Trailer Estates Park and Recreation District is not a Home Owners Associations. There are no Home Owner Association fees. It is a Special Taxing District. We assess a tax on the owners of improved lots. If you itemize on your IRS 1040 form, this tax can be deducted. What is Special Taxing District? The Florida legislators found that there was a variety of functions being performed in Florida by po- litical bodies that acted like a governmental body. These political bodies did not have the authority to behave as a governmental body. Florida’s legislators designed statutes (Charter) that gave these entities the ability, in a limited way, to perform specific activities. They can make assessment and collect taxes. In return, these entities have to comply with certain limitations. At Trailer Estates Park and Recreation District, the residents elected nine Board Members that perform certain functions. We set a calendar for our meetings. These dates are in the Bradenton Herald. These meetings are on the first and third Monday of every month in the small hall at 9:30 am. We have two sessions on those Mondays. The first is a Board meeting, which is the formal business procedure. Motions are made and actions are taken. We provide the public the opportunity to give comments on actions the Board is going to take. The second meeting is called a “Workshop”. This is a forum for Trustees to discuss items of interest that may, or may not, result in actions that could be taken at some future Board Meeting. These two meetings are the only time Board members can interact on items that may be voted on by them. This is due to Florida Sunshine law. Every year we prepare a budget. Public comments are taken during the entire process. Public hearing date and finalized budget are published in the Bradenton Herald. Copies of the approved budget, and year end budget, are mailed to every property owner in Trailer Estates. There are two important documents that govern the behavior of the residents and the Board of Trustees. Both can be found at trailerestates.com under About Us. The first is the Deed Restriction. Every property owner, when they purchased their home or lot in Trailer Estates as Described in PP26 must affirm under oath the following: (1) I (we) have received a copy of the amended and re- stated deed restriction for Trailer Estates subdivisions and affirm under oath that I (we) understand and agree to comply with all requirements therein. (2) I (we) also understand that in reference to the deed restriction Number 10 (pets) that the home addressed above is ( ) is not ( ) in the pet section Park and affirm that I (we) will abide by this requirement. Federal and State law allow for service and emotional support animals. We comply with those laws in the Park. Other than those two exception pets are not allowed in the Park, per Deed Restriction. The second document of importance is State Statue 2002-361 (Charter). It is the most “misunderstood” document of the Park. The State Statute 2002-361 (Charter) cannot be changed by the Board or residents. It must be acted upon by the Florida legisla- tors in Tallahassee. State Statue 2002-361 (Charter) has not been changed in nineteen (19) years. Under the current charter, the Park is operating in the last half of the 20th century. Many items in this document are either outdated or not in compliance with other Florida Statues. The Board is asking the Florida legislators to examine State Statues 2002-361 (Charter) and make changes that will have relevance in today’s world.

Note From ChairmanWE ARE A GOVERNMENT!

Basic Marina Information The marina is very limited on longer size slips. If you are going to buy a boat that is over 19 feet long, PLEASE, call the Dock master to see if we have a slip available. The Dock master has had to disappoint several people by telling them we had no place for them to dock their new boat. Boats will only be rented slips that they fit in. For instance, if you have a boat that fits in a 28 foot slip, you will not be able to rent a 30ft slip, if your boat fits in a 22ft slip, you will not able to rent a 26ft slip. The larger slips are for larger boats. Boats are measured from the farthest thing that sticks out on the bow, to the motor in full tilt. We do not measure your boat by what it says on the registration. If you are buying a party boat, deck boat or pontoon boat, please watch the size of the beam (width) of the boat you buy. These newer, wider, boats have a hard time fitting in many of the slips without touching the sides of the decking. Please buy a boat that will give you room, on each side, to adjust with the ebb and flow of the tide. The Dock master is a volunteer who lives here in TE. This volunteer position helps to keep the marina costs down. The Dock master DOES NOT get any benefits from being the Dock master other than the satisfaction of helping the community. The Dock master pays the same marina fees as you pay. Paula works full time, 12 hour shifts. She is usually available 2-4 days a week depending on her schedule. Her voice mail is frequently updated and will tell you the soonest she can meet, if she does not answer. Please do not call the office, they cannot change Paula’s work schedule nor can they rent you a slip. Please be patient. Paula’s number is 941-545-4255.

Permits If you make any changes to the outside of your mobile home, you must first obtain a building permit prior to beginning work. This is for repairs and/or new work. Changes or additions to your mobile home include doors, stairs, pavers, A/C, sheds, etc. The office will provide you with a blank building permit and assist you with any questions you may have. The Architectural Review Committee (ARC) will review your completed building permit and approve or deny. The ARC will notify you upon the approval/denial. The approved per-mit with the orange card must be displayed in your window and is valid for 6 months only. Thank you for your help in this matter.

