The mission of the California State PTA is to positively impact the lives of all children and
families.
The mission of Thirty-Third District PTA is to support and empower its councils and units as we further the Purposes and Benefits of PTA by expanding membership, developing and strengthening leadership, and promoting informed advocacy on behalf of all children and families.
Consists of 19 Councils and 15 Out-of-Council Units

Advocate for the education, health, safety, and well-being of all children
Inform, engage, and empower our members and the public on issues concerning children and families
Mentor the leaders of tomorrow Promote, practice, and embrace inclusiveness Promote and build family engagement to foster
positive outcomes for every child Strengthen our voice for all children by increasing
membership
Provide support and training to councils and units
Expand membership to reflect our diverse communities

PTAs are independent charitable organizations
PTAs are not part of the school district PTAs do not carry out the business of the
school district, even if requested PTAs are inclusive of all members and act in
the best interest of the students and their families
Charter:• Issued by the California State PTA at the time the PTA
was organized
Minutes:• Permanent legal record of all business and financial
reports
Bylaws:• Rules of your organization, as approved and signed by
the California State PTA parliamentarian and voted by your members
Books of Account:• All financial records should be kept for seven years,
which include the current year. Ledger books are kept permanently.
NON-COMMERCIAL• Do not promote or endorse product, services or businesses• ‘PTA’ is a registered service mark
NON-SECTARIAN• Be welcoming & inclusive to ALL• Respect all faiths, cultures, and beliefs
NON-PARTISAN• Do not support or oppose political parties or candidates• May support or oppose issues affecting kids

The old (2019-2020) board CAN NOT conduct any business – pay bills, make commitments, fundraise, membership drive, plan for the school year, meet with principal ➣ SUPPORT STUDENTS
Work with your PTA Council to hold elections virtually AS SOON AS POSSIBLE
Our students and families need PTA more than ever!
ALL 2020-21 Elections MUST BE Completed no later than September 30, 2020
All board members are require to fill out Conflict/Whistleblower Form each year
IRS requirement of Non-Profit entities
Actual conflict or appearance of conflict
No officer shall benefit from their PTA position
President, (Recording) Secretary and Treasurer are REQUIRED by non-profit law
Other suggested positions (as designated in bylaws) may include:◦ Executive Vice-President◦ Specific Vice-Presidents (Membership, Programs, etc.)◦ Parliamentarian◦ Financial Secretary◦ Historian◦ Auditor
Executive Board Meetings◦ Elected and Appointed Officers, Chairmen of
Standing Committees, Teacher Rep and Principal◦ Must be current members of the unit’s PTA
Association Meetings◦ General membership meetings – open to all PTA
members of the Association including those on the Executive Board
Executive Committee Meetings (Board of Directors)◦ Elected and Appointed Officers◦ Must be PTA members of an association in the council
Executive Board Meetings◦ Elected and Appointed Officers, Unit Presidents, and
Chairmen of Standing Committees (may include Superintendent and Principals of PTA Unit Schools – see bylaws)
◦ Must be PTA members of an association in the council
Association Meetings◦ General membership meetings – open to all PTA
members of the Association including those on the Executive Board
For all Committee, Executive and Association/General meetings:
Must keep minutes Must have a quorum (attendance) Motions Budget information Financial reports Expense/bills Approve minutes from previous meeting
Meet monthly Transact business between association meetings Handle business as directed by association Pay approved bills Create committees and review recommendations Recommend actions to association Fill vacancies – appointment after elections Present reports to association Receive monthly financial reports Review budget – make recommendations
Meet on dates set in bylaws
Elect Nominating Committee
Elect officers
Approve/Ratify all PTA expenditures
Approve all contracts for PTA programs, events, and projects
Approve all programs and fundraisers
Adopt the budget
Adopt all audit reports
Elect convention delegates
Committees are formed to Plan, Promote and Implement the activities of the PTA
Standing Committees – formed to perform a continuing function (in bylaws or standing rules)
Special Committees - should have a definite purpose and is subject to the directives of the membership
Appointed or elected, according to bylaws
◦ Nominating Committee is ALWAYS elected
Committees do not act on their own
The president is an ex-officio member of all committees except the nominating committee
