Cambodian PM: ASEAN-China Summit in Vientiane Ends with Fruitful Results
The 19th ASEAN-China Summit held yesterday in Vientiane, Lao PDR was wrapped with fruitful and friendly results, said Cambo-
dia’s Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen in a Facebook post.
The ASEAN-China leaders welcomed the commemoration of the 25th Anniversary of ASEAN-China Dialogue Relations and reaf-
firmed their commitment to enhancing cooperation in the field of nontraditional security issues such as combating terrorism and
extremism; illicit drug trafficking; illegal, unreported, and unregulated fishing; trafficking in persons and cybercrime.
The ASEAN-China leaders took note that ASEAN-China economic relations have maintained their strong momentum. China con-
tinued to be the ASEAN’s largest trading partner, with total bilateral trade at US$346.4 billion in 2015. Foreign Direct Investment
(FDI) flows from China to ASEAN amounted to US$8.2 billion in 2015, positioning China as ASEAN’s fourth largest source of
FDI and looked forward to the concrete outcomes of the negotiations on the Future Work Programme of the Protocol to contribute to
the efforts in achieving the twin goals of two-way trade and investment of US$1 trillion and US$150 billion respectively by 2020.
The ASEAN leaders appreciated China’s continued support for enhancing connectivity within ASEAN and the region, through sup-
porting the implementation of the Master Plan on ASEAN Connectivity 2025. They looked forward to the active involvement and
contribution of the Asian Infrastructure Investment Bank (AIIB) in promoting enhanced ASEAN and regional connectivity.
The ASEAN leaders also acknowledged the role of the ASEAN-China Centre in facilitating trade, investment, tourism, education
and cultural exchange between ASEAN and China. In this connection, they looked forward to the conclusion of the revised MOU on
the establishment of the ASEAN-China Centre.
The ASEAN-China leaders underlined the importance of maintaining peace, stability, security and freedom of navigation in, and
overflight above, the South China Sea and welcomed the recent adoption of the Joint Statement by the Foreign Ministers of ASEAN
Member States and China on the Full and Effective Implementation of the Declaration on the Conduct of Parties in the South China
Sea (DOC), they stressed the importance of the full and effective implementation of the DOC in its entirety.
They also adopted the Joint Statement on the Application of the Code for Unplanned Encounters at Sea (CUES) in the South China
Sea, and the Guidelines for Hotline Communications among Senior Officials of the Ministries of Foreign Affairs of ASEAN Mem-
ber States and China in Response to Maritime Emergencies in the Implementation of the DOC and welcomed the elements of com-
pleting the implementation of Early Harvest Measures by the end of 2016, finishing the consultation on the COC outline in the first
half 2017 under circumstances without disturbances and fast tracking COC consultations as contained in China’s proposed Four
Visions on the Code of Conduct (COC) consultations.
The ASEAN-China leaders welcomed the designation of 2017 as the ASEAN-China Year of Tourism Cooperation and looked for-
ward to enhance cooperation and activities with a view to boosting two-way tourist visits and promoting greater people-to-people
exchanges between ASEAN and China.

Techo Hun Sen underlined here yesterday that Cambo-
dia has currently no political crisis.
“There is no political crisis in Cambodia, everything
goes on normally. The students who have just got their
baccalaureate have been preparing for their university
studies, people do their work or business as usual,
while others continue to register on the voters’ list as
over 2 million eligible people have been reported to be
registered by the National Election Committee,” he
said at the graduation ceremony of Panha Chiet Univer-
sity.
“There are no such activities if Cambodia is in political
crisis,” stressed Samdech Techo Hun Sen.
Besides, the Cambodian premier reiterated that there is
no negotiation outside the National Assembly. An indi-
vidual’s wrongdoing cannot be settled by political solu-
tion or culture of dialogue, but only by the court.
“Don’t always depend on protests. You have your sup-
porters, the Royal Government also has its own sup-
porters,” he added, calling on foreign countries not to
interfere.
Regarding a recent military drill considered by the op-
position party as a political intimidation, Samdech Hun
Sen explained that the military exercise zone does not
belong to the opposition party, but to Cambodia.

