Regular Board Meeting Minutes from Monday, September 16, 2019

I. Meeting called to order by School Board Chair Rod Benson at 7:33 p.m.

Guests include: (Per Peterson with the Headlight Herald & TAPS Teachers Elizabeth

Johnson, Suanne Christiansen, and Wendy Johnson)

Board Members Present: Matt Surprenant, Ben Ludeman, Sheila Siebenahler-

Holland, Jay Fultz, Nicole Swanson, & Rod Benson. (Jody Bauer was absent)

Administration present: Superintendent Anderson, Elementary Principal Munson, &

Secondary Principal Vondracek. (Activities Director Tauer was absent)

II. Motion by Fultz, second by Surprenant to approve the previous meeting minutes. (MC 6-0)

III. Motion by Ludeman, second by Holland to approve the revised agenda. The revised agenda included

item “I” which was a motion for the TAPS board to approve Principal Vondracek to write a grant for

a robotics team and if the grant is successful to vote on approval of a team which will include

financial support from the district. (MC 6-0)

IV. Motion by Ludeman, second by Surprenant to approve the TAPS monthly Claims/Account

Balances/Treasurer Report/Vender Payments. Revenues vs Disbursements Report, and the vendor

payments which include check numbers 16351 through 16495 and wire payments dated August 20,

2019 through September 16, 2019 for a grand total of $663,151.66. (MC 6-0).

V. Visitor Reports/Comments:

A. Elizabeth Johnson reported on the Welding Ship Updates:

Bayer Grant for $25,000 which was used to purchase Welders, Helmets, Lab Aids,

Wood CNC.

MAELC Grant: $12,596 which was used to purchase Welders, Welding Tables, and

helmets.

AG ED Council Support for $10,000 which was used to purchase an iron worker.

Capital Outlay Approval of $6,000 which was used to purchase Electrical Work,

Asbestos removal and Central Gas Line.

Mrs. Johnson gave a tour of the updated Welding shop to the TAPS board and

discussed how students can use the welders, tables, helmets, and iron worker.

B. Secondary Principal Vondracek’s report:

1. Mrs. Vondracek reviewed the MCA Test Scores:

Reading scores were compared to the state: 7th grade at TAHS was 65.4 compared

to the STATE at 57.9. 8th grade is 62.1 campared to the STATE at 58. 10th grade

was 78.3 compared to the STATE at 61.

Math scores were also compared to the state: 7th grade math is 49 (42.2 As 6th

grade) STATE is 52.6. 8th grade is 51.7 (42.6 as 7th grade) compared to the STATE

at 55.5. 11th grade is 40.3 compared to the STATE at 45.4.

Science scores were compared to the state: 8th grade is 40.7 and STATE is 42.4. 10th

grade is 68.1 compared to the STATE at 54.1.

Reading TAHS Free and Reduced is 56.8 and the state is 39.9.

Math TAHS Free and Reduced is 36.8 and the state is 54.1

Mrs. Vondracek also showed the five year trends in reading, math and science

compared to the STATE.

2. Robotics Team (for Consideration)

Co-Advisors: Roger Benson and Brittany Peterson

MSHSL sponsored event

JUMPSTART - $6,000 for rookie team to register, advisors attend primary training

event, obtain robot parts and one regional competition (3 day). Could possibly

receive grant $.

Intense build season – January & February. M-F, 3-6, Saturdays.

Student interest survey, 17 interested to very interested. 15-17 could maybe attend

only half of the build sessions. All could attend the regional 3 day competition.

Some schools open it to grades 9-12, others 7-12 for numbers.

If grant $ could be secured, district would be asked to pay for advisors,

transportation and lodging at regional. Advisor pay is varied: $590 to $3549. Most

teams have volunteers helping, also.

Grant $ is only for first and sometimes the second year. To sustain the activity, the

group would need to fundraise and ask for sponsors.

Benefits of Robotics as an activity: It emphasizes STEM (Science, Technology,

Electronics, and Math) academics and creativity using a hands-on approach. Many

jobs are requiring STEM skills and creativity.

Area schools with programs are YME, RCW, Pipestone, Dawson/Boyd, LQPV,

Lakeview, Minneota, WWG, and Marshall.

Mrs. Vondracek is asking for permission to submit a grant application with the

deadline of Nov. 1st. Teams must register for an event before the grant can be

applied to a team’s account. Notified of award status by November 12.

