Longtime Lakewood City Manager Howard L. Chambers,
Long Beach City Manager Patrick H. West, and
Ken Bayless, retired Chief of the Los Angeles County
Sheriff's Department, and retired General Manager of the
Greater Los Angeles County Vector Control District. The
picture was taken at a former colleagues get-together on
Thursday, March 31, 2016 at Tap's Fish House & Brewery in
Brea. The three were among the 19 participants at the
informal "Dutch Treat" event.

Important to Everyone!
For a few years now a group of former city
management colleagues have been getting
together for periodic luncheons at Tap's Fish
House & Brewery in the Brea. Tap's was initially
selected because it was convenient for Doug
Dunlap. The people there are so friendly and
accommodating, that though Doug has since
relocated to a new home in Lompoc, the
group continues to assemble at Tap's. Doug,
who served as City Administrator or City
Manager in Chowchilla, Villa Park, El Monte,
Hawaiian Gardens, Bradbury and Pomona, was
unable to attend the March 31, 2016 event. This
newsletter attempts to provide a flavor of what
keeps bringing these former colleagues
together.

she moved to the City Manager's Office in a Management Analyst post. Deborah
earned a BA in social work from California State University, Chico, and an MS in law
from Champlain College.

March 31 saw a group of 19 gather at Tap's.
The gathering included: Pat West; Howard
Chambers; Terry Belanger; Don Penman; Ray
Harris; Glenn Southard; Bill Crowe; Ken Bayless;
Jack Simpson; Denise Ovrom; Gary Chicots;
Fred Latham; Steve Harding; Doug La Belle;
Greg Korduner; Ray Silver; Ken Caresio; Gary
Sloan; and Lloyd de Llamas.
Many of these city management professionals
have been included in previous Trackdown lists,
and we lack the space to include all of their
profiles in one newsletter issue. We have
pieced a list together on a random basis. There
is no attempt to slight anyone. We again used
the ICMA Who's Who Directory as our primary
research tool, though some of these fine
people are not listed there. We hope you find
this issue interesting and enjoyable.

Retired City Managers Don Penman and Gary Sloan. Gary
retired as the La Mirada City Manager in 2001 after 21-
years of service there. Don retired as the Arcadia City
Manager in 2011. Don also served as City Manager in San
Fernando and Baldwin Park, and Interim City Manager in
San Fernando, Temple City and Azusa.
Donald E. Penman joined the Arcadia staff as
an Administrative Intern in 1974. In 1975 Don
went to Simi Valley as an Administrative
Assistant, which began his rise in that
organization: 1978, Senior Administrative
Assistant; 1979, Assistant to the City Manager;
and in 1981, Deputy City Manager. In 1982 Don
was selected to serve as the City Administrator
in San Fernando. After 8-years as the San
Fernando's chief city manager, Don was
appointed City Manager in Baldwin Park. In
1994 Don returned to Simi Valley to serve as
Assistant City Manager. He then returned to
Arcadia in 1998 as Assistant City Manager. In
2008 Don was appointed to the Arcadia City
Manager post when City Manager Bill Kelly
retired. Following his retirement in 2012 Don has
completed Interim City Manager assignments
in San Fernando, Temple City, and Azusa. Don
earned a BA from California State University,
Long Beach and an MPA from the University of
Southern California (USC). In 2010 Don received
a 35-year ICMA Service Award. When asked
what he planned after retirement, Don said
that he will have no more excuses for his wife
Debbie regarding ballroom dancing lessons.

