WHAT IS CAPITALISATION

• Transfer of “previously identified good practices” into mainstream Structural Funds programmes

• Must be measurable:• Investment• Competitiveness Convergence

• Target is the Regional Operational Programme: policy impact – getting something done

• Project output: a Regional Action Plan for each region

The PIMMS Transfer Methodology

• Seeing-is-believing • Key decision-makers… not just from project-

partners but from all relevant organisations (“Deep Delegations”)

• Critical Success Factors: what’s the magic ingredient that will allow the transfer

• Project has a tight-loose structure: many bilateral actions, so partners set their own agenda

• Own-language working: so that key decision-makers can properly participate

Page 8: Tim Cordy, Project Secretariat: traffiQ, Frankfurt AN INTRODUCTION

The PIMMS CAPITAL Questions

• How can mobility management be adopted more effectively in regional transport and sustainability policy?

• How to spread the understanding of mobility management?

• How to overcome the problem of administrative competencies?

• How to demonstrate the impact of mobility management?
