machinery & equipment, etc.) Tra Vinh borders the East Sea to the east, Soc Trang Province to the south, Vinh Long Province to the west, and Ben Tre Province to the north. Situated between 2 big rivers of Hau and Co Chien flowing into the East Sea through 2 estuaries of Cung Hau and Co Chien. It is easy to access other provinces by boats from Tra Vinh thanks to the network of rivers and estuaries. The road communication with Vinh Long Province depends on National Road (NR) no. 3 while other two NR nos. 54 and 60 repectively linking with two provinces of Soc Trang and Ben Tre are blocked by 2 large rivers. The distance between Tra Vinh Province and Ho Chi Minh City (HCMC) would be shortened to 130 km if there is a bridge built across the Co Chien River on NR no. 60 to link Tra Vinh with Ben Tre Province. 2 Tra Vinh is endowed with agricultural potentials and advantages of fishery farming and capture which produce raw material resources for processing industry. Tra Vinh has 108,000 ha of land for annual plants, nearly 99,000 ha of paddy land, and nearly 30,000 ha of water surface. The province has successfully conducted the model of large-size paddy fields having high yield and quality to serve export together with establishing areas specializing in fruit trees, especially “wax coconut” in Cau Ke District, raising tiger shrimp in coastal districts of Cau Ngang, Duyen Hai, and Tra Cu and a part of Chau Thanh District, raising basa fish in districts along the Hau River such as Tra Cu, Tieu Can, Cau Ke, Cang Long, and Tra Vinh City. 3 With a strategic location in the Mekong Delta and being blessed with many key national projects like passageways for oceangoing ships to enter the Hau River, Co Chien Bridge, Duyen Hai Power Centre, and Dinh An Economic Zone. Tra Vinh Province possesses a lot of favorable conditions to draw investment. Bordering 65 km with the East Sea, Tra Vinh has a cool tropical climate and is less affected by floods and storms. Many beautiful landscapes such as Ba Dong Tourism Site, Clamshell Island, Khmer pagodas and festivals are favorable conditions to develop marine and coastal economy. 1.2 Population 4 Please see Annex 1: Population of Tra Vinh Province, 1995, 2000-2011, page 21 Tra Vinh has a small population. According to the General Statistics Office, the provincial population in 2008 was 1,062,000, ranking no. 11 in the Mekong Delta, higher that that of two provinces of Bac Lieu and Hau Giang. The population has increased considerably in the past but decreased recently, from 2.12% in 1992 to 1.59 % in 2001, which was still higher than that of the nation.

in parallel with the coast, which become higher and larger towards the sea. The terrain is relatively complex because it is partitioned by the entangled network of sand dunes, road axes, and waterways. In general, the terrain is mainly flat with elevation of about 0.4 - 1 m as of mean sea level, accounting for 66% of total area. The terrain is flatter in the north than in the south. The highest elevation over 4 m comprises sand dunes in the north, distributing in Nhi Truong and Long Son (Cau Ngang District), Ngoc Bien (Tra Cu District), and Long Huu (Duyen Hai District). As for the southern part of Tra Vinh, the terrain is low and cut by arched sand ridges, forming local sunken areas at elevation of 0.5- 0.8 m which are inundated for 3 to 5 months a year, comprising communes Tan Son, Ngai Xuyen, Ngoc Bien (Tra Cu District), Thanh My (Chau Thanh District), My Hoa, My Long, Hiep My (Cau Ngang District), and Long Vinh (Duyen Hai District). The complex terrain has formed a multiform and abundant economy of cash and food crops, fruit trees in sand dunes. Paddy cultivation is predominant in areas of average and sunken elevation. The partition caused by sand dunes has created difficulties for irrigation and inundation after heavy rains in sunken areas being clamped in the middle of sand In general, the terrain having elevation of 0.6 - 1m is suitable for agriculture production thanks to its irrigation and drainage by gravity. As for Duyen Hai District where the elevation is about 0.4 – 1 m, the plants of such as mangrove (Rhizophora apiculata BL.), nipple palm (Nypafruticans Wurmb), Avicennia marina can flourish. Climate Lying in the coastal tropical monsoon region, Tra Vinh has general advantages of abundant radiation, high and stable temperature. However, being a coastal province Tra Vinh suffers strong winds from the east and southeast, high evaporation, and less rain. - The climate is temperate with average temperature of 26o-27oC, reaching the highest of

35,8oC and the lowest of 18.5oC. The amplitude between day and night is low, about 6.4oC. - The average humidity is 80 - 85%/year, varying from 79% in the dry season to 88% in the

rainy season. This is a favorable condition for development and spreading of some epidemic diseases.