Charter issued digital receiver or CableCARD required to view programming channels, except for Basic Service viewable with customer owned TV equipped with digital QAM Tuner subject to future service changes when a market transitions to All Digital. Charter issued digital receiver required to view PPV and On Demand programming (where available). HD capable equipment required to view HD programming (where available). All programming may not be available to CableCARD or Digital Terminal Adapter customers. All service levels may contain channels with some R-rated programming, which can be blocked using the Parental Control feature on your on-screen program guide.

In a switched digital market, due to system technology enhancements access to certain digital channels will require a digital receiver, as HDTVs & digital QAM tuners equipped with CableCARDs or TV's equipped with Digital Terminal Adapter's cannot access certain digital channels requiring two-way communication (e.g., PPV & On Demand programming). CableCARD customers with TiVo equipment will also need a Tuning Adapter for access to such digital channels.

SAP - Second Audio Programming (Spanish Language when available) is offered on analog Basic Service & Expanded Service channels. Check your interactive program guide for further details. Channel numbers listed are for either analog cable-ready TV sets or Charter digital receivers. Customers using a QAM tuner TV or other personal QAM tuner device, not connected to a digital receiver, must activate the Auto Program feature, as described in the TV/device's Owner's Manual, to receive some digital services.

$3595$3595I am so pleased that I called this company to replace my old AC unit! The owner, Lori, could not have been any kinder and very informative with the different products that they carry and install. She explained all the costs to me and also sent me a proposal to review. I was pleasantly surprised that it didn’t have the sting that I thought it would have and the cost was very reasonable. I also want to give a shout out to Craig and Jacob who showed up for the job propmtly and were very knowledgeable and super polite and friendly. I will definetely tell family and friends or anyone looking for a new A/C, service or maintenance to call Integrity AC! Sure glad I did!

Beautification CommitteeWE ARE NOT JUST FLOWERS AND TREES

Although a major function of the committee is to fund and implement park flower and tree plantings that are not part of the normal TE Park yearly budget, we have completed or are plan-ning to complete a number of projects that would be considered betterment projects. Some recent completed or future projects include the following:• A Veterans Memorial in front of the large hall• A veterans appreciation dance• New Christmas garlands and lights for large hall• Decorations around the pigmy palms in front of the large hall• Planting a number of new palm trees along the park north side

canal• Replacing a number of dead ixaora bushes along Bay Drive• Oversee the existing Rose Garden maintenance A recent major project was the purchase of new replacement projector and screen that can be used by all organizations for presentations in the large hall. This purchase was done as a mutual project with the Covenant Church. In addition we purchased a computer that can be used with various software programs and connected to the new projector. Present plans are to use the new computer and projector to replace the obsolete bingo number board. Many other programs are available. PROJECT FUNDING All of our projects are totally funded from the Beautification Committee’s internal budget and no monies are received from the Trailer Estates general assessments. Our treasury receives money from the following sources:• Profits from Beautification Committee dances in the large hall• Donations from the public either specifically for the rose garden

or for the general budget.• Profits from the sale of the Sunset Beach Walkway bricks• Profits from concerts in the large hall• Pizza party• Movie Night • Bingo Kitchen (Wednesday and Sunday nights) profitsDONATIONS In addition to funding all our projects, we also occasionally contribute to other park organizations such as the TE Firehouse. We also give money to special events such as the Christmas dinner

CLUBS & ORGANIZATIONSand we recently gave money to replace some of the old Christmas decorations used in big hall. UPCOMING EVENTS Look for upcoming events sponsored by the Beautification Committee in this column in future Tribune issues. All profits from any of these sponsored events and any donations are returned to Trailer Estates residents in the form of either beautification or betterment projects as outlined above. No money is ever taken from the Trailer Estates treasury. Ongoing Beautification Committee sales and projects include the following:

Bocce Club Although the new 2021 bocce season is well under way, we are still looking for new members. Lessons are available for new players. We normally play non-competitive games three times a week, 12:00 to 3:00 on Monday, Wednesday and Friday. There are four courts located near the Trailer Estates beach. Member dues are five dollars a year. However this year, because of the virus concerns we might still be limiting the number of players at the bocce courts at any one time. Based on present rules the number of players allowed at the courts will be limited to 20. Since the courts are obviously open seven days a week from 8:00 am to dark, we are totally flexible about when people play. We will be working on a plan to stagger playing time to be consistent with the virus limitations. We also might be looking into some “night bocce”. Because of the virus we had to cancel our traditional bocce breakfast that is normally held in January. We will also be cancel-ing February USA/Canadian tournament. A bocce club schedule is posted on the bulletin board, northeast side of the post office. Note that the schedule was made last year and is subject to mod-ifications where appropriate. We started “Special Olympics” Bocce on January 30th.

