Dear Michael:

Our company appreciates being considered as a candidate for CM services. We are hopeful that ourresponse to your RFP demonstrates that we are very well-suited for this assignment.

H.P. Cummings was established in 1879, and our Winthrop, ME Division has been active since the1930’s. Over the last 25 years the Winthrop Division has completed over $600 million in work.

We specialize in the Construction Management form of delivery. During the past 10 years thecompany has completed around $597 million in work ($339 million occurring in the state of Maine)with over 99% following a CM approach to construction. The majority of this volume involvedworking for non-profit organizations such as colleges and hospitals. Of this 10 year total, over $97million related to educational facility work.

Many of our past projects have involved additions and renovations to existing facilities while manyremained occupied.

Our recent library experience includes projects for Bowdoin College (Hawthorne Longfellow) and forthe towns of Wayne, ME and Bethlehem, NH.

We have attempted to keep our proposal short, but given all that we have been asked to respond towe have exceeded the 10 page target.

A. Brief history of our firm

• H.P. Cummings was established in 1879 and has a service area that includes Maine, NewHampshire, Vermont and Western Massachusetts.

• Most of our work over the past 10 to 20 years has followed a Construction Management formof delivery.

• The company’s overall body of work includes concentrations in healthcare and educationalfields, along with buildings for resorts, multiple unit housing, museums, libraries,recreational facilities, banks, office buildings, religious facilities, public buildings and retailspaces.

• We believe our positive record of repeat business is due to very reliable preconstructionservices, including our ability to deliver quality projects on time and within budget.

• We stay current with technology and industry advances, such as on screen take-off forestimating project management, scheduling software and quality control aids. We are alsofamiliar with BIM coordination for clash detection and conflict resolution.

• Our company has considerable experience with sustainable green building construction,having completed 18 projects that have received LEED certification at all levels – Certified(3), Silver (4), Gold (8) and Platinum (3). We value being energy efficient as well asprotecting and/or preserving our environment.

• Over the past 10 years (2003-2012) we have completed around $597 million in business, withover 99% following a CM form of delivery, all of which involved preconstruction andconstruction services.

D. Approach to managing the construction of this project

• We would work for the Town of Cape Elizabeth and with your architect as part of a team.

• We are respectful of the A/E team’s responsibilities and knowledge.

• We will advocate for the owner.

• Both our preconstruction and construction services will be transparent, including a high levelof detail within our estimating services and billing procedures.

• AIA A133-2009, Article 1: General Provisions-1.2 Relationship of the Parties, in part:“The Construction Manager accepts the relationship of trust and confidence... to perform theWork in an expeditious and economical manner consistent with the Owner’s interests...”

• Our administrative and supervisory personnel recognize that taking good care of our partnersand their interests is key to a successful future.

In-Kind Donations

H.P. Cummings is very receptive to accommodating in-kind donations, including gifted materialsand portions of labor. Offerings for opportunities can be addressed during preconstructionservices.

During the course of construction, H.P. Cummings would work with the owner to coordinate theinstallation of donated materials and coordinate donated labor to flow within the project sched-ule.

Insurance requirements would be considered when donations included on-site labor.

We would look forward to working with the owner to lower the cost of construction.

Site work included new septic field, water lines and handicap walkway. All site workwas a gift-in-kind by the local excavation contractor.

Preconstruction ServicesBrian Hobart would be available to consult and assist in developing schedules, analyzingconstructability and estimating costs. Mike Hricko, a Vice President, would be in charge of ourpreconstruction services and positioned early to be our eventual Project Manager.

Paul Hamel, who has estimated the majority of our projects in the state of Maine over the past10 years, would be in charge of our estimating services.

We believe early involvement and active participation by our Project Manager adds value to ourpreconstruction service by providing assurance to the team that expressed expectations will bemet. Our proposed Project Manager would be directly responsible for our administrative leader-ship from preconstruction through close-out.

Mike Hricko has considerable project management experience, including renovations to occu-pied facilities. He is currently managing the Colby College Science Building project, which isover 85% complete and is being supervised by Don St. Amant.

Don St. Amant is our proposed superintendent. He would be available for consulting on sitelogistics and scheduling during preconstruction.

Construction ServicesBrian Hobart would monitor progress and be available to assist as may be considered benefi-cial. Mike Hricko would assume duties as Project Manager in charge of contract administration,spending about eight hours average per week during construction. He would attend all jobmeetings with the owner and architect plus would be in daily communication with our superin-tendent. Paul Hamel would provide part-time administrative support.

Don St. Amant is our proposed superintendent. He has supervised over $90 million in construc-tion for our company. He would be responsible for all field work, safety and production, includ-ing quality control.

2. PROPOSAL TERMS

As Construction Manager, our labor involvement will likely be limited to generalconditions, interior demolition, miscellaneous carpentry, doors and hardwareinstallation, and subcontractor exclusions.

We will provide the owner with a detailed breakdown of estimated costs relating to self-performed work. We provide and bill for self-performed work at actual cost (noadditional fees), including the agreed-to labor burden as outlined within AIA 133-2009,formerly AIA 121 CMc.

The miscellaneous carpentry (blocking) may include crack sealing, insulations and theinstallation of doors, hardware, specialty items, etc.

Subcontractor exclusions could include general cutting and patching, fire caulking,progress cleaning, final cleaning and protection.

With the exception of H.P. Cummings’ general condition costs, which will be controlledby a detailed estimate, all work will be open for bidding. We would anticipate havinglaborers to keep the project construction site in an orderly manner.

Primarily open shop merit based with a possibility of employing a few Union laborers aswell as some subcontractors with Union association. We have full freedom to award toall low, responsible bidders without Union restrictions.
