Dear Third Ward Resident, The tragedy of Laquan McDonald's death is a turning point in our City's history. No longer can residents sit idly by and allow for "business as usual" to continue within the ranks of the Chicago Police Department, the Independent Police Review Authority, the Fraternal Order of Police or the State's Attorney's office. Fundamental changes must be made in how they work and how they are held accountable to the public, a public they are sworn to protect. Protests, marches and demonstrations are an effective tool for change. The march down the Magnificent Mile got the attention of leadership locally and media nationally. Now we must translate this passion into action. First and foremost, if you aren't already, I encourage you to register to vote (registration information can be found at www.chicagoelections.com). Voting is the most powerful tool to effect change. Second, many of your elected officials have publicly called for changes to the way the Chicago Police Department works and are hosting events/rallies to support those efforts. Be on the lookout for these events and join in when you can. Together, we can make this city work better for all its residents. The city has so much potential, and the holidays are a time for renewal. We must all dig down and return to the core values of what it means to be an American. Respect for your fellow man and acknowledging the dignity of all lives should be a main tenant by which all people interact with each other. This holiday season, let's put extra emphasis on respecting those around us, from our family and friends, to strangers we may meet, to the people who work so hard every day to make our City great. Alderman Dowell Attends Veterans Day Parade On November 11th Alderman Dowell attended the 89th annual Veterans Day Parade hosted by Chicago Defender Charities. Veterans Day is about remembering the service of all U.S. military veterans, not only those who sacrificed their lives. In attendance to honor our veterans were high school bands, ROTC units, a host of city, county and state officials, and the Consul General of France. The celebration acknowledged the contribution of African Americans during World War I. The parade began at 43rd and King Drive and ended at the famous Victory Monument located at 35th and Martin Luther King Drive, where a formal ceremony was held. The victory monument was built to honor the Eighth Regiment of the Illinois National Guard, an African-American unit that served in France during World War I.

McCormick Place Event Center and Hotel Groundbreaking Alderman Dowell joined Mayor Rahm Emanuel, MPEA CEO Lori Healey, MPEA Chairman Jack Greenberg, and DePaul University President Rev. Dennis Holtschneider for the ceremonial groundbreaking of the new McCormick Place Event Center and Hotel. The 10,000 seat stadium and 1,200 room hotel will be located on land that is currently vacant along Cermak Road at Prairie Avenue. The McCormick Place Event Center is an entertainment and cultural anchor for development connecting the South Loop commercial corridor to the expanding Bronzeville neighborhood. Not only will this development ensure that Chicago remains a prime destination for tourism and convention business, but it continues the positive growth the 3rd Ward's Near-South Side communities have experienced since the end of the national recession. Wendell Phillips Academy Winning on the Football Field and in the Classroom Wendell Phillips Academy High School (244 E. Pershing Rd.) has won the 2015 Illinois State 4A Football Championship! They beat Belleville Althoff 51-7 to claim the crown in front of a raucous crowd at DeKalb's Huskie Stadium They are the first Chicago Public League school to win a state championship in football. This is an amazing accomplishment for the players, faculty, staff, students and the community. Congratulations Phillips!! A celebration of their accomplishment will be held on Wednesday, December 2nd at 7:15 am on the front steps of the school. Join members of the community to welcome these fantastic scholar/athletes as they begin their day. A brief story and photos of this historic game can be found on the Chicago Tribune's website. This historic achievement is matched by unprecedented gains in the classroom. Once considered one of the poorest academic schools in the state, Phillips High School has now improved to a Level 2 rating. This is positive growth for both the students and the community and should also be celebrated. Thank you to Principal Matthew Sullivan, the teachers, staff and AUSL leadership for all they have done academically and athletically to help neighborhood children grow. Let's continue this positive trend and support our students, not only at Phillips but at all of our local 3rd Ward schools!

