SUPERVISOR OF AN OIL TRANSFER OPERATION SECTION 161 (1)
Item Requirements Specifications:
1. Experience: Acquire within the 5 years before the application date, at least 3 months of qualifying service as part of an approved program in supervision of an oil transfer operation.
2. Certificates to be provided to the examiner:
a) Training certificate in STCW basic safety; b) If the applicant is part of an approved program in
supervision of an oil transfer operation, a training certificate in an approved program in supervision of an oil transfer operation;
c) Unless the applicant meets the requirement set out in item
2 b), a training certificate in advance training for oil tanker cargo operations;
d) If the applicant is part of an approved program in
supervision of an oil transfer operation, an approved training record book for oil transfer operations.

Item Requirements Specifications:
1. Experience: If the applicant has not completed a training course with respect to supervision of an oil transfer operation, acquire within the 5 years before the application date for renewal, the following service: (i) At least 3 months of qualifying service performing duties relating to the
loading, discharging or transferring of oil cargo; or (ii) at least 24 months as a shore captain or marine superintendent in charge
of supervising the loading, unloading or transferring of oil cargo; or (iii) having taught at least one approved training course with respect to
supervision of an oil transfer operation or advanced training for oil tanker cargo operations, as an approved instructor, at a recognized institution.
2. Certificates to be provided to the examiner:
(a) unless the applicant has acquired the experience set out in item 1, a training certificate for a course with respect to supervision of an oil transfer operation or in advanced training for oil tanker cargo operations, obtained within the 5 years before the application date for renewal
(b) unless the applicant has acquired the experience set out in item 1(i): (i) documentary evidence demonstrating that the applicant as
performed duties as a shore captain or marine superintendent in charge of supervising the loading, unloading or transferring of oil cargo, within the 5 years before the application date for renewal or
(ii) documentary evidence indicating that the applicant has taught at least one approved training course with respect to supervision of an oil transfer operation or advanced training for oil tanker cargo operations as an approved instructor, at a recognized institution within the 5 years before the application date for renewal.

SUPERVISOR OF AN OIL TRANSFER OPERATION in ARCTIC WATERS (NORTH OF 60 DEGREES NORTH) SECTION 162 (1)
Item Requirements Specifications:
1. Experience: No changes.
2. Certificates to be provided to the examiner:
(a) If the applicant does not hold a Supervisor of an Oil Transfer Operation certificate: (i) training certificate in STCW basic safety; and (ii) a training certificate in supervision of an oil transfer operation; or (iii) a training certificate in advance training for oil tanker cargo operations
with proof of 3 months of sea service onboard an oil tanker, performing duties relating to the loading, discharging or transferring of cargo and the operation of cargo equipment.
(b) If the applicant hold a training certificate in supervision of an oil transfer operation, an approved training record book for oil transfer operations.
(c) Documentary evidence indicating that the applicant while holding a supervisor of an oil transfer operation certificate has assisted in at least three oil transfer operations in waters north of 60 N within the 5 years before the application date; or
(d) Documentary evidence indicating that the applicant has acquired two Arctic shipping seasons of service, during which the applicant has assisted in at least three oil transfer operations in waters north of 60 N; or
(e) Documentary evidence indicating that the applicant has assisted in at least six oil transfer in waters north of 60 N.

1. Experience: If the applicant has not completed a training course with respect to supervision of an oil transfer operation, acquire within the 5 years before the application date for renewal, the following service: (i) have completed in at least three oil transfer operations in waters north of
60 N; (ii) at least 24 months as a shore captain or marine superintendent in charge of
supervising the loading, unloading or transferring of oil cargo in waters north of 60 N; or
(iii) having taught at least one approved training course with respect to supervision of an oil transfer operation or advanced training for oil tanker cargo operations, as an approved instructor, at a recognized institution.
2. Certificates to be provided to the examiner:
a) unless the applicant has acquired the experience set out in item 1, a training certificate for a course with respect to supervision of an oil transfer operation or in advanced training for oil tanker cargo operations, obtained within the 5 years before the application date for renewal;
b) unless the applicant has acquired the experience set out in item 1(i): (i) documentary evidence demonstrating that the applicant as performed
duties as a shore captain or marine superintendent in charge of supervising the loading, unloading or transferring of oil cargo in waters north of 60 N, within the 5 years before the application date for renewal or

training on oil tankers, in a supernumerary capacity which includes at least three loading and three unloading operations and is documented in an approved training record book.
2. Certificates to be provided to the examiner:
(a) a training certificate for an Advanced training course for Oil Tanker Cargo Operation, obtained within the 5 years before the application date for issuance of the certificate;
(b) for applicant that acquired the experience set out in item 1(b), an approved documentary evidence demonstrating their knowledge and participation in at least three loading and three unloading operations, completed within the 5 years before the application date for issuance of the certificate of proficiency.

