ResourceSharing

Delivery RAILS staff have completed the annual review and update of delivery data in Library Learning (L2). This 

needs to be done regularly, as L2 serves as a major source of delivery information for systems, member libraries, and the Illinois State Library. 

The third fine count for FY2017 took place from February 27 through March 3, with an overall library participation rate of 98%. The fourth and final count for FY2017 is scheduled for May 8–12. 

The request for proposal for statewide delivery consulting was released on February 20, 2017. Proposals are due on March 17 and will be opened on March 20, 2017. The evaluation process will include an opportunity for input by staff at the Consortium of Academic and Research Libraries in Illinois (CARLI), Illinois Heartland Library System (IHLS), and the Illinois State Library (ISL).

GroupPurchasesandDiscounts On February 27 at the Burr Ridge service center, Communico held a training session for five RAILS 

members that are current subscribers. On February 28, Communico held a demonstration for six in‐person attendees and twelve virtual attendees.  

RAILS negotiated special pricing for BiblioLabs products: Pressbooks, SELF‐e, and Creator. These products help libraries increase community engagement through support of their local creative community, including but not limited to local authors interested in self‐publishing. BiblioLabs and staff from RAILS member libraries participated in two webinars to explore this topic and explain the products. The session on March 7 was attended by twenty‐five persons, while the March 8 session had seven. 

LLSAPsandOtherConsortia Two libraries will receive LLSAP membership grants in this award period: Bushnell Public Library District 

was awarded $2,171 to join RSA‐NFP, and Marseilles Public Library was awarded $24,002 to join PrairieCat. The next and final standard application deadline for FY2017 is April 17. May 1 has been set as the special deadline for the SWAN New 19 (MAGIC and LINC member libraries) migration project. 

Three proposals were received in response to the RFP (request for proposal) for the overlay pilot project. The Overlay Software Search Working Group and several other RAILS staff are scoring the

proposals. Requirements and a feedback form for vendor demonstrations (likely to occur in May) are also being finalized. The working group aims to decide by early April on which vendors to invite for demonstrations.

Rose Chenoweth, Jane Plass, Louis Svehla, and Mary Witt have formed a team to develop a talking book awareness plan, focusing on communication and continuing education after ITBOC services are transitioned to the Illinois State Library. For now, ITBOC will continue to emphasize its Talking Book Ambassador program. Rose is also working with Sharon Ruda at ISLTBBS on the transition. 

MemberEngagement

Communications In the latest Sparks podcast, Dee Brennan talked with Andrew Medlar from Chicago Public Library about 

the Digital Public Library of America (DPLA) and DPLAfest, which will be held April 20–21, 2017 in Chicago. More information is available at https://www.railslibraries.info/news/136067. 

Over 230 RAILS members visited the RAILS booth at the Youth Services Institute in Springfield on March 10 to spin the “website wheel” and to learn about the programs and services RAILS offers for youth services staff.  

Nikki Zimmermann began work as RAILS new Marketing and Public Relations Specialist on February 20. In addition to writing and editing the weekly RAILS E‐News, Nikki will strengthen the RAILS social media presence, build relationships with the media, and work with members in other ways to ensure they are aware of all the programs and services that RAILS has to offer.  

The next RAILS member update will be Thursday, March 30, from 10 a.m. to noon. Topics include RAILS involvement in several leadership development initiatives (Directors University, the Statewide Leadership Development Program, partnership with the American Library Association on a pilot training program for library directors); an update on RAILS’ partnership with BiblioLabs; an update on the RAILS overlay project; DPLAfest; the latest on RAILS discounts and group purchases; and an update on a proposed RAILS museum pass program.  

A major communication focus in the upcoming months will be the RAILS Board nomination and election process. The call for nominations for five positons on the RAILS Board began March 13 and will run through March 31. 

MembershipChangesandIssues On February 21, the RAILS certification team hosted a certification networking event at the RAILS East 

Peoria service center and helped five attendees complete the certification process. Certification statistics as of March 10, 2017 are attached. The certification period ends on March 31.

MultitypeCollaborativeGrants For its first application period for multitype collaborative grants, RAILS received twenty‐two applications 

and awarded five grants. These grants will fund projects proposed through a collaboration of at least two different library types (public, school, special, academic). The grant recipients are: 

o Geneva Public Library District and Geneva Middle Schools in Geneva Community Unit School District #304—$1,464 for a monthly STEAM‐based programming initiative 

o Villa Park Public Library and North Elementary School in School District 45, DuPage County—$2,500 for their Latino Family Literacy Project 

o Caterpillar Technical Information Center, Morton High School Library in Morton CUSD #709, and Morton Public Library District—$2,500 for a collaborative STEM initiative focused on training and programming 

o Illinois Valley Community College in Oglesby and LaSalle Public Library—$2,500 for a four‐event program series, “News vs. Noise: What’s Your Source?” 

o Homer Township Public Library District and Hadley Middle School in Homer CCSD 33C—$2,500 for a collaborative makerspace project

Applications for Directors University are being accepted through March 27. This week‐long public library director training initiative is inspired by the Statewide Public Library Management Institute (SPLMI), which was discontinued in 2015 due to the state budget impasse. This training event will take place June 5–8 in Springfield and is a collaboration of staff from RAILS, IHLS, ISL, and ILA, as well as member library staff from regional networking groups across the state. More information can be found at https://www.ila.org/events/directors‐university.  