Cambodian Foreign Minister To Attend 71st UN
General Assembly in New York AKP Phnom Penh, September 15, 2016
Cambodia’s Senior Minister H.E. Prak Sokhonn, Minister of
Foreign Affairs and International Cooperation, will lead a dele-
gation to attend the 71st Session of the United Nations General
Assembly (UNGA) from Sept. 20 to 25, 2016 in New York, said
the ministry’s press release made public this afternoon.
On the sidelines of the 71th Session of the UNGA, it pointed out,
H.E. Senior Minister will attend the ASEAN Foreign Ministers’
Meeting with the President of the 71st UNGA and United Na-
tions Secretary-General (AUMM); the Informal ASEAN-U.S.
Ministers’ Meeting; the Informal ASEAN Foreign Ministerial
Meeting (IAMM); the Special Session of the ASEAN Foreign
Ministers’ Meeting Focusing on Sustainable Development; and
the 3rd ASEAN-Pacific Alliance Ministerial Meeting.
H.E. Senior Minister Prak Sokhonn will deliver his statement at
the 71st Session of the UNGA under the theme “The Sustainable
Development Goals: a Universal Push to Transform our World”
that the world has been trying to translate into reality in order to
achieve better living standard for all people around the globe, it
added.
In addition, H.E. Prak Sokhonn will also have several bilateral
meetings with foreign ministers and heads of delegation of some
countries, concluded the press release.

Cambodian Senior Minister H.E. Prak Sokhonn, Minister of Foreign Affairs and International Cooperation and Japa-
nese Ambassador of Cambodia H.E. Yuji Kumamaru signed here yesterday afternoon the Exchange of Notes and Rec-
ord of Discussions on the extension of Grant Aid up to the amount of 893 million Yen (almost US$9 million).
This grant aid will be for the implementation of the Project for Expansion of Distribution Lines in Southern Economic
Corridor.Under this grant aid programme, the distribution lines of 93.2 circuit kilometres will be built at three different
locations, including Bavet city, Svay Rieng province (37.2 circuit kilometres of 22 kilovolts); Poipet city, Banteay
Meanchey province (39.4 circuit kilometres of 22 kilovolts); and Khemarak Phoumin city, Koh Kong province (14.6
circuit kilometres of 22 kilovolts), said H.E. Prak Sokhonn.
The new distribution lines will contribute with the existing ones in supplying enough energy to local communities and
in reducing the country’s dependence on energy supply from neighboring countries, underlined the Cambodian top dip-
lomat.

Cambodian Foreign Minister Receives Russian Ambassador

Cambodian Senior Minister and Minister of Foreign Affairs
and International Cooperation H.E. Prak Sokhonn has met here
last Friday with H.E. Dmitry Tsvetkov, Ambassador of the
Russian Federation to Cambodia. During the meeting, H.E.
Prak Sokhonn highly valued the Russian diplomat for his ef-
forts in contribution to promoting the bilateral relations, friend-
ship, solidarity and cooperation in all sectors between the two
countries.
H.E. Senior Minister recalled the high-level exchange of visit
between both countries’ legislative and executive bodies for the
last two years, including the visit by H.E. Dmitry Medvedev,
Prime Minister of the Russian Federation to Cambodia, and that
by Cambodian Prime Minister Samdech Akka Moha Sena
Padei Techo Hun Sen to Moscow, Russia.
In the past two years, Cambodia and Russia have reached 20
cooperation agreements and MoUs in the fields of investment,
nuclear energy, culture, health, media, tourism, fight against
money laundering, justice, law, commerce, national defense,
telecommunications, and so on, H.E. Prak Sokhonn empha-
sised.
H.E. Prak Sokhonn also conferred a honorary decoration on
H.E. Dmitry Tsvetkov.

Minimum Wages of Garment Workers To Reach at least US$160 in 2018

Garment, textile and footwear workers will get at least US$160
by 2018 per month, reaffirmed Minister of Labor and Vocation-
al Training H.E. Ith Samheng while receiving the Cambodian
delegation for the 43th Ship for Southeast Asian Youth Pro-
gramme (SSEAYP) last week.
Their current monthly minimum wage is US$140, and that of
2017 is under negotiation, but the amount will increase to
US$160 in 2018, he said.
While the Royal Government of Cambodia has been seeking
job opportunities abroad, around 800,000 Cambodians are
working overseas, mainly in Thailand, added H.E. Ith Sam-
heng, underlining that the unemployment rate in Cambodia is
about 0.7 percent.
