Title HUON D’ENTRECASTEAUX BOUNDARYADJUSTMENT COMMUNITY ENGAGEMENTSUMMARY
Agenda Number 15.043/16*
Strategic Plan Reference 4.3
File Reference 25/17
Author Regional Development Coordinator
Responsible Officer Communications Officer
Reporting Brief General Manager presenting a report from theRegional Development Coordinator on the HuonD’Entrecasteaux boundary adjustment communityengagement summary.
Background
In May 2016, by way of Council resolution 13.008/16, the Council resolved as follows:
That:
a) Council notes it has received the report on the review of boundary adjustmentsand their economic implications from Bruce Felmingham Consulting.
b) Council immediately writes to State Government and Kingborough Council tobegin discussions around the M1 option as highlighted in the report.
c) Council immediately begins work on public consultation
d) Public consultation begins as of 1 July 2016 and that during that process optionM1 be referred to as the Huon D’Entrecasteaux Option.
Following this, at the June 2016 Council meeting and by resolution number 15.021/15,council endorsed the Community Engagement Plan for Huon D’Entrecasteaux Option.
The engagement plan activities have been completed and the results are summarised inthis report.
Report
In accordance with the Council endorsed community engagement plan the engagementcommenced on 1 July 2016 and continued for a period of 6 weeks.
The community were advised of the engagement process by way of advertisements in the• Huon News• Cygnet/Channel Classifieds• Dover Classifieds
This is PAGE - 1031 / 2016 of the MINUTES for the Ordinary Meeting of Huon Valley Council held on 28 September 2016
Surveys were made available via electronic media as well as in hard copy in the followingvenues:
• Cygnet Library• Huon Valley Council Customer Reception• Franklin Post Office• Geeveston Visitor Centre• Southgate Shopping Centre – Dover
Copies of the survey and associated media are included in the Attachments to theReports.
Background information was provided prior to the questions and is included in theAttachments to the Reports.
The questions asked in the survey were as follows:
Question One: Do you want us to continue to investigate the feasibility of a boundaryadjustment that expands the Huon Valley municipal area to includeMargate South, the Channel and Bruny Island?
Question Two: Please enter your postcode
An additional comments box was also included which provided space for entering 250characters.
The on-line version of the survey was structured to ensure that one response per IPaddress only was allowed. This was to ensure that that a fair response was receivedwithout the possibility of `loading’ of one preference over another. However, IP blockingsoftware does exist which may be used inappropriately to enable an IP address to respondto the survey multiple times. It is noted that the survey was tested from a number ofcomputers and devices which all indicated that multiple responses to the survey were notpossible.
A total of 387 responses to the survey were received. This included• 352 completed online• 35 hard copies completed
The responses are included in the Attachments to the Reports.
Of these 7 were incomplete surveys and 2 contained non existent postcodes and thereforedo not form part of the summary.
Council received 5 emails from 2 residents (0.01% of the Huon Valley population) raisingconcerns in relation to the process of the community engagement. These have not beenincluded in the summary of the results as they are beyond the survey questions and didnot relate to them.
Correspondence was also received from the Friends of North Bruny Island. This isincluded in the Attachments to the Reports.
The following is a breakdown of the responses by municipal area. A detailed breakdown isincluded in the Attachments in the Reports.
This is PAGE - 1032 / 2016 of the MINUTES for the Ordinary Meeting of Huon Valley Council held on 28 September 2016
Yes NoTotal No.
ResponsesYES NO
Kingborough 57 100 157 36% 64%
Huon Valley 73 141 214 34% 66%
Other Areas 4 3 7 57% 43%
Combined 134 244 378 35% 65%
This is a response rate of 1.41% of the Huon Valley population and 0.46% of theKingborough municipal area population. Any use of the data from this survey should takeinto careful consideration this low response rate.
The results of the survey indicate that in both municipal areas approximately 65% ofrespondents do not want Council to continue to investigate the feasibility of a boundaryadjustment that expands the Huon Valley municipal area to include Margate South, theChannel and Bruny Island?
The results indicate that those respondents in more central locations, such as the 7109postcode – Huonville and surrounds, are roughly equal but the views towards “no” becomemore marked in the more remote postcode areas.
The results of this survey, particularly given the very preliminary nature of the questionsasked, and the very low response rate, need to be treated as, at best, indicative, of thecommunity’s views. This is consistent with the purpose of the survey which was to obtainan early indication of the community’s views. It is therefore recommended that theseresults be used as was intended, to provide a preliminary view and to have regard to thisin any future community engagement or discussions in relation to this matter.
Consultations
Consultation with the community was undertaken as set out in the CommunityEngagement Plan dated June 2016 under the guidelines of the IAP2. These guidelinescan be located at www.iap2.org/

Risk Implications
There are a number of risks and these have been identified in the body of the report.
Council Policy
The Council’s Strategic Plan includes strategies:
Strategy 4.3 Community Consultation:
“To engage the community in a continuing conversation about the future of the HuonValley based on mutual trust and as a genuine basis for decision making.”