- The rainy season lasts from May to November and the dry season from December to April of the following year. The average rainfall is 1,400 – 1,600 mm, providing convenient conditions for production, business, and tourism. However, the rainfall distributes irregularly in terms of time and space: 90% of rainfall concentrate from May to November and it gradually decreases from the north to the south direction, reaching highest in Cang Long District (11 raining days/year) and Tra Vinh City (98 days) and the lowest in districts of Cau Ngang (79 days) and Duyen Hai (77 days). The rain starts late but finish early in coastal districts.

- Drought spells for 10 – 18 days occur yearly and cause difficulties for production. Districts of Cau Ke, Cang Long, and Tra Cu are affected less. Tieu Can District suffers drought spells in the beginning of cultivation crops from June to July, the remaining districts of Chau Thanh, Cau Ngang, and Duyen Hai, meanwhile, suffer serious drought spells in the middle of cultivation crops from July to August.

- There are 2 wind seasons a year: the southwest blows from May to October, bringing vapour and rains from the west sea, the northeast wind or southeast blows from November to the

next March, in parallel with large estuaries. The latter is the main cause of salinity intrusion deeped into Tra Vinh, which causes unstable production.

- Hoar frost, which is generated by humidity, low temperature, and the northeast wind, arrives in December to February of the following year. Bringing a considerable amout of salt, it affects greatly the development of some plants.

3 Resources 6 3.1 Land resources According to the General Statistics Office, the total natural area of Tra Vinh until 01-01-2008 is 229,500 ha, categorized as follows

In general, 56% and 27% of the soil in Tra Vinh are affected by respective salinity and alum. To improve the land utilization efficiency, the province should implement desalination projects. The South Mang Thit Project is one of the major irrigation works of the Ministry of Agriculture and Rural Development, aiming at salinity control, fresh water holding, drainage, and alum washing for nearly 171,626 ha of cultivation land and 225,628 ha of natural land. Moreover, the projects also provides fresh water for the locals’ utilization in combination with fishery and transport development, and environmental improvement. About 1/3 of the provincial land is inundated for over 0.6 m during the rainy season. The inundation distributes in sunken areas in the middle of sand ridges, along river bamks in districts of Cau Ngang, Duyen Hai, and Tra Cu. Despite of easy drainage, such flooding affects the fertilizer application and planting of high-yield varieties in winter crop. Slightly inudated areas distributes mainly in the middle of Tra Vinh, suitable for cash crop and high-yield paddy cultivation. About 90% of total natural area within 30 km from the coast is affected by salinity of 4 gram/liter. The salinity intrusion starts in December in Hung My on the Co Chien River and Tra Kha on the Hau River and finishes in June, depending on rainfall in the upper waters and the province. Based on the salinity of 4o/oo, the saline area is categorized as folow:

3.2 Water resources 7 The 2 rivers of Co Chien and Hau are main suppliers of water for the provincial production and living. - The Hau River flows in the northeast – southwest direction, crossing a section of 55 km in

Tra Vinh and emptying into the East Sea be Dinh An estuary. The average water discharge is 2,000 – 3,000 m3/s and the alluvial content is 200 - 600 g/m3.

- The Co Chien River is one of 3 branches of the Tien River, crossing a section of 45 km inTra Vinh. Its widest section of 1,800 – 2,000 m is in Cang Long District. The average water discharge is 12,000 – 19,000 m3/s and the alluvial content is 100 - 500 g/m3.

