Summer is over and the days of E skip openings are gone. The days are growing shorter much too quickly nowespecially for those of us up north. Luckily the month of September was a good tropo month for many people. Let’s hope itcontinues into October.

We’d like to say hello to our newest WTFDA member, Heidi M. Roach. We hope that Ms. Roach was looking forWTFDA and not WFTDA (Womens’ Flat Track Roller Derby). We’ve had a handful of women join the WTFDA FacebookGroup thinking it was a Flat Track page. I think they found out pretty quickly that it wasn’t.

Renewals received during the period from August 21st through September 19th arrived from Carter Bays, Dave Braun,Leigh Donaldson, Rich McVicar, Richard Lewelling, Tommy Adair, Jeff Lehmann, Dennis Smith, Wolfgang Schneiter,Glenn Hauser, Doug Speheger, Jim Thomas, Glen Boche, John Tudenham, Andy Bolin, Bill Hale and Vincent Ferme.Thank you all for supporting the WTFDA!

Eugene Hinton emailed us that KHDZ-LP 104.6 Porterville, CA came on the air on May 29, 2015 with a SpanishReligion format. It’s listed on the WTFDA FM Database with it’s co-ordinates.

The NRC’s Ernie Wesolowski emailed that the 2016 Kansas City MO’s DXers gathering will be held at the Hyatt PlaceAirport next to I-29 Exit 10 on September 9-11. Arrive on Thursday the 8 th for 3 nights. Rates are $99 plus taxes and fees.There can be 1 to 3 people per room. Registration is $55 which includes a Friday night pizza party and Saturday nightbanquet, tours, free shuttle and breakfast. The convention ends Sunday noon. Open to all radio DXers.

I have some questions about this note from Ernie W. and I hope to have answers for them by next VUD.

John Jefferson in Madras, OR, sent along two items. Here’s the first. 1. KCOE is now on simulcasting with KICE 940Bend, ESPN Radio. Their signal is nearly identical to that of KWXS 107.7 Prineville, understandable since they're both onPowell Buttes with a minor difference in height offset by a minor difference in power. They were first noticed at 1758 on8/25, horribly over-modulated and distorted, splashing over onto 106.3 and 106.7 and even slightly on 106.1 and 106.9.That on my MR-80 in super-narrow mode with 75 db ADJACENT channel selectivity. By 1830 the engineer had tweakedthings so the signal was clean, so I think I must have caught them almost as soon as they threw the switch! But the first ID

I heard that included KCOE was today at noon. I'm not a glutton for punishment and everything on ESPN except the play-by-play I consider cruel and unusual, so they may have ID'ed sooner.

And now item 2. After several false alarms KWLZ 96.5 is gone. (Hooray!) KWLZ 96.3has yet to appear, but recent reception of KXXO 96.1 Olympia WA suggested that theirtransmitter change is in effect. A call to them confirmed that and they also knew thatKWLZ 96.3 is only awaiting word from the FCC to commence operations, It's ironic thatKXXO moved 35 miles farther from Madras yet improved their reception here eventhough they're still at somewhat reduced power. Ah, the magic of terrain and transmitterheight. KXXO is no longer snuggled right behind some mountains and is now higherabove average terrain, both factors that help. Up at The Hill (just off US 26 south of hereat mile 2.7) they were listenable the other day for the first time ever. Don't suppose they'llmatch KOMO 97.7, which hardly ever fades there, or KLSY 93.7 which is usually solid,but it's certainly a big step up from their prior invisibility! There's a nice view of Mt. Bakerfrom The Hill: the nice signals are likely knife-edge diffraction from there.

This issue marks the end of a seven year run for Bill Hale and his FM News. This is his last one. A column like his isone that you just can’t slap together in an hour or two. It takes work and Bill’s work is much appreciated.

So now we need an editor. We need someone who wants to do some work and help the club. Is there anyone outthere up for the challenge? Bill can supply you with data. You take it and mold it into something and submit it to Ryanevery month. I would suggest that if you are interested you e-mail Ryan and let him know.

If nobody comes forward, then FM News will become a thing of the past.

September 1st is the deadline for Class A stations to convertto digital operation. Stations listed as "DTV requested","DTV granted", or "no DTV request" are Class A stations stilloperating in analog. They will be required to shut down theiranalog operations on the 1st. Some (most?) of those listedwith "DTV granted" may already be operating in digital andwon't be affected. I strongly suspect the three stations listedas "no digital request" will be going away permanently. (if ithasn't already happened...)