Patrick H. West started his
public service career at
age 16 when he became
an Ocean Lifeguard for the
City of Huntington Beach.
Pat was born in Inglewood,
and grew up in the Los
Angeles area. After working as a Lifeguard, Pat
went on to be the Assistant Director of the
Recreational Instructional Program at the
University of California, Los Angeles (UCLA). He
joined the City of Paramount staff in 1980 when
he was hired as a Recreation Supervisor by
then-Parks and Recreation Director Ellen Ward.
During his 25-years with Paramount, Pat served
as the Parks and Recreation Director; the
Community Development Director; Executive
Director of the Redevelopment Agency; and
as City Manager. In August, 2005 Pat joined the
City of Long Beach staff as the Director of
Community Development and Executive
Director of the Long Beach Redevelopment
Agency. Pat became the Long Beach City
Manager in September, 2007. He earned a BA
in social sciences from the University of
California, Irvine, and an MA in recreation
administration from California State University,
Los Angeles. Pat also earned an MBA from
California State University, Dominguez Hills. Pat
and his wife Madelyn have been married for
more than 30-years, and they have two grown

After working as a part-time Lakewood
Recreation Leader, Howard L. Chambers
started his public management career as an
Administrative Aide in Lakewood in 1968. In
1969 he left Lakewood to take an
Administrative Assistant position in the City of
Rosemead, and in 1972 Howard was
appointed to the Rosemead Assistant City
Manager post. He returned to Lakewood in
1973 to become an Executive Assistant to the
City Administrator, and when the City
Administrator position opened in 1976 Howard
was selected to fill it. In 1980 a reorganization
changed the City Administrator position to City
Manager, and Howard served in that capacity
from 1980 to 2011 when he attempted to
retired. He stayed with the city in 2011 and 2012
as the Interim City Manager and rejoined the
organization as City Manager that year (2012).
He continues to serve as the Lakewood City
Manager. Howard earned a BS at Long Beach
State University, an MA from Pepperdine
University and an MPA from the University of
Southern California (USC). In 2013 Howard
received a very rare 45-year ICMA Service
Award. He was awarded an ICMA
Management Innovation Award for
Arts/Cultural in 2001. Howard has participated
in ICMA Exchange Programs to Japan and
New Zealand. Howard is a past Board Member
of the City Manager's Department of the
League of California Cities.

Julie Knabe and her husband Los Angeles County
Supervisor Don Knabe celebrated their 48th Wedding
Anniversary last month. Trackdown joins the Knabe's
many well-wishers and extends sincere congratulations.
Prior to Don's long service as a Member of the Board of
Supervisors, he served as the Chief Deputy to Supervisor
Dean Dana. Don also served on the Cerritos City Council.

Kenneth Bayless served as a member of the Los
Angeles County Sheriff's Department for more
than 33-years starting in March, 1970. During his
time with the Department he served as the
Lakewood Substation Commander, and as
such, the Chief of Police for Artesia, Bellflower,
Cerritos, Hawaiian Gardens, Lakewood and
Paramount. Ken retired from the Sheriff's
Department as a Division Chief in March, 2003.
He then joined the Willdan Group of
Companies in 2005 to establish and organize its
homeland security services division, Willdan
Homeland Solutions. In November, 2007 Ken
was appointed to serve as the General
Manager of the Greater Los Angeles County
Vector Control District. Ken served as President
of the Mosquito and Vector Control Association
of California in 2012. Ken retired as the District's
General Manager at the end of December,
2013. Ken earned a BA in psychology from the
University of California, Los Angeles (UCLA), and
an MPA from the University of Southern
California (USC).

