Greetings!

Welcome to Tigard Covenant Preschool and Daycare. We are so

excited for what the 2017-2018 school year holds. Thank you

for joining us on this journey. We have an exciting year of

learning and fun planned!

Our goal is to always provide a loving environment for every

child. We will care for your child ensuring that they grow and

flourish mentally, physically, socially, and spiritually. We will

help them build a strong foundation as they build their

relationship with Christ and develop into strong, creative, and

constructive youth.

I look forward to building relationships with each family

individually. It will be an honor and privilege to work together

to create a positive learning environment for your child to learn

and grow in the confidence and knowledge of God's love.

History of Tigard Covenant Preschool and Daycare (TCPD)

Tigard Covenant Preschool and Daycare began in the spring of 2015 when Tigard Covenant

Church desired to see a preschool and daycare operating in the church. The church reached out

to Whitney Vinegar and Courtney Temple as their experience, qualifications, and personalities

matched what the church envisioned for TCPD's leaders.

Philosophy and Curriculum

TCPD will always strive to provide a loving environment for every child. We will care for your

children ensuring that they grow and flourish during their time with us. Our small class sizes

and strong curriculum will help them to build their love for learning while encouraging each

child to discover their gifting in Christ.

Our scriptural foundation for TCPD is Proverbs 22:6 (NKJV) "Train up a child in the way he

should go, and when he is old he will not depart from it."

We will train up your children, entrusted to us, in their faith, their gifting, and their academic

studies. We will help them build a strong foundation as they build their relationship with Christ

and develop into strong, creative and constructive youth.

For our curriculum at TCPD, we use "Fruitful Spirit". This is a comprehensive, research-based

curriculum that aligns with the Common Core Standards and the Bible to ensure that all

children are prepared for their journey to Kindergarten with a strong educational and spiritual

foundation. The "Fruitful Spirit" curriculum includes lesson plans, printables, and supportive

ideas to guide your child's learning and help our teachers be intentional throughout each and

every day.

Staff Qualifications

All of TCPD staff must be qualified for the position they are fulfilling with education and

experience according to the "Rules for Certified Child Care Centers" from Oregon Employment

Department Child Care Division. Our staff go through multiple interviews, must complete a

background check, and have all required trainings to work in a child care setting such as CPR &

First Aid, Recognizing and Reporting Child Abuse Training, and Food Handlers License. Our staff

also annually participates in professional development courses to further their education for

early childhood development.

Confidentiality

The confidentiality of TCPD's children and families is very important and vital to fostering a

respectful and strong community. Communication about TCPD children amongst staff and

parents must be kept confidential at all times. If you need to speak with a staff member

regarding a TCPD child, incident, or behavior, please set up a time with the staff member via e-

mail or in person to speak in private regarding your comments, questions, or concerns.

a successful and positive learning environment for all.

TCPD General Information

We communicate with our families in a variety of ways, but primarily all information is sent via

e-mail, so please ensure your e-mail is current and you are checking it regularly. Other ways we

communicate with our families include:

Our teachers will communicate classroom happenings through the following:

Weekly curriculum focus posted in the classrooms for all to see

Monthly newsletters posted outside of the classroom door as well as sent to parent's via

e-mail

Don't forget to check your child's backpack for any notes, activities, or projects for your

child at the end of the day.

Child Specific Information

During arrival and dismissal times our teachers are needing to give full attention to their

students to ensure a smooth transition into and out of the classroom. Please keep

conversations with our teachers brief. If you need to discuss specific information please

write a note for the teacher or send them an e-mail and they will respond as soon as

possible.

If, at any time, you have any questions, comments, or concerns about your child, please

contact your child's teacher via e-mail. Our teachers do not accept phone calls directly

during the day, however, you are more than welcome to call our office to relay

messages to our teachers and they will contact you back as soon as possible.

If you need to discuss any information in great length please let your child's teacher

know via e-mail and you can set up a time to speak over the phone or in person, if

needed.

As previously noted, the privacy of every child and TCPD family member is extremely

important to us. Because of this, please do not discuss any child/family specific

problems or concerns in front of any TCPD child (including your own) or parent.

Please let your child's teacher know of any changes in the home (ex. parent out of town

or family member sick or in hospital) as these changes could change their behavior and

performance in the classroom. As a reminder, TCPD staff will always respect your

privacy.

Please inform the office if your child is going to be absent for any reason. We need to

be able to communicate any information with your child's teacher as well as document

any information privately such as sickness. Also, your child's classmates and teachers

will miss your child and want to know that everything is okay.

