PURPOSE STATEMENT The Mayor and Council historically interview applicants for the Planning Commission/Board of Adjustment and the Mayor appoints all members of the Planning Commission with the advice and consent of the Town Council. BACKGROUND/ALTERNATIVES There are three seats on the Planning Commission/Board of Adjustment for the Council to consider. One seat has been vacant for some time and expires July 2010 and the other two terms are expiring July 2010. All seats are to three year terms. We advertised for letters of interest for this vacancy on June 9 and June 16 with a deadline of June 25, 2010. Letters of interest were received from the two incumbents, Jamie Walter and Dana Buchwald. Additional letters were received from John Stennis, Joe Risi and Jay Varley. In terms of qualifications, the Land Development Regulations require the following: C. Membership 1. Qualifications. Members of the Planning and Zoning Commission/Board of Adjustment shall be residents of and qualified electors of the Town for a minimum of two (2) years prior to appointment. No member of the Town Council or Town employee shall serve on the Planning and Zoning Commission/Board of Adjustment. Although no specific experience requirements shall be necessary as a prerequisite to appointment, special consideration shall be given to applicants who have experience or education in planning, law, architecture, natural resource management, real estate, and related fields. Upon further review of the applications and a check of qualifications, John Stennis will not meet the requirements until October 2010. Joe Risi is not a resident of the Town of Jackson and therefore does not meet the requirements. Direct staff to extend the advertising period for accepting letters of interest for another three weeks. 5. Direct staff to look into amendments to the Municipal Code to maintain the 2 years of residency but not the 2 years of qualified elector requirement. 6. Leave the position vacant until further notice. 7. Other ATTACHMENTS Letters of interest are attached. FISCAL IMPACT The fiscal impact of readvertising would be minimal. STAFF IMPACT None. LEGAL REVIEW Complete. RECOMMENDATION Staff recommends the Mayor reappoint Jamie Walter and Dana Buchwald to terms on the Planning Commission ending July 2013 and that the Town Council consent to the appointments. Staff further recommends the Town Council discuss and determine the best method to move forward with the other vacancy. Staff’s recommendation is to extend the advertising period.

SUGGESTED MOTION Mayor: I would like to reappoint Jamie Walter and Dana Buchwald to three year terms on the Planning

Commission ending July 2013 and I am requesting a motion from the Town Council to consent to these appointments.

the Planning Commission ending July 2013. ADDITIONAL MOTION: I move to direct staff to readvertise to fill the remaining vacancy on the Planning Commission for another

Attached is a resume giving you a brief outline of my work experience and community and professional involvement. As a resident of the valley for 4 years with family ties to the community since 1970 I have watched how the valley has evolved and I wish to be a part of its future.

As an architecture professional, having worked on numerous projects in the Town, my experience would bring a unique and valuable base of knowledge to the Commission. In addition to my ability to contribute informed opinions concerning design matters I would also be able to facilitate the interpretation of comments from the Design Review Committee to the Commission.

Dear Roxanne, I would like to throw my hat in the ring for one of the planning commissioner positions. My name is Joseph Risi, and we moved to Jackson Hole four years ago. When I read the article describing the background desired for this position, I fealt that I should respond. Since moving here, we have been involved with various charitable endeavors, desiring to serve our community. We founded Santa's Workshop; a group whos purpose was to collect new and used toys and other household necessities, and distribute them to those in need during the Christmas holidays. We organized a food drive during a critical time last year in response to the ecomic crisis. My wife and I were significant supporters for the Center for the Arts. We also hosted one of the wine festival dinners in our home ( we are vineyard owners in Santa Barbara). Our restaurant also did a fund raiser for Old Bill's fun Run. My desire to serve the community as a planning commissioner would give me the greatest opportunity to give to the community doing what I know best; real estate planning. Please allow me to describe what best fits on a resume. In High School, believing at that time that I would become an architect, I took three years of drafting and architecture. My junior year, I won the industrial arts award for my school in Phoenix, and my design was published in Popular Mechanics. I graduated Summa cum Laude from Arizona State University with a B.A. in History ( Latin American emphasis) and a Spanish minor. My foreign language studies include Spanish, Italian and Swedish. Post graduate studies were at A.S.U. in the Del Webb construction school. I was the founder of American West Homes in Las Vegas Nevada and after five years sold out and moved back to Phoenix, where I remained until 1990. While there, I obtained my first real estate license in 1983 and since that time, have earned the G.R.I. ( graduate of the real estate institute), C.R.S. ( Certified Residential Specialist) and attended the CCIM courses ( Certified Commercial Investment Member). I have been licensed in Arizona, California, and am currently a broker licensed in Wyoming and Idaho. My company in Jackson Hole is American West Homes Realty. From the beginning of my career, I have been a developer/ builder, now in my 35th year. I have held both commercial and residential contractor licenses, and have a multitude of experience in all forms of development, from planning and zoning to certificates of occupancy. Locally, I was the builder/ developer of Grouse Creek Ranch,a 500 acre development in Star Valley. Our company goal from the beginning has been in-fill development with a green influence, even before that term was ever used. I have been conciencious of the compatability and livability of all of my projects. If interested, we can review some of those projects. My projects range in scope from office buildings, apartment developments, single family homes commercial developments and grand custom homes (in the Santa Barbara and Phoenix areas),and master planned communities in five states. I have represented our company in over 100 zoning cases since 1975. I have also helped build a village from the ground up in Kibeho, Rwanda, and am embarking on a new village with a local Jackson architect in the Honduras..

Currently, we also own and operate Mojo's, a local bistro. I am sure that all of this makes for boring reading, but I wanted to give an overview of my career. I have no political aspirations, so this is not a launching pad for any public office. As an experienced person in my field, as well as a local business owner, I feel that I can contribute my 35 years experience towards helping insure that Jackson's residents can enjoy a future in a well planned community. PUBLIC NOTICE The Town of Jackson is now accepting applications to fill three expiring three year terms on the Planning Commission/ Board of Adjustment that will expire in July, 2010. Members of the Planning Commission/Board of Adjustment must have been residents of the Town for a minimum of two years prior to their appointment, and they may not hold any other public office or any position in the Town government.