MASTER 3000 GROSS TONNAGE, UNLIMITED WATERS
Item Requirements Specifications
1. Hold a certificate:
a) Chief Mate; b) Chief Mate, Near Coastal; c) Watchkeeping Mate; d) Watchkeeping Mate, Near Coastal; e) Master 3000 Gross Tonnage, Near Coastal.
2. Experience: After obtaining a Master 500, Gross Tonnage, Near Coastal certificate, Watchkeeping Mate certificate or a Watchkeeping Mate, Near Coastal certificate, an applicant for a Master 3 000 Gross Tonnage, Unlimited certificate shall acquire the following sea service on board one or more vessels of at least 500 gross tonnage while the vessels are engaged on voyages that are unlimited voyages or near coastal voyages, Class 1, which sea service shall include at least 12 months on voyages outside the great lakes basin and where the distance between extreme ports called at during those voyages is more than 500 nautical miles: a) at least 36 months as officer in charge of the deck watch; b) at least 24 months as officer in charge of the deck watch if they have served at least 12 months as
master or chief mate; or c) an equivalent prorated combination of the requirements set out in paragraphs (a) and (b).
3. Certificates to be provided to the examiner:
a) CoP in STCW basic safety;

SMALL VESSEL OPERATOR
Item Requirements Specifications
1. Certificates to be provided to the examiner:
a) Training certificate in Small Vessel Operator;
b) If the vessel is non passenger -carrying vessel, a training
certificate in MED with respect to small non-pleasure vessel
basic safety (MED A3);
c) If the vessel is a passenger- carrying vessel, a training certificate
in MED with respect to small passenger safety (MED A2);
d) A training certificate in marine basic first aid; and
e) An appropriate Radio Operator Certificate issued under the
Radiocommunication Act if the vessel is equipped with a VHF
radio-telephone installation.
The Small Vessel Operator certificate will be valid on the following vessels engaged on a near coastal voyage, class 2 or sheltered waters voyage: a) Non-passenger- carrying vessels of not more than 13 metres in length overall (except tugs);
and b) Passenger-carrying vessels of not more than 13 metres in length overall, carrying not more
than 12 passengers.

Bridge Watch rating
1. Experience: While holding a certificate referred to in item 1, while performing deck duties,
acquire the following sea service on board one or more vessels of at least
500 gross tonnage while the vessels are engaged on voyages other than
sheltered waters voyages:
a) At least 18 months of sea service; or
b) At least 12 months of sea service through an approve training program
2. Certificates to be provided to the examiner:
a) CoP in STCW basic safety; b) CoP in survival craft and rescue boats other than fast rescue boats; c) Steering testimonial attesting to the applicant’s ability to steer and
containing the declaration and at least the information set out in Schedule 3 to this Part; and
3. Pass examinations:
The following examinations on general seamanship, after meeting the other
requirements of this table:
a) a written examination; and
b) a practical examination.

1. Experience: The following sea service performing navigational watchkeeping duties
which involves the performance of duties carried out under the direct
supervision of the master, the officer of the navigational watch or a qualified
rating on board one or more vessels of at least 500 gross tonnage while the
vessels are engaged on voyages other than sheltered waters:
a) at least 6 months; or
b) at least 2 months if the applicant has successfully completed an
approved training program in bridge watchkeeping duties.
2. Certificates to be provided to the examiner:
a) CoP in STCW basic safety;
b) CoP in survival craft and rescue boats other than fast rescue boats;
c) Steering testimonial attesting to the applicant’s ability to steer and
containing the declaration and at least the information set out in
Schedule 3 to this Part; and
3. Pass examinations:
Written examination on general seamanship, after meeting the other
requirements of this table.