Admissions

TCPD follows the Oregon State Early Childhood Education Guidelines for enrollment age and

will be placed in classes according to their age as of September 1st. Children who will be turning

age five after September 1st, thus ineligible for Kindergarten in public schools, may enroll at

TCPD. Children are not discriminated against for any reason including race, gender, religion

or national origin.

We strongly encourage all children to visit our facility before starting in our programs so that

they are familiar with their new surroundings. All enrollment forms must be filled out and

completed as well as enrollment fees/deposits paid prior to the start date decided upon in your

contract.

Preschool and Daycare Programs

Preschool Program:

There are three preschool programs to choose from for your child: Monday - Friday Program,

Monday/Wednesday/Friday Program, or Tuesday/Thursday Program. All preschool programs

take place from 8:30am to 11:30am.

Daycare Program:

Daycare takes place Monday - Friday, 6:30am to 6pm. Daycare tuition plans are billed bi-weekly

at a flat rate based off of an hourly charge for how many hours (minimum 4) your child(ren) will

be in care. Your days/hours must remain the same each week unless an arrangement has been

made before the upcoming pay period with the director and/or administrator (vacation, family

time, etc). If your child is preschool aged they must be in a preschool program if needing care

between 8:30am - 11:30am during the school year. We do not allow pick up or drop offs

between 12pm and 2pm. If your drop off time is 12pm please understand that your child needs

to arrive fed and ready for nap as school nap time is between 12pm and 2pm and lunch time is

over. If there is a special circumstance that requires a pick up time between 12pm and 2pm that

must be pre-arranged and please understand we will still lay your child down for nap until they

are picked up from care.

After School Program

After school program takes place Monday-Friday from 2:30pm to 6pm. It is available to all

children in the Tigard-Tualatin school district. After school program includes reading/homework

time, snack, games, and crafts.

After school program is billed at a flat rate of $20 per day that your child needs care on a

monthly basis. This includes AM care as well for the children who can be taken to the bus stop.

We do not offer drop off/ pickups from school, unless it is children who use the school bus to

get to and from TCPD, in which case we have a staff member meet the children at the bus stop.

(Templeton Elementary). We are not able to take school age children for daycare during their

school closure days for holidays, breaks, or in service days.

Tuition, Fees, & Payment Policies

Preschool Tuition:

Preschool is billed on a monthly basis. Payment is due on the last Friday of the month before the upcoming month by 6pm in person, 9pm online. Your preschool contract is for the school year. See the payment schedule in your enrollment packet. Daycare Tuition:

Daycare is billed on a bi-weekly basis. Your payment will be 2 week's worth of Tuition. Payment is due on the Friday before the upcoming two week period by 6pm. Hourly rates can be split in 30 minute increments if you need your child to be here, for example, for 5 1/2 hours you will be charged for 5 1/2 hours. However, if your child needs care for 5 hours 45 minutes you will be charged for 6 hours. Your daycare agreement is for the date your child starts care with us to the following September (start date 10/5/16, end date start of September of 2017). See the payment schedule below.

After School Tuition: After school tuition is billed on a monthly basis. Payment is due on the last Friday of the month before the upcoming month by 6pm in person, 9pm online. Your after school contract is for the school year. See the payment schedule in your enrollment packet. Fees

1. A per family registration fee in the amount of $100 is due at the time of enrollment. This is a onetime, non-refundable fee.

2. A per child deposit fee in the amount of $60 is due before the time of enrollment to secure your child's spot in his/her respective program at TCPD. This is a non-refundable annual fee.

Payment Policies:

1. TCPD will send a reminder e-mail the week your payment is due. Please ensure the e-mail we have on file is current and that you check it frequently.

2. There will be a $10 late fee for each business day your payment is late. 3. If your payment reaches 7 days late without contacting and developing a payment plan

with TCPD's office, your child's care will become temporarily suspended and your child cannot return until the account is paid and current. If your account remains in temporary suspension for 2 weeks, care for your child will be terminated and your account will go into collections if not paid in full within 30 days post termination.

4. TCPD will need to receive a written notice if you are to terminate your child's enrollment. Upon the date of termination your account will go into collections if it is not paid in full within 30 days.

5. If your child is absent for more than 2 weeks straight without communication to our office administration, your child(ren) will be automatically un-enrolled from TCPD. Following automatic un-enrollment, you would have to pay all enrollment fees again if seeking care with TCPD for your child(ren).

