Blue Ridge Literacy (BRL), the largest non-profit organization in the region providing English literacy
services to adults, commits to partner with the City of Roanoke Redevelopment and Housing Authority
in the Jobs-Plus Program help to Jamestown Place and Indian Rock Village residents obtain adult
English literacy services, focusing especially on English for speakers of other languages (ESOL)
programming and Workplace ESOL. The services will include 2 instructors for 4 hours a week each,
plus one on one tutoring and all appropriate classroom material.

The Council of Community Services commits to partner with the City of Roanoke Redevelopment and Housing Authority in the Jobs-Plus Program to help Jamestown Place and Indian Rock Village residents obtain supportive services including outreach events for community resources and referrals through the 2-1-1 Virginia program and Drop-In Center outreach programming around sexual health. Additionally, the Council’s President will serve on the Program Executive Committee and lead the Supportive Services Committee with assistance from the Vice President of Planning. To: US Department of Housing and Urban Development November 18, 2020 RE: Commitment from CHIP of Roanoke Valley to support the City of Roanoke Redevelopment and Housing Authority's 2020 Jobs Plus Program at Jamestown Place and Indian Rock Village, Roanoke VA by providing comprehensive home visiting services to its residents. Child Health Investment Partnership (CHIP) of Roanoke Valley's mission is “to change the lives of underserved children and their families through access to comprehensive healthcare services and community resources.” CHIP’s Vision is every child will have equal access to health care and enter school ready to learn. CHIP pursues its mission primarily through home and virtual visits that provide comprehensive oral, mental and overall health and family strengthening supports. CHIP programs include asthma case management, prenatal care, oral health education and care, mental health counseling, school readiness and STEAM education. CHIP served 735 children and 478 adults from 472 families in FY 2020, providing 4,934 (in-person and virtual) home visits and 374 transports to appointments. Crystal Hall Director of Community Support Services City of Roanoke Redevelopment and Housing Authority 2624 Salem Turnpike, NW Roanoke, VA 24017 Re: Jobs Plus Dear Crystal, Total Action for Progress is please to be able to offer college access services through our Project Discovery Program for twenty (20) youth in the Jobs Plus project you are applying for. Project Discovery has worked with thousands of students over the past 40 years to assist students from predominately low to moderate-income households to achieve their dream of college. Project Discovery combines a nationally recognized curriculum of workshops that improve study skills, time management, and financial planning with assistance to students and parents applying for both admissions and financial aid. Project Discovery also takes students to college campuses where they can meet with financial aid and admissions officers, talk with students and professors, and see for themselves that college is attainable and important. These in-kind services funded through State of Virginia dollars are valued at $497 per student per year. Serving 20 students per year for four years, total Action for Progress will be able to provide in-kind match to Jobs Plus project of $39,760. In addition, TAP is please to offer offender re-entry services including job readiness training, job placement, and supportive services through its State of Virginia funded Virginia CARES program. These in-kind services are valued at $453 per client per year. Serving 10 clients per year for four years, Total Action for Progress will be able to provide in-kind match to the Jobs Plus project of $18,120. Program at Jamestown Place and Indian Rock Village, Roanoke VA
United Way of Roanoke Valley (UWRV) is proud to support the Roanoke Redevelopment and Housing
Authority in the provision of support services for Jamestown Place and Indian Rock Village residents as
part of its proposal for the 2020 the Jobs-Plus Program.
UWRV’s mission is to improve lives by mobilizing the caring power of people in our community. In 2017, we set a bold goal to help raise 10,000 families in our region to self-sufficiency by 2030. Through
2021 United Way will be making multi-year funding investments totaling approximately $2.2M to
support partnerships and programs that address the inter-related needs of families through two-generation
approaches that stabilize families in crisis, and connect them with opportunities to build assets. These programs and partnerships are intended to deliver on outcomes related to early childhood success, high
school graduation, employment and financial wellness, health, and housing stability are available to
residents in these target neighborhoods.
Specifically, United Way is committing to provide the following in-kind support to Jobs Plus participants for one year as supported by these grants:
Further in-kind commitments for these or other related support services will be updated annually based on
the availability of grant funds. In addition, United Way commits to working alongside RRHA and other
partners through established planning meetings to ensure services are coordinated, connected, and most
appropriate for each family.