The Editor’s Note

While we did not necessarily spot an abundance of tropo reports in the month of September, it had its moments. An opening at the beginning of the month saw Bill Hepburn in Ontario receive WMTW-8 from Maineand CIVV-8 from Quebec via tropo – difficult terrain path on each. Roy Barstow on Cape Cod had several instances of DTV decodes into Raleigh, Greensboro, and Charlotte NC. From the WTFDA DX Bulletin Board –Steve Rich and Mike Glass have been operating a remote DTV DX site in Illinois that has received many impressive decodes over the past several months. Perhaps an idea for others to emulate. Finally, a tip of the hat to Ed Phelps in Kentucky – who finally received a much awaited DTV decode from South Carolina with the reception of WAGT-30 (TX in SC) on the 18th. Again – tough to overcome the various peaks of the Appalachians in between his location in Western KY and that far into SC – a job well done, Ed.

We hope for a few more chances for tropo in October before the weather turns – the opportunities will begin to favor those in the south as we progress into autumn. ________________________________________________________________________________________

antenna aimed toward OKC, I`m getting a multi-subchannel unID on RF 21 starting at 1436 UT July30:

Lost decode before I could explore what all these channels are doing, and even what the IDs stand for. I don`t find anything like this on the W9WI.com ch 21 list. Certainly it`s not Wichita or Dodge City. I was going to check rabbitears, but I don`t seem to have that URL bookmarked, and it`s not .com.

What can it be? Maybe lowpower in OK? I guess it`s just KTOU-LD OKC, 4 kW, which W9WI.com has only as 43.1 HSN, for starters. Surprised they would ever remap as a 43, which was the original fullpower channel of KAUT-40 and still known as ``Freedom 43`` (Glenn Hauser, Enid, DX LISTENING DIGEST)

And never have been except KXOK 31/32; at least he doesn`t list imaginary K45EJ which KSBI thinx exists per ID slides, but gone for many years, never digital. Doug Smith of W9WI.com has found some very strange details: some of the ``Enid`` transmitters have coordinates in Stillwater or somewhere else, so they could be on the air except never visible here (Glenn Hauser, DX LISTENING DIGEST)

** OKLAHOMA. RF 29, August 4 at 0050 UT, KTUZis OFF, so no Telemundo on virtual 30, no Estrella on virtual 48, and no Univisión on virtual 36; but they are all back by 0104. In case anyone was fooled that these are not really out of a single Tyler Media transmitter licensed to Shawnee (hardly Hispanic), this joint outage might have unfooled them.

BTW, 48-1 PSIP ID is KUOK-CD, but full-screen IDs are quite different as KOCY 48.1 Oklahoma City. Estrella specializes in busty and/or assy girls prancing around; and rather graphic virility-enhancement ads, more so than you see on Anglo TV. Annoyingly, on this channel you have to keep changing the aspect ratio, squeezed or not if you desire proper proportions [although with some of those enhanced figures it`s hard to tell] (Glenn Hauser, OK, DX LISTENING DIGEST)

** MEXICO. A bit of sporadic E NTSC DX lingers into August 8, UT:

** OKLAHOMA. RF 42, Aug 10 at 1503 UT, area tropo makes KMYT Tulsa come in solid with three channels, but no decodes from any other Tulsa station. 41.1 is KMYT MyTV; 41.2 is GetTV, and 41.3 is GritTV --- both with old B&W movies --- saves on the color bandwidth, ha! W9WI.com does not show any 41.3 for it. Rabbitears.info has all three plus another one pending ``soon`` as 41.4,

something called ``Heroes & Icons``. Also shows the ``physical channel`` for each as 42.3 thru 42.6 respectively (which are not displayed as such; why make DTV remapping/channelization any more complicated?) (Glenn Hauser, Enid, DX LISTENING DIGEST)

** U S A. While monitoring ch 2 analog and getting a bit of Mexican sporadic E, same C-490 antenna split into DTV box is getting a Bad tropo signal on RF 35, which at 1456 UT August 12 briefly decodesas 4-1 KDFW DT, i.e. Dallas. The stuck antenna is aimed just about toward Cedar Hill, 432 km or 269 miles away, although mainly for OKC and México.

BTW, our own channel ``4``, KFOR-RF 27 OKC, is no longer the rock-solid signal it used to be; what has changed? (Glenn Hauser, Enid OK, DX LISTENING DIGEST)

** MEXICO. August 13: 1510 UT on 2, CCI briefly with some audio, language uncertain; 6m Es map shows center of activity over southern Illinois, so maybe Ontario, but those maps often miss Mexicanopenings even into TV band.

1548 on 2, CCI fade-in mainly old movie, tentative Televisa-2 star bug in LR, maybe B&W

** CANADA. Sporadic E poking above 54 MHz: UT August 17 around 0030 some video CCI on channel A2; 6m Es map shows 77 MHz MUF centered over KS/MO, really too close to here, around 300 miles. Just a guess, the analog NTSC video is coming from Ontario rather than México, which often comes in here despite the maps and the antenna remains pointed SSE.

