Nagoya University

As the President of Nagoya University, I offer

you my most sincere greetings. I feel the magnitude of responsibility of this office which I assumed in April 2009.

Throughout its history, Nagoya University has done its utmost to maintain a free and vibrant academic culture. As an educational institution, we aim to cultivate what we call “courageous intellectuals”: social contributors endowed with the powers of rational thought and creative imagination. Today, we are taking new steps to become a globalized university where students are able to acquire comprehensive knowledge, develop personal ethics, and aspire to international careers.

Starting in October 2011, we will increase the number of degree programs taught entirely in English. Nagoya University is one of the institutions selected under the Global 30 Program sponsored by the government of Japan and expected to play a major role in globalizing Japanese higher education, increasing both the number of foreign students studying in Japan and the number of Japanese students studying abroad.

Even today, I still sense how my three years as a research student in New York has significantly changed my life. My time abroad exposed me to knowledge and experiences that went far beyond what I had encountered in Japan. It broadened my horizons and brought me to feel and think about things that had never occurred to me before.

The Hamaguchi Plan comes from a desire to provide students with the same opportunity for personal growth I enjoyed in New York as well as a wish to develop a student body that will emerge as the global leaders of tomorrow.

I cordially invite you to join us at Nagoya and explore the“traditional”free and vibrant academic culture in the very central part of exciting Japan.

Dr. Michinari Hamaguchi

PresidentNagoya University

School of LawHistory

The School of Law was originally established as a department within the School of Law and Economics in 1948. After several organizational changes, the School of Law now has the Department of Law and Political Science with eight main courses.

Some Numbers

Every year approximately 160 students are accepted to the School of Law. Unlike law faculties in other Japanese universities, which hold large classes due to having less numbers of staffs against students, the Nagoya University School of Law has 57 full time academic staffs and help assure a hospitable environment conductive to learning.

School of Law’s main objectives

• to foster comprehensive knowledge in law, political science, and other fields, required upon functioning in a global society;• to cultivate the ability to make informed decisions cased on a broad perspective;• to nurture the ability to make appropriate decisions and value judgments.

5

Students of the World Unite!

In the Graduate School and School of Law, we currently have 128 international students from 17 different countries. Scholastic exchanges with overseas partner universities are an important element in the education of our students and in the enhancement of our scholarships. Years of our efforts to enforce international relations make our school unique and attractive for many students from all over the world.

International Summer Seminar

6

This summer the Nagoya University School of Law is

launching the “NUSL International Summer Seminar”

(NUSL ISS) in close cooperation with universities affiliated

with Campus ASEAN, Campus Asia and with other

individual universities. The NUSL ISS provides students

from these partner universities with opportunities to

discover and experience student life in Japan and to

interact with students from other Asian countries.

Cultivating their practical skills and knowledge, we hope

that participants in the NUSL ISS will be a major force in

the future development of Asian countries in cooperation

with the countries of East Asia. This seminar will be a first

step in the development of student’s international

consciousness and will allow them to begin developing

international networks with participants from other

countries. Participation in this program will be a great

opportunity to discover Japan, gain new knowledge, and

meet life-long friends.

Lecture 1:IR Theories and East Asian Community Building (Prof. Yong-Chool Ha)

Course Outline:

For over a decade an avalanche of books and articles have inconclusively considered the possibilities for regional cooperation in East and Northeast Asia. This course is designed to collect, introduce and critically review various ideas for regional cooperation and integration in East and Northeast Asia and to suggest fresh ways for understanding the nature of issues related to community building in the region. The premise of the course is that the complexities involved in community building in the region can be properly understood only by both synthesizing and going beyond conventional disciplinary boundaries and existing analytical models in order to fashion an approach that does not simply apply theories derived from Western experiences to contemporary Asia.

Goals:

The goals of the course are to raise broad questions and conduct discussion related to the following: 1) a critical review of the past ideas; 2) the identification of distinctive regional features which have not received appropriate attention and the exploration of possibilities for different conceptualization; 3) to understand distinctive international orientations at cognitive and psychological levels, especially those that developed from colonialism and late industrialization in the countries of the region; 4) to explore the internationalimplications of the social and political developmental patterns in the region; and 4) to examine new practical ideas for community building.

Method of evaluation:

Instructors will consider the following factors.1. Attendance & class participation (30%)2. Two hypotheses (30%)3. One research design (40%)

Lecture 2: Introduction to Law and Society in Japan

(Prof. Yoshiharu Matsuura & Mr. Akitsuyu Ogawa)Course Outline:This is NOT a lecture course. This is the course of mutual communication and mutual learning. This course will focus on some selected topics (e.g. the judiciary) of law & society in Japan by comparison with some other jurisdictions of participants. The students are expected to provide the information about their own jurisdiction. The course will introduce students to basic skills of legal research and short presentation. After a discussion on a topic (e.g. the judiciary), students will use the library and other resources to come up with deeper and broader information about their own jurisdiction. The course emphasizes the skill of asking "good" questions. Students are encouraged to ask questions about the Japanese law and society and, at the same time, are expected come up with corresponding answers about their own jurisdiction.

Goals:1. Students can describe their own law & society in comparison with those of Japan and other foreign jurisdictions.2. Students can produce some materials to explain their own law & society for use by foreigners.(Main tool is Microsoft Power Point. You need

elementary skill of making slides.)3. Students can make a good oral presentation for other participants.4. Students can prepare a list of "interesting" questions and formulate good questions.5. Each student develops a short paper on a selected topic. This short paper must satisfy basic requirements of an academic paper (A title, a table of

contents, text, notes and bibliography.)

Method of evaluation:Instructors will consider the following factors.1. Class contribution (Sharing of the information about the student's jurisdiction with the class and participation in the class discussion.)2. Oral presentation by using the materials the student developed.3. A short paper written by the student.

IMPORTANT Remarks:1. This course expects joint work of instructors and participating students.2. Instructors will provide the information about law & society of Japan. In return, participating students will provide the information about law &

society of their own country.3. Read the assignment for each class carefully and collect materials and information about your own law & society. Such pictures as courtrooms,

judges, law office and life of the people will be very useful when you make the materials for presentation.4. Be prepared to talk about your law and society to share the information with other participants.5. Be prepared to collect in advance texts of indictment and judgment, which are rather in simple form, of your own jurisdiction. You may copy them

from a data-base of case reports. Also, they should be followed with English translation by yourself. (Please see "class 10" )6. If you are not familiar with Microsoft Power Point, learn basics of this tool. (The instructors will briefly explain how to use Power Point.) 11