Chicago Women's Park - Proposal to Honor Historic Chicago Women Chicago Women's Park and Gardens was opened in 2000 to honor the contributions that women have made to the city throughout its history. The clearest symbol of this is currently the monument to Jane Addams by Louise Bourgeois, installed in the park in 2011. Aside from this beautiful installation however, little else in the park or in its vicinity illuminates the contributions of women to Chicago's history. The Chicago Women's Park and Gardens Advisory Council has released a proposal to supplement the existing facility with historical artwork featuring Chicago's great women leaders. The fieldhouse at 18th and Indiana can be both a beacon for the park and a gateway to learning and greater awareness. The four massive bays of windows running along Indiana Avenue offer unparalleled opportunities to introduce tourists and residents to the face of some of the women who helped shape our city. The area just inside the entryway is also a wonderful space to offer more details about the contributions made by select individuals. CPS Network 9 School Progress Report Chicago Public Schools breaks down its schools into large geographical groups called "networks." The vast majority of the 3rd Ward's public schools reside in Network 9, which covers parts of Bronzeville, Washington Park, Fuller Park, Hyde Park, Woodlawn and more. Charter schools, private schools and other specialty schools have their own network structure. Every year the schools are graded on a scale from 1+, which is the highest rating to 3, the lowest. This 5 level scale (1+, 1, 2+, 2, 3) gives parents, families and students a clear picture of a school's performance so they can make informed decisions on student education. Network 9 showed exceptional growth and performance in its schools. In the 3rd Ward both Beasley and Williams High School received a level 1 rating, ranking them among the best schools in the city. In addition, Beethoven went from a level 3 school to a level 2. Congratulations to these schools on their fantastic achievements! Alderman Dowell has received a commitment from CPS to work with the students and families of Bronzeville Lighthouse to ease the transition to a new school.

Bronzeville Lighthouse Charter School's Contract Not Renewed by Board of Education The Chicago Board of Education voted to not renew the contract of Bronzeville Lighthouse Charter School (8 W. Root Street) citing the schools poor academic performance. The school is currently rated Level 3, CPS lowest level, after falling from a Level 2 school last year - the second lowest level. Not renewing the school's contract effectively closes the school in fall 2016. Current students are allowed to finish the 2015/2016 year at Bronzeville Lighthouse but will have to relocate to another school for the following year. CPS is providing individualized support to all affected students so that they can be matched with a school that fits their unique needs. Alderman Dowell was notified of the potential non-renewal at the same time as the school in mid-November. Immediately Alderman Dowell met with Bronzeville Lighthouse leadership to get a better understanding of what is happening at the school on a day-to-day basis and to hear the issues raised by Bronzeville Lighthouse leadership. Following that meeting, Alderman Dowell arranged a face-to-face meeting between Bronzeville Lighthouse staff and CPS leadership to discuss some of the specific points Bronzeville Lighthouse made in response to the school closure announcement. Despite this meeting and the efforts of Bronzeville Lighthouse leadership at the Board of Education hearing, the Board decided to not renew Bronzeville Lighthouse's contract. This decision falls squarely within the sole jurisdiction of the Board of Education and CPS. Charter schools are not guaranteed to have their contracts renewed and are renewed based on a number of factors, including academic performance.

Winter Overnight Parking Ban Starts December 1st In order to ensure that the most critical roadways in Chicago are kept open to full capacity at all times, the City of Chicago instituted and vigorously enforces a Winter Overnight Parking Ban on 107 miles of vital arterial streets from 3:00 am to 7:00 am between December 1st and April 1st, regardless of snow. Motorists who ignore this permanently posted seasonal tow zone face a $150 towing fee (minimum) in addition to a $60 ticket and an initial $20 daily storage fee. Streets subject

to the overnight parking ban in the 3rd Ward include: State Street from 600 south to 2200 south; Cermak Road from

State Street to Dr. Martin Luther King Drive; and Dr. Martin Luther King Drive from 2600 south to 5500 south A map of all of the winter overnight parking ban streets and other winter parking information can be found at www.cityofchicago.org/dss.