Options
In relation to the summary of the feedback from the survey Council has limited options. Itdoes however, have options how it would now like to proceed in relation to this matter. This has largely previously been decided by Council by way of resolution 15.028/16*, thatprovides as follows:
That:
a) the Huon Valley Council thank Kingborough Council for the invitation and acceptstheir offer to resume discussions on Local Government Reform.
b) the Huon Valley Council wishes to broaden the discussions to include ResourceSharing and Boundary Adjustments that will protect and enhance each Council’sservice delivery and efficiency in the best interests of both Council’s and theirrespective communities.
c) the Huon Valley Council does not support voluntary amalgamations at this time andwill consider this option only after all other options have been exhausted.
d) both Councils approach the State Government for funding to explore the two optionsdetailed in (b) of this motion.
As this is Council’s current position it is recommended that the survey result be consideredas part of that process, noting the limitations of the data.
Human Resource and Financial Implications
Community engagement is absorbed within the approved budget for this project.
15.043/16*RECOMMENDATION CR WILSON CR LANGE
That:
a) The report on the Huon D’Entrecasteaux boundary adjustment communityengagement summary be received and noted.
b) The results of the survey are considered during the course of implementationof resolution 15.028/16*.

No 7054 stupid idea - keep your hands off
No 7054 I strongly disagree
No 7054 has the proposal been discussed with Kingborough Council? If not, why not.
No 7054
No 7054 Perhaps HCV should be looking at resource sharing rather than boundary adjustments.
Yes 7054
No 7054 We live in Coningham and would rather move than join Huon council.
Yes 7054 we have always preferred to think of ourselves as Huon & Channel rather than Kingborough

No way, get you own act together first before inflicting it on others. Really stupid idea. I chose Kingborough as my place of residence, not Huon
Valley
No 7054
Margate / Bruny Island is functioning just fine under KCC. No problem to fix in our area, and we ain't the solution to the HVC mess you have
created for yourself Piss off and wake up to yourself. Beg KCC to amalgamate before you are left behind.

it deserves
No 7109 Did I just get in in time.. no please
Yes 7109
I would hope that the council didn't lose its touch with the community and become more of a business focused on money. The huon valley council
is relaxed and easy and I would hope it would stay that way

No 7109 This is not a survey...got to be a joke
Yes 7109
I believe this is a logical move and long overdue, Most of the jobs and industry has been in the Huon and Channel areas so the aquaculture
agriculture forestry and tourism would be well served by one rural council.
Yes 7109 concerned because hvc is dysfunctional
No 7109 HVC cannot afford the expanded territory
No 7109 Stupid idea
No 7109 Huon Valley Council and Kingborough Council amalgamation in entirety is preferred.
No 7109

No 7109 Can't get road maintenance now HVC doing state roads what happens if area increases. Less service
No 7109 Ha, so you expect someone to Bruny to have to go to HV to do council stuff! What a joke!
Yes 7109 Looks okay to me
Yes 7109
No 7109 Self-selecting surveys are statistically unreliable.
Yes 7109 First, get your act together as councillors who are supposed to have the ratepayers interests, not their own, in their focus!

No 7109 Fix your internal problems before looking at increasing the size
No 7109 I thought this was an April fools prank at first
No 7109 too big an area for hvc to adequately service
No 7109 You don't have the population base to afford looking after all the extra infrastructure.
No 7109 What is Kingborough Council's response to either option?
No 7109 Council has not demonstrated an ability to manage the current area
No 7109
No 7109
No 7109
The Felmingham Report is riddled with errors and is a poor basis on which to evaluate the possible options. Hopefully Council can get him to
refund the cost of the report.
Yes 7109
No 7109 I feel going down a path of council merging would leave the residents of Huon Valley less represented. Bigger is not the same as better.
Yes 7109 So you do not want a constructive comment on this ridiculous proposal
No 7109 The additional area is geographically better suited to remain with Kingborough

