PurposeFTA’sNationalPublicTransportationTransit-OrientedDevelopmentTechnicalAssistanceInitiativethatsupportstheLaddersofOpportunityinitiativeofthePresidentandtheSecretaryofTransportationisdesignedtoshareTODexpertiseandresourceswithlocalleaderstobetterleveragefederaltransitinvestments.Thetechnicalassistancewillassistcommunitiestoplanforandmanagedevelopmentneartransitthroughtools,modelzoningcodes,trainingsandexpertadviceonequitableTOD.Thisisthefirstyearofassistanceinwhatisexpectedtobeafour-yearprogram.Twotypesoftechnicalassistanceareavailable:targetedandin-depth.Targetedassistancewilloccurinaworkshopformat,coveringsuchtopicsasa“TOD101”introduction,acloserlookatpreservingaffordablehousingonatransitextensioninanareathathasstruggledwithaffordability,orattractingdevelopmenttoaneconomicallychallengedcommunity.Thein-depth,longer-termtechnicalassistanceisintendednotjusttotrainparticipantsbutalsotobuildlocalcapacity,supportplanningefforts,examinedevelopmentchallenges,andassistinpolicychange.Thiswillbeanongoing,on-callrelationshipofapproximatelyoneyearwithateamofexpertswhocanaddresseachcommunity’sneeds.Theteamwillprovideinformationalresourcesandstrategicconsulting,helpdraftlocalpolicy,identifyexpertiseneededlocallyanddevelopmessagingmaterials.Asanationalleaderinthefield,SmartGrowthAmericapossessesextensiveexperienceworkingwithcommunitiestohelpthemmaximizetransitinvestmentbyattractingdevelopmentaroundtransitandensuringthatthetransitsupportstheentirecommunity,regardlessofincome.SmartGrowthAmerica(whichincludesLOCUS,theNationalCompleteStreetsCoalition,theSmartGrowthLeadershipInstitute,andT4Consulting)issupportedinthisinitiativebyEnterpriseCommunityPartners,GeorgeWashingtonUniversity,theNaturalResourcesDefenseCouncilUrbanSolutions,andanon-callteamwithadditionalexpertise.

EligibilityAnyunitorsubdivisionoflocalorregionalgovernmentwithanactivefederallyfundedtransitprojectiseligibletoapplyfortechnicalassistance.Theapplicantgroupmustincludetherelevanttransitagency.Iftheapplicantdoesnotcontrollanduse,therelevantlanduseauthorityalsomustbeincludedaspartoftherequest.
SelectionprocessandcriteriaRequestsforTODtechnicalassistancewillbeevaluatedonthebasisofcriteriaestablishedbySmartGrowthAmericainconsultationwithFTA.
§ SmartGrowthAmericastaffwillrevieweachrequestforcompleteness.Onlyrequeststhatarecompleteandsubmittedthroughwww.todresources.orgortoassistance@smartgrowthamerica.orgwilladvancetothenextstep.
§ Aproposalreviewcommitteewillrevieweachproposalperthecriterialistedbelow.§ SmartGrowthAmericawilldeterminewhichrequestsbestmeettheselectioncriteriaandoffer
technicalassistancetothosecommunities.§ SmartGrowthAmericareservestherighttorejectanyrequestthatdoesnotmeetits
requirements.§ SuccessfulproposerswillbenotifiedonorbyFebruary9,2016.
Theprimaryselectioncriteriaare:
• Statementofneed(20percent):Acoherentandcompellingstatementofthechallengesthatrequiretechnicalassistance,includingtheTODproject’slocalorregionalsignificanceanditsapplicabilitytofederalprojectsacrossthecountry.Demonstrationoftheapplicant’swillingnessandabilitytomakechangestolanduse,affordablehousing,andotherlocalpolicies,regulations,andordinanceswillalsobeconsidered.
• Commitmenttoequity(20percent):FocusingtechnicalassistanceonexistingeconomicallydistressedneighborhoodsinwhichequitableTODcouldminimizedisplacementofcurrentresidents,improvehousingaffordability,and/orwhereequitableTODwouldexpandaccesstojobcenters,education,medicalservices,andsocialservicesforlow-andmoderate-incomehouseholds.
• Strongleadership(20percent):Acommitmentofelectedandappointedleaderstoengageintheproject.Acommitmentofseniorstafftoworkwiththetechnicalassistanceteamwithanexplanationoftheirrolesaswellastheamountoftimetheywillmakeavailable.Seniorstaffshouldreporttotheheadofgovernmentortherelevantagencies,suchasthemayor’schiefofstaff,citymanager,planningdirector,orMPOdirector.
• Partnershipandengagement(20percent):AhighlevelofengagementfromagenciesneededtomaketheTODeffectiveandequitable,includinghousing,economicdevelopment,andsocialserviceagencies.Partnershipwithlocalstakeholders,includingbusiness,philanthropy,civicandcommunitygroups,andequityinterests.

• Leverageandmatch(20percent):Thecommitmentofresourcesintheformofstaffing,materials,facilitiesand/orfundingfromthelocalsponsors,philanthropyorotherpartnerstosupportandmagnifythework.Theextenttowhichtheworkwillleverageotherfederalfunding,privatefundingandtechnicalassistancework.
Otherfactorsthatwillaffecttheselectionofcommunitiestoreceivetechnicalassistance:
• Geographicdiversity:SmartGrowthAmericawillchoosecommunitiesfromavarietyofstates,regions,andcommunities.
• Communitydiversity:SmartGrowthAmericawillchoosecommunitiesofdifferentsizes,economicconditions,andpopulations.