Besides, there is a network of complicated waterways providing water for paddy fields. The canal density distribubes relatively even, from 4 - 10 m/ha, increasing to the highest in Tieu Can District (45 m/ha) and decreasing to the lowest in disrtricts of Duyen Hai, Tra Cu, and Cau Ngang (18 – 28 m/ha). - in the Co Chien River: streams of Lang The, Bai Vang, Thau Rau, and Tra Vinh Canal - in the Hau River: streams of My Van, Tra Cu, Tong Long, Vam Ray, Can Chon River, and

Lang Sac canal - vertical axis canal system: canals of Tra Ngoa, 3/2, and Thong Nhat The hydrology is strongly affected by the irregular semi-diurnal tides of the East Sea. There are two times of raising and neap tide a day. Everymonth, there are two periods of flood tide (on the 1st and the 15th days of Lunar months) and two periods of tidal flow low (on the 7th and the 23rd days of Lunar month). The water flowing by gravity is high because the amplitude and water levels in rivers and streams are considerable, resulting in high potential of water drainage in the province. Only a part of Cang Long District and the provincial central area (neighbouring areas of districts Chau Thanh, Tieu Can, Tra Cu, and Cau Ngang) are flooded for 3 – 4 months a year due to the border water from many directions and rapid tidal amplitude. Tra Vinh has a 65-km coastline and a shallow water territory which is endowned with many valuabe resources for not only aquaculture but also business and tourism development. The fishery reserve and exploitation volume are 1.2 million tons and 630,000 tons a year, respectively. There are 73 species of phytoplankton of which the majority focuses in silic algae and algae in saline water, with a density of 666 individuals/liter. The zooplankton comprises 48 species with a density of 15,600 individuals/lilters, varying from 4,000 – 34,000 individuals/liters. There are a natural basin of 21,265 ha and about 98,597 ha which is inundated for 3 to 5 months a year, providing the inland fishery reserve and frequent exploitation volume of respective 3,000 – 4,000 tons and 2,000 – 2,500 tons. The coastal fishery resource includes estuaries, mangrove forest, and coastal inundated areas intruding 30 - 40 m into the land. The fish source includes 40 families, 150 species of of inshore sea fish, brackish water fish, and immigrant fish. The total area of shrimp ground in Dinh An is about 20,000 ha, the largest among 5 grounds in the Mekong Delta. The estimated shrimp reserve at two main grounds of North Cung Hau and Dinh An are respective 97 – 212 kg/ha and 64 – 249 kg/ha. There are 11 species of crayfishes, which stand behind salt water shrimps in terms of economic value, in the basin areas of Tra Vinh, including giant fresh water prawn, egg-shrimp, little prrawn, freshwater shrimp. It is possible to exploit 2,000 – 3,000 tons of squid, 35 - 49 tons of blood cockle, and 168 - 210 tons of clam a year in the areas. Tra Vinh has 42,100 ha of aquaculture in 2008. The yearly fishery output is 157,000 tons a year of which the fishing and farming amounts are respective 54,000 tons and 103,000 tons.

agriculture, taking full advantage of of existing conditions, cultivating in time is very important and irrigation is needed. 3.3 Mineral resources The province is formed by young deposition mixed with marine and riverine alluvium sedimentation. Consequently, the minerals comprise only sand for construction, ground filling and a little amount of clay. + Sand for construction: distributed in high arc-shaped mounds of 3 - 3.5 m, 50 – 50 m in width

and 5 – 10 km in length, running in parallel with coastline. Surveying in Phuoc Hung reveals the following layers

- Upper layer: white and grey sand powder, comprising 70 % sand and 30 % of powder, about 4 m in thickness

- Lower layer: sand of fine to loosening granulars, breakabke properties, 1.5 – 2 m in thickness, comprising mainly quartz and mica. Granular composition comprises medium size (0.50 – 0.25 mm: 3.4 %), small size (0.25 – 1.10 mm: 95.15%), and clay powder (under 0.10 mm: 1.45%)

The sand reserve in Phuoc Hung is about 810,000 m3 and already exploited by the locals. Besides, there are also coastal sand ridges in 2 districts of Duyen Hai and Cau Ngang which can be used in construction works. + River sand: the section of Tien River bordering with Tra Vinh City has a small reserve,

suitable for ground filling at a volume of 30,000 – 50,000 m3 per year. Sand is also found in 2 communes of Hoa Lac and Hoa Tan, however, the reserve is small for a yearly explotation of 30,000 m3.

+ Clay is suitable to be used in construction, industry, and production of bricks. The reserve is about 2.65 million m3. However, the brick is so heavy and of poor quality that it can’t survive in the market.

