SUBJECT: STATUS OF WEST NILE VIRUS PRESENTATIONS
On July 20, 2004, the Board approved a motion by Supervisor Antonovich, instructing theDepartment of Health Services to offer the services of the Speakers Bureau for makingpresentations regarding the West Nile Virus (WNV) to City Councils, Town Councils andother community organizations in the cities; and communicate with the Mayors and CityManagers of the cities letting them know of the status of the WNV in the County and howavailable resources can be accessed by their residents.
Attached you will find a distribution list and a sample of letter which was mailed to all citymayors in Los Angeles County. This letter informed officials and provided how to accessthe Los Angeles County Department of Health Services Speakers Bureau, list of DHSservices available to residents regarding WNV in the County, an updated WNV activitysummary of all human and equine cases to date, resource phone numbers, and amosquito abatement district services map for their review.

SUBJECT: WEST NILE VIRUS ACTIVITY IN LOS ANGELES COUNTY IN 2004
The Board of Supervisors requested that I communicate with you to fully inform you and officials inother cities in Los Angeles County (LAC) about West Nile Virus (WNV) programs and activitiesunderway and how available resources can be accessed by your residents.
THE DISEASE:Most people who are infected with WNV are asymptomatic -only one in every five persons infectedwith WNV will experience symptoms. However, of those who become ill, symptoms can includefever, headache, nausea, body aches, mild skin rash, or swollen lymph nodes. WNV may affect thlecentral nervous system; in a few cases, the disease will progress to meningitis or encephalitis(inflammation of the brain).
WNV is spread by the bite of an infected mosquito. Mosquitoes are WNV vectors that becomeinfected when they feed on infected birds. These infected mosquitoes can then spread WNV tohumans and other animals when they bite. Specific control measures focus on controlling themosquito vector and educating individuals on safeguards to reduce the risk of mosquito bites.

PREVENTION AND SURVEILLANCE:Prevention activities to limit the community impact of WNV require a multidisciplinary teamapproach. Los Angeles County has worked with the independent Mosquito and Vector ControlAbatement Districts, the other local public health departments of Pasadena, Vernon, and LongBeach, and other interested public health organizations on this effort. Much of the effort for
mosquito abatement is the responsibility of the five vector control districts operating in LAC. Thisyear, the County has funded mosquito abatement activities in cities and unincorporated areas thatare uncovered or without routine mosquito control services. DHS staff is working with these citiesand mosquito control districts toward a permanent solution including the possibility of annexation ofuncovered areas into an existing district.
West Nile virus surveillance in Los Angeles County includes the reporting of human and animalcases of this disease. To enhance timely human disease identification and enacting localizedprevention efforts to limit additional cases, laboratory documented West Nile Virus (WNV) infectiorlhas been added to the list of mandated reportable diseases and conditions in Los Angeles County(California Code of Regulations, Title 17, Sections 2503 and 2505). Physicians and laboratoriesmust report patients with a positive WNV test to DHS within one (1) working day using a standardConfidential Morbidity Report (CMR).
EDUCATIONAL EFFORTS:In anticipation of human WNV cases, DHS recently mailed out over 34,000 WNV information CD-ROMs to healthcare professionals throughout Los Angeles County. Department staff hasconducted training on West Nile virus for various agencies including County Parks and Recreation,Agricultural Commissioners/Weights and Measures, Public Works, the United States ForestService, and the Los Angeles City Department of Recreation and Parks. We have trained over 100DHS staff in a comprehensive WNV presentation curriculum. These staff are available to makepresentations to your City Council, to your staff, or to community agencies in your city.Presentations may be arranged through the Area Health Officer serving your area (see attached
list).
For public use, DHS established a toll free telephone number with information in five languages (1..800-975-4448). A website (http://lapublichealth.ora/acdNectorWestNile.htm) is maintained withupdated WNV information, resources, and downloadable materials such as: a one page low literac:yflyer in English and Spanish; a 16-page Mosquito Control booklet in English and Spanish; periodicWNV Activity Summaries which reflect current statistics; and links to various other resources, suchas the Mosquito and Vector Control Abatement Districts and the Centers for Disease Control andPrevention (CDC).
CONCLUSION:With the identification of human cases and strong environmental indicators indicating the presenceof WNV, we are certain to have more human cases. Accordingly, surveillance, containment, andpublic education activities continue to be a public health priority to meet the increased public healthneed.
