It is a party with difference. He
wanted to give a clear message
to the party cadres that winners
dont do different things. They do
things differently. He traced the
glorious legacy of the party, its
past and present achievements
to corroborate his statement. He
said the IUML got constitutional
protection to Muslim Minority in
India.But for the effort of the IUML
the Justice Sachar Commission andJustice Misra Commission would
not have been set up, he said.
Himalayan Achievement
The recognition of IUML and the
allotment of ladder symbol to the
party by the Election Commission of
India, was not an ordinary thing. It
was a Himalayan achievement, he
stated amids thunderous appaluse
and shouts of Allahu Akbar by
the party workers. He thanked
theofce bearers who toiled to get
recognition to theparty.

bound to accept its dictates in the
politics. The IUML leaders were
a band of dedicated , matured
and experienced people whose
guidance was indispensable for
the welfare of the community, he
said. He cautioned the ulemas
not to trespass in to the political
domain by giving direction to the
community whom to vote and
whom not to vote in the general
election. Such dictates by ulemas,
he warned would lead to chaos,
confusion and confrontation.

Will Pakisthan President Asif Ali Zardaris biltz-krieg visit to india bring a
quick diplomatic victory to pakisthan? The right answer is, it all depends
on how for pakisthan goes in meeting the a genuine demands of india.

for the continuation of peace process. Though the visit has been
described as a private one, going by the team of the president one can
understand that it is more than a private visit. The Home Ministers of
both the countries met, discussed the problems created by the cross
border terrorism. Both of them held their grounds rmly, the Indian side
sticking on the probe on the Mumbai terror attack, the packistan side
was harping on the evidence.
The core problem for Packistan is Kashmir and for India it is cross
border terrorism. When the kashmir conict ared up in the year
1948, the founder of the IUML Quaid-e-millath Mohamed Ismail Sahib
strongly refuted the c ime of pakistan and strongly Stated that kashmir
was an integral part of india. His statement was warmly welcomed
and appreciated by all sections of people. Even now it is the strong
conviction of the IUML and the same was conrmed by Mr. E. Ahamed
the president of IUML and Minister of State for External affairs and
HRD in various National and Internation forums. His saner approach tosolve the kashmir problem was appreciated by one and all including the
opposition BJP Leader Mrs. Susma Sivaraj.
IUML Welcomes Mr. Zartharis visit and hopes the visit will go a long
way in forging a brotherly bond between the people of two countries.
We appreciate the pakistan Governments wise decision to grant most
favoured Nation status to India and Indian Govt. decision to liberalize
the visa procedure to pakistan. These measures will open the gate for
a ourising trade and commerce on both sides and pave the way for
people to people contact.
Zardari calling his meeting with Dr. Manmohan Singh as constructive
and Dr. Manmohan Singh discribing it as fruitful will agur well for both
the Countries.
The change of Government in Pakistan from the hard headed military
leaders to the soft headed civilian ruler certainly makes the road to
peace less hazardous and more smooth.
There is a common belief that unless invited by the Su Saint Khawaja
Mohaideen chisthy none could be able to visit his Darbar in Ajmer. We
persum that Zardai was invited by the Su Saint to visit his Darbar in
Ajmer. Hence we consider his visit to India to pay Obeisance to the Su
Saint is a holy one, and hope this Holy visit will bring Holistic Solutions
to India - Pakisthan Problems.

Delhi Pradesh IUML State Ofce BearersDelhi Pradesh IUML general council meeting was held on 4th March 2012 at North Avenue, New Delhi. Advocate Iqbal
Ahamed, the National Vice President presided our the meeting. Honble E. Ahamed the National President of IUML graced the
occasion.
The council meeting was attended by members from all parts of Delhi. K. Muhamed Kutty, Central observer for North India, Dr.
Anwarul Islam, Janab Abdul Rashid Barkati, Dr. Azra Yarmeen, Ms. Azra Tahir, Moulana Abdul Khaliq, Abdul Nayeem were among
the dignitaries.
In the council Meeting Khorrum Anis Omer was unanimously elected as the Delhi State President. Dr. M. Sayeed Ahmed, and
Abdul Hameed Ansari were elected as general secretary and Treasurer respectively.
Moinuddin Ansari, Moulana Nisar Ahamed, Mohamed Nizam were elected as Vice Presidents. The following were elected as
secretaries:
Azam Qamar, Noor Shams, P.P. Abdul Khaliq and Javed Ahamed.
Announcing the list of the ofce bearers E. Ahamed congratulated the new committee and asked them to work hard for the
community and strengthen the party in the National Capital by enrolling as many members as possible.