+ Mineral water: Mineral water mines are distributed in Long Toan townlet, Duyen Hai District. The bicarbonat natri component in water is quite high, reaching the national standards at the temperature of 38,5oC and exploitable capacity of 2,400 m3 per day.

3.4 Forest resources There are about 24,000 ha. of forest and forestry land along 65 km coastline, including the whole Duyen Hai District, My Long Commune (northern, southern) Cau Ngang District, and Don Chau, Don Xuan Communes of Tra Cu District. According to the General Department of Statistics, the total forest area of Tra Vinh is 6,700 ha of which the natural forest is 1,300 ha and the afforestation area is 5,400 ha, reaching a coverage rate of 2.9%. The forest concentrates along the 65-km coast, comprising districts of Duyen Hai, My Long Commune (Cau Ngang District), and 2 communes of Don Chau and Don Xuan (Tra Cu District). The vegetation comprises cypress (Sonneratia caseolaris, 640 ha), Avicenia marina (400 ha), mangrove (Rhizophora apiculata, 580 ha), Phoenix paludosa, and nipple palm (Nypafrutican, 4,400 ha), eucalyptus (100 ha). Non-forested areas accounts for 10,884 ha, of which: bushes 6,937 ha, unoccupied land 2,829 ha, warp 1,138 ha. In the past, the forest was thick with many valuable forestry products, not only meet the locals’ demands but also export to neighboring areas. Nowadays, the area of forests has been

reduced significantly. The natural forest only included pure cypress, most of area of forests has become unoccupied or scattered, wood reserves are negligible, the ability to naturally recycle is low and the protective role is weak. 3.5 Tourist resources Tra Vinh City is named a green town with thousands of over 100 aged-old trees. The ancient villas with French architecture made Tra Vinh town to be as antique as Hoi An City in the Middle of Vietnam. Besides, with 141 Kampuchean architecture pagodas of Khmer people and their specific traditional festivals and standard hotel system, Tra Vinh is always a lovely destination of tourists. Some tourist attractions: - Ba Om Pond The pond is square, hence it is also named the Square Pond. One of the most scenic spots in

the Mekong Delta. With its surface covering 39,000 m2, the pond enjoys a cool climate all year round. It is surrounded by trees aged hundreds of years whose roots protrude from the underground, making a beautiful view. With its still surface and lotuses, water-lilies, schools of fish and wild ducks which it accommodates, the pond is a lovely scene.

- Ba Dong beach It is 10 kms in length and located in Truong Long Hoa Ward, Duyen Hai District, over 60 km

southwest of Tra Vinh Town. The bathing and rehabilitation resort has been in existence since the early 20th century.

- Ham Ky ancient house The house was built in 1924 with lime walls and tile roofs, combining harmoniously the

French architecture and the Asian style. It is on the list of the Indochinese architectural works whose origin design copies are stored in France.

- Mac Bac Church The major ancient Christian parishes in the Mekong Delta. Mac Bac Church was built in

1886 and finished in 1888. With the interior area of 24 x 60m, and the 36-m bell tower, the church was regarded as the second biggest, only after the Notre Dame Cathedral in HCMC.

- Angkorajaborey Pagoda Also called Ang Pagoda. It was built some hundred years ago on an area of about 4 ha, one

of the typical in the system of 141 pagodas of the Khmer. It has an original architectural style which harmonizes with the natural scenery and the Khmer’s fine and typical art of picture and view decoration, which deeply expresses the characters and colors of the Angkor culture. In addition, there are several hundreds of ancient trees aged hundreds of years on the campus of the pagoda.

- Phno Don Pagoda Also called Chua Co (Stork Pagoda), is a Khmer pagoda of the Hinayana Buddhism. It is one

of renown, strongly attracting thanks to its campus of some hectares in area, surrounded by numerous green trees which provide the habitat and breeding ground of tens of thousands of birds and storks of all kinds.

- Kompông Chrây Pagoda Commonly called Chua Hang (Cave Pagoda) is a Khmer pagoda of the Hinayana Buddhism.

