In New Guinea the battalion to which Private Kincrshury belonged had been ]holding a position in Isurava area for two days against continuous and fierce enemy attack. On 29th August, 1942, the enemy attacked in such force that they succeeded in breaking. through ough the battalion's right 11.uí1: creating- serious threats both to the rest of the battalion and to its head-quarters. To avoid the situation becoming more desperate it was essential to regain immediately lost. ?round on the right flank. Private Kingsbury, who was one of the kw survivors of the platoon Nvhich had been overrun by the enemy. immediately volunteered to ,join a different platoon which liad been ordered to counter attack. He rushed forward firing the Brett gun from his hip through terrific machine gun fire and succeeded in clearing a path through the enemy. Continuing to sweep enemy posi- tions with his fire and inflicting an extremely high number of casualties on them, Private Kingsbury was then seen to fall to the ground shot dead by a bullet from a sniper líiding in the wood. Private Kingsbury displayed complete disregard for his (Oval safety. Ilis initiative and superb courage made possible the recapture of a position which undoubtedly saved battalion head- quarters as well as causing heavy casualties amongst the enemy. His coolness, determination and devotion to duty in face of great odds was an inspiration to his comrades. In New Guinea the battalion to which Private Kincrshurybelonged had been ]holding a position in Isurava area fortwo days against continuous and fierce enemy attack. On29th August, 1942, the enemy attacked in such force thatthey succeeded in breaking. throughough the battalion's right11.uí1: creating- serious threats both to the rest of the battalionand to its head-quarters. To avoid the situation becomingmore desperate it was essential to regain immediately lost.?round on the right flank.

It is desirable that applicants should have a universitydegree in engineering or science with physics as a majorsubject, or a technical college diploma in engineering. The successful applicant will be classified as an AssistantResearch Officer or a Technical Officer according to qualifica-tions and experience, which will also determine the commenc-ing salary within the range specified below.

The salary of the Assistant Research Officer classificationfor males rises from £356 to £500 per annum (both nominal)by eight equal increments of £18 each, the first four hiere-ments being automatic, the last four at the discretion of .theCouncil. fi1HEfollowing promotions are provisional and subject to appeal by officers to the Public Service Board, and, where consequent upon

another provisional promotion, shall be dependent upon the latter being confirmed. Appeals should be lodged, either by letter ortelegram, within fourteen days of the date of this notification,, as follows :

(a) if the promotion is to be made in a State, with the Commonwealth Public Service Inspector in the capital city of that State ;(b) if the promotion is to be made in the Australian Capital Territory, with the Public Service Inspector in Canberra, unless the

promotion is to be made to a vacancy in the Postmaster- General's Department, in which case the officer shall lodge hisappeal with the Commonwealth Public Service Inspector, Sydney ;

(c) if the promotion is to be made in the Northern Territory :--(i) with the Commonwealth Public Service Inspector, Brisbane, in the case of a promotion to a vacancy in the Department

of Trade and Customs ;(ii) with the Commonwealth Public Service Inspector, Adelaide, in the case of a promotion to a vacancy in the Postmaster -

General's Department ;(iii) with the Public Service Inspector, Canberra, in other cases.

An appellant shall forward his appeal direct to the Public Service Inspector.Under Section 50 (7A) of the Commonwealth Public Service Act, the Board may regard an appeal as having been made against a

provisional promotion notified hereunder by any officers who, at any time within the time prescribed for lodging an appeal, are absent onleave for war service.

Where an officer desires to appeal against two or more provisional promotions a separate appeal should be lodged in respect of each,except where the provisional promotions appealed against are to positions of similar classification in the same Branch of a Department, whenone appeal covering such provisional promotions will be accepted.

The grounds of appeal must be as prescribed in Section 50 of the Commonwealth Public Service Act, viz.:(a) Superior efficiency ; or(b) Equal efficiency combined with seniority.