C. Elementary Principal Munson’s Report:

What’s Happening?

1. First week bus evacuation drills and CHS safety day pictures were shared with the

board.

2. Enrollments numbers were shared with the TAPS Board. 301 students in K-6.

Down 8 students from last spring.

3. Test scores were shared:

Grades 3-6 Math & Reading have been steadily increasing over the past seven

years. 2019 Math scores in 2019 are at 63.7% compared to the state at 57.9%.

2019 reading scores are at 64.4% compared to the state at 59.7%.

5th grade Science scores are at 55.9% in 2019 compared to the state at 54.9%.

3rd grade Reading is 67.3% and state is 54.6%

3rd grade Math is 81.6% and state is 65.6%

4th grade Reading is at 48.9% and state is 55.4%

4th grade Math is at 58.7% and state is 63.9%

5th grade Reading is at 73.5% and state is 65.8%

5th grade Math is at 52.9% and state is 52%

6th grade Reading is at 67.2% and state is at 62.8%

6th grade Math is at 53.4% and state is 50.5%

Subgroups were also compared. TAES outperformed the state in Free and

Reduced, Asian, and Asian and Free and Reduced.

We have the 2nd year in a row of having both Math and Reading above 60% in a year where the state averages went down.

We were above the state averages in 3 of the 4 grades in both Math and Reading.

3rd grade had some of the highest scores they have ever had. (They have implemented WIN time which we are expanding to 2nd and 4th grade).

The state likes to talk about closing the "gap". Our largest ethnic group is Asian/Pacific Islander at 14.6%. In both Math and Reading this subgroup was above the state average (6% in math)

Our major category is Free and Reduced Lunch. The state average in schools is 36.4, Tracy Elementary is 54.5%. The state average for students on Free and Reduced lunch passing the Reading test is 40.7, at Tracy Elementary it is 52% (11.3 percent higher than the state!!!). For math the state average is 37.2, Tracy Elementary 52.5% (15.3 percent higher than the state!!!!)

Tenure in 2020 are: William Dean, Lucas Novosad, and Kayla Lehnertz.

Coming up: Cherrydale Fundraiser September 13 – September 27.

D. Superintendent Anderson’s Report:

1. Superintendent Anderson reported that the Fuel Oil tank line has been fixed and a monitor

system has been installed. The invoice was paid by the district and then sent to EMC

insurance for reimbursement.

2. Anderson discussed the MLA Architect meet with office staff and administration.

Anderson updated the TAPS Board on the office layout and the extended vestibule on the

north entrance. After further review this option may be the safest option because it will

require all visitors to walk through the office during the school day. Next steps will be a

site visit from MLA and a budget will be prepared.

3. Superintendent Anderson and Elementary Principal Munson discussed the

recommendation to have TAES become peanut Aware. This means that TAES will not

serve products with peanuts in them or not allow students and staff to bring peanut

products to school. If a student accidently forgets and brings a peanut product to school,

there will be a safe area available for them to sit with their friends that do not have peanut

allergies.

4. The TAPS Wellness Committee met on September 13, 2019 to discuss second chance

breakfast, active classrooms, PE Standards, Stanford Fit, Go Wild, & Tobacco Education.

The next meetings for the 19-20 school year will be held on November 1, 2019, January 3,

2020, and March 6, 2020. All future dates have been added to the school activity

schedule.

VIII. New Business

A. 2019-20 enrollments were given by Superintendent Anderson (675). September 2018 was (712).

September 2017 was (715) & September 2016 was (743). Board Chair Rod Benson

recommended Superintendent Anderson form a committee to discuss enrollment trends and

financial implications of the declining enrollment. Superintendent Anderson discussed

enrollment trends with the TAPS Board. The graduating class of 2019 had 65 students and this

year’s kindergarten class has 41. That is a loss of 24 students. There were also new families that

moved into the district last year that did not return this year. This resulted in an additional 8-12

student loss. School revenues are directly tied to enrollment. The 19-20 formula allowance is

$6,438/student. After all the categorical aid for each student is added at TAPS the total equals

$10,489/ADM according the Minnesota Department of Education’s “What If”. Expenditures for

the 2019-2020 school year will increase and revenues will decrease. This trend will continue as

future (incoming) class sizes are smaller and graduating classes are larger. Superintendent

Anderson will for a committee with the following representatives:1-2 teachers from both TAES

and TAHS, 2-3 board members, administration, other staff, and community members and

parents. This group will discuss enrollment trends, funding sources, district expenditures, and

the implications the future enrollment has on funding. This committee will also serve as a

liaison to the staff, community, school board, and parents.