It has long been the habitat and breeding ground of thousands of birds of all kinds. The monks here lead their religious life, study, listen and chant prayers, as well as look after a bonsai garden with thousands of ancient trees which are painstakingly trimmed into

sophisticated shapes. They directly take part in producing fine-art handicrafts of wood sculpture.

- Giac Linh Pagoda Also called Chua Doi (Bat Pagoda) is a pagoda of the Mahayana Buddhism. - Phuoc Minh Palace Commonly called Ong Pagoda because the major worshipped god here is Quan Thanh De,

i.e. Mandarin Cong. It is considered an original and typical architectural work and a “traditional fine-art museum” of the Chinese community in Tra Vinh.

3.7 Human resources 8 Tra Vinh has a young and large population. According to the provincial Department of Labor, Invalids and Social Affairs, there were 638,000 laborers in 2004, of which 43,000 lacked or had infrequent jobs and 43,000 unemployed persons. About 10,000 laborers seek jobs in HCMC and neighboring provicnes every year. People of working age accounts for 70% of the population in 2013, of which 33% are trained laborers, increasing 11.63 % as of 2008. The rate of laborers having frequent jobs is 98.2% in 2013, increasing 3% as of 2008. Tra Vinh has one university that has training co-operations with universities in HCMC and other international institutions, and training programs on human development of the province supported by the projects of non-government organizations. Besides, it has system of colleges, vocational training schools, training centers of information technology and foreign languages, job centers, Indian International Technology Center, etc. that annually ensure to supply training workforce to meet the demands on labors of Tra Vinh, other provinces, labor export. Annually, the Tra Vinh University trains about 7,840 students and also provides training courses as company’s requests. 4 Education and health care 4.1 Education The education system comprises all levels from kindergarten, primary, secondary, high school, and college. According to data of the General Department of Statistics, there are 335 schools in Tra Vinh, ranking no. 10 in the Mekong Delta. Pupil and teacher data of Tra Vinh until 31/12/2008

The rate of pupils successfully passed high school exam in the school year 2007 – 2008 is 87.42%, being higher than those of the Mekong Delta (84.41%) and of Viet Nam (86.85%). The province has Tra Vinh University, Medicine College, Culture and Arts Intermediary School, Vocational Training School, NIIT International Information Technology Center, Computer and Foreign Language Centers, 8 Vocational Training Centers, 2 General Technology and Vocational Guidance Centers, and 4 Regular Education Centers.

Medical staff 448 603 482 212 33 177 7 5 Infrastructure 5.1 Transportation + Roads 9 The province has 2,111.6 km of road, of which the national road accounts for 10.2%, the provincial road: 21.5%, and the district road: 68.3%. Regarding overland traffic, there are three national roads (NR) no. 53, 54, and 60 which have been upgraded to level 3, connecting Tra Vinh with HCMC and other provinces in the Mekong Delta. NR no. 53 and NR no. 54 connect Tra Vinh with Vinh Long Province (56 km) and Can Tho City (95 km) . Tra Vinh is about 200 kms from HCMC by the mentioned two national roads. However, the distance will be shortened to 130 km if traveling on NR no. 1A and NR. no 60 which is scheduled to traffic in 2015 and connected with Trung Luong Freeway. Moreover, the Ministry of Transport started in 2009 the project of bridge contruction on the Co Chien River belonging to NR no. 60 to connect two provinces of Tra Vinh and Ben Tre. Once completed, these arterial roads will link Tra Vinh Province with Ben Tre Province, HCMC, and the southeastern provinces together with facilitation of investment, trade, tourism, import and export. + Waterways Tra Vinh is bordered the East Sea to the east and surrounded by the Tien River and the Hau River, thus, waterway transportation is relatively developed. The province has passageways for seagoing ships of 20,000 ton to enter the Hau River (Tra Vinh Canal) ane to reach the East Sea via Dinh An Economic Zone. This is a good condition for developing the Tra Cu port system and Dinh An international transshipment port. The main waterways for commodity shipment comprise of vertical and horizontal axes. The former is river line of Co Chien River – Tra Ngoa Canal and 3/2, the latter, Nguyen Van Pho line – Can Chong River – Ben Cat River which links the Tien River with the Hau River. It takes from 5 – 7 hours by ship from Dinh An estuary to Con Dao Island (Ba Ria - Vung Tau Province) and about 3 hours to Can Tho City.

