~he Chief Inspector submitted his Report as contained in Folio 350 of the Chi ef Healt h Inspector 1 s Report Book, and it v.ra s resolved that the Chief Health Inspec tor ' s Rep ort be received and adopted and that a letter be sent to the Government pointi ng out the d i ffi culti es facing the Council owing to the unavailability of materials such as water piping and sani tary fittings required f or bringing the houses of the people in this district up to a state to render them fit for human habitation and occupation, ru1d the Government be asked to make a supply of these necessary fittings available so that the health of the peopl e vall n ot be endangered .

Alderman Walters; "THAT the motion:

"THAT the appointment of an engineer be deferred for the time being and in the meantime the Council engage a consulting engineer when required and the Minister for Local Government be notified of Council's decision"

carried at the council Meeting on 19th January 1943 - be nd is hereby rescinded. Seconded by Alderman Bugler. The voting being five all His worship the Mayor gave his casting vote in favour of the rescission motion which was then declared carried.

Alderman Beaufils, Walters and Greenup having given the requisite notice, Alderman Walters moved: "THAT the Council take steps to appoint an engineer." seconded by Alderman Bugler. Carried.

The Council received a refund of:

3. A request was received from the N.E.S. Department enquiring if Council would have any objection to the trenches at Gowrie street and Erskineville Road being filled in to allow a factory engaged in the manufacture of footwear for the services, to be erected on this site . It was resolved : "THAT the Department be informed that the council would offer

. 4lderman Brannan drew at tention t o t he f act that l ast year authority was given for fans to be installed i n the gener al office and t he Town Clerk's of fice, which has not yet been carried out , and asked that t he wor k be proceeded with. The Mayor said every endeavour would be made t o s ec ure f ans.

Alderman Bugler dre• attention t o t he work being performed by J, Mercer engaged as a slow worker, which was equal to or mor e t han t hat being performed by the men receiving the full r ate of pay, and on request by t he Mayor intimated he would give notice of motion that these men be all pl ace d on the same rate of pay as the ordinary sweeper.

Alderman Smith a ske d i f the Mayor would obtain the i nformation for him as to what access J the members of the N.E . S . Post had to the yard in Albemarle street attached to their post.

Alderman Fleming drew attent ion to t he dan gerous state of the kerb leading off the bridge . at the corner of Erski ne vi lle Road and Angel Street, a nd a sked tha t some attention be given ~ to it as it was in a very sl ippery condition .

Alderman Bugler asked i f he could be suppl ied with the cost of re-sheeting Australia, . 1argaret and Reiby Streets and if possible the rate per yard.

SYMPATHY:

Feeling references having been made by the Mayor and Aldermen, it was resolved by the Members rising in silence that letters expressing the Council's sympathy be forwarded to the relatives of Mr. Petrie, Princes Highway, Engadine and Mr. Evans of 22 Margaret Street.

His Worship the Mayor (Alderman A.E. Greenup, J.P.) extended a welcome to Councillor Claude Perrett, president of the Hastings Shire, who was present at the Meeting. Councillor Perrett thanked the Mayor and Aldermen for their expressions of welcome.

CORRESPONDENCE:

From the Ministry for Transport (per favour Mr. F.M. Burke, M.L.A.) intimating that representation has been made re the need for legalising jitney riding in taxis. Resolved: "THAT the letter be received and Mr. Burke thanked. "

Letters from the Minister for War Organisation of Industry (per favour I~ . T. Sheehan M.H.R.) regarding repairs to dwellings under National Security Regulations, intimating : (a) where a person is ordered to carry out certain work to premises by the Council application could be made to the Department for a permit and (b) that the Department has no desire to restrict work really necessary in the interests of public health. A report from the Chief Health Inspector was considered in connection with this letter, recommend­ing that the information set out in the letters be conveyed to the owners of premises 393/397 King Street, with a request that application be made for the necessary permission to comply with Council's requisition for the re-building of laundries and bathrooms. It was resolved: "THAT the letters be received, Mr. Sheehan thanked for his attention and the recommendation in the Chief Health Inspector's report, that the information submitted by the Department be forwarded to the owners of 393/397 King Street, be adopted. '

From War Loans and War Savings Certificates Committee forwarding copy of report on the 1':A,u_steri ty Loan. Resolved: "THAT the report be received and laid on the table. "

From the Dept. of Local Government and Housing regarding disposal of scrap metals by Local Government bodies. Resolved: "THAT the letter be received."