Glenn Southard began his local
government career as an
Administrative Services Manager
in the Parks and Recreation
Department for the City of
Riverside in June, 1974. Glenn worked in
Riverside for nearly 7-years, when he joined the
West Covina staff as an Assistant to the City
Manager in March, 1981. In April, 1985 Glenn
took an Assistant City Manager assignment with
the City of San Juan Capistrano. He left there in
June, 1988 when he was appointed to the
Claremont City Manager position. Glenn spent
nearly 17-years as the Claremont City
Manager, and became active in the city
management community. In April, 2005 Glenn
was selected to serve as the City Manager in
the City of Indio. He retired from that position in
April, 2010. Glenn is a Founding member and
past President of the California City
Management Foundation (CCMF). He earned
a BA from California State University, San Diego
State, and an MPA from California State
University, Fullerton. Glenn continues to serve as
a Board Member for Pivot Charter Schools. He is
a Life Member of ICMA, and in 2009 he
received a 35-year ICMA Service Award. In
2001 Glenn was the recipient of the ICMA In-
Service Training Award presented in Memory of
Clarence E. Ridley; and an ICMA Program
Excellence Award for Collaborative Children
and Youth Initiatives. Glenn served as a
member of the CAL-ICMA Board in 2003-2005.
In 2005 Glenn was presented with the
Outstanding Service to the Profession Award
presented at the annual meeting of the
League of California Cities' City Managers
Department. Glenn also received ASPA's Harry
Scoville Award for distinguished performance in
public administration.

Lloyd R. De Llamas began his professional
career in 1963 as an Administrative Trainee in
the City of San Diego. In 1964 he was hired in
San Diego as an Administrative Analyst. Lloyd
went to work for the City of Torrance in 1966
where he served as a Senior Administrative
Assistant to the City Manager. In 1968 he was
recruited to be the City Manager in Woodlake,
a city in Tulare County. After about 3-years
there he was appointed City Administrator in
Lawndale in 1971. Lloyd moved on in 1976 to
become the City Manager in Monterey Park
where he served the next 11-years. In 1987
Lloyd join former Commerce City Administrator
Robert Hinderliter as a partner in Hinderliter, del
Lamas & Associates, which has become HdL
Companies. Lloyd served as President of the
firm until 2011 when he became the Chairman
of the Board of Directors of HdL Companies,
and Andy Nickerson assumed the President
post. Lloyd earned a BA from San Diego State
College. In 1993 Lloyd received a 30-year ICMA
Service Award. Lloyd is a past President of the
San Gabriel Valley City Manager's Association.
He was also a Founding Director of the
California Redevelopment Association.

Frederick W. Latham joined the Santa Fe
Springs city staff as an Administrative Intern in
1972. He was promoted to Administrative
Assistant, and in 1980 Fred was named Assistant
City Manager. When City Manager Don Powell
retired, Fred was selected to serve as the Santa
Fe Springs City Manager in 2000. In turn Fred
retired in 2011. Fred earned a BA from
California Polytechnic University, Pomona. He
also took courses at the University of California,
Berkeley and the University of California, Los
Angeles (UCLA). In 2007 he received a 35-year
ICMA Service Award. Fred and his wife Linda
currently live in La Mirada.

Gregory D. Korduner began his public service
career during his high school and college years
working about 6-years in the Norwalk Public
Works Department. In September, 1975 Greg
joined the Artesia city staff to fill an
Administrative Assistant post. In 1977 he was
appointed Planning Director and in 1978 he
became Artesia Assistant City Manager. In
August, 1981 Greg was selected to serve as the
City Manager in South El Monte, and he left
that post in 1981 when he was recruited to be
City Administrator in El Monte. After leaving El
Monte in 1999, Greg did some interim work
including a stint with La Habra Heights, prior to
his appointment as the Huntington Park City
Manager in September, 1999. Greg retired from
Huntington Park in December, 2010. After
retirement Greg took an Interim City Manager
assignment in Los Alamitos in 2013. He earned
an AA from Cerritos Community College, a BA
from California State University, Fullerton and an
MPA from California State University, Long
Beach. Greg's wife Karen is a teacher with the
Downey Unified School District. Greg received
a 35-year ICMA Service Award in 2010. He is a
past President of the SELAC City Managers'
Group, currently the Gateway Cities City
Managers Group. Greg is well-known to be a
sports trivia expert, and an avid golfer.