B. Motion by Ludeman, second by Holland to certify the Minnesota Department of Education Levy

Limitation and Certification Report for 2019 Payable in 2020 at the maximum level of funding

allowed by state law. (FY19: 1,682,548.45. FY20: 1,728,018.21) (45,469.76/2.70% increase).

C. Motion by Surprenant, second by Fultz to approve the 2019-2020 & 2020-2021 TEA Contract

with a weighted two-year settlement increase of 2.76%. (MC 6-0)

D. Motion by Fultz, second by Swanson to approve declaring a Sander, Seven File Cabinets, and 50

chairs as surplus. The Sander will be advertised on Craig’s List and the file cabinets and chairs

will be advertised locally. (MC 6-0)

E. Motion by Swanson, second by Holland to approve the lane changes for the following teachers:

Shalayna Knapper: 6 credits

Stephanie Kor: 9 credits

Jodi Illg: 8 credits

Jen Kainz: 6 credits

Shannon Wolske: 9 credits (.56)

Marie Hanson: 19 credits

Susan Meyer: 8 credits

F. Motion by Holland, second by Fultz to approve Tracy Area Elementary School becoming a

peanut aware school. Superintendent Anderson and Elementary Principal Munson discussed

rationale for moving towards a peanut aware school. No peanut products will be served at TAES

and students and staff will not be allowed bring in peanut products for lunch. (MC 6-0)

G. Motion by Surprenant, second by Ludeman to approve the hiring of as Head Cook at TAHS

(Janice Heern) and cooks Tammy Mercie, Salena Schutz, and Julie Sanow. (MC 6-0)

H. Motion by Swanson, second by Fultz to approve Designation of an Identified Official with

Authority for Education Identity Access Management. The Minnesota Department of Education

(MDE), Professional Educator Licensing Standards Board (PELSB), and Office of Higher

Education (OHE) require annual designation of an Identified Official with Authority (IOwA) for

each local education agency that uses the Education Identity Access Management (EDIAM)

system. The IOwA is responsible for authorizing, reviewing, and recertifying user access for

their local education agency in accordance with the State of Minnesota Enterprise Identity and

Access Management Standard, which states that all user access rights to Minnesota state systems

must be reviewed and recertified at least annually. The Identified Official with Authority will

authorize user access to State of Minnesota Education secure systems in accordance with the

user’s assigned job duties, and will revoke that user’s access when it is no longer needed to

perform their job duties. The Director recommends the Board authorize Chad Anderson,

[email protected], and EDIAM user ID to act as the Identified Official with Authority

I. Motion by Surprenant, second by Swanson to approve the grant writing by Secondary Principal

Vondracek for the Robotics Program at TAHS for grades 7-12. If approved Principal Vondracek

will bring the motion to the TAPS board to approve a robotics team and if approved the district

would then assume additional financial support for the program. (MC 6-0)

1. Robotics Team – Final “commitment” signup did not have sufficient numbers to support funding a

team.

2. Parent Teacher Conferences – scheduled 7th and 8th core conferences

c. Vaping Education – 14th – 4 parents; 21st – 2 parents.

3. Scholarship Tailgate before Homecoming FB game profited $750.

5. Oct. 16 - 23 juniors took the PSAT with Mrs. Gasca.

6. Lions Club conducted vision screen all students & staff in grades 7-12 on October 24.

7. Lifetouch Photos – issues with quality of photos, capitalization on ID cards, incomplete and mixed up

packets, etc. Recommend going with Mr. Devereaux next year.

8. Mrs. Kristy Campbell requesting a sabbatical leave for the 20-21 school year due to competing a

counseling internship.

9. Mrs. Hanson monitored the ACT Practice Writing Test with all juniors. This is to prepare for the ACT

statewide testing that will happen on March 24, 2020.

employment.

702.1 Electronic Funds Transfers

I. PURPOSE

Minnesota Statutes 471.38 and 385.071 provide that the District enact the policy controls relating to

electronic funds transfers.

