Town of Century

The Haas Center has been commissioned by the Town of Century, Florida to create an

economic development strategic plan as part of the Comprehensive Planning Technical

Assistance Grant Program administered by the Florida Department of Economic Oppor-

tunity, Division of Community Development. Utilizing funds from this program, the Town

of Century, in conjunction with the Haas Center, will create an Economic Development

Strategic Plan for the purposes of outlining existing local and regional market conditions, as

well as assessing the area’s challenges and opportunities associated with the Town’s eco-

nomic development. By doing so, in a collaborative manner, with local and regional stake-

holders (citizens, policymakers and businesses), the Center will assist the Town of Century

with developing a long-term plan to take advantage of the area’s innate economic ad-

vantages, while leveraging regional resources in an efficient and effective manner. These

actions will better position the Town and its citizens to compete for jobs and investment in

the 21st century economy.

In accordance with the requirements set forth by the Planning Technical Assistance Grant,

the strategic plan includes a series of five tasks, which outline the project’s goals:

Task I: Development of Regional Economic and Demographic Profile

Task II: The Identification and Analysis of the Local and Regional Market Area

Task III: The Collection of Input from Local and Regional Stakeholders

Task IV: Challenges and Opportunities in the Local and Regional Market

Task V: Prepare the Final Economic Development Strategic Plan

In fulfillment of Task II, working from the Economic and Demographic Profile provided

previously, this report defines the regional market area for which the Town of Century can

consider its primary and secondary sources of labor. The pages that follow provide an over-

lay of Century’s regional labor shed, thus signifying where target industries will draw from

the pool of available labor. 4

In this deliverable, we identify the geographic boundary of the regional economic develop-

ment market area and assess, from a holistic perspective, key labor force characteristics and

data to examine the regional market area characteristics. The local and regional market area is

determined by two key factors: the distribution of where residents of the Town of Century

work and the distribution of where residents who work in the Town of Century live. This is

captured, largely within the seven-county region as displayed in Figure 1 (page 8). However,

the regional market is more narrowly defined as consisting of Escambia, Baldwin and Mobile

Counties in Alabama along with Escambia and Santa Rosa Counties in Florida, and is con-

sistent with the data in Figure 2(page 9), which displays labor concentration patterns in the

said market.

Northwest Florida’s two key economic drivers include tourism and the military, both of

which combine to account for well over a third of all economic activity in the Northwest

Florida region. The tourism sector, of course, is well connected to the leisure and hospitality

industry, the transportation industry and the retail sales industry. As the data in Table 1 (page

10) indicates, these industries are well represented across Northwest Florida and South Ala-

bama – particularly (and unsurprisingly) in the coastal counties. From the perspective of the

Town of Century, there is little to be gained in leveraging the tourism market to any ad-

vantage. The Town is well away from the cost. This is not to say, long term, that there are

not potential eco-tourism prospects in the northern reaches of Escambia County, Flori-

da. Those opportunities exist across the Northwest Florida region. However, the fit is slight-

ly less “natural” in the Town of Century.

However, the data also indicate that the region has a very strong manufacturing presence with

Mobile County accounting for nearly 19,000 manufacturing jobs (well over 10% of total em-

ployment) and other counties in the region seeing a fairly substantial manufacturing presence

as well. Across Northwest Florida the region’s manufacturing presence is closely tied to the

presence of the US military. Indeed, in Okaloosa County, for example, nearly $1 billion annu-

ally flows into the region’s manufacturers in the form of federal procurement dollars. Es-

cambia and Santa Rosa counties in Florida see similar, if weaker connections. Thus, at least

in the Northwest Florida region, the manufacturing market is strongly linked to federal pro-

curement. Thus, the bulk of the employment and, therefore the broader economy, across

the Northwest Florida Region is closely linked to the two traditional sectors of tourism and

defense.

On the manufacturing side, the region is poised to secure substantial benefits from the con-

struction and operation of the Airbus assembly plant in Mobile. It is important to realize

that the plan, as designed, is slated to receive shipments of large aircraft components and

assemble those large components into an airplane. There is little reason to suspect, at least

initially, that the supply chain will immediately consolidate itself into the South Alabama,

South Mississippi and Northwest Florida regions. However, the presence of Airbus in the

Mobile, Alabama area does bode well for the region in terms of future marketing for aero-

space manufacturers. Moreover, the Airbus operation is designed to build commercial air-

craft which diversifies the industry base away from military related aerospace operations.

Mobile County also maintains a robust Ship Building and Repair industry with employment

figures of nearly 6,000 and a 5-year growth forecast of 24% (see Table 2, page 11). While

the industry does rely heavily on activities within a shipyard, it also includes manufacturing

and other facilities outside of shipyards. Accordingly, industries pertaining to the Mainte-

nance, Repair and Overhaul cluster may prove worthy of pursuing as they are linked closely

to a number of manufacturing industries in the region—most notably Aerospace and Ship

Building & Repair. As can be seen from Table 3 (page 12), occupations linked to the Instal-

lation, Maintenance and Repair classification are projected to grow by an average of over

10% in Baldwin, Escambia (AL) and Mobile counties over the next 5 years.

The Town of Century is uniquely located on a four-lane highway that connects Interstate

10 to the south and Interstate 65 to the north. The Town therefore holds a solid position

in the regional market with respect to transportation connections. The Town also is home

to an industrial park that has initial infrastructure advantages along with readily developable

(and developed) sites. As the Town looks to the future, the core economic development

plan that evolves around the key strengths of the Town’s position must include:

A core plan for community development. The Town of Century has some core pov-

erty issues along with disengaged/under-educated segments of the population which

could (and should) provide key skill sets to developable industries in the re-

gion. Marshalling this talent and preparing it to meet the needs of current and future

industries in the region will be critical.

A comprehensive approach to workforce development. The town has excellent re-

sources available from the local workforce development board and Pensacola State

College. These resources must be closely aligned in any potential future attempts to

recruit industries to the Town’s industrial park.

A measured approach to industry and talent recruitment. The Town of Century should

adopt a measured approach to economic development which attempts to attract indus-

tries that provide jobs for emerging and retrained talent at solid wage rates (basic or

light manufacturing, for example). The Town could then build upon this solid base

and attract more (and higher wage) positions to the industrial park over time.
