Collective Agreement bargaining
Purpose of this meeting:
Discuss Executive’s claim proposal,
vote on it and make any comments
We know what we are up against…
Second term National-led government:• Money for private and charter schools • League tables• Failing students – teachers to blame• Improve appraisal – more accountability• Cuts in public spending, etc, etc And the Minister’s G30 – hand-picked cross-sector
forum group… appears as if this her way of driving through what she wants
• The PM had to instruct her to have unions there
PPTA principles – hold on to what we value
Quality public education for all is an economic necessity
The well-being of all children is fundamental teacher business
Teaching should be a first choice career
PPTA welcomes thoughtful and coherent change
We know what works…does the govt?
A curriculum that encourages problem-solving and critical thinking
Adequate school funding, paying special attention to low decile areas
Investment in high quality preparation and PLD for teachers
Encouragement for collaborative planning and PLD by providing time
Avoidance of over assessment, and
Adequate pay for teachers

So what do we do – what’s our strategy and process?
Trying to build a consensus around:
• what works – what doesn’t • what quality teaching looks like• what does the evidence say • what schools are already doing that works• What changes will be good for the right reasons
And at same time fighting off charter schools, staff cuts, performance pay
A streamlined and strategic claim
Executive’s thinking:
• Different approach for different times• Executive led – streamlined and strategic• Tested at Issues and Organising seminar in Feb/Mar• Hostile environment for an industrial battle• Reasonable and evidence-based approach• Good educational change takes time• Set up work groups to progress the ‘right’ things• Choose which battles - build local community support for local schools
…NO QUICK FIX…teaching is complex and ever changing
So – five parts to a proposed claim
1. Fair salary increases (CPI)
2. Quality teaching package
3. Student learning conditions (class size)
4. Improve equity5. Future proof the STCA
A fair and reasonable claim
for teachers and students!
Claim 1. Fair salary increases
1a.Two annual increases based on inflation (CPI) on all rates (2.5% + 2.5%)
• Treasury projections for CPI for next 3 years average 2.5%
• A two year term from Jan 2013 to Jan 2015
• Last salary increase for teachers annualised @ about 1.6% which was the CPI year to March 2012
• Latest CPI measure - 1% for year to June 2012
Building on the salary restructuring started in the last round
1b.Further restructuring of the trained scale to include:
• Reinforces registered = trained = qualified (G groups become R groups)
• G1 and G2 all become G3 (new R group) and move up through annual attestation to new maximum step ie current G3)
• G3+,4,5 become R7,8,9 and a new step is added at the top replacing the Service /Qualification Increment (many more teachers benefit – and not limited by holding a permanent unit)
• For G3 (new R) upon gaining a a minimum of a L5 qualification they move up a step beyond their maximum (also replacing service/qual increment )
• Short term relieving rates only up to 3 weeks (not 6 weeks) and max is one step higher.
• Salary bar for PRTs after three years equivalent full time service
Claim 2. Quality teaching support package
2a.New “Statement by the Parties” in Part Two on quality teaching:
Seek commitment and collaboration in planning improvements
Calls for • An independent review of the
2003 Ministerial Taskforce
• Work groups: - to extend career pathways with
improved professional support for teachers at all stages, and
- to investigate how professional learning of teachers can be recognised including through practice-based post graduate qualifications.
2b.Extend the Specialist Classroom teacher positions
• proportional to school size ie from 8 to 32 hours per school;
• increase the allowances and study support proportionally for those positions
More on quality teaching…
2c: Use the RTCs together with clauses outlining a best practice process for appraisal based on personal PLD goals:
• Replace the professional standards with RTCs
• Build in some parameters, safeguards, 3-year cycle for formative appraisal processes
• Link strongly to teachers’ own learning and plan for resourcing this
• Enable RTCs to be contextualised for different roles and stages of career.
3. Improve student learning conditions
3a. Continue the work of the SSSG:
• Additional staffing in 2014 so all schools can work towards achieving the “endeavour to have 26 class size averages”
and • Work groups on:
- Management staffing- Pastoral and guidance staffing- Needs-based staffing for schools
Note: The SSSG (Secondary Schools Staffing Group) arose from the last settlement.
3b Class size maximums:• Endeavour 30 max• Endeavour 25 max in
classes with identified health and safety hazards
• Link to compensatory mechanisms where cannot achieve this
3c Additional 1 FTTE for each decile 1-3 school tagged to addressing needs of disruptive students
4. Improve equity
4a. Pro-rated non-contact time for part-time teachers:
• Based on 1 hour for each 4 hours of teaching
4b. Support for principal’s nominee and careers advisors:
• Base level payment and time for all schools
• Time allowances increase proportionally with size of school
(Currently only a careers allowance but all the rest has no resourcing)
5. Future proof the STCA
5a. Clarify our coverage of ‘manual’ teachers as specialist technology teachers
• the whole of NZ now knows that there such things as technology centres for years 7 and 8 students and
• ensure that they receive the priority allowance where their primary colleagues do (in decile 1 and 2 schools).
5b. Ensure that the STCA is offered to all new employees - whether union members or not.
• This is because the govt is changing legislation to remove the 30 day rule that currently covers that off.
• The MoE could promulgate a new individual agreement without the workload controls but the same pay.
So – five parts to a proposed claim
1. Salary: 2.5 + 2.5 for 2 yrs + improvements to scale
2 Quality teaching: commitment, more work, extend SCTs, one set of standards and a process for appraisal
3 Student learning conditions – staffing and class size
4 Improve equity: non-contact for PT + P’s nominee and careers advisor
5 STCA: 30 day coverage and ‘manual’ teachers
Is this as a fair and reasonable claim for secondary teachers? Of course this is a claim – and the MoE will also have a claim
~ and so we start bargaining on 15 October ~

Term 4: 15 October – start bargaining