1200 S. Indiana Avenue Residential Tower Clears Plan Commission

Already approved in 2007, a small amendment to the proposal for a new 76-story, 829-foot residential tower at the corner of Indiana Avenue and Roosevelt Road has passed the Chicago Plan Commission. The Plan Commission is a 22-person body consisting of members of the public as well as government officials. The tower is the first phase of a three phase development centered around the intersection. Construction on the tower is expected to begin in late 2016 and will include 792 units, 622 parking spaces and amenities like an indoor and outdoor pool, a fitness center and gathering spaces. The developer has also made strong commitments to the community by investing in the preservation of local historical landmarks and parks and has committed to implementing a fair minority and women-owned business contracting plan. Investments will be made in Webster Park, Chicago Women's Park and Gardens, Armstrong Park, 2nd Presbyterian Church and Quinn Chapel AME Church.

Sidewalk Snow Removal FAQ Living in Chicago means dealing with winter weather and the City of Chicago mandates that sidewalks must be clear of snow. This applies to residents, businesses and property owners. Business owners that rent space adjacent to sidewalks and some landlords of residential and commercial properties (check your lease agreements!) are responsible for removing snow, just like residents. Snow must be removed as soon as possible after it falls. Snow that falls between 7:00 am and 7:00 pm must be removed by no later than 10:00 pm. Snow that falls between 7:00 pm and 7:00 am must be removed by 10:00 am. You can be fined for failing to shovel your sidewalks. When shoveling, please do not shovel the snow onto the right-of-way (streets, bus stops, parking spaces). If you are a senior or are disabled and need assistance clearing your sidewalks, you can call 311 to be matched up with a Chicago Snow Crops volunteer. The City does its best to match volunteers with requests, but during heavy snow falls there are always more requests for snow removal than volunteers available, so please do not solely rely on Chicago Snow Corps for your snow removal needs. If someone has not cleared their sidewalks, please call 311 and make a "snow - uncleared sidewalk" request. When calling make sure the problem is the sidewalk (not streets, parking lots or alleys) and provide a specific address where the problem is occurring.

Third Ward Update (Continued) Chicago Plays! Invests in 3rd Ward Parks Launched by Mayor Emanuel and the Chicago Park District in March 2013, the new "Chicago Plays!" Playground Program is a five-year playground renovation project. The program targets the replacement of equipment at 325 aging playgrounds throughout the city. In 2013, 50 playgrounds were rehabilitated through the program. Additionally, 11 soft surface playgrounds were rehabbed, ensuring that families across the city have access to a safe and inviting playground. The community planning process has begun for Chicago Plays! investments in 4 parks in the 3rd Ward: Aspen, Birch, Metcalfe and Poplar parks. In addition Taylor Park will receive Chicago Plays! investments but has not started the community planning process. These parks are scheduled for project completion in 2016. Third Ward Update (Continued) Go Bagless When Blue Cart Recycling - Starting 2016 Beginning January 1, 2016 all recyclables must be placed in the blue recycling cart loose without a bag. Recyclables contained in bags of any kind will no longer be accepted. This will not only help the environment, but also reduce unnecessary costs incurred by the City as a result of contaminated blue carts. Plastic bags hinder the recycling process by not allowing haulers to see if other non-recyclable materials are in the blue cart, contaminating the stream of otherwise good recycling materials and damaging the equipment at the sorting facility. Currently five materials can be recycled in Chicago blue carts. They include:

Plastic containers (plastic bottles and containers with 1, 2, 3, 4, 5 or 7)

Glass (jars and bottles)

Metal (aluminum, tin, or steel cans, foil and pie tins)

Cartons (milk cartons, juice cartons and aseptic containers)

Paper (flattened cardboard, office paper, file folders, magazines, catalogs, newspapers, junk mail, tele-phone books, etc.)

Yard waste, household chemicals, computers and other non-recyclable material can not be placed in the blue recycling cart. For more information on the new regulations please go to the Recycle by City Chicago website at www.recyclebycity.com/chicago.

