The California Public Utilities Commission (CPUC) will hold a Utility Pole Safety En Banc on April 28.The CPUC has recently considered utility pole safety issues in various proceedings, but these opportunities have necessarily been limited in scope. For example, the CPUC has considered utility pole safety in the context of a specific incident, or an investor-owned utility’s General Rate Case, or in the context of extending rights of way to a particular industry.This day-long en banc is designed to begin a broader conversation on utility pole safety by bringing together representatives from different industries and stakeholder groups (e.g., investor-owned utilities, communications providers, public safety agencies, consumer groups, utility worker groups) for a high-level discussion of utility pole safety not limited to a specific incident, industry, or service territory.

IDER Competitive Solicitations Working Group (CSWG) MeetingThis working group meeting is scheduled pursuant to assigned ALJ Kelly Hymes’ ruling of March 24, 2016, in the IDER Proceeding [R. 14-10-003], establishing a working group to develop the competitive solicitation framework targeting the reliability needs identified in R. 14-08-013, et. al. The CSWG is tasked with developing consensus on the following elements of a competitive solicitation framework:

a. Defining the services to be bought and sold within identified areas. The definitions should include details on the expected reliability and other performance requirements, as well as any constraints, not previously determined in R.14-08-013, on how distributed energy resources can meet the identified need.b. Development of methodologies to count services provided and ensure no duplication with procurement in other proceedings, i.e., ensure these resources are incremental to existing efforts and avoid double-counting of resources.c. Development of solicitation rules or principles such as constraints on procurement, e.g., floors and ceilings on volume procured, price paid, etc.d. Development of solicitation oversight needs, e.g., procurement plans, procurement review groups, etc.e. Development of solicitation evaluation methodology to include the valuation of any deferred distribution system upgrade.f. Development of solicitation pro forma contract(s).g. Development of outreach plans to ensure robust participation in the competitive solicitations.

Utility representatives CSWG are directed to file a status report on June 1, 2016. A final report describing the working group’s recommended solicitation framework will be filed by utility representatives by August 1, 2016. Reports will describe the activities of the group and progress of the group in attaining each of the elements listed. Each report will identify consensus issues and disputed issues, positions of parties on disputed issues, and a recommended plan for addressing each disputed issue [e.g., through further working group discussions, comments on the record, etc.]

Staff of the California Natural Resources Agency, California Energy Commission, California Public Utilities Commission, and California Independent System Operator will host a meeting of the Renewable Energy Transmission Initiative (RETI) 2.0 Plenary Group. The purpose of this meeting is to continue the exploration of renewable resources that could help meet California’s long-term greenhouse gas reduction and energy goals, and the transmission implications of accessing and integrating these resources.

The April 18th meeting will review recent studies by government, industry, academic, or advocacy stakeholders that examine comprehensive energy scenarios and portfolios of renewable resources that can help meet California’s goals in the 2030 timeframe. These include studies by the CPUC, Western Electricity Coordinating Council, National Renewable Energy Laboratory, and others.

Based on these studies, as well as information presented in previous meetings and workshops, the April 18th meeting will also include a discussion of specific resource combinations that should be a focus for further assessment during the RETI 2.0 process.

The ALJ Division has prepared Resolution ALJ-329 for the May 12, 2016, Commission Meeting regarding the proposal to adopt Intervenor Rates for 2016. Resolution (Res.) ALJ-329 proposes a cost-of-living-adjustment (COLA) of 1.28% for work to be performed in the 2016 calendar year.  Table 2 in Draft Res. ALJ-329 shows the approved hourly rate ranges for work performed in 2016.  The COLA was calculated using the methodology approved in Res.