Yes 7109
No 7109 HVC should merge with Kingsborough
Yes 7109
No 7109 If it's not broken or breaking, why waste money on spare parts ?
Yes 7109 Great idea. Please don't amalgamate with Kingborough. Thry are a city and we are rural. M1 very good option
No 7109
Merger with Kingborough preferred option. HVC lack true vision & capacity for the future. Quality of council representation and management is
poor over a long period. Suggesting that HVC could manage the region better than KC has no merit.
Yes 7109
Yes 7109
Councils should be focused on like minded demographics and the Huon and channel are country / agricultural based economies unlike the city of
Kingston or HOBART
No 7109
Merge fully with Kingborough and do it properly. Trying to steal a growing high density area like Margate will not grow the rates base enough to
prop up taking on expensive Bruny Island.
Yes 7109 Well done, this is the way to go!
Yes 7109 Amalgamation needs to happen
No 7109
Using HVC resources for further investigation of the proposed boundary adjustment without bipartisan support from both potentially affected
Municipalities is not only reckless but also inconsistent with State Government policy on local govt reform.
No 7109
HVC management need to concentrate on improving the administration of the current council. Any consideration of boundary changes needs to
also have support from the Kingborough Council. This feedback form needs more space.
Yes 7109

Yes 7109
Wonderful idea. Perpetually frustrating to give less than 500m from the Huon Boundary but unable to be in it, and charged a fortune extra in rates,
and given no services, while dealing with staff who do not understand rural localities in Kingborough
No 7109 Fuill amagamation with Kingborough must also be open to community consultation
Yes 7109 We're in Kingborough (Lower Longley) so I feel we straddle the boundary.
Yes 7109 Hugely important for the Huon Council re: Tourism
Yes 7109

Yes 7109
Council staff already appear to be struggling with managing existing HV towns - and there's only 5! Hopefully council admin staff numbers will
increase proportionately.
Yes 7109 Definately not Merge with Kingborough, so look at any options but that!
No 7112 Can't see any point in making changes. Probably wasting money in the process.
No 7112
No indication services would improve with adjustment. Kingborough is more progressive.Surprised at idea of Huon expanding.Already gargantuan
& struggling to provides services & ammenities. Better to have less area & be more efficient
No 7112
HVC is struggling to meet the needs for infrastructure of the current area let alone taking on more.New rate base may not cover expenditure. Bruny
island is also a problem-requires a huge input from Council funds in the foreseeable future
No 7112 I am totally opposed to this proposal; Cygnet to Kingborough.
No 7112 Invalid survey - no presentation of real facts, inaccurate methodology on Felmingham report. Explore Full merger
No 7112
l would like the Huon valley council amalgamate with the kingborough council having read the reprt from the enquiry l do not see any other option
and as a ratepayer l believe we all deserve better representation
Yes 7112 prefer council to stay in present boundries but if need to move to margate south and huon valley
Yes 7112 As long as the council stays at Huonville.
Yes 7112 just joking - terrible idea
No 7112 Would prefer to see a complete merger with Kingborough
No 7112 Disfunctional council in Huon Valley should not take over more area
Survey results – Huon D’Entrecasteaux Community Engagement
No 7112
The decision made by council is "attack is better than defense". The statements made by the report and by councillors show how out of touch with
community expectations from a Local Government perspective, elected members are
No 7112
Council will be spreading itself to far- we don't get our roadside gutters cleaned anymore now -it will be even worse if council is enlarged(we used
to get the gutters cleaned when it was done by the Cygnet Council before amalgamation)
No 7112
No 7112 Boggles and Wilson are idiots
No 7112
No 7112 No identifieable financial or social benefit to the ratepayers of the Huon Valley Council area
Yes 7112 Units used in Felmingham Report are not clear. When & where will results of this survey be published?
No 7112 Everyone I've spoken to who lives in the Channel area do not want to be part of HVC, perhaps it is these residents who should be asked first.
No 7112
Yes 7112 hopefully by sharing council responsibilities certain areas down the channel hwy will finally get something for their rates!
Yes 7112 it would be more relevant if there were a merger of the greater Hobart councils including Kingborough
No 7112
YES/NO POSTCODE COMMENTS/FEEDBACK
Yes 7112 Sharing Council resources should be a benefit
No 7112
No 7112 How much will it cost the HVC to cart gravel to bruny given they have no quarry
Yes 7112
Yes 7112 makes sense
No 7112
Yes 7112
No 7112 Uneconomical and cannot be described as the Huon Valley
No 7112
No 7112
The report contains financials which are way out of date. A merger in which HVC would pick up the lowest density portion of rate revenue and
largest component of asset maintenance costs from KC (roads and bridges) is RIDICULOUS!
No 7112
he M1 option should only be explored as part of genuine negotiations around resource sharing & potential amalgamations with Kingborough
including full and proper evaluation of the alternative options
Yes 7112 Amalgamation and service sharing with neighbouring councils is the best way forward!
No 7112
Survey results – Huon D’Entrecasteaux Community Engagement
Yes 7113
Any changes in boundary should be based on community interest rather than geographical features. However, the needs of the Margate & south
people are paramount.
No 7113
HVC is having difficulty managing its own boundaries. Rather than amalgamation why not investigate machinery/plant sharing. This would mean
expensive plant would be more fully utilised
Yes 7113
No 7113
Do not understand why this is even being considered. Does Kingborough want to unload the non-feasible,less prestiges regions? Don't see the
advantage of the Channel, Bruny & Taroona. Huon is already vast & has large rural roads/bridges component.
No 7113 You can't service what we now have. Amalgamate with Kingborough
No 7113 It is my understanding from media reporting that the current area is more than enough for you to manage competently.
Yes 7113
No 7113 We do not need the added cost burden of looking after rate poor areas like Bruny Island
No 7113
The huon Valley council is in such a mess. I ahve heard that Ruzika is behind all this and wants more territory to govern. this is a stupid idea and
myst stop here. NO NO