Tiny Homes Competition Comes to the 3rd Ward The Tiny Homes Design Competition focuses on youth who are unstably housed who also want to attend college (including City Colleges). The competition launched in mid-November and the collaborators will display the winner (as a sample only) at a Tiny Home Summit next April at the University of Illinois Chicago. The competition is using the 4300 block of South Vernon as a test location. Tiny Homes are usually under 400 square feet, but can be beautifully designed. They can also be a much lower cost solution than traditional institutional housing. The idea is to take four city lots and place 12-15 units on the property - plus a community gathering space - and have it managed by a non-profit. These homes can be constructed for approximately $60,000 per unit, which can be 75% or more less expensive than large-scale buildings. This is a paper exercise only, no units will be built on the land. For the competition's website please visit www.tinyhomeschicago.org.

Homeowners Permit Assistance Program Changes The Department of Buildings is streamlining their permit and inspection process in order to reduce the time it takes to obtain a building permit. After a review of where permits were being issued, the Department found that it issued only 270 permits out of a total of 37,000 permits at their Neighborhood Residential Permit Centers. This is not the best use of valuable City resources and they have made the decision to relocate the Homeowners Assistance Program to City Hall, Room 900, effective December 1, 2015. At City Hall, the Department of Buildings will have a designated person available every day to assist homeowners as opposed to the current two days a week allocated at the neighborhood centers. Furthermore, managers and supervisors will be immediately available to resolve any questions or issues that may arise during the process. Conveniently, Zoning is also located on the same floor so residents can get their zoning issues addressed at the same location. Other City services including the Revenue offices at both the Kedzie and Addison locations will continue to remain open. The fair will connect participants with employment, education and other social service resources. Need Health Insurance, Sign Up Today During Open Enrollment Illinois' health insurance marketplace GetCovered.Illinois.gov is enrolling individuals and families for 2016 health care coverage between November 1st and December 15th for coverage to start on January 1st. Open enrollment continues through January 31, 2016. If you don't sign up by then, you will not be eligible to sign up for coverage next year unless you are eligible for special enrollment.

The State of Illinois and the U.S. Department of Health and Human Services have worked together to develop a net-work of workers to assist residents in obtaining health care coverage. Whether calling a Navigator, In-Person Coun-selor or Certified Application Counselor, all of these workers have undergone rigorous training and are prepared to provide residents with information about options available and guide you through the enrollment process. Santa Hustle 5K Reminder and Road Closure Information The Santa Hustle 5K benefiting the American Cancer Society will be returning to Soldier Field on Saturday, December 5th at 9:00 am. With about 5,000 runner expected, there will be congestion on Lake Shore Drive, however, all roads west of Lake Shore Drive will remain open. Road closures include: Waldron Dr. (5:00 am to 2:00 pm), S. Museum Campus Drive (McFetridge Dr. to McCormick Place tunnel service road from 8:00 am to 10:30 am) and Ft. SECC Partners with People's Gas for the Green Healthy Neighborhoods in Action Energy Efficiency Program for Businesses The South East Chicago Commission (SECC) is launching its Green Healthy Neighborhoods in Action's (GHNA) Energy Efficiency Business Reimbursement program in partnership with People's Gas. The program offers free energy efficiency assessments to businesses, churches, community organizations and other established businesses in the Woodlawn and Washington Park communities. These assessments identify natural gas-saving opportunities and re-bates available to pursue efficiency upgrades. Bronzeville Resident Launches African Food Delivery App Taking a page from other food delivery services like Peapod, entrepreneur Boyede Sobitan and co-founder Fola Dada have launched OjaExpress which delivers traditional African foods straight to a customer's door through a convenient online app. It is often difficult to find quality traditional African foods, or its impossible to get to the store, so OjaExpress will deliver the food directly, hassle free. The app is free and allows users to make special requests, like specific ways you would like a particular piece of meat to be cut. In the upcoming version currently in development, users will be able to order items by recipe so they can recreate some of their favorite dishes right at home.
