State Controller Harry B. Ri ley announced in Sacramcntc this week that the combined cosi of city and county government in California has increased near ly four-fold in the past 25 years

ties, last year exceeded those ol the World War I year of 1917 by 387 per cent. The figures were revealed with the release of the controller's annual report on financial transactions of cit ies and counties.

"The constantly growing dif ficulty in the matter of mate- ria s is forcing producers to out door locations which they haven't used extensively in years. The trend to color is a natural sequence of this condition.
"For instance, we took our company hundreds of miles to southern Utah to photograph the story in the beautiful back grounds of those vermilion cliffs and colorful canyons. It woi Id have been positively wasteful not

Sump Flames Halt Traffic
Smoke so clcnsp it halted traf fic on Normandie ave. poured from an oil sump fire Monday at 174th st. and Normandie avc.
Starting from an unknown cause, the firr continued for sev eral hours. The smoke forced Sheriff's deputies to reroute traf fic which included the heavy travel at change of shift in har bor shipyards. Pacific Electric freight traffic on a line which [lasses near the scene of the fi e was also interrupted.
During 1942, American forces stationed in Australia and New Zealand received through "re- verse lend - lease" 80 million pounds of fruits and vegetables and 30 million pounds of beef, veal, lamb, and mutton.