RAILS has purchased two hundred viewing licenses from the People Connect Institute (PCI). These licenses can be used for new or archived webinars on various topics pertinent to libraries. To allow more libraries to participate, each library will be limited to four webinars per year with group viewings encouraged. The service will roll out in early April. General information on PCI webinars can be found at http://www.peopleconnectinstitute.com/HotBox/webinars‐1‐0/webinar‐details.html. 

On February 15, Joe Filapek and Louise Svehla spoke with Deborah Caldwell‐Stone, Deputy Director for ALA’s Office of Intellectual Freedom and staff liaison to the Intellectual Freedom Committee's Privacy Subcommittee. In response to the discussions at recent RAILS board meetings around privacy, RAILS is working with Deborah and subcommittee members to plan a panel discussion around library privacy issues for later this year (summer or early fall). 

Approximately forty library trustees visited the RAILS booth during the ILA Trustee Workshop on February 18 in Oak Brook. This was the first year that RAILS was given a booth to distribute information

on trustee services, such as the FOIA hotline, virtual training available through United for Libraries, and upcoming trustee training workshops sponsored by RAILS. 

Upcoming CE opportunities include a webinar on collection development on March 29, a workshop on learning cultures presented by ALA President Julie Todaro on April 5, and RDA (Resource Description and Access) cataloging workshops beginning April 11 that will be offered in four different locations throughout RAILS service area. 

Consulting The FOIA hotline is nearing its one‐year anniversary as a RAILS statewide service to libraries. To date, the 

FOIA hotline has been used thirty‐five times, with 82% of calls from a RAILS member library. The total expense for this service has been $1,700. The modest expense, combined with RAILS ability to connect members to expert advice, has made this a worthwhile service. RAILS intends to retain Ancel Glink to offer this service for another year. 

LeadershipandInnovation On March 10, Dee Brennan and Veronda Pitchford attended the Consortium of Academic and Research 

Libraries in Illinois (CARLI) board meeting in Champaign and presented on RAILS services and projects. 

Veronda Pitchford presented on negotiation at the ATLAS Assistant Directors networking group on March 14 at Green Hills Public Library District in Palos Hills. 

On March 15, Dee Brennan, Veronda Pitchford, and Jane Plass met with representatives from Follett to discuss services to school libraries, particularly in relation to the transfer of Baker & Taylor’s school library customers to Follett. (Follett acquired Baker & Taylor in April 2016.) 

OrganizationalExcellence

HumanResources RAILS had two new hires (Nicole Zimmermann, Marketing and Public Relations Specialist, and Jeremy 

Fleming, Driver) and no terminations since the last operations report. (Terminations refer to all persons leaving RAILS employment for any reason, including resignations and retirements.) 

Recruitment efforts have been high for months, primarily because of increased delivery staffing needed to support ILDS deliveries. All new and open positions have now been filled, so the staffing process is returning to normal. 

Work has been completed on the LIMRiCC audit of 2017 benefits. 

The performance management team sent out a survey to delivery staff to obtain their feedback on the draft performance management documents and process, since they were unable to participate in the focus group meetings. The surveys are due March 17. This information will be shared with the performance management team. Any needed adjustments will be made and forwarded to the executive team for final review before implementing a small pilot program with a few managers to test out the new documents and process. 

Paycom corrected its error with the W2s and supplied electronic copies of the corrected documents to staff. HR staff are also wrapping up communications with Paycom on correcting the Affordable Care Act 1095‐C forms. When the online benefits administration module was implemented, it resulted in adjustments to the dates an employee enrolled in coverage, which resulted in some ACA filings not being accurate. Paycom is working on correcting these forms. 

InformationTechnology Laptop rollout to staff will be finished by the end of March. The East Peoria service center will be last, as 

RSA staff were busy with the migration of Quincy Public Library to RSA.

The network at the Bolingbrook service center has been upgraded from 10MB to 20MB. The monthly cost also decreased $300. 

IT staff have been cleaning up old telecom cables in the Burr Ridge facility. RAILS uses VoIP (Voice Over Internet Protocol), so standard phone lines are no longer needed. 

Stewardship

AdministrationandFinance Finance staff are working with departmental and LLSAP managerial staff to develop the FY2018 RAILS 

operating budget. Finance staff have also assisted the LLSAP managers with development of their budgets. 

Facilities Burr Ridge: Letters of interest for construction manager services for the Burr Ridge renovation project 

were due by February 24 at 3 p.m. Four companies submitted letters and attended the mandatory prequalification meeting on March 3 to review the required paperwork and see the existing conditions. Completed packets of requested materials are due by 3 p.m. on March 17 and will be opened on March 20. RAILS staff will meet with architect Eric Penney on March 29 to evaluate the submissions.  

Rockford: The lease on the Colt Rd. facility has been extended until May 31, 2018.