Trailer Estate Fire Control District News: On November 3, 2020 a Referendum Question that would have provided the much-needed funds to secure the future of the Trailer Estates Fire Control District failed to pass. The Fire Commissioners requested an increase from $75 per year to $175 So, what is next? The Department submitted a FEMA Assistance to Firefighters Grant application in November to obtain funds for Turnout Gear, Self-Contained Breathing Apparatus (SCBA’s) and Computers for our Vehicles, needed to communicate with the 911 Dispatch Center. We will need these items within the next 4-8 months. We should know the result of that application by the time this article is published. The Auxiliary has provided funds for 2 SCBAs and 2 sets of turnout gear in the last few months. A small group of Volunteers have joined to assist in submitting additional grant applications for radios, a newer truck, funding for staffing (volunteer stipends), Turnout Gear and SCBA’s. We will still need more to establish a base inventory that can be maintained going forward. The application window opened January 4th and will close on February 12th. At this point, we are depending on these funds to continue providing Fire and First Responder services to the residents of TE. Although we are hopeful that we will receive assistance through these grants, we understand that FEMA receives about 30,000 ap-plications for assistance and only approximately 5000 are funded each year. So how did we get where we are? Our Charter caps the amount we can assess each homeowner at $75 per year. After early payment discounts and administrative fees collected by Manatee County the department actually receives about $70 or 94%. A majority of the income is dedicated to Oper-ating Expenses leaving a small balance to maintain our 1995 Fire Truck and 1989 Mini Pumper and address smaller scale building maintenance issues. Purchasing gear, breathing apparatus, radios etc., will be continually postponed unless our financial situation changes. So where does that leave us now? Another referendum with increased education to our registered voters. Trailer Estates Fire Department is organized as a Special Districts which requires that only Florida residents, registered to vote, can approve changes to assessment increases. For us that means you must be registered to vote in Trailer Estates Precinct 405. Our other option is to “Open the Charter”, which is costly in legal fees and legislative needs. The Fire Commissioners need to determine which is the best option to increase funds to the TEFCD.Throughout this process, we learned that under Florida Statute, Chapter 191 Section 011, Non-ad Valorem assessment rates may exceed maximum rates established by special act in amount not to exceed the average annual growth rate in Florida personal in-come over the previous 5 years. Non-ad valorem assessment rate increases within the personal income threshold are deemed to be within the maximum rate authorized by the law at the time of initial imposition. This provision is utilized by every fire department in Manatee County, and will be one we will be considering for the next year. Had we utilized this provision our annual assessment would be $112.84 for the 2021 assessment year. Income lost to the department through 2021 was approximately $150k. The Trailer Estates Fire Commissioners will be working hard over

CLUBS & ORGANIZATIONSthe next few months to develop a plan to keep the services that so many of you count on when you are in need. We will provide updates each month on our progress. In the meantime, we encourage each of you to take a few minutes to visit our website, [email protected]. Under the “Assessment Info” tab, you will find the documents that were developed to support why we have a need. If you have not reviewed these documents, we encourage you to do so. In our “Gallery” tab, you will see videos of the great work your department members are undertaking to train and maintain certifications. Also included in the “Assessment Info” tab, there is a link to a form you are welcome to use to provide feedback/suggestions or ask a question. Your input is important as we make important decisions over the next few months. Thank you for your time,

Trailer Estates Fire Control District, Fire Commissioners: Nancy McMall, Lori Dalton, Mary Chandler,

    Linda Briggle and Karon Murphy

Hobby Club We hope everyone had a wonderful Thanksgiving, a Merry Christ-mas, and a Happy New Years. Now it is time to celebrate Valentines and our 85+ drive-by party.  It will be different, but hopefully fun for all our 85+ seniors. It is unfortunate that we have had to cancel our Bazaars for the winter and spring, but we hope that by December of 2021, we will be back selling products you love and saying hi to those we have missed during the pandemic shut down. Remember to save your books and bring them to the Bazaar in December of 2021. The sale of the books helps fund the 85+ party, and we appreciate your kind help. Wear your masks, bump elbows, and wave when you see us!