II. GENERAL STATEMENT OF POLICY

1. The School Board shall annually delegate the authority to make electronic funds transfers to

designated business administrator(s).

2. The disbursing bank shall keep on file a certified copy of the delegation of authority.

3. The initiator of the electronic funds transfer shall be identified.

4. The initiator shall document the request and obtain an approval from the designated business

administrator before initiating the transfer.

5. A written confirmation of the transaction shall be made no later than one business day after the

transaction and shall be used in lieu of a check, order check or warrant required to support the

transaction.

6. A list of all transactions made by electronic funds transfers shall be submitted to the School Board at

its next regular meeting after the transaction as part of the monthly financial report.

III. ELECTRONIC FUND TRANSFERS ARE ALLOWED FOR THE FOLLOWING:

1. for a claim for a payment from an imprest payroll bank account or investment of excess money;

2. for a payment of tax or aid anticipation certificates;

3. for a payment of contributions to pension or retirement funds;

4. for vendor payments;

5. for payment of bond principal, bond interest, and a fiscal agent service charge from the debt

redemption fund.

RESOLUTION ESTABLISHING COMBINED POLLING PLACES

FOR MULTIPLE PRECINCTS AND

DESIGNATING HOURS DURING WHICH THE POLLING

PLACES WILL REMAIN OPEN FOR VOTING

FOR SCHOOL DISTRICT ELECTIONS NOT HELD

ON THE DAY OF A STATEWIDE ELECTION

BE IT RESOLVED by the School Board of Independent School District No. 2904, State of Minnesota, as follows:

1. Pursuant to Minnesota Statutes, Section 205A.11, the precincts and polling places for school district elections are

those precincts or parts of precincts located within the boundaries of the school district which have been established by the

cities or towns located in whole or in part within the school district. The board hereby confirms those precincts and

polling places so established by those municipalities.

2. Pursuant to Minnesota Statutes, Section 205A.11, the board may establish a combined polling place for several

precincts for school district elections not held on the day of a statewide election. Each combined polling place must be a

polling place that has been designated by a county or municipality. The following combined polling places are

established to serve the precincts specified for all school district special and general elections not held on the same day as

a statewide election:

This combined polling place serves all territory in Independent School District No. 2904 located in: Ellsborough

Combined Polling Place: Currie Municipal Building

This combined polling place serves all territory or in Independent School District No. 2904 located in;

Dovray Township, Mason Township, Murray Township, and the City of Currie; located in Murray County,

MN.

Combined Polling Place: Garvin Town Hall

This combined polling place serves all territory in Independent School District No. 2904 located in; Lake

Sarah Township, located in Murray County. Custer Township and the City of Garvin, MN, located in Lyon

County.

Combined Polling Place: Tracy Municipal Building

This combined polling place serves all territory in Independent School District No. 2904 located in; Holly

Township, Shetek Township, located in Murray County. Gales Township & Springdale Township located

in Redwood County, MN. Amiret Township. Clifton Township, Sodus Township, Monroe Township, &

the City of Tracy, MN are located in Lyon County, MN.

Note: See Section 2.3.2 of the Election Manual regarding changing polling places in the case of an emergency

or if the polling place is no longer available.

*3. Pursuant to Minnesota Statutes, Section 205A.09, the polling places will remain open for voting for school district

elections not held on the same day as a statewide election between the hours of 8:00 o'clock a.m. and 8:00 o'clock p.m.

4. The clerk is directed to file a certified copy of this resolution with the county auditors of each of the counties in

which the school district is located, in whole or in part, within thirty (30) days after its adoption.

5. As required by Minnesota Statutes, Section 204B.16, Subdivision 1a, the clerk is hereby authorized and directed to

give written notice of new polling place locations to each affected household with at least one registered voter in the

school district whose school district polling place location has been changed. The notice must be a nonforwardable notice

mailed at least twenty-five (25) days before the date of the first election to which it will apply. A notice that is returned as

undeliverable must be forwarded immediately to the appropriate county auditor, who shall change the registrant’s status to

“challenged” in the statewide registration system.

(If a combined polling place is changed, the change must be adopted at least ninety (90) days prior to the first election

where it will be used unless that polling place has become unavailable for use.) This date is October 21, 2019, for an

election on February 11, 2020.

Note: A resolution similar to this model resolution must be adopted by December 31 of each year, and the

combined polling places specified shall be the combined polling places for the following calendar year.
