Event Summary

Event Name: WA1500 World Championships

Event Location: Contained within the Southern Highlands Regional Shooting

Complex (SHRSC), Wattle Ridge Rd, Hilltop NSW.

Event Dates: Bump in and registration – Friday 6 September 2019

Practice – Saturday 7 September to Tuesday 10 September 2019

Event – Wednesday 11 to Sunday 14 September 2019

Bump out – Monday 15 September 2019

Activity: 50m Pistol event, World Championships

Proposed Attendance: Approximately 100 competitors plus 50 spectators over

the course of the event, staggered.

Demographic: Predominantly international athletes competing, and NSW based

spectators/hosts

Event Set-up Start Time: From 7:30am each day

Public Car Parking Gates Open: 7:30am

Brief description of the event

The 2019 WA1500 World Championships, is to be held at the Southern Highlands Regional Shooting Complex (SHRSC) between Saturday 7 and Sunday 14 September 2019. This event is expected to attract approximately 150 patrons to the site, predominantly international and national athletes and associated family and friends and other shooting community members. There will be 4 days of practice where competitors will attend sporadically and 4 days of competitions where competitors and spectators will adhere to a program (yet to be finalised). It is anticipated that there will be approximately on average 50 cars, and up to 10 mini transporter vans conveying patrons to the event per day during competition. All the above will be parked on site. Planning for this event has involved several key agencies; The planning committee consisting of the management team at SHRSC, NSW Amateur Pistol Australia and Pistol Australia. Pistol Australia have taken the lead as their event and Mr Noel Harrod is representative for Pistol Australia. Pistol Australia is responsible for organising all operations involved with competition management, as well as catering for the non-government VIPs. The Venue Management, Southern Highlands Regional Shooting Complex (SHRSC), NSW Sport and Recreation, Office of Sport part of the Stronger Communities cluster is responsible for co-ordinating all traffic and emergency services on site for the day. The SHRSC has arranged signage on site to assist in directing vehicle movements. The SHRSC is also responsible for all site management, including event staff, cleaning, waste management, co-ordinating parking, course maintenance and management of government VIPs. SHRSC have notified the residents of Hilltop of this event via an advertisement in the Illawarra Mercury and Southern Highlands News dated 24 January 2019. A further notification has been placed within the Hilltop Bakery and community notice board. The peak ingress will be between 7:00am and 8:30am 11-14 September, and peak egress will be from 4:30pm and 6:00pm. All ingress traffic will be directed to utilise the 2nd gate entry and proceed to the 50m range as per the internal signage. For egress, patrons will use the same route. People will also be encouraged to utilise Coates road to Wattle Ridge Rd, not Chalker Parade in order to minimise the traffic to the town centre during peak times.

RISK MANAGEMENT TRAFFIC CONTROL

Work Place Health and Safety – Traffic Control

The Event Organisers are responsible for the preparation of the Risk Assessment for the events. The SHRSC Venue Managers are responsible for the management of traffic on site only and have prepared a Risk Assessment for this. See Attachment B - Traffic Management Risk Assessment Traffic entering the site will be managed by SHRSC staff. In the event, that we will need to utilise the overflow carparks, there will be certified Traffic Controllers positioned at the 50m/500m junction, and overflow areas. All marshals directing traffic have Traffic Controllers Certificates and will be wearing safety vests with reflective markings. The Traffic Controller will wear safety footwear, a cap/hat. Sunscreen and insect repellent are supplied.

Public Liability Insurance

The NSWAPA has Public Liability Insurance of $100,000,000 See Attachment C - Public Liability Insurance Certificates of Currency

Police

The NSW Police Service has been notified however, will not be required for further support unless there is an emergency.

Fire Brigades and Ambulance

The Rural Fire Services the NSW Ambulance and the State Emergency Services, have been notified of the event. See Attachments D - Emergency Services Notification.

TRAFFIC AND TRANSPORT MANAGEMENT

The Route or Location

All patrons and bus drivers have been advised to access the site using the following route: Take the Church Ave exit off the Hume Hwy, turn right at Wilson Drive, drive straight along Wilson Drive (approximately 5kms) until you reach Chalker Parade (should you wish to utilise the towns services take Chalker Parade onto West Parade), continue past Chalker Parade for another 2.5km and take the left turn into Coates Rd and continue over the railway junction, turn right onto Wattle Ridge Rd and continue you on for approximately 2.5kms. Continue along Wattle Ridge Rd (dirt track) for approximately 2kms (past the SHRSC 800m range entry) until you reach the sign posted junction 50m/500m, turn left here. Follow the signs to 50m range (to the right of the complex). This is the route preferred by the Event Organiser and Venue Management. During egress for the WA1500 World Championships the internal roads will be used as they proceeded for ingress. In the event of the overflow car parks being utilised Traffic Marshalls will be positioned at the overflow car parks to assist with traffic entering the internal road out of the venue in a controlled manner

Parking

There will be sufficient parking for cars and transporter buses on site. Transporter buses will park at the south eastern end of the 50m range carpark. Mobility parking will park in the provided designated areas in front of the maintenance shed. Two parking spots at the north western end will be designated and sign posted for VIP government officials. Spectators and competitors will utilise the remaining spots. Staff, officials and volunteers will utilise the 500m parking area and be shuttled by SHRSC vehicles on the internal road.

Construction, traffic, calming and traffic generating developments

There is no construction activities traffic calming devices or traffic generation developments at the location. All roads utilised are standard traffic routes, and no alterations will be made to their general use.

This event uses a facility managed by the Office of Sport.

Impact on/of Public transport

There will be no use of the Public Transport System. Public transport will not be impacted nor will it impact on this event.

This is a non – moving event.

CONTINGENCY PLANS

In the case of an influx of patrons on any day of competition, a decision will be made by the Venue Management to utilise the overflow carpark located at the front of the entry point, near the junction. In the unlikely event that the contingency plan will be implemented, SHRSC vehicles will be utilised for shuttling patrons from the overflow carpark. The Venue has estimated that the following number of vehicles can be accommodated on various hardstand / road areas throughout the venue

Special event clearways

Special Event Clearways are not required for this event.

Overview of Traffic Management Plans – Ingress

Traffic Management for ingress will occur on the internal roads within SHRSC. VIP’s, athletes, officials, staff and spectators will enter the venue via gate 2 (all traffic). Pedestrian management will not be required within the carpark. Authorised Traffic Controllers, SHRSC Event Staff will coordinate all aspects of the management for the event, including directional signage and utilization of the overflow car park (if required). There is also provision for event staff vehicles to be parked at the 500m parking area along with volunteers to minimize the impact on the 50m range car park area.

Overview of Traffic Management Plans – Egress

Traffic Management for Egress will occur on the internal roads within SHRSC. SHRSC Internal Operation – All traffic will exit via the same internal road and there will be Traffic Controllers in place should the need arise to utilise the overflow car park.

SERVICES

Access for Local Residents, Business and Emergency Vehicles

Emergency vehicles will have full access to the site if required. The NSW Ambulance and Fire Brigades have been informed of the event. Certified Traffic controllers will be in positioned at the entry point to escort emergency vehicles, should the need arise. The traffic controllers will hold all traffic whilst emergency services are accessing the road due to the access only being one road in and out. There will be no impact on the route that local traffic usually proceeds on.

This event does not require special event warning boards or permanent variable message signs.
