has tremendous potential to become a local leader in public education. I see the opportunity to expand and increase immersion programs within La Mesa/ Spring Valley. I see opportunities to increase collaboration with local businesses and community stakeholders. I would like to increase family involvement , specifically within the 55% Spanish-speaking demographic within the district. I would like to assess cost savings opportunities and leverage business partners in order to launch a professional public education public relations campaign with the district.

These are just a few examples of ideas I would like to implement on the La Mesa/ Spring Valley school board. I believe my background as a lawyer and business person will be helpful in questioning aspects of public education that have been accepted for far too long. I see myself as an ardent supporter of the partners that make up public education; one who is willing to reassess the status quo and think outside the box.

I thank you for your review of my candidacy and look forward to presenting myself before the board for an in-person review.
