AGA’s Certificate of Excellence in Accountability Reporting (CEAR)® program has helped federal agencies improve their Performance and Accountability Reports (PARs) or Agency Financial Reports (AFRs) since 1997. The program was established in collaboration with the Chief Financial Officers Council and the U.S. Office of Management and Budget to improve accountability by streamlining reporting and demonstrating what the agency accomplished with tax payer dollars and the challenges that remain. The CEAR recognizes high-quality PARs or AFRs that effectively illustrate and assess program performance with both accomplishments and challenges, and the cost of that performance. The framed CEAR is presented to each agency and the crystal award for Excellence in Accountability Reporting is given to the office(s) primarily responsible for preparing the report. Teams of dedicated professionals who significantly contributed to the report’s production are recognized in this awards program.