There are 2 ports in Cung Hau estuary and Dinh An estuary. Two rivers of Co Chien and Bassac can accommodate ships of 3,000 tons. Currently the river port Long Duc, closely connected with Long Duc Industrial Park, is capable to accommodate ships and barges of 1,000 tons. The project of Quan Chanh Bo Canal started in 2009 to facilitate entry of seagoing vessels of 20,000 – 40,000 tons on the Hau River to Cai Cui Port, Can Tho City. Thanks to this waterway, Tra Vinh could build an international trans-shipment port of 40,000 ha. The People’s Committee of Tra Vinh Province approved the project of zoning and building Long Toan Port in Duyen Hai Disrtrict, with an area of 170 ha and an investment capital of 1,700 billion VND. It is expected that the porrt will receive about 1,000 laborers and shorten the waterway tranport from HCMC throught the Hau River to the East Sea. + Airways There is no airport in Tra Vinh Province. 5.2 Electricity and water + Electricity In 2010, the merchandized electric output is 425.5 million kWh. There is a 60km- 220kV electric transmission line together with a 220kV transformer station of 115MVA. At present, all communes and towns have accessed to national grid and the 4,400-MW Duyen Hai power centre is being built. The first turbine with a capacity of 1,200 MW is expected to be completed and put into operation in early 2015. 10 + Water The water plant in Tra Vinh City with a capacity of 18,000m3/day-night is proposed to be increased to 50,000m3/day-night. All townships and residential areas have public water supply stations. The province plans to have another water plant of 18,000m3 capacity contructed in Duyen Hai District. 5.3 Communications N/A

6 Economy The average economic growth of the period 1993 – 2000 was 8.9 % a year. The provincial GDP almost doubled for 12 years from 1991 to in 2002. The annual economic growth in 2001 – 2005 was 12.02 %, of which the agriculture – forestry – aquaculture sector (sector I) increased 8.09%, the construction – industry (sector II) sector: 21,73%, and the trade – service (sector III): 16,65%. The proportion of sector I is still high but tended to decrease by years, from 72.7 % in 1995 to 62.6 % in 2003. The sector III ranks second in the econmy and tends to increase slowly from 18.4 % in 1995 to 23.02 % in 2003. The sector III has increased rapidly by years from 8.9% in 1995 to 14.4% in 2003). In general, the provincial economy still depends on agriculture – forestry – aquaculture, especially agriculture. GDP growth rate

It has decreased slowly its proportion in recent years. Planting accounted for 71.1% of the agriculture sector in 2003. Meanwhile, animal husbandry proportion has increased but unstably. Agriculture-related service accounts a small proportion but has increased continuously in recent years. The paddy output has exceeded 1 million tons/year since 2005, nearly double that of 1992 when the province was re-eatablished.

Tra Vinh has prioritized the tasks of irrigation by earthfilling hundreds km of river and sea dikes, digging canals of seconday and tertiary levels of 1, 2, 3, and agricultur zoning in recent years. Moreover, the provincial agriculture branch has coordinated with the Cuu Long Delta Rice Research Institute to organize many successful multiplication models of new paddy varieties such as OM 2117, OM 2718 in a field over 50 ha. Simultaneously, new varieties of paddy and sticky rice such as OM 4495 OM 2008 T, OM 2868, etc. have been introduced in the pilot models. Training courses on paddy cultivation in combination with fish farming, new paddy varieties and new fish breed have been held to help the local farmers actively select the most appropriate models and varieties in their fields.

6.2.1 Planting - Coconut palm: The total area is 14,500 ha with more than 3 million palm trees and an output

of 130 million nuts a year. This is the source of materials for processing industry such as coconut fiber, coal and activated carbon from coconut shell, dried coconut pulp, coconut fiber carpet, etc.

- Sugar-cane: The total area is about 6,500 ha with a yield of 100 tons/ha, distributing mainly in two districts of Tra Cu and Tieu Can.

- Vegetable and peanut develop well in sandy ridges. The total area of peanut is about 4,500 ha. with an output of 19,200 tons, distributing in two districts of Cau Ngang and Duyen Hai.

- Corn: The total area is 5,700 ha with an annual output of 28,000 tons, distributing in two districts of Cau Ngang and Tra Cu.