No 7113 Makes no sense
No 7113 Makes no economic sense
No 7113
The HVC should be fully engaged with the process of investigating all possible options to arrive at the most effective and efficient so options, and
then there should be a process of community consultation, and
No 7113 Cannot manage its own area as it is.
No 7113 i think bruny island will allways cost more in up keep than its rates will cover
No 7113
Yes 7113
No 7113 bruny island would be to much to maintain
No 7113
No 7113
No 7113 I do support Huon Valley Council amalgamating with Kingborough Council Tasmania.
Survey results – Huon D’Entrecasteaux Community Engagement
No 7113
Giving only 1 option is not community consultation. HVC should abandon stupid idea of annexing part of Kingborough and commence a proper
process of discussing resource sharing.
No 7113
Sheer madness, we need to alalgamate with Kingborough, combine services and facilities. By taking hte rural section with low rate payer numbers,
but unsealed roads and Bruny Island issues, does not make ecomonic sense.
No 7113
This exercise in engagement is a sham. The Felmingham report provided three options - why not take this opportunity to survey the level of
support for all three options including the Kingborough merger option.
Yes 7113

Yes 7113
No 7113
No 7114 Please consider shutting down houn council and joining it with kongborough
Yes 7115 amalgamate the disfunctional council with Kingborough
No 7116 Council is unable to maintain the present municipal area properly. Our rates are spent on too many staff already. I am against expansion.
No 7116 Look after what you have got
No 7116 youve gotta be kidding
No 7116
Yes 7116
Why should Council trucks stop at the top of Woodbridge Rd etc? Makes sense to manage as big of a continuous rural area as possible, should be
more efficient - as long as it doesn't get sidetracked by the urban priorities to the north.
No 7116 The Felmingham report is flawed. You cannot appropriately manage the area you do have
No 7116 The financial figures do not add up.
YES/NO POSTCODE COMMENTS/FEEDBACK
Yes 7116
i really hope we dont amalgamate its rediculous and a waste of time when the counci can hold its self and deliver a high level of service.. Major