Ramon R. Silver began his professional public
management career in 1970 as an
Administrative Intern in Pasadena. In 1972 Ray
became an Administrative Analyst in West
Covina. In 1973 Ray took an Assistant to the
City Administrator post in Madera, and he work
there until 1977 when he was appointed
Director of Administrative Services in Coronado.
Ray was elevated to the Coronado City
Manager post in 1979, working there for the
next 8-years. In 1987 Ray took the San Diego
County Planning Director position, and in 1988
he was appointed City Manager in Upland.
Ray moved to "Surf City" in 1991 to serve as the
Assistant City Administrator in Huntington
Beach. After about 7-years as the Assistant, Ray
was hired as the Huntington Beach City
Administrator. He left the Huntington Beach
staff in 2004. He then worked with a consultant
firm from 2004 to 2006. After serving as the
Interim Economic Development Director in
Westminster, he was selected in 2013 to
succeed City Manager Vangie Schock who
was placed on administrative leave. Ray
retired from Westminster in April, 2009. He was
succeeded in Westminster by City Manager
Donald Lamm, who resigned in 2010. In 2014
Ray served as the Interim City Administrator in
Ketchum, Idaho. Former Long Beach Assistant
City Manager Suzanne Frick took the position
as Ray's interim assignment came to a close.
Ray earned a BA from California State
University, Los Angeles and a Master's degree
from California State University, Fresno. He is a
past President of the Rotary Club in Coronado.
In 2001 Ray received a 30-year ICMA Service
Award. He served on the CAL-ICMA Board from
2003 to 2005. Ray also served as President of
the City Manager's Department of the League
of California Cities in 2002 -2003.

Kenneth Caresio worked part-time for the Los

Ken then worked for the City of Baldwin Park in

1972 as the Assistant City Manager. In July,
1975 Ken was appointed City Manager in the
City of Duarte. In 1987 he went to work for
O'Connor & Company Securities. He later
became one of the owners, and continues to
serve as a Managing Director for the firm. Ken
earned a Bachelor of Civil Engineering from
California State University, Los Angeles. Ken also
served 6-years as a Security Officer in the
United State Air Force, and as a Design

Picking Up The Pieces: Martinez Assistant City
Manager Alan Shear has resign to take a position
with the City of Millbrae. Alan has been with
Martinez since 2010 and was in Huntington Park prior
to that. Millbrae is in San Mateo County. Longtime
CCMF Board Member Marcia Raines in the Millbrae
City Manager. Palm Desert City Manager John
Wohlmuth, 55, is retiring effective April 15. He was
appointed City Manager in February, 2009. Assistant
City Manager Rudy Acosta will be the Acting City
Manager until an Interim is appointed. Previous to
joining the Palm Desert city staff John served as the
Executive Director of the Coachella Valley
Association of Governments. He succeeded City
Manager Carlos Ortega, who retired after 31-years.
John is also a former Chief Administrative Officer in
Mono County (1999-2003). Escondido Director of
Community Development Jay Petrek has been
named to the Escondido Assistant City Manager
position by City Manager Graham Mitchell. Jay has
been with the city since 1984. He has served as the
Community Development Director since October,
2015. Jay is also an elected official, serving as a
member of the San Marcos Unified School District
Board of Trustees, which serves Escondido. He
earned a BS from California State Polytechnic
University, Pomona. San Bernardino Deputy City
Manager Nita McKay has resigned. Also, Deputy
City Manager Bill R. Manis has resigned to take the
Rosemead City Manager position. City Manager
Mark Scott says that the two deputies will be
replaced with one Assistant City Manager. In 1986-
2001 Bill Manis was an Economic Development and
Redevelopment Administrator in the City of Cerritos.
He then worked in Santa Ana, Corona, Cypress and
Banning before joining the San Bernardino staff. Nita
is a former Finance Director in Oceanside, Los
Alamitos, and West Covina. She served for a time as
the Interim City Manager in Los Alamitos.