- Fruit trees: the total area is 19,200 ha with an annual output of 198,000 tons, including Chau Nghe mangoe, Na Roi pamelos, Nhi Long mandarin, Tan Quy mangosteen, orange, longan, rambutans, durian, etc. The consumption market of fruits is entirely domestic.

6.2.2 Animal husbandry This sector is more thriving than the planting. However, the limitation is that its scale is small and scattered. The animal feed, processing, and using of waste matters of animal have not been developped. Moreover, it is quite unable to actively control epidemics. Consequently, the cost price is too high to compete with meat products in HCMC and from eastern provinces.

The total production value of this sector was 69.31 billion VND (as of constant price 1994). More attention has been paid to mangrove forest protection and restoration from 2001 – 2005. An average 279.1 ha has been afforested and 6.44 million seedlings are planted scaterly every year.

6.2.4 Fishery Half of Tra Vinh area is affected by salinity. Paddy formerly was the prime crop but could not be planted in saline areas in districts of Duyen Hai, Tra Cu, and Cau Ngang where thousand hectares of land were almost left uncultivated. The province has transformed its economic structure in recent years by zoning fishery development in areas inappropriate for planting. They have been transformed into the model of tiger shrimp raising. The feshwater areas in districts of Chau Thanh, Cau Ke, Tieu Can, Cang Long, and Tra Vinh City were zoned for rasing giant fresh water prawn, basa fish, catfish, and other aquatic products. The aquaculture has continuously changed to offshore fishing while decreased coastal fishing. Until May 2009, there were 1,197 fishing boats, comprising 139 boats having engines over 90 HP and 258 off-shore fishing boats.

The province has reclaimed over 50,000 ha from coastal swamp land and 15,000 ha from alluvium sedimentation land to develop fishery farming in saline areas with many aquatic products such as shrimp, crab, oyster, and fish, etc. The yearly aquaculture output is 88,400 tons, comprising mainly black tiger shrimp 23,500 tons, giant prawn and white shrimp 1,000 tons, catfish 19,800 tons, crab 8,700 tons, and clam 1,800 ton The province has promulgated and enforced successfully policies to attract more investment in building aquatic product processing and freezing plants and drying shrimp for export. Favorable conditions have been created for aquatic product processing enterprises to formulate associations of groups in conformity with the intergration tendencies and to build up their brand-names. 6.3 Export and import The export turnover increase 26.4% every year, comprising main commodities of rice (increasing 38,97%), products from coconut (+15%), frozen sea food (+ 25,20%). Main import markets are Japan, China, South Korea, Singapore, Taiwan, Hongkong, Switzerland, Holland, France, Sweden, USA, Australia, Newzealand, Argentina, Arab. 6.4 Tourism N/A

6.5 Industry The industry sector accounts for only 14.4 % of the provincial GDP in 2003. However, the growth rate is relatively high by 16.6% in 1993-2000. The value of industrial output increased from 1,702 in 1994 to over 3,200 billion VND in 2009. The processing of food and foodstuff is an advantage because Tra Vinh has abundant raw material from agriculture and fishery. The domestic economy is primary with a gradual increase rate of the state sector from 24.6% in 2000 to 59.2% in 2003. On the contrary, the non-state sector decreased in proportion, from 75,4% in 2000 to 40,8% in 2003. The inconsiderable foreign investment proves that the attraction of Tra Vinh is still limited due to commuication and transport constraints. Tra Vinh pays attention to processing of frozen shrimp for export. The processing capacity if 14,000 tons of finished product a year. Some industrial branches such as drug, sugar, dessicated coconut, mineral water, garment for eport, etc. have contributed to developping the provincial economy. The key industrial sectors are - The output of aquatic processing is 23,600 tons a year, comprising many products of high

economic value such as frozen shrimp, fried surimi, fillet fish, etc, - Coconut processing: Tra Vinh is after Ben Tre Province in terms of coconut output in the

Mekong Delta. The processed products are activated carbon, coconut shell coal, dried coconut pulp, coconut fibre, and carpet.

- Paddy husking: With the paddy yield output of 1.15 million tons a year, the husking industry produces about 930,000 tons of rice a year, serving domestic demand and a part is for export.