The RF 29 KTUZ Shawnee (= OKC} transmitter carries three Spanish channels with widely divergent PSIPs in an attempt to appearcompetitive. 48-1 with Estrella TV, 36-1 with Univisión, and the original 30-1 with Telemundo. Except a few days ago, although unlogged, I noticed two of them were displaying differently: 36-2 and 48-3, but now Aug 19, back to all showing upas -1; why?

RF 29, Aug 19 at 2155 UT, Estrella TV subchannel of KTUZ, OKC market, virtual 48-1 is black and silent, but still transmitting with PSIP as KUOK-CD; its other channels 36-1 and 30-1 are nominal. Next check about an hour later, Estrella back in biz too (Glenn Hauser, Enid, DX LISTENING DIGEST)

** MEXICO. In the last week of August we are still getting some sporadic E openings. August 26, UT:1500 on 2, fade-in some CCI1512 on 2, fade-in with better signal, video only, f bug in LR, i.e. Televisa-4 network, Foro TV1518 on 2, MATUTINO EXPRESS large font diagonal program title wandering around behind anchors; 1519 some Spanish audio attained, also 1528, 1543 as opening continues, this station dominating the CCI. Will it surpass 60 MHz? [this show could be on XEWO Guadalajara]

Anyhow this rules out XHY-TV Mérida, which has its own morning show, Calle 61 (Glenn Hauser, OK,DX LISTENING DIGEST)

** MEXICO. Sporadic E TVDX opening Aug 26 continued from previous report, UT:

1557 on 2, station with `Matutino Express` still on video, but audio from a different one

E-skip had its last gasp for 2015 on August 11, when I pulled in re-logs of CIII2 and CICI 5. 2015 has turned out to be the worst E-skip season in 13 years at my location; 2002 and 1995 were worse E-skip seasons. The tropo season was a month early this year, too. With Mexico completing the transitionto digital at the end of this year, I’m prepared to say580 is the final total for my analog TV logbook; the only way this will go higher is if we get any double-hop E-skip in the future or any new Canadian small market analog stations into the logbook. The digital TV total stands at 167, with the only new addition being via E-skip (KXDA-LD 5 Durant, OK). I hope we have a few good tropo openings this fall! 73.

If this was a bad e-skip season I can't wait to see a good one! 2015 was my second season as an FMDXer. July was admittedly slow, which seems familiar from 2014, but there were a few very nice openings. June 20 was truly exciting (and exhausting). I got lots of HD catches this season and brokemy short-hop record not once but twice.

In 2014 Missouri/Kansas was king, but this year the bullseye was on Pennsylvania/DC. I went from three dots on the northeast to dozens, and heard my native Long Island for the first time (but not any of the stations I used to listen to). Mexico and the south were mysteriously absent as usual, except forJune 23 when I heard Guatemala for the first time. KESO on June 6 was such a tease: a US station right up against the Mexican border and relaying a Mexican station!

Montana PBS is about to receive a rare donation: a full-power TV station.

Gray Television is giving KMTF in Helena, a CWsimulcast channel, to the public TV station, said EricHyyppa, director and g.m. of Montana PBS inBozeman. The transaction should be complete bythis fall, he said.

The new station will allow licensee Montana StateUniversity to operate a full-power PBS memberstation in the state capital for the first time. Inaddition to the license, Gray is also donating thetransmitter and antenna.

Montana PBS currently operates a translator inHelena on channel 42, which the station wasconcerned about losing in the upcoming spectrumrepack, Hyyppa said.

Earlier this month, Atlanta-based Gray, which owns stations in 44 markets, announced a multistation deal with Cordillera Communications, a subsidiary of Evening Post Industries in Charleston, S.C., thatowns 13 stations — many in Montana. The transaction would have left Cordillera with two full-power stations in Helena, which is prohibited by the FCC.

So Cordillera suggested that Gray donate one to the PBS member station.

Montana PBS has a “longstanding partnership” with Cordillera stations, Hyyppa said, often co-producing election coverage with them.

“This will greatly improve our service in Helena,” Hyyppa said. “Down the road, we’re looking at expanding our microwave capacity out of capitol for elections and legislative coverage. This will give us a stronger footprint in that community.”

Montana PBS will broadcast its main signal in Helena as well as all four digital channels: KUSM Kids, Create, World and the legislative channel.

The gift of a commercial broadcast station to a nonprofit “isn’t unprecedented, although such donations are unusual for TV stations,” said media attorney John Crigler of Garvey Schubert Barer. “Gifts of AM stations or FM translators occur much more frequently.”

And longtime public media attorney Ernie Sanchez said the “most prominent example” of a previous transaction would be when several New York City commercial broadcasters bought out a competitor and donated the station to become WNET-TV in the early 1960s.

Washington, D.C.’s radio dial is about to get a joltof local flavor.

