Purpose and Date of Survey

Traffic accidents are among the top ranking causes of death in many countries. In 1974, 6,200 Canadians lost their lives in accidents involving rrotor vehicles. 'Ihe use of intoxicants/drugs increases a driver's risk of accident involvement and as such was identified as an linportant area of research by those responsible for traffic safety.

In 1971, Transport Canada began an international survey of drinking/ driving countermeasures as part of its oammitment to the NATO Oommittee on the Challenges of Mcdern Society. The need for assessment data as standards for evaluating the extent and nature of the drinking/drivinJ problem internationally prompted the design of the Roadside Survey of Blood Alcohol Concentrations in Uighttime Canadian Drivers. In M:ly 1973, Transport selected Canada Engineering Corporation Llinited (FENCO) to carry out the survey. 'Ihe survey was originally scheduled for the autumn of 1973 but was delayErl due to negotiations with provincial authorities. With the exception of Alberta, and Quebec, drivers "V.ere surveyed between April 17 and June 15, 1974. Drivers in Alberta and Quebec \~re sampled in September and October of 1974. Upon canpletion of the survey, 9, 744 drivers hcrl been stopperl at 585 randomly selected locations across the country.