6. No adjustment to your child's tuition will be made in the event that he/she is absent from school. Tuition according to your contracted plan will remain the same regardless of missed days due to illness, holidays, vacation plans, or inclement weather.

7. If your child enrolls in preschool with us in the middle of the month, tuition will be pro-rated for the month he/she is enrolled.

8. We accept cash, personal checks (a $35 fee assessed to your account if a check/ach is returned for non sufficient funds), credit/debit, and cashier's checks.

9. There is a 10% discount given to each additional sibling enrolled.

Required Forms for Enrollment

The following forms must be filled out completely and turned into our office to finalize your

child's enrollment with us before the start of their first day. Your child cannot start in their class

until the following forms are complete and turned into the office:

1. TCPD Child Enrollment and Authorization Form

2. TCPD Infants and Toddler Information Form (if applicable)

3. TCPD Preschool and/or Daycare Agreement

4. TCPD Photo and Video Release Form for Minor Children

5. Immunization Record

6. Prescription Medication Release Form (if applicable)

7. TCPD Preschool and/or Daycare Agreement

Behavioral Expectations of TCPD Children

We expect the children of TCPD to be respectful, safe, and responsible. We will encourage and

guide your child to make smart decisions that benefit and support themselves and their

classmates.

We follow The Golden Rule, "Do to others whatever you would like them to do to you." (Matt

7:12 NLT) We will expect that all children know and understand that everyone deserves to be

treated well and with respect.

Entering a preschool and/or daycare can be a big step for any child, regardless of age. We

understand that as children grow they discover new ways to express themselves and

sometimes in ways that are not respectful, safe, and responsible. As educators, we know we

are teaching not just academics, but social skills as well. We will work with every child to ensure

success, however, in order to ensure a safe, comfortable learning environment for all students,

TCPD reserves the right to withdraw any child if he/she exhibits consistent behavioral

incompatibility with our program.

Discipline Policy

At TCPD we believe that children need and desire structure and clear expectations. We also

believe that children deserve respect and to be heard. We will always communicate our

expectations to TCPD children so that the children understand why they are being disciplined.

We will ensure that when we discipline children we are at eye level and truly seek to

understand what your child has to say to determine the appropriate consequences for the

actions/behaviors displayed. We know and understand that children go through many stages of

social learning and that every child is different. Discipline will be handled on an individual basis

for the child(ren) involved.

Under no circumstances will there be any physical, verbal, or mental abuse used to discipline

your child. We may physically redirect your child (both hands gently guiding shoulders of child

in opposite direction of concern) if they are causing harm to themselves or other children.

We will be sure to involve parents if any disciplinary action has been taken with their children

and it will be recorded in the student's file.

Developmental Classroom Rules and Consequences

Overall, TCPD strives to be respectful, safe and responsible for our students and staff. We will

always strive to create a positive environment for all children even in the midst of discipline.

Our rules will be reviewed daily so the students understand and learn what is expected of

them:

1. We listen to others when they are talking

2. We are nice to others and use kind words and actions

3. We put our toys and materials away after using them

4. We keep our hands and feet to ourselves

5. We walk and use quiet voices in the hallways

We implement the following for stages of discipline:

Stage One: staff will talk to the child and give a verbal reminder or redirection

Stage Two: warning will be given as well as another verbal reminder or redirection

Stage Three: Time out/Thinking chair away from other children. Parents will be notified

in writing at the end of the day.

Aggressive behavior such as hitting, kicking, biting, or throwing things at others will result in an

automatic Stage Three disciplinary action. If needed, they will be removed from the classroom

until the child can calm down and parents of all children will be notified.

Things to keep in mind if a biting incident occurs with your child:

WHY DO KIDS BITE?

Young children have not fully mastered the skill of communication. They are unable to tell you how they feel and get really frustrated. They lack the verbal skills they need to express themselves.

Biting is a very powerful release of frustration, leadership, or anger. Most children stop biting around the age of 3, when they are better able to acquire their

verbal skills. Biting often results from frustration. Toddler hood is frustrating as toddlers learn new

physical and social skills. They could be teething. A child may be hungry or tired. They lack good judgment when they are either of these. They may have seen another child do it and want to try it too. They know it gets a great reaction, and use it as a way to express leadership. Maybe an adult has bit or nibbled them during play. A child does not know his own

strength and thinks that he/she is playing when they bite. When in fact, they are actually harming them.

They have never been corrected for doing this in the past.