Jeff Allred as served as the Rosemead City Manager
since June, 2009. Jeff as more than 30-years of local
government service. Prior to joining the Rosemead
staff as City Manager, Jeff was the Norco City
Manager, and before that he served as the
Assistant City Manager in La Verne. He also worked
for the Cities of Downey, El Monte and West Covina.
Jeff is retiring from Rosemead and he has accepted
the position of President and CEO of the San Gabriel
Valley Economic Partnership, where he is replacing
former Pasadena City Manager Cynthia Kurtz.
Cynthia is now the Director of Operations for the LA
River Revitalization Corp.

James Henwood Jr. has resigned. It has been
reported that James made more than $1 million in
total compensation in 2014. James held the position
for two decades. He will be replaced on an interim
basis by J. Michael Ortiz, Chair of the Board of

Mayra Ochiqui took the position following the
retirement of City Clerk Debra Bauchop, who served
the City of Bellflower for 33-years. Debbie retired

More Pieces Picked Up: Sonoma City
Manager Carol Giovanatto was
appointed to her post in December, 2011.
She previously served as the City's Finance
Manager and Assistant City Manager for
about 10-years. Prior to joining the Sonoma staff,
Carol served as the Assistant City Manager in
Cloverdale from September, 1975 until January,
2001 (more than 25-years). She received a Career
Excellence Award from Women Leading
Government in April, 2012. Matthew J. Brower was
appointed City Manager in Lincoln in 2015. Previous
to that he had served as the City Manager of
Ocala, Florida between 2011 and 2014. Matt
earned a BA from the University of Utah and an MPA
from Florida State University. Matt served as the
Treasurer of the Utah City Management Association
in 2005-2007. Encinitas Director of Parks and
Recreation Lisa Rudloff resigned her position last
month. Lisa served as the Director for nearly 5-years.
Lisa was appointed to the Director position by
previous City Manager Gus Vina in November, 2011.
Gus is currently the City Manager in Brentwood, and
the Encinitas City Manager is Karen Brust. Before
joining the Encinitas staff Lisa served as the District
Administrator for the Sunrise Recreation and Park
District in the Sacramento area. She earned a BA
from the University of Oklahoma. According to Jody
Kahn, Senior Vice President for John Burns Real
Estate Consulting, new regulations to protect the
environment and to shore up local city finances
have made it extremely difficult for home builders to
build affordable homes. Now, more than ever, the
demand for affordable entry-level housing will need
to be met by the resale market, since new homes
have become permanently more expensive to
build. City of Industry City Manager Paul
Philips notes that the city organization is
"right-sizing…and putting a good team
together for the future," as he explained
the hiring of a Controller and three other
new positions. The hirings are in an effort to improve
inspections, accounting and financial management
of the more than 80 contract services the city
utilizes. Susan Paragas is the city's new Controller.
She previously worked as the Finance Director in
Azusa. The last Controller Industry had was Dudley
Lang (2008-2012). Norwalk City Council Member
Marcel Rodarte will resign from his Norwalk post so
that he can accept the appointment as Executive
Director of the California Contract Cities
Association. He will replace longtime Executive
Director Sam Olivito, 80, who will retire after a long
and successful tenure. Marcel will leave his Norwalk
position on July 1, 2016. He served as the Norwalk
Mayor in 2014. He earned a Masters degree in
leadership from the University of Southern California
(USC).