April 11, 2012: The ruling
UDF in Kerala has decided
to honour its major ally,
Indian Union Muslim
League (IUML), with
another berth in the state cabinet. Proving the negative speculations in media
as baseless, Chief Minister Oommen Chandy on Wednesday announced that
IUMLs Manjalamkuzhi Ali would swear in as a minister on Thursday along
with Kerala Congress (Jacob)s representative Anoop Jacob. With Ali entry,
IUML will have ve ministers in the state Cabinet, all committed to serve the
people.
While welcoming the UDFs decision, IUML Kerala State President Panakkad
Syed Hyder Ali Shihab Thangal called it a victory of the people . IUMLs State
leaders described it as a result of the partys patience and rmness awaiting
UDFs decision ever since Thangal announced the name for a fth minister for
the party during last May.
During Wednesdays meeting, the UDF has also decided to give next two
Rajya Sabha seats to the Congress and the Kerala Congress (M) respectively.
It has also agreed to consider positively the IUMLs demand for a RajyaSabha seat as and when there is a vacancy next time.
The outcome of the UDF meeting on Wednesday has put an end to the
unnecessary controversy unleashed by a section of political and non political
groups, including Opposition Leader V. S. Achuthanandan, who vociferously
tried to communalise the issue.
After the UDF meeting, IUML Assembly Party Leader and the State Industries
Minister PK Kunhalikkutty evoked IUMLs glorious history and reiterated that
the party had always stood for communal harmony. He asserted that the IUML
had always maintained a good relationship
with all community-based organisations in the state including the Nair
Service Society (NSS), which had openly objected to IUMLs demand for a fth
minister.
The partys revered leaders represented IUML in the UDF meeting. Apart
from IUML National President and Union Minister of State for External Affairsand HRD E. Ahamed, IUML Assembly Party Leader and Industries Minister
P. K. Kunhali Kutty, State IUML General Secretaries E. T. Mohammed Basheer
M.P. and K. P. A. Majeed also attended the meeting.
Address call for smallerstates without delay
The ghost of Telangana is back to haunt the Congress.
The suicides by a student and an autorickshaw driver
and the resultant bandh by the Telangana Rashtra
Samiti on Tuesday underscore the futility of the partys
ostrich-like policy. The electoral drubbing the ruling
Congress suffered in the Telangana region in the by-
elections is proof yet again that it can no longer adopt
a wait-and-watch attitude. Right from the beginning
of the Telangana agitation, the party has been sailing
in two boats. This has not taken the party anywherewhile an impression has gained ground that its
promises cannot be taken at face value.
Telangana is not the only region where separate
statehood has been demanded. A few months before
Mayawatis term was to end in Uttar Pradesh, she
proposed to the Centre splitting of the state into four
units. As the results proved, she could not cash in on her
vivisection plan. This is because sub-nationalism is not
as pronounced in Uttar Pradesh or Madhya Pradesh as
in some other states. Demands for separate Vidarbha,
Gorkhaland and Bodoland states have been pending
for a long time. Similarly, demands for a redrawing
of the borders of some of the Northeastern states
like Nagaland and Manipur have also been heard.
If anything, these demands show that it is time to
consider afresh reorganisation of states.
The newly formed states like Chhattisgarh,
Uttarakhand and Jharkhand prove that the principle that
guided the rst reorganisation commission linguistic
cohesion is no longer valid. This suggests that it
is time to constitute a second states reorganisation
commission, which can hear all the parties concerned
and suggest constitution of states based on a rational
formula. It has already been proved that smaller states
are easier to administer. The track record of smaller
states like Haryana, Gujarat and Himachal Pradesh,
compared to larger ones like Uttar Pradesh, Rajasthan
and Madhya Pradesh, has been much better on all
aspects of economic growth. This successful model
can be replicated all over India.