As a reminder, privacy will be respected in disciplinary situations to protect the children

involved. All staff will ensure that any aggressive behavior is handled in a calm manner and we

will strive to work with the child and his/her parent(s) to develop a plan for the future. If all

possible plans for the behavior have been implemented and have been unsuccessful, TCPD

reserves the right to un-enroll the child.

What to Bring

Please ensure that ALL items sent with your child are labeled with their first and last name. If

finances are a concern for any item listed below, please contact our office.

Every child must turn in a VIPBag (Very Important Personal Bag) at the beginning of the school

year. This is a part of our emergency protocol (see below in Emergency Protocols). The VIPBag

must be a gallon size Ziploc bag that contains 1 change of clothes for the season including

underwear(or diaper) and socks and comfort items such as a family photo, favorite soft toy,

small activity, or book. Each classroom has a backpack that will hold all students VIPBags in case

of emergency. Also we have a no shoe policy inside of the classrooms. You are welcome to send

slippers or special fuzzy socks for your child to wear in the classroom.

wet bags daily for putting dirty diapers in after changing your child. Also, please have 1-

2 disposable diapers in your child's diaper bag for emergency)

Any medication including diaper rash cream (must be labeled with child's name in the

original container)

Pacifiers (if needed)

Change of clothes

Paint shirt (please send an oversized shirt that can easily be slipped on over their

clothes, do not send a onesie)

Pack N' Play (infants) or Nap Mat (Toddler - must be at least 1 inch thick) with sheet

and/or blanket. Please make sure you have an air tight bag (ex. Ziploc) to store the sheet

and/or blanket. We do not allow anything except for a fitted sheet, sleep sack, and

unattached pacifier in our infant's beds.

School-Aged

As your child will be coming from school we will ensure that they take time to complete any

homework assignments for the day so please make sure your child has what they need to do so

from their school. Each child needs to have a book in their backpack to read during homework

time, if they do not have work to complete. They can also bring a fun activity if they would like,

but we will have activities for them to participate in as well.

Celebrating Birthdays

At TCPD we love celebrating the reason we exist and that is because your child was born! We

will have a calendar that displays all children's birthdays for the month. If your child's birthday

falls on a day they are at TCPD we will ensure we sing "Happy Birthday".

We welcome parents/special guests to attend our birthday celebrations by contacting the

child's teacher to coordinate the celebration needs. If you choose to attend and want to bring

something special for your child, we ask that you bring or lead a fun game for the class to play.

If you choose to bring a treat please ensure there are no peanuts in it and it must be store

bought.

Food at TCPD

Snacks Provided - Send lunch with your child

You must send lunch for your child if they are in care with us during lunch time, 11:30am -

12pm. You can send breakfast, lunch, or snacks with your child if you want. We also provide

snacks between meals to ensure all children are eating every 2.5 - 3 hours. All of our

meals/snacks meet or exceed the expectations of USDA and our meals are inspired by options

that you can find at www.choosemyplate.gov. As a State Licensed facility we are required to

offer whole milk to toddlers and preschoolers. You are required to bring a serving of the milk of

your choice for your child to drink. Any food that you send must be prepared ready to eat. As

we do not have a licensed kitchen, we cannot prepare food (cutting, peeling, cooking, etc). We

are able to heat food in a microwave and that is all.

If your child has any severe food allergies such as gluten or other nut intolerance please be

advised that our facility is shared with the church and we cannot ensure that gluten or nuts (or

any other allergen) have not cross contaminated our prepared food. Because of this you should

send meals/snacks with your child and we can keep them separate from other food for your

child's safety.

Arrival and Dismissal

Arrival:

Due to staffing, you cannot leave your child with us earlier than your contracted time. Please

take your child to the restroom to help them wash their hands and then check in your child.

Parents and children must remove outdoor shoes before entering the classroom. Teachers will

take your child from you after checking them in and washing their hands to keep arrival moving

swiftly. If separating becomes an ongoing issue please speak to your child's teacher to develop

a plan for how to best negotiate departure. We have found with difficult departures that it is

best for your child if you leave the first time you say goodbye and make it quick so that we can

transition them into the class easier. Please do your best to be on time so that your child may

participate in all activities and so it does not disrupt the other children as they have already

transitioned from home to school.