Hello all, and Brother Masons: Some of us are here at Trailer Estates and as we write this article, a lot have not arrived yet. As with all meetings, our dinners together and many programs are still on hold since last spring 2020. Fellow Masons please keep in contact with either: Jerry Nicholson, 317-201-7294; Rex Walker, 419-438-6053; Jim Pody, 615-971-9192; or John White, 740-262-3612. Hopefully we will get the open door to enjoy the good times again real soon. Our convalescent/hospital equipment room has items that are for usage to help others in the park when needed. We want to thank Rich and Donna Moray, who kept every need going during the last six months. This was done voluntarily and at no cost, to care for people that needed their help. For now if you need any hospital type/convalescent equipment, give John White a call at 740-262-3612. If you misplace this number, just look on the outside of our equipment door, north side of Post Office. We are always glad to help you in any way possible. When there is any equipment that you need to return or that you do not need it any longer, call us and we can pick it up. Remember this is not the end of usage of this equipment that may be well used or overstocked. We do pass it on to other agencies in the area that can and do use the same equipment. So far we have given two pickup truck loads since 2019. All donation money or equipment can help us to maintain our support of the type of needs for our park patrons. We do replace with some new equipment that was sold to us at cost or less. We all have come a long way with Covid-19 and have a ways to go yet. So be patient with each other and we need to try to help more on whatever is needed. Keep smiling and God Bless America.

Share-A-Craft 2020 is thankfully gone - here is hoping 2021 will be better!! Unfortunately the season for Share-A-Craft is going to be a bit different from past years. All of the Hobby Bazaars have been can-celled and the year ending picnic buffet at the beach is as well. But what we STILL have is an over 40 year old service organization that offers 3 different weekly craft sessions and friendly women who will teach you a new craft, help if you are having problems with an existing project and provide companionship and friendship. On Tuesday at 9:30 we meet to make the items we will be selling at NEXT year’s monthly Hobby Bazaars. All of the money made at the Bazaars or raffles is donated back to the park, helping to support the many worthwhile organizations within Trailer Estates. On Wednesday at 9:30 and again at 1:00 the Quilters work on creating the quilt that will be raffled off at the March 2022 Bazaar. Meeting at 9:30 on Thursday is Stitchery-a time to come together to work on whatever needle work/crafting project you are creat-ing, or want to learn how to create. Knitting, crocheting, quilting, embroidery, felting, making plarn baskets and sleeping mats, rug latching/hooking/punching are just some of the projects currently being created. If you have seen a type of craft but you aren’t quite sure how to get started come to Stitchery-someone in the group has probably already mastered it!!! If you aren’t currently a member of Share-A-Craft we invite you to join for the bargain price of $2.00 for the first year and $1.00 for each successive year. At the present time a maximum of 10 people are allowed to be in the Craft Room. That number could change; watch for updates on Channel 732 and for notices posted within the park. If you want/need to purchase scrubbies, bowl cozies or any of the other wonderful things S-A-C sells at the Bazaars call Kaye Woloshyn @ 217-971-7302 or Roxanne True @ 502-817-2921. We will set up a time to meet at the Craft Room for you to make your purchases.

Shuffleboard Club A special welcome to all T.E. Shuffleboard players and would-be players who are arriving at Trailer Estates during the month of January & February, and, if you are not a shuffler – Welcome Back on behalf of all Club members and we hope you will give the game a try this season. This season, due to the pandemic, we have to abide by different rules. We must wear masks (unless playing bedside someone you live with). We must play on every other court. We can’t stand or sit by our opponent. One person keeps score using chalk and eraser during the entire time you play.Club play: These games are open to all players regardless of skill level and are played, just as the name suggests – FOR FUN. They are played every Tuesday, Thursday and Saturday commencing at 1 p.m. A sign is posted at the entrance to the courts on game days which indicates that play will take place. “Singles” games are played on Tuesdays and Thursdays and “dou-

bles” on Saturdays. Winners collect 5 cents from those who placed second on Tuesdays and Thursdays and 10 cents on Saturdays – the out-of-pocket losses are not excessive but bring some small change. Everything is provided except rubber soled shoes so be sure and wear yours. Plan on spending 2 hours at the courts. Play starts promptly at 1 pm so please be on time. Remember – you will never have to wait for a court when you play at T.E.Club Membership Fees are now due and payable - $5 per person It is easy to join the Club, simply go to the clubhouse at the courts and look for a container holding small brown envelopes. It is located inside the building under the bulletin board on the north side. Fill out the outside of the envelope with the information requested. Insert your $5 payment, seal the envelope and insert it into the container by means of the slot provided. In due course, your membership card will be placed on a holder on the outside of this container for you to keep for your records. We depend on member volunteers for much of our court maintenance. Please be ready to assist when asked. With enough volunteers, the jobs are not onerous, without volunteers the jobs simply cannot be done appropriately and our wonderful facility will deteriorate. Please remember – the purpose of our Club is to encourage new members to take up the game and, in the process, meet new people, benefit from moderate exercise, learn new skills and most importantly, to just HAVE FUN… Looking forward to seeing everyone around the shuffleboard courts, sometime this season.

