This project is located within the Lake Michigan Coastal Program boundary. Per the attached Indiana Department of Natural Resources (IDNR) Grant Application (see attached Exhibit A), dated February 14, 2019, the Town of Burns Harbor was awarded $1.8 million from Next Level Trails Program (NLT) for construction of a multi-use trail project within the corporate limits of the Town. The Indiana Department of Transportation (INDOT) is also providing funding for the project through a Congestion Mitigation and Air Quality (CMAQ) grant (see attached Exhibit B). The project also received funding from IDNR’s Recreational Trails Program (RTP) grant program (see attached Exhibit C). Project Details Exhibit D provides an overview of the Burns Harbor Marquette Greenway Trail project. The proposed project consists of the construction of the Marquette Greenway Trail through the Indiana Dunes National Park (INDU) and non-park lands within the corporate limits of the Town of Burns Harbor. Five phases of the trail are being considered: Phases 1A, 2, 3, 4, and Future. Phases 1A and 2 are currently funded by INDOT’s CMAQ grant and IDNR’s RTP grant, and are considered here under the 2 Designation Numbers (1601147 and 1801757). Phases 3 and 4 are funded by IDNR’s NLT grant, and the Future Phase is not funded. Phase 1A begins at the west end of West Beam Street at the town line between Burns Harbor and Porter and proceeds through a portion of Mnoké Prairie and down the wooded slope of the left bank of the East Branch Little Calumet River (EBLCR), where it will follow the river bank under the Norfolk Southern Railroad bridge. West of the bridge the trail will rise up the bank slope and divide into 2 routes, 1 continuing west to the east end of Meadowbrook Road and the other turning south to the north end of Stanley Street. Phase 2 continues west from Stanley Street to Westport Road. Proposed Phase 3 would begin at Westport Road, cross SR 149, and then follow Navaho Trail west. Phase 4 would begin at the end of Phase 3 and continue west to the Burns Harbor town line, where it would meet a trail in Portage east from Ameriplex Drive. The Future Phase would
