Handicap International (HI) is an international non-governmental, non-religious, non-political and non-profit making organization. HI works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation in 1982, the organization has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, and USA) which provide human and financial resources, manage projects and raise awareness of Handicap International’s actions and campaigns.

2) OVERVIEW OF THE VITAL VOICES PROJECT

Handicap International is implementing a two year project entitled “Raising the Voice and Participation of Kenyans with Disability in Development and Reform Processes in partnership with Disabled Persons Organizations (DPOs). The project is funded by European Union and the contracting agency is Ministry of Justice, National Cohesion and Constitutional Affairs (MOJNCCA).

The project seeks to engage and strengthen Disabled Persons Organizations and smaller groups of persons with disability at national and grassroots levels, and enhance their coordination and networking towards a united voice, thus addressing the need of persons with disability to contribute to the design of policies at a national level to set a framework for an inclusive society.

The overall objective of the project is people with disabilities have better access to resources, services and development opportunities and enjoy better quality of life in Kenya. The specific objective is people with disabilities and their organisations (DPOs-Disabled persons organizations) effectively contribute to the design, implementation and monitoring of key governance reforms and development programs in Kenya

3) JUSTIFICATION

Competent and good leadership are integral parts of any organization. Many organizations for persons with and without disabilitity are often characterised by poor leadership due to low previous experiences of discrimination, capacity and lack of exposure to good leadership and governance. With reference to the needs assessement and baseline surveys conducted by Handicap International consultants and staff, there is a great need to develop the capacity of the DPOs in leadership and Governance issues.

A self guided needs assessment was carried out in the months of March to May 2011 with 13 DPOs. As observed in the organizations visited, there is poor leadership in the organizations characterised by lack of involvement of members in decission taking, gender bias towards male persons with disabilities leading the organizations, unclear demarcation of roles and responsibilities, lack of internal accountability mechanisms towards members and related legitimacy issues. A better informed and empowered leadership who is encouraging members to be involved presents an opportuntiy for effective participartion in development and reform processes in Kenya. Therefore, a wider net must be cast to ensure we rein in the highest number of persons with disability for quality training and skills-building. In Kenya, DPOs aimto reach a high number of persons with different types of

disabilities to ensure their political presentation and participation in development and reform processes. This is the ultimate target, persons with disabilities, living throughout Kenya, to be reached for having a better knowledge and understanding of good leadership and governance.

4) PURPOSE OF THE LEADERSHIP AND GOVERNANCE TRAINING FOR DPOs

The purpose of leadership and governance training is to empower participants with knowledge and skills to effectively provide good leadership and governance in various organizations for persons with disabilities.

The training is aimed to support participants to improve their knowledge and skills in leadership and governance at the same time learn how to transfer the acquired knowledge in an effective way, translating into good governance and leadership using adult learning methodologies.

Specific objectives

i. To enhance leadership and governance skills for organizations of persons with disabilities.

ii. To promote the need for good leadership and governance to enable DPOs participate in development and reform processes.

5) TARGET

This training targets leaders and office bearers from organizations of persons with disabilities who have a responsibility to provide leadership and mentorship and act as agents of change in their respective DPOs. Only 15 DPOs have been selected for the leadership and governance training in the project which have not undergone the capacity building process by HI in the past 5 years.

6) METHODOLOGY

The training methodology employed should be experiential and participatory. This shall entail:-

i. Case studies and case scenariosii. Plenary discussions and presentationsiii. Group work and practical sessions during the training period.

7) KEY DELIVERABLES AND TIME FRAME

I. The training consultant is expected to develop training agenda/ programme and presentations two weeks before the training date to consult with HI which allows the trainees to practice their skills, and come up with a plan for application within their own organizations.II. S/he shall furnish HI with training report within 7 days after the last day of training.

Facilitate the transport, meals and accommodation for participants. Pay tuition/consultancy fee for the training Provide timely technical feedback on proposed training content Organize venue for the training Provide training materials/handouts for participants

9) ROLE THE CONSULTANT/INSTITUTION

Facilitate the training Provide a comprehensive training report with an action plan for follow up by Handicap International.

10) TIME FRAME

The training will run for four days from 22nd to 28th August, 2011.

11) QUALIFICATION FOR THE CONSULTANT/INSTITUTION

The trainer will provide his/her services in compliance with HI project objectives and indoing so the trainer will liaise with Operations Manager - Dadaab. It is expected of thetrainer to possess the following qualities:-

Masters in organizational development, Community Development or related field.

Registered as a consultant/institution by relevant government authorities. At least 3 years experience as a training consultant/institution in governance

and leadership. Experience working with disabled persons organizations