TE Wood Shop The Wood Shop is open and available to all TE residents. The allowed occupancy is 7 persons as of the beginning of January. If there is a change in this status it will be posted on the door. New members are always welcome. If you are new to the park stop by and see one of the best equipped and maintained shops around. Any officer or Steward can sign you up.

Trailer Estates Yacht Club Welcomes you. By this time, hopefully 2021 is going better for you than 2020. As of this moment, all TEYC activities are cancelled, except for the Murder Mystery Dinner Train.

The Dinner Train is February 10th, 2021.The bus departs promptly at 3pm.

For those who choose to drive, the train boards at 5:45 pm.The address is:

Seminole Gulf Railway Colonial Station2805 Colonial Blvd.Fort Myers, Fl 33966

Any questions or concerns, please contact our Yacht Club Com-modore, Jim Brunett at 585-455-4537 or [email protected] If we can reschedule any of our events, we will notify our mem-bership through the bulletin board, emails and TE Facebook. Listed below is information about the Trailer Estates Yacht Club.  We volunteer to help for coffee break.  We invite all park residents to our Yacht Club membership meetings, when speaker presentations are available.  The white tables, used by different organizations, were pur-chased by the Yacht Club. We don’t do fundraisers. We are a social club, open to anyone who wants to join.

Trailer Estates Park and Recreation DistrictUse Of Facilities: Refuse/Dumpster Policy pp 45

Trailer Estates Park and Recreation District provides for the regular pickup of household garbage, excluding yard waste. Check the District bulletin boards for the current day and time schedule.

The intent of the dumpsters are to provide residents the ability to dispose of household solid waste such as furniture, small self-completed interior/exterior construction jobs, and other solid waste items. Dumpsters are available for the exclusive use of Trailer Estates Park and Recreation District residents. Outside contractors doing work for TE residents are not allowed to use dumpsters. Tree trimming and yard maintenance is exempt from this policy. Separate dumpsters for solid waste, yard waste, and comingled recycling are located in the trailer storage yard. Gates are locked and are accessible using your facilities’ fob.

Outside contractors, including the various contractors located within TE, hired to renovate a resident’s home must provide their own private dumpster. The contractor’s dumpster must be placed at the job site, so it does not block road traffic. Renovations to resident’s home also include pavers, concrete removal and heavy debris. Residents who are not physically located in TE during the time of renovation must provide the Maintenance Foremen with a letter identifying the contractor and authorizing the placement of a dumpster to conduct the renovations.

It is a violation of District rule for persons to do the following actions:1) placing items in a dumpster that has been identified as being filled to capacity or marked with a

sign stating “No More Dumping Today”2) placing items in a dumpster that exceed the height of the dumpster3) placing items in the incorrected dumpster (i.e. solid waste in the yard waste dumpster, placing

solid waste in the recycling dumpster)4) placing solid waste, yard waste, plastic bags, Styrofoam or glass other than bottles/jars in the

recycling5) placing items on the grounds around or outside of the dumpster area6) placing of appliances (e.g. refrigerators ovens, air conditioning units) or electronics (e.g. televisions,

computers) in the dumpsters or on the grounds around or outside of the dumpster area7) placing hazardous materials (including flammables, oils, batteries, chemicals, etc.) in the dump-

sters or on the grounds around or outside of the dumpster area8) allowing a contractor, including tree trimers, paver installers and renovators access to a dumpster.

The dumpster area is under video surveillance. Offenders face the actual cost for alleviating such issues plus an administrative fee of 25% of the actual cost per offense. It should be noted the actual cost could include medical expenses incurred by the maintenance staff while alleviating the issue. Repeat offenders may also be scheduled for a public hearing as described in the Rules and Regulations PartE: Penalties. Egregious violations such the placing of excessive amounts (i.e. an entire demolished home) will be dealt with on an individual basis that may include the cost of the dumpster dump in addition to those costs identified above.