Departure:

Please be on time. Pick up time for preschool starts each day at 11:30am. Pick up time for

daycare is dependent upon your contracted time (if your child is scheduled 7 am to 3 pm, your

pick up time would be 3pm). Your account will be assessed, for both preschool and daycare, $1

for each minute late, following a 5 minute grace period. After 3 occurrences of being late past

the 5 minute grace period, you no longer have a grace period and late fees occur immediately

following your scheduled pick up time.

Unless previously arranged, we ask that you do not enter the preschool classrooms sooner than

11:30am so that all children may focus on making sure that their space is neat and tidy before

departing.

For the safety of your child, we will NOT release your child to any person(s) who is not listed on

your child's enrollment form. Please be prepared at the time of enrollment. It's better to add

extra names to your child's enrollment form for pick up if you are unable to be there than to

have your child waiting. If you need to add names at any time, please deliver a handwritten and

signed note to our office for your child's file. In case of true emergencies, call our office right

away to arrange pick up for your child.

Immunization Requirements

By law, all children must complete an Oregon Immunization form to attend TCPD. You can get

this documentation from your child's doctor and must do so within the 12 months prior to the

start of each school year. These forms are the responsibility of the parent(s) and are to be

turned in prior to your child's first day with us.

Illness and Injury

ILLNESS

It is to be expected that, at some point, children will contract bacterial infections, viruses,

and/or other illnesses. As your child's parent we ask that you honestly determine the health of

your child before bringing them to our facility. Sickness spreads quickly in a child care facility

and we will always do our part to support the health of our children and we ask that you do

your part as well.

In accordance with the Oregon Department of Education we cannot admit your child into any of

our programs if they have any of the following symptoms of illness:

Fever over 100 degrees F (must be fever free for minimum 24 hours before returning)

Diarrhea (more than one abnormally loose, runny, watery, or bloody stool)

Vomiting

Nausea

Severe Cough

Unusual yellow color to skin or eyes

Skin or eye lesions or rashes that are severe, weeping, or pus-filled

Stiff neck and headache with one or more of the symptoms listed above

Difficult breathing or abnormal wheezing

Complaints of severe pain

Any child who shows signs of any illness listed above shall be removed from their classroom.

Parent(s) will be notified immediately to arrange pick up as soon as possible. If we cannot reach

any parent we will then contact the child's emergency contacts to arrange pick up.

If your child has been exposed to a communicable disease, we ask that you notify us promptly

of the exposure (i.e. Chicken Pox, Conjunctivitis, Strep Throat, Head Lice, Impetigo,

Hand/Foot/Mouth) for the health safety of all TCPD children and staff. Your child must remain

at home for one week minimum at which time we will require a doctor's note for your child to

return to TCPD. We will notify all parents promptly of any exposure to communicable diseases

at TCPD.

If a child has mild cold symptoms that do not impair his/her functioning, the child may remain

in the center and the parent(s) notified when they pick up their child.

INJURY

At TCPD we do our best to ensure that your children are surrounded with a fun and safe

environment, however, we know despite our best efforts, that a child may get injured.

Communication is extremely important to us, therefore, any injury, small or large, will result in

immediate parent notification via our software system and documentation in the child's file.

If a child's injury results in needing CPR/First Aid and/or taken to the hospital by ambulance, we

will act quickly and calmly to get your child's needs met and contact you via phone as soon as

possible.

Inclement Weather Policy

TCPD will follow Washington County public school's schedule for inclement weather. Please

listen to radio or television stations for school closure announcements. If you miss these, you

may call TCPD's office number. We will notify parents via e-mail no later than 6am on the day of

any closures due to inclement weather.

Emergency Protocols

TCPD has developed their emergency protocols with the help of local law enforcement and

Tualatin Valley Fire and Rescue. We do run emergency drills (fire, earthquake, etc) routinely

that follow rules set by the Oregon Office of Childcare. For the security of TCPD's children and

staff, we will go over our emergency protocols in person in the final enrollment meeting with

parents.

Volunteer Opportunities

Looking to volunteer at TCPD? We would love to have you! All of our volunteers must pass

through Oregon's Central Background Registry. If you are already in the CBR please give us your

CBR# and we will ensure it is current and you do not need to fill out another application.

Donations and Fundraising

If you are wanting to donate items or monetary gifts to TCPD please contact our office and we

will arrange for you to do so. TCPD is a non-profit and so any donation is 100% tax deductible

and we will be able to give a donation letter for your tax purposes.

TCPD will do fundraisers from time to time to assist with our facility's needs. Information on any

fundraiser will be posted on our welcome board and in our monthly newsletters sent home

with your child.