Phenomenal Growth since Independence
There has been phenomenal growth of higher education in India since
independence. There were only 20 Universities and 500 Colleges at the
time of independence. These number have increased by 28 times(i.e.
560) in the case of the Universities and 66 times (i.e. 33023) in thecase of Colleges. Similarly, there has been tremendous growth in the
enrollment also. At the beginning of Academic year 2011-12, the total
number of students enrolled, in the formal system, in the Universities
and Colleges has been reported to be 169.75 lakh. Similarly, there has
also been growth in different programmes in Technical Education as
such; during 2010-11 about 10364 Technical Programmes are running.
There has also been growth in the intake in technical education and for
the year 2010-11 the intake has been 19, 54,482, out of which 4, 04,375
were added in the year 2010-11 itself. The Open Distance Learning
(ODL) system initially witnessed slower growth in respect of enrolment,
however, the same has now gained momentum and during 2011-12,
55.18 lakh students got themselves enrolled in ODL system. Above,
the statistical overview of the higher education system clearly shows
that there has been phenomenal growth in Institutions (Universities,Colleges, Technical Institutions) as well as in intake, enrolment etc. since
independence.
Central Govt. initiatives in Higher Education
Allow me to share a brief account of the initiatives of the Central
Government in higher education. Several institutions have been set up
or are being set up including 8 Indian Institutes of Technology (IITs),
7 Indian Institutes of Management (IIMs), 10 National Institutes of
Technology (NITs), 20 Indian Institutes of Information Technology (IIITs),
16 Central Universities in hitherto uncovered States, 14 more Central
Universities aiming at world class standards, three Indian Institutes of
Science Education and Research (IISERs), and two Schools of Planning
and Architecture (SPAs). Besides, assistance will be provided to set up
600 polytechnics, including 300 through the public-private partnership
mode.
Several legislative initiatives have also been launched by the Ministry
wherein reforms are undertaken by means of policy changes/executive
order as well as legislative initiatives. Presently, following legislative
proposals for reforms in Higher Education have been initiated whichare at various stage of nalization/consideration:- Establishment of the
National Commission for Higher Education and Research (NCHER) through
HE&R Bill 2011, The Educational Tribunals Bills, 2010, The Prohibition of
Unfair Practices in Technical Education Institutions, Medical Educational
Institutions, and Universities Bill, 2010, The National Accreditation
Regulatory Authority for Higher Educational Institutions Bill, 2010, The
National Academic Depository Bill, 2011, The Universities for Innovation
and Research Bill, 2011, The Foreign Educational Institution (Regulation
of Entry and Operation) Bill, 2010, Amendment to the Institutes of
Technology Act, 1961, Amendment to the Architects Act, 1972, National
Institute of Technology (Amendment) Bill, 2010. etc.

IUML Mahe District Ofce Bearers ElectionState Election observer K.A.M. Muhamed Abubacker participates
Puducherry State Mahe District IUML New ofce bearers havebeen elected. The membership enrolment was commence three
months back in the presence of Kerala State General Secretary
E.T. Mohamed Basheer M.P.
Mohamed Basheer and Ibrahim Kutty were nominated to conduct
primary Elections in the district. 2900 Members were enrolled in the
Mahe district and ofce bearers were elected for 12 wards in the
district.
The Mahe General Council Meeting was held on Sunday 1.4.2012
at 3.30 p.m. in Pallur Viyabara Bhavan.
The meeting was presided over by the State PresidentEng. Rahamathullah Khan. Mr. K.A.M. Muhamed Abubacker, the
state election observer conducted the mahe district election.
The meeting was concluded with the recitation of Dua.