Most of the city’s radio stations sound much likeradio anywhere else in the country, jammed wall-to-wall with ads and pop hits. Only our few publicradio stations feature music from local artists andin-depth discussions about local news and issues.

But that’s going to change within the next 18 months. Two or maybe three new radio stations will sign on, featuring intensely local news and music and run mostly by volunteers.

WERA in Arlington and WOWD in Takoma Park are just two of the hundreds of new stations now signing on from coast to coast. They’re called low-power FM stations — a special class of broadcaster that covers only about a 3-mile radius with a signal of under 100 watts. Run by a hodgepodge of community groups and free from the pressure to raise lots of income, these stations can zero in on the kinds of community happenings that most other broadcasters ignore.

Many low-power stations began broadcasting after the FCC awarded a first wave of licenses in the early 2000s. But big cities like D.C. missed out. Commercial broadcasters, and even NPR, raised concerns about interference from the low-power upstarts. In response, Congress passed a law that ended up squeezing LPFMs out of big cities.

But devoted supporters of community radio fought to persuade Congress to reverse the law, and in 2009, they prevailed. The new radio stations in D.C. are reaping the fruits of that victory.

Unlike other radio stations already operating in the area, these new low-power FM stations broadcast under a few limitations imposed by the FCC. Their signals can't exceed 100 watts of power, which keeps their reach relatively small. And they can only be run by local, nonprofit organizations.

As a result, listeners to Takoma Park’s WOWD (say it “wowed”) could soon hear news of the kind that might usually show fill the columns of a neighborhood newspaper. Founder Marika Partridge, a TakomaPark resident and NPR veteran, envisions a station whose volunteer hosts will keep listeners abreast ofgardening tips, soccer scores, school lunch schedules, downed trees and “critter sightings.” Music shows could feature hosts from different ethnic backgrounds sharing songs from their home countries.

Such a station will be a “jewel in the crown” of the country’s low-power stations, Patridge says. “We’re right in our nation’s capital, providing a little voice of what it feels like to live in D.C.,” she says. “Here we are, in the middle of everything national, and we can have a little local voice. It’s wonderful.” Partridge is working to get WOWD on the air by July 2016, the deadline imposed by the FCC.

Though Partridge is WOWD’s chief ringleader, the station is sponsored by Historic Takoma, a historical-preservation organization and newcomer to media. Meanwhile, on the other side of the city’s diamond, Arlington’s WERA (“We Are Arlington”) will broadcast from the studios of Arlington Independent Media (AIM), which for decades has operated the county’s public access cable TV channel.

Like WOWD, WERA will cover issues and culture on a local level that even its own TV programs don’t approach. AIM’s TV station broadcasts many shows produced by recent immigrants to the U.S., who also post them online for audiences back home.

AIM’s new radio station, however, will hold a microphone up to Arlington. “There will be programming guidelines that will be designed to get people producing shows about Arlington,” says Paul LeValley, executive director of AIM.

Those programs could include selections from hundreds of hours of oral histories in Arlington’s libraries, LeValley says. The library system is also creating an archive of local musicians, and “we definitely want to pursue that,” he adds. If that works out, it would fill a hole in a city where most collegestations, which do feature local bands, can only be heard online.

“You go to any respectable college town in America, and you find some radio outlet for the local musicians,” LeValley says. “This world-class community probably ought to be part of that.”

But in a time when we can listen to college radio and nearly everything else on phones and laptops, does over-the-air radio still matter? Podcasts like Serial whip up buzz; we go to Spotify and Pandora forearbud fodder. Even with these digital sounds ever expanding, the area’s radio newcomers see a futurein their medium.

“When word got out that we were starting a radio station, we got flooded with interest,” LeValley says. The response, often several emails a day, outshines the sometimes lukewarm response AIM gets for itsTV shows. Radio “still has cachet,” he says.

WOWD’s Partridge caught the radio bug working in community radio in Alaska. She talks about radio inalmost mystical terms. “It’s an invisible magic dust,” she says. “You throw it and it lands on everybody equally. It’s in the ether, and anybody can tune in. It’s a level playing field for communication.”

Nonetheless, both stations will seek bigger audiences through their web streams and online audio. Partridge has been posting recordings of her neighbors and community events on SoundCloud. At AIM,LeValley aims to have the station broadcasting online by summer, and it faces a Dec. 9 FCC deadline to get on the air.

The FCC gave out one more LPFM license to a D.C.-area organization, but the its station’s future is in question. William Tucker, a music lover with a radio background, was planning to launch WOOK, also planned as a volunteer-hosted station with a mix of music and talk shows. But Tucker is entangled in a legal battle with Sincere Seven, the nonprofit organization that sponsored his FCC application.

“The launch of WOOK . . . will likely be postponed indefinitely until the dispute is settled,” Tucker said inan email.
