Frasier “Professional Profile” would not be honest or complete without acknowledging, and expressing grateful appreciation for, the unconditional love, spiritual foundation, ethical principles, grounded -moral compass “common sense” rules and guidelines, “integral life” standards, fair & balanced discipline, genuine friendship, firm guidance, encouragement and challenging goals, work ethics, family values, education/training and lifelong mentoring provided by loving (adoptive) parents -- true patriots: Garland Leon Frasier and Doris Marie Hart Frasier. Early in life, I was influenced by, and had full benefit of, the advice, counsel and support of my parents, pastors and faith community leaders, Boy Scouts of America [Eagle and Silver Scout], great teachers and coaches. Later, I enjoyed the benefit of advice, counseling, mentoring, encouragement, work ethic and discipline from passionate idealists, visionaries, pragmatists, strategists and true patriots -“bosses” [public servants, bureaucrats/elected officials and businessmen and businesswomen], honest adversaries and critics, professional colleagues, courageous and visionary boards, commissions and advisors of every genre - including teachers, doctors, nurses, lawyers, mentors, multi-disciplinary project team members, loyal employees, clinicians, allied health care professionals/administrators, systems engineers, technical advisors, soul mates and true friends. Acknowledgement and deep appreciation is hereby made to each and all included above and others, for helping me in my pursuit of excellence and living an “integral life” and continuing efforts to craft and evolve public policy philosophy, ethical and moral principles, work ethic, vision and goals based on the Word of God, Family Values, Honest Business Practices, The Declaration of Independence and The U.S. Constitution. Their individual and collective advice, challenges to “reach for the stars”, criticisms, discipline and mentoring contributed significantly and often to a career of public service, successful public and private sector projects and programs, quality patient care/treatment, systemic changes, entrepreneurial enterprises and small business development to achieve “for the greater good”. The Nebraska Team consulted with State Government to achieve Title XX Revenue maximization in Arkansas, Washington D.C., Idaho, Kansas and Virginia. Subsequent continuing education and training opportunities were pursued through fellowships, scholarships and “adjunct faculty” and/or instructor appointments and/or engagements. Tom S. Frasier – TSF Consulting Group was commissioned to develop, test and implement a Arkansas State-wide Survey of any and all spinal cord injured and diseased persons on the Spinal Cord Commission Registry. TSF Consulting Group developed the Spinal Cord Commission Case Management Policies and Procedures – Chairman, Atty. John Haskins. TSF Consulting Group engaged, supervised and commissioned the graduating class of the UALR School of Social Work to conduct the 2 Hour interview/survey – on site - with more than 750 persons living in all areas of the State of Arkansas. The Benchmark Survey was presented to the Arkansas Spinal Cord Commission, and served as the basis for the Spinal Cord Commission’s continuing enabling legislation and Case Management Systems.

Tom S. Frasier worked with Commission Members, John Haskin, Marshall Purvis and Patricia McGinn and the Office of the Governor to preserve the integrity of the Commission and assure that the Public Interest was preserved and, most importantly, the interests of the spinal cord injured/diseased citizens of the State of Arkansas were preserved and advanced.
