Transition to ISO/IEC 17021: 2011 --NABCB Policy

The change from The first edition, published in 2006,

based on six principles that inspire confidence:

� impartiality � competence� responsibility� openness� confidentiality� complaint handling

The change to The second edition, published on 1st Feb

2011, retains all these 6-principles and requirements, but adds new requirements developed in response to market feedback on the use of the first edition. These are basically:

Background of changes

� IAF has decided that the new standard would require a transition period for implementation by the conformity assessment community and have issued a transition plan IAF ID 2:2011

NABCB Policy on this Transition process

Applicability

This transition policy shall applicable to all accredited and applicant bodies seeking accreditation by NABCB for the provision of QMS and EMSaccreditation services and any other management system schemesbased on ISO/IEC 17021

NABCB Policy on this change

� From 1st Aug 2011-NABCB ready to undertake assessment against this 2011 version

� 1st Aug 2011-All CBs already accredited to 2006 shall have to submit a plan clearly mentioning the date of transition to be completed.

� 31st Dec 2011--dead line for accepting application as per 2006 version

� 31st Jan 2013—all 2006 version accredited certificates expire

NABCB Policy on this change

� All assessments after 31 Dec 2011 would be as per 2011 version only. (However deviations from ISO/IEC 17021:2011 would be treated as observation)

� The Observations raised against new 2011 version after 31 Dec 2011 would be converted to non conformities (different category),if not closed by 30 September, 2012

� Any special visit for verification would be at the request of the CB

NABCB Policy on this change

Failure to fully comply with ISO/IEC 17021:2011 version by 31December, 2013 would result to:

--suspension--withdrawal(as per NABCB procedure)

NABCB Policy on new applications

� Applications pending as on 30 June 2012with NABCB—shall have to demonstrate conformity to 2011 version.

� Demonstration may be through: --special assessment --normal assessment