+ The sea products processing industry has achieved a relatively high growth. There are many sea product processing plants in districts, which are Long Toan, Dingh An, My Sinh, and Cong Thanh. The latter has a total area of 7 ha and a processing capacity of 7,500 tons of finished product a year and provides jobs for 1,500 local laborers. Main industries Tra Vinh’s key industry is agriculture product processing. It possesses an abundant and diversified source of raw material which could meet domestic and export demand. The industry includes majors sectors as follows - Milling is strongly growing with annual average output of 500,000 tons. It’s aimed to reach

the target of 1.2 million tons in 2010. Milling products are sold mostly to domestic market and a little volume is for export.

- The industry of fish processing achieved considerable growth resulted from some of the province’s major seafood factories such as Long Toan, Can Tho Agriculture Product Company’s branch in Lang Chim, Dinh An Export and My Sinh Company. In 2003, the frozen seafood output is 5.6 times higher than that of 2000. Tra Vinh started the construction of Cong Thanh Seafood Processing in 2009 in order to further promote the industry. The 7-ha industrial cluster (IC) consists of a number of seafood factories including fish feeding factory with total capacity of 7,500 tons per year, fish processing factory with 10,000 tons of product per year and a dried fish factory with 800 tons capacity. These enterprises are equipped with modern facilities and meet the HACCP (Hazard Analysis and Critical Control Point) standard for export production. Cong Thanh IC has been operational since February of 2001 and attracting a total of 1,500 laborers from the locality.

- Sugar production maintains its stability with Tra Cu Sugar Factory which has been operated since 2001 and Tra Vinh Sugarcane Company, formerly Linh Cam – Ha Tinh, majoring in production of sugarcane extraction and derived products such as ethanol, soft drink, microbial fertilizer, plywood, and bio-products. Sugar-cane farmers are entitled to preferential policies from the government so that they can ensure the factories’ consumption of input material up to 2,000 tons of sugarcane per day. The capacity is projected to reach 3,000 – 4,000 tons per day.

- Although Tra Vinh ranks the second in terms of coconut area in the Mekong Delta, coconut processing industry develops slowly with such products as desiccated coconut and activated carbon. Tra Bac Company invested in a plant desiccated coconut in 2003 with a capacity of 2,000 tons per year. The province has an activated carbon plant of 1,000 tons/year which was approved to increase the capacity to 2,500 tons/year.

- Wood processing include sawmill and production of household furniture. The industry is growing rapidly with higher adding value and larger scale.

- The textile industry has a small scale and the province still has a great deal of potential for development of this industry. Major manufactures are leather and apparel products, mat, carpet, and wickerwork. The province is planning to build a textile industrial park (IP) by Vinatext investment. With an area of 150 ha and an initial cost of 20 US$ per square meter, the facility will be able to produce 200 million m2 of cotton per year. It is estimated that the construction will be completed and the IP will be operating with high occupancy rate within 5 years.

- Tra Vinh mechanics industry experienced a low development for years. There are about 300 firms in this industry with limited resources, investment and technology specialising in agricultural machine and transport means.

- Building material has been growing widespread and satisfying the local demand with main productions of brick in Cau Ke and Cang Long District, concrete and pattern tiles. The capacity reach up to 1 million pieces per month.

6.6 Investment 12 On investment, Tra Vinh has so far granted certificates to 131 projects with a total registered capital of 96 trillion VND and 140 million US$, including 29 FDI projects. Key foreign investors in the province come from Taiwan, South Korea, Canada, China, the US, France, Australia and Russia. Investment projects have importantly contributed to socio-economic development. + Domestic investment N/A + Foreign Direct Investment Tra Vinh attracted 13 domestic investment projects and 7 foreign investment pprojects in 2011 with a total capital of respective 660 billion VND and 43 million US$. The number of newly registered enterprises is 204. The projects focussed on fish farming, explotation and and processing, transport and communication, and agriculture. The total Official Development Aid project is 7, comprising Project to improve market for the poor, Projects to increase the livelihood in Tra Vinh, Capacity Building Project, Project to renovate and enlarge Cau Ngang Water Plant, Irrigation Project at Area C Lang The, Water Drainage Project in Tra Vinh.
