The FDOT District Two Community Traffic Safety Program’s (CTSP) mission statement is to reduce traffic-related fatalities and injuries. The premise of the program is local communities, solving local problems with state assistance.
Highway safety is at its best when we can address driver behavior, road conditions and vehicle factors as three interacting aspects of collision and injury prevention. Through events, on-going educational programs and projects, individuals and agencies are combining resources to improve awareness and understanding of safety issues on a local level.
You are part of our multi-county Community Traffic Safety Teams (CTSTs). By working together we can address all facets of safety, not just parts of the problem. Our “T.E.A.M” philosophy is successful when we all do
our part. Augmenting our efforts toward a common goal of reducing the number and severity of traffic crashes and saving lives within our communities.

2 District Two Traffic Safety Team
CTST MEETINGS AND TRAININGEvery year 64 team meetings are planned and take place at eight locations in our district. This year we hosted two training days in Alachua County and Duval County.
3District Two Traffic Safety Team
ENGINEERING CONCERNSOver a 12 month period, 286 roadway concerns have been submitted through our Community Traffic Safety Teams. Some of the safety issues identified include: roadway departure hazards, road surface conditions, narrow roadways and bridges, railroad crossings, work zones, intersections, roadway design limitations, roadway access problems, pedestrian and bicycle traffic.
To submit a concern, go to trafficsafetyteam.org and click on “Roadway Concerns” link. Complete online form with detailed location and issue descriptions. Upload a photo or video and submit. Once knowledgeable team members identify a concern, we can conduct a study, prioritize improvements, schedule and implement, then evaluate effectiveness.
TEEN DRIVING INITIATIVEOur goal is to improve safety belt use among teenage motorists in their communities. The first step is to accurately identify seat belt usage percentages at local high schools utilizing the Florida Safety Belt Observation Form. Preliminary data collected at two high schools in Gainesville, Florida indicated a lower percentage than the Florida Statewide Observational Survey of Safety Belt Use.
W.H.A.L.E. CHECKOur widely popular and nationally recognized W.H.A.L.E. Check program received a newly illustrated whale and watercolor style artwork in bright, happy colors. The updated W.H.A.L.E. Check campaign materials and short informational video launched during CPS week in September.
Since the initial launch in 2002, 289,000 copies of the W.H.A.L.E. Check handout with identifier label has been printed and distributed in Florida. W.H.A.L.E. Check continues as a highly requested and distributed piece on important child occupant protection and car seat safety. We have made a printable version available statewide as a free digital download courtesy of District Two.

NEW ACTIVITY BOOKS FOR KIDSA new activity booklet was developed and printed in a two-part flip book for elementary age children and preteens. 50,000 have been printed and will be distributed to schools and community events throughout our 18 county district. Important traffic safety messages and activities cover a wide range of topics, including: child passenger safety (CPS), occupant protection, pedestrian safety, bike and helmet safety, ATV off-road safety and school bus dangers and safety. In addition, there are other key safety concerns for kids like swimming, sports, fire hazards and general everyday safety tips.
Traffic safety bookmarks were created and printed this year with double sided safety tips and rules for drivers and kids. Topics cover bicycle, pedestrian, passenger, distracted driving and impaired driving. 20,000 of each bookmark are being distributed to our local public libraries throughout the year.
In 2017 and 2018 we partnered with St Johns County Public Library to not only distribute the bookmarks, but to include traffic safety messages in their monthly e-newsletter. We ask that libraries in our district share these safety tips electronically and on social media.

CELEBRATE SAFELYFor over two decades our Community Traffic Safety Program has been promoting the wonderfully effective Celebrate Safely, Designate A Driver program. This year we will launch a new look with a strong visual, clean graphics and eye-catching colors. The promotional materials include a poster, double-sided coaster, and sticker. We will be printing Recipes for the Road cards to distribute during the holidays and next summer. Many restaurants participate each year in the 18 Northeast Florida counties, offering free non-alcoholic drinks to “designated drivers.” DESIGNATE

SEASONS OF SAFETYThe Seasons of Safety campaign was developed in 2018 and includes safety messaging for different holidays and celebrations throughout the year. Each message typically includes one social media graphic to share, as well as a printable card. We have created messaging for New Year’s, winter, Christmas, Thanksgiving, Halloween, Cinco de Mayo, St. Patrick’s Day, Valentine’s Day, Labor Day, Memorial Day, July 4th, summer travel, MLK Day, Super Bowl Sunday, President’s Day, Spring Break, Father’s Day and Mother’s Day.
WISE WORDSThe Wise Words safety campaign began in last year and includes 15 original safety messages to date. The graphic for this campaign consists of a car with a bumper sticker that includes one of Wise Words. We are
also testing some new concepts like trendy meme graphics. These Wise Words are all original and created by D2 CTST team members. The messages target drivers and are focused on a variety of traffic safety topics like distracted, impaired, tailgating, turn signals, and buckling up.

CTST ONLINEA strong web presence and social media strategy are valuable tools that allow the Community Traffic Safety Program to promote and participate with the community at the click of a button. Over the past year, we have expanded our outreach on social media platforms as well as updated the TrafficSafetyTeam.org website. The great advantage of online networking and social media is that it is immediate, it gathers like-minded people together, it’s interactive, and can be used to get information out to a wide audience quickly.
We use Instagram Facebook, Twitter, LinkedIn, YouTube and Pinterest to provide and share pertinent information to promote safe driving habits. Through education and community partnerships we can ensure safer roadways for everyone.

RECIPES FOR THE ROADThis year’s Recipes for the Road will be our 22nd annual edition. The non-alcoholic drink and recipe card will reinforce the important “Celebrate Safely, Designate a Driver” impaired driving traffic safety message in a fun, festive manner. In addition to the holiday printed and distributed handout, there will be a free digital version available online for downloading and sharing from Thanksgiving through the New Year. New in 2020 will be a summer edition distributed in July and August.
To keep the drive sober message consistent throughout the year at a cost-effective and highly meaningful campaign, we are producing monthly mocktails and animated recipe videos for social media. The free printable recipe card is available online and posted on Facebook, Instagram, Twitter and Pinterest. They also include a traffic safety message, our trafficsafetyteam.org url and hashtags #celebratesafely #trafficsafetyfl #recipesfortheroad among others. The new animated recipe videos are quick visuals showing the non-alcoholic drink or food ingredients along with directions in the post description when sharing on Facebook, Instagram, Twitter and YouTube.
