NOTICE is hereby given that West Sussex County Council proposes to make a permanent Traffic regulation Order under the provisions of the Road Traffic Regulation Act 1984, the effect of which will be to introduce new waiting restrictions on roads in East Grinstead as follows:

To prohibit waiting at any time (introduce double yellow lines) at the following junctions: Holtye Avenue/Hoskins Place, Holtye Avenue/Quarry Rise, Lingfield Road/Lowdells Lane, Lingfield Road/Hermitage Road, Lowdells Lane/Lowdells Close, Lowdells Lane/Buckhurst Mead, Lowdells Lane/Buckhurst Way.

The Order also prohibits waiting at any time on short lengths of Holtye Avenue, Lowdells Lane and Quarry Rise.

The Order also introduces a bay for limited waiting up to 30 minutes, no return within 1 hour 8am to 6pm Mon-Sat on the north side of Holtye Avenue, opposite its junction with Quarry Rise, and a Loading bay for any vehicle 7am to 7pm any day on the south side of Holtye Avenue, west of its junction with Quarry Rise.

Full details of the proposals in this notice can be viewed on the Traffic Regulation Order page of the West Sussex County Council website. The website includes a response form for any comments or objections. Due to current social distancing requirements, paper copies of documents will not be available to view in council offices or libraries. People without access to a computer who wish to view details of the scheme should telephone the West Sussex County Council Contact Centre on 01243 642105 to receive the documents by post. Any comments or objections about the proposal must be received before 22 April 2021. Statement of Reasons for Proposing to Make the Order

West Sussex County Council proposes to make a permanent Traffic Regulation Order that will introduce new waiting restrictions on roads in East Grinstead as follows:

To prohibit waiting at any time (introduce double yellow lines) at the following junctions: Holtye Avenue/Hoskins Place, Holtye Avenue/Quarry Rise, Lingfield Road/Lowdells Lane, Lingfield Road/Hermitage Road, Lowdells Lane/Lowdells Close, Lowdells Lane, Buckhurst Mead, Lowdells Lane/Buckhurst Way.

The affected roads are in an area of East Grinstead which experiences a high demand for parking due to a nearby hospital, local school, shops and the construction of new housing. Parking frequently takes place too close to junctions causing safety issues. It also creates pinch points which obstruct local bus services.

The proposed restrictions have been designed to resolve these problems by preventing parking at unsuitable locations. New parking bays are also proposed near the shops on Holtye Avenue to ensure space is available for loading, and to provide a short stay parking to aid customers making short visits to the local facilities.

The new order is therefore proposed to facilitate the passage of traffic and to preserve or improve the amenities of the area through which the roads run. The attached drawings, numbered TQ3839NES, TQ3839SEN, TQ3839SWN, TQ4039NWS and TQ4039SWN show the lengths of roads affected by the proposed order. (EAST GRINSTEAD: LOWDELLS LANE AND VARIOUS ROADS AMENDMENT) ORDER 2021

West Sussex County Council in exercise of their powers under Sections 1 (a) 2 (1) and (2), 4 (2), 45. 46. 49 and 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act”) as amended and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:-

1. The Order shall come into operation on the ***** day of ***** 2021 and may be cited as “West Sussex County Council) ((Mid Sussex District) (Parking Places & Traffic Regulation) (Consolidation No.2) Order 2021) (East Grinstead: Lowdells Lane and Various Roads Amendment) Order 2021”.

2. The “West Sussex County Council ((Mid Sussex District) (Parking Places & Traffic Regulation) (Consolidation No.2) Order 2006” is hereby amended by the replacement of the plans specified in the First Schedule to this Order, with the plans specified in the Second Schedule, attached hereto.

3. The “West Sussex County Council ((Mid Sussex District) (Parking Places & Traffic Regulation) (Consolidation No.2) Order 2006” is hereby amended by the addition of the plans specified in the Third Schedule to this Order, attached hereto.