~~om the Government Insurance Office forwarding information re insurance by Local Govern­ment bodies. It was moved by Alderman Solomon and seconded by Alderman Beaufils,; "THAT the letter be received and this Council support the Government Insurance Office." An amendment was moved by Alderman Bugler, seconded by Alderman Mrs. Fowler; "THAT the letter be received and consideration of the Council's insurance stand over until the end of June 1943 when the premiums become due." .P..mendment lost, Motion carried.

From the Municipality of Granville asking Council's co-operation to have franchise extend­ed to all British born and naturalised British subjects who have attained the age of 18 years. It was moved by Alderman Mrs. Fowler, seconded by Alderman Newnham; "THAT the letter be received." ..A.mendment moved by Alderman Fleming, seconded by Alderman Smith; "THAT the letter be received and this Council co-operate." The voting being in favour of the amendment it was then submitted as the substantive motion and declared carried.

From Claude Neon Ltd. notifying Council of the decision of the High Court of Australia, and intimating that the Council is now liable to pay the rental of the electric sign • Resolved: "THAT the letter be received, a copy forwarded to fue Federal Member (Mr • T. Sheehan M.H.R.) and it be left in the hands of the Mayor and the Acting Town Clerk to approach the Company with a view to having the matter deferred until the Finance Committee on the 2nd March 1943."

REPORTS :

The Act i ng Supervi sor submitted his report of Works Progress during the past two weeks, and it \';as resolved that the report be received and adopted.

' The Chief Health Inspector submitted his report as contained in Folios 351 and 352 of the Chief Health Inspector's report book, which \vas received and adopted.

The Building Inspector submitted a plan of a brick ~actory and air-raid shelter at the corner of Ers ~ineville Road and Gowrie Street. It was resolved: "THAT approval be granted provided they are erected i n accordance \Uth the Local Government Act and Ordinances and the ::ational Security Regulations, and to the Building Inspector's satisfaction.

• ~ .n.lderman Fleming asked when the warning and direction signs would be pa inted on the pill boxes and the cemetery gates . His Worship the Mayor (Alderman A.E. Greenup, J.P.) replied that

~ Alderman Fleming drew attention to the leaking bubbler fountain in Australia Street. His '.Iorship the ~Iayor (P..lderman A.E . Greenup J.P.) referred the matter to the Chief Health Inspector.

That a water trough be provided for the horses at the incinerator depot, That a notice prohibiting loitering and drinldng be placed in the public lavatory adjoining the Town Hall,

(c) That a lock be placed on the lavatory which is at present open free to the public,

Alderman Pa·.1ley asked for details of the £212/15/11 spent on furnishing the Wardens ' Posts, as conta ined i n Schedule of N.E. S . Expenditure supplied to the Aldermen. His Worship the l~ayor (Alderman A.E. Greenup) replied that no money had been spent ·on furnishings, but on wages of employees and materials used in shoring up, blacking out and shatterproofing etc.

It was resolved that the Council now go into Committee of the Vlhole to consider certain matters and upon resuming in Council it was reported that while in Committee the following matters had been considered and the Committee desires to report and recommend as follows :

1. Ovdng to a previous motion on the books of the Council, the motion moved by Alderman Bugler under the heading of "Motions Pursuant to Notice":

"mAT Messrs. J. Mercer anl S. Ferguson, engaged on street sweeping at .slow workers' rates, be paid the same wages as the ordinary sweeper, and that Mr . P.E . Roberts, engaged as a slow worker in the Council's privies at the Town Hall, be paid accord­ing to the award covering that particular occupation"