Yes 7116
Almalgamating with Margate South is an obvious step to increase revenue while maintaining services to our area. I dont think this will happen if we
join with Kingbourogh
Yes 7116 A BOUNDRY ADJUSTMENT WOULD BE GREAT FOR OUR VALLEY
No 7116 Amalgamate the Huon council to Kingborough
Yes 7116
Yes 7116
No 7116
When the council can't manage itself within the current area, how do you see it managing areas with a more condensed population that are part of
this expansion?
No 7117 Kingborough will never discuss the proposal because it is stupid
No 7117 You don't look after Dover now. You should not try to look after more
No 7117 Why? Please explain
No 7117
The Huon Valley Council is too big now & the roads are a disgrace down here for tourists.Fix up the local area first so it looks better & the roads
are safer for everyone.
No 7117 i want to know how Council arrived at such a stupid & expensive decision & why none of this has been in the paper
No 7117 Can't maintain the road you have now
No 7117
we are new & find the far south beautiful but unkempt.Dover is lovely but needs attention, especially the shopping centre. suggest the council
concentrate on tourism potential before considering expanded boundaries
No 7117
Yes 7117 If necessary to amalgamate? Amalgamate the Margate option, but have some compensation for the Bruny section
No 7117 The Council can't look after the area it's being paid for now!
No 7117 Leave stuff alone
No 7117
Yes 7117 Great facilities for ratepayers. more Red Cross drivers & SES people
YES/NO POSTCODE COMMENTS/FEEDBACK
No 7117
Dover township does not get enough work done in the area. Plenty of tidy jobs to be done but never see workers here.Dover has produced a lot of
revenue over 30 yrs.Look at the main rd - Geeveston to Dover
No 7117 Terrible idea as HVC will have to foot the extensive bill for service upgrades on Bruny Island while gaining only a small number of rate payers
No 7117 Council amalgamation should be your priority
Yes 7117 Great idea! we would take much better care of Bruny Island than Kingborough
Survey results – Huon D’Entrecasteaux Community Engagement
No 7117
Worried that expanding the area will mean Dover becomes even more sidelined. Particularly concerned that including Bruny Island in the council
area will mean that Dover is overlooked in terms of investment.
No 7117
No 7117 This is someone's stupid idea - it is nonesense and so is the report
No 7117 It is a really stupid idea

Yes 7117

Please make sure that if you do include these areas in your responsibility... That you have the resources not only to continue to provide services,
but you can improve on services. For everyone.
No 7150 The study examines only economic issues and only from a HV perspective. It thus seems very limited in its terms of reference and thus quite flawed.
Yes 7150 This is a great idea!
Yes 7150 would we get equal say in our island if boundaries changes we dont now
No 7150 Kingston and Hobart is the logical service centre
No 7150 This precocious suggestion is not supported by Kingborough Council. I understand

No 7150 Not feasible until HDE council achieves full functionality.

No 7150 I think the expansion of the HV municipality would be at the expense of the areas proposed to be included in the municipality.
Yes 7150
As Kingston and Blackmans Bay are essentially dormitory suburbs of Hobart they should be incorporated into the Hobart City Council whilst the
remainder of the Kingborough Municipal area be combined to form the new Huon Council area.

Yes 7150 I feel Bruny would be better off in a rural council.
No 7150 I am very happy with the way the king borough Council manages Bruny Is. Thank you.
No 7150 I am very happy being in Kingborough.I do not wish to become part of the dysfunctional Huon Valley Council.

I believe that extending the Huon Council area would be a very backward move. We want to stay in the Kinborough Council area as Kingbourough
council is far more progressive than the conduct and services offered by Huon Valley Council.
Yes 7155
When you solve your present disfunction we willbe interested and we think consideration should be made for a more central adminstrative base.
How do you intend to manage the D'Entrecasteaux and Bruny area.
No 7155 Have no confidence in the management capability of the HVC (lived there once)!
Yes 7155 In principle good idea but Huon Council would need to sort itself out or have an administrator appointed first.
Yes 7155
No 7155
Huon Council should instead: 1. Get ist own Council governance issues in order; 2. Constructively meet with Kingborough Council to discuss a
mutual merger;

present separation of Huon and D'Entrecasteaux along the mountain ridgeline makes sense. Sharing maintenance resources across that boundary
is likely to be inefficient.
No 7155
We receive little services with Kingborough I suspect we will receive nothing at all from being part of the Huon. No water, no garbage, no sewage
very poorly maintained roads.

We get so little for our rates now. Gravel roads graded once a year. A bit of trimming on channel highway. We would get less if part of Huon. They
are having trouble within their own boundary as is

No 7162
This report has only considered a merger in respect to financial issues and fails to recognise the social implications such a change would cause.
The reputation of Huin council is currently not good either.
No 7162 abolutely not
No 7162 Huon & Kingston should amalgamate, not redraw boundaries.
No 7162 HVC has serious problems and adding part of Kingborough would result in a reduction of services to the Channel

Only by carrying out a full investigation will enough information become available to make a decision. We call ourselves the Huon/Channel, and I
for one am happy to see what this would mean in reality.
Yes 7162
I do not wan to inherit the atrocious council that is the Huon. If an adjustment means we are governed by the Huon council then I absolutely
oppose a change . It would need to result in an effective council
