Summary of Proposal

Because of the substantial grade change between the existing development and the property to

the rear, significant grading challenges will need to be overcome to tie these three properties

together to make a functional site development. The applicant will also need to remove a large

area of mature vegetation on the property to the rear of the existing development to achieve the

grades necessary to construct the buildings and associated site improvements.

Due to the scale of the project and the complexity of the proposed grading plan, staff has

requested that the applicant submit an informal sketch plan for the Planning Board’s review. The

purpose of this meeting would be to provide the applicant with an opportunity to explain the

proposed plan in detail and receive initial comments from the Planning Board on the significant

issues that should be taken into consideration prior to a detailed site plan submission. Staff has

not prepared a complete review of the project at this time but would do this after the application

has been revised to address the Planning Board’s initial concerns. Staff has conducted a cursory

review of the plan, including a site visit with the Town Engineer, and will be prepared to provide

the Planning Board with initial comments at the upcoming meeting. The applicant has also been

requested to provide a presentation on the project and explain the materials submitted for

Planning Board review. It is anticipated that the applicant will revise the plan based on

comments provided at this meeting and submit a complete site plan application for the April

meeting.

Included in the packet is a preliminary site plan depicting the location of proposed buildings,

parking spaces, driveways and other site improvements. This drawing shows proposed

improvements superimposed over the existing site topography. Two cross sections of the

grading plan have been provided on a separate page that reference transect lines A-A and B-B

shown on the site plan. Staff would suggest that the Planning Board review these items to gain

familiarity with the proposed grading plan. The applicant will provide an overview of the

grading plan at the meeting. Additionally, in a separate attachment, the site plan has been draped

over aerial photography to relate the new development to the existing buildings and vegetated

areas.
