TellezGagliano and Asst. Supt. Marsha Gilbert: The Local Control and Accountability Plan (LCAP) is supposed keep school districts accountable by involving community members into their decision making process. It is the responsibility of the Alhambra Unified School District to reach out to the community in order to hold a public hearing discussing the budget. However, the Alhambra Unified School District has failed to effectively reach out to the community to inform them about the public hearing on June 23. This public hearing lasted only five minutes and had minimal community input. For the 20152016 fiscal year, the AUSD advertised their LCAP on the English news media the Pasadena StarNews. However, this is a poor attempt in reaching to the community. Even when trying to find the alleged Pasadena StarNews notification of the hearing, my search engine was filled with zero articles dated in 2015. According to the 2010 census, 20 percent of the people living in this community speak English at home. This mean that 80 percent of the citizens are more comfortable with a foreign language such as Chinese, Vietnamese, and Spanish. According to California Education Code § 42103, the District must circulate the news in a “newspaper of general circulation in the district.” Because of the lack accessibility and the language barriers within the District, using the Pasadena StarNews is simply not a viable option to spread the news of the public hearings to the district they serve, and it is not a paper of “general circulation.” Other media outlets such as Sing Tao Daily, Viet Bao, World Journal, Alhambra Source, La Opinion, and even the Around Alhambra and Monterey Park Cascades, perhaps are much more accessible.

    AlhambraSource,LaOpinion,andeventheAroundAlhambraandMontereyParkCascades,

    perhapsaremuchmoreaccessible.

  • Onthedaysthatthebudgetisallowedforinspection,thepublicisforcedinaninconvenient

    situation.OnJune18,19,and22,thecommunitywasabletoinspectthebudgetfrom9a.m.to

    5p.m.atthesuperintendentsoffice.Becauseallofthesedaysareontheweekday,working

    communitymembersareunabletoviewtheLCAPbudget.Therefore,theLCAPbudgetisnot

    convenientlyaccessibletoresidentsofthedistrictevenifitisatthedistrictoffice.Additionally,

    somecommunitymemberswouldhavetodrivefor30minutestoreachthedistrictoffice

    becauseSanGabrielHighSchoolisacommuterschoolwithfamilieslivinginRosemead.

    Moreover,thelackoftranslationfurtherdeniesthepublicanyabilitytoparticipateinthepublic

    hearing.Thebudgetmustbetranslatedinorderforthedistricttoeffectivelyreachouttothe

    public.Evenifacommunitymemberdecidestojumpthroughthehurdlesofattendingthe

    meetings,theirunderstandingofthebudgetisbarredtotheinconvenienceofnot

    accommodatingthepublic.Eveniftranslatorsarepresent,afullunderstandingand

    accommodationwillstillnotbeachievedbecauseasecondhandsourcedoesnotalways

    provideanaccuraterepresentationofthefacts.

    OntheJune23boardmeeting,itwasaddressedthattranslatingtheLCAPbudgetwasan

    issuethatiscurrentlybeingworkedon.Giventheimportanceoftranslation,thisisinexcusable

    thatthisremainsanissueandthataboardbudgetvotewilloccuronJune30,justoneweek

    laterafterthefiveminutepublichearing.

    Underthecurrentcircumstances,theAUSDshandlingoftheLCAPhearingsareinviolationof

    theCaliforniaEducationCode42103.Thelackoftransparencyandeffortbythedistrictis

    unjustifiable.

    Wedemandtranslation,properoutreachtoourcommunities,andareasonabletimeframeto

    reviewtheLCAPbudgetbeforetheboardmeetingvoteontheLCAPbudget.Icanbereached

    at(emailremovedtoprotecttheprivacyoftheauthor),andIlookforwardtohearingbackfrom

    youbeforeJune30,preferablyonJune27.Thankyouforyourattentiontothisurgentsituation.
