TASS Approves New BudgetGreg Altum The Tellico Area Serv-ice Systems approved its2017-2018 budget on Tues-day, meeting for June andaddressing projects andpossible complications. Pretreatment coordi-nator Scott Horne ad-dressed the boardregarding Protech MetalFinishing, the Vonore-based business that wasdestroyed by fire in lateApril. He said the ownersof the business were delib-erating whether to build itback in the same locationor relocate. If it remainedon the same site, it wouldbe required that TASS re-main the provider ofwater and sewage service. Horne said the Protechproprietors had beengiven an application toreapply for water andsewage service, however,Protech could alter itsmethod of business,which could be importantdue to chemicals and sub-stances discharged inwater and sewage. He saidthe state dictated what
chemicals and substancesTASS was permitted tohandle. In other business, Su-perintendent Mark Clin-ton referred to lastmonth’s meeting and re-counted the concept ofTASS building a two-mileline to provide water tothe city of Friendsville. Hetold board members thecity had apparentlychanged its outlook andwas considering an alter-native for water service. “I think it would be amistake to spend$400,000 for a two-mileextension and then notuse it,” Clinton said,adding he would submit aproposal for the extensionto the city in the near fu-ture. How to Help Students Who Need Speech Therapy Parents who are activein their children's educa-tion often find that suchan approach is a great wayto recognize any potentialproblems before they havetoo significant an impacton a student's educationalexperience. For example,interaction with educatorsmay shed light on a stu-dent's developmentalreadiness. Parents often first learnof their children'sstrengths and shortcom-ings when children are ex-posed to classroomsettings and compared totheir fellow students. It ishere where teachers mayfirst recognize obstaclesthat could hinder studentsas they pursue their educa-tion. Parents of preschooland kindergarteners maybe made aware of speechissues that may requiretherapy to address. Thegood news is that childrenoften make tremendousstrides once they are en-rolled in speech therapy.Although determining if achild needs speech ther-apy can sometimes beconfusing and take someeffort and testing, parentswho receive such a diagno-sis about their youngsterwill need to focus on someskills that can alleviatespeech concerns. Articulation Many children requirespeech therapy because of
a speech delay or an issuewith articulating. This re-lates to the clarity ofspeech sounds and overallspeech. A child's speechbegins with initial soundsas they mimic the adultsaround them, which willthen form words andphrases. It's common foryoung children who havedifficulty with certainspeech sounds to substi-tute easier sounds for cer-tain letters or soundblends. But if inconsistentspeech articulation or im-proper sound usage ex-tends beyond a certainage, this may require treat-ment. Fluency and reso-nance Some children receivespeech therapy due to dis-orders like stuttering orprolonging sounds and syl-lables. When the flow ofspeech is interrupted byabnormal stoppages orrepetition, this can be dis-tracting to both the childand those around him orher. Some children haveproblems with the pitch,
volume, or quality of theirvoice. These problems candistract listeners fromwhat's being said andmake it difficult to com-municate. Apraxia According to theAmerican Speech-Lan-guage-Hearing Associa-tion, childhood apraxia ofspeech, or CAS, is a motorspeech disorder. Childrenwith CAS have problemssaying sounds, syllables,and words. The brain hasdifficulty moving themouth for speech. Thechild knows what he orshe wants to say, but thebrain does not send thecorrect message to movethe muscles accordingly.Children with CAS aretypically assessed earlierthan school age. Seeking therapy Parents who suspecttheir child has a speech-language concern shouldfirst consult with a pedia-trician and talk to theirchild's teacher. If thespeech problem is notcausing any learning diffi-culty or making it hard for
teachers and fellow stu-dents to understand thechild, intervention maynot be necessary. How-ever, if the child is embar-rassed or gettingfrustrated with those whodo not understand him orher, it may be in the stu-dent's best interest to beassessed. S p e e c h - l a n g u a g epathologists are trained inspeech therapy and aremost qualified to make as-sessments of a child'sspeech abilities. This per-son will provide a thor-ough articulationassessment and conduct amedical history inquiry todetermine if there is aneed for treatment. A good speech pathol-ogist will conduct an eval-uation in a way that iscomfortable for the child.Toys and games may bepart of the assessment.Sometimes parents are al-lowed to remain in theroom. Physical skills, vo-cabulary and grammar alsowill be checked. Once the source of the
problem has been identi-fied, a therapist can de-velop a treatment plan tofix some of the problems.Homework exercises canhelp parents continue les-sons between therapy ses-sions. Many parents opt towork with a speech-lan-guage pathologist one-on-one. These services maybe covered through ahealth insurance plan.School districts may offerlow- or no-cost speechtherapy for students whoneed speech assistance.These may be conductedin solo sessions or as partof a group. Parents shouldinquire about speech test-ing at their child's schooland if any services are of-fered.
