San Diego UASI will host California’s first-ever off-site delivery of the Emergency Management Institute’s Emergency Management Professional Program Advanced Academy during 2016/2017. What is usually a residential (Emmitsburg, MD) course, all courses in this initial California offering, will be held at the City of San Diego Environmental Services Building, 9601 Ridgehaven Court, San Diego, CA 92123.
Description: The Academy is designed for emerging leaders and mid-level managers wanting to advance their skill set. Students learn skills critical to performing leadership responsibilities such as program management and oversight, effective communication at all levels, integrated collaboration, and strategic thinking. The Advanced Academy provides students the opportunity to demonstrate their critical thinking ability through a guided Research Project. Students apply the key learning concepts from the Advanced Academy curriculum relative to their own strengths and weaknesses, their organizations, and their own performance environments. This series of courses is designed for current and emerging leaders in emergency management. Improvised Explosive Device (IED) Response on Mass Transit and Passenger Rail Systems (DOD-007-RESP) Course Description: This course provides an environment for first responders to perform tactical operations in a scenario-driven exercise under realistic incident conditions involving a post-blast IED incident on a mass transit or passenger rail system. Training addresses the technical aspects of planning and implementing an Incident Command System to provide command and control over a post-IED incident utilizing classroom presentations, hands-on performance based training, and a full-scale exercise in a realistic environment located at the Center for National Response (CNR) Memorial Tunnel Complex, Gallagher, West Virginia.

STAS: Prevention through detection and deterrence is the cornerstone of California’s Homeland Security strategy. Prevention has at its core cooperation; sharing between agencies and across the full range of public safety disciplines. Our state prevention strategy (State Threat Assessment System-STAS) has four Regional Threat Assessment Centers (RTACs) collocated with the four FBI Field offices in California, minimizing reporting conflicts, providing statewide coverage and facilitating coordination with our Federal partners. The RTACs maintain a regional threat assessment focus for their area of responsibility and directly connect to each other and the State Terrorism Assessment Center in Sacramento to collaborate on strategic products and situational awareness.