city management community.
The City of Blue Lake has identified a new city
manager. After six months of searching, the city has
selected one of their own. Amanda Mager will be
the new city manager. She is a multi-generational
Blue Lake resident and also a Wiyot tribal member
from the Table Bluff Reservation. For the past 15
years, she’s worked as a Community Development
Planner for the Yurok Tribe. She is a basketball
coach and active with little league, and the saddle
club. She takes over from the retired City Manager
John Berchtold. Her first day was March 14. Dr. David
H. Ready, Esq., Ph.D. is the current City Manager in
Palm Springs. David joined the Palm Springs city staff
as City Manager in 2000. Previously he served as the
Chief Administrative Officer in Flint, Michigan (1992-
2000); and in the Deputy Office of Management &
Budget for Canton, Ohio (1988-1992); and as a
Special Assistant to the Mayor of Canton, Ohio from
1984 to 1988. David earned a JD from the University
of Akron, and a Ph. D. from Kent State University.
Sacramento City Manager John F. Shirey will
continue in his post until November. The City has
extended John's employment agreement until
November 18, 2016. John joined Sacramento as City
Manager in September, 2011. John has more than
40-years of local government service. The At-Large
Representatives on the 2015-2016 Board of the City
Managers Department of the League of California
Cities include: Rod Foster, City Manager in Laguna
Niguel; Scott Mitnick, City Manager in Thousand
Oaks; Ken Nordhoff, City Manager in Walnut Creek;
and Kurt Wilson, City Manager in Stockton. Sylvia
Moir, a 26-year California police veteran, is the new
Tempe, Arizona Chief of Police. She is the first openly
gay police chief and the first woman to hold the
Tempe position. Tempe City Manager Andrew Ching
announced the appointment on January 29, 2016.
She has served more than 5-years as the El Cerrito
Police Chief. Prior to that she was a Commander in
the Menlo Park Police Department, and she held
several posts with the Sacramento Police
Department. It was reported in the March 18 issue of
the Los Cerritos Community News that the Hawaiian
Gardens City Council took a 4-1 vote to "not hire"
former Chief of Police Walter McKinney as the city's
next City Manager. Longtime City Manager Ernesto
Marquez resigned last month.

Deputy City Manager Margee Fallert has
resigned her position on February 28.
She has been on paid administrative
leave for the past 10 months. She joined the Tulare
city staff as a Water Conservation Coordinator on
June 30, 1990. She rose through various
administrative positions, and was appointed Deputy
City Manager in August, 2012. Riverside City
Manager John A. Russo previously served as the City
Manager in Alameda and as the elected City
Attorney in the City of Oakland (2000-2011). He
served on the Oakland City Council from 1995 to
2000. John earned a BA from Yale College and a JD
from the New York University School of Law. He is a
past President of the League of California Cities.
Palm Desert City Manager John M. Wohlmuth, 55,
will retire effective April 15. Assistant City Manager
Rudy Acosta is now the Acting City Manager until
an Interim City Manager is appointed. John began

Grand Terrace. He then worked for Palm Desert
from 1986 until 1999, rising to be Assistant City

to Palm Desert as City Manager in 2009. Los Altos
City Manager Marcia Somers resigned her position
effective May 1, 2016. Marcia was appointed City
Manager in April, 2012. She previously held positions
in Danville and Sunnyvale. Healdsburg Assistant City
Manager Heather F. Ippoliti joined the Healdsburg
staff as the Finance Director in 2009. She went to
Windsor in 2012, and returned to Healdsburg in her
current position in 2015. Heather earned a BS in
business administration from California State
University, Sacramento. Retired American Canyon
City Manager Richard Ramirez, who founded
Interim Public Management Services (IPMS) in June,
2011, served as the Interim City Manager in Auburn
from January, to May, 2014. Rich may be contacted

It is baseball season…
Memories of Greg Korduner:
Recently read a series of articles regarding my uncle
Murray Franklin during his days playing second base
for the University of Illinois, where major league
baseball great Lou Boudreau was a teammate.
The articles include some reports of his professional
career in the minor leagues in the Detroit Tigers
organization. He played for Detroit before enlisting
and becoming an Ensign in the U.S. Navy during
WW II. Peewee Reese was a teammate of his on the
Navy team that played against Joe DiMaggio's U.S.
Army team. After WW II Uncle Murray played in
Mexico; the Pacific Coast League with the
Hollywood Stars; Los Angeles Angels, and the San
Diego Padres. After retiring from professional
baseball Uncle Murray played for the World
Champion Long Beach Nighthawks softball team.
He also managed an American Legion champion
baseball team from Compton that played many
games at Bellflower High School, where I was a bat
boy as an 8-year old.
