ATOLL DISTRIBUTION

The Cocos (K) Islands Community Resource Centre is seeking a dedicated and enthusiastic young person/s to take on the role of distributing The Atoll each fortnight on Home and West Island during 2017.

This is a great opportunity to gain some extra cash! Please forward your interest with the approval from parents to the Coordinator, Kelly Edwards by Friday 13th January 2017. The first edition will be available for distribution on Thursday 21st January 2017.

WESTLINK - WASO

The Cocos Islands CRC successfully held their very first Westlink event last Saturday. 17 people attended the live simulcast of Symphony in the City with the West Australian Symphony Orchestra and Choir. A special thanks to 6CKI and Dave McKinney for the set up and use of their sound equipment and Jeff Welch for the installation of our screen.

We look forward to providing the Community with many more FREE Westlink events in the future.

WEST ISLAND MARKET DAY

Thanks to everyone who held a stall at our recent Market Day and to those that came down to grab a bargain. We will be confirming the 2017 West Island Market Day dates in our first edition of The Atoll in 2017.

2017 GENERAL AND RECYCLE WASTE DATES

General Waste

The following changes will be occurring to your general waste collection days in 2017.

Home Island general waste will be collected on a weekly basis commencing Tuesday 3rd January.

West Island general waste will be collected on a weekly basis commencing Thursday 5th January.

Recycled Waste

With the introduction of the Recycle Shed on West Island, the collection of the waste aluminum cans and glass bottles will be collected on a fort-nightly basis.

Wednesday 4th January West Island

Wednesday 25th January Home Island

Wednesday 1st February West Island

Please remember glass and aluminum only in the recycling bins.

TOWN PLANNING SCHEME NO.1

NOTICE OF PUBLIC ADVERTISEMENT OF

APPLICATION FOR PLANNING APPROVAL

PROPOSED “ATOLL DISCOVERY CENTRE” ON WEST ISLAND TRUST LAND

It is hereby notified for public information and comment that the Council has received an application for Planning Approval from Mr David McKinney and Bianca McKinney, West Island residence, seeking the approval of Council to develop an Atoll Discovery Centre and Caretaker’s with provision for future eco tourist accommodation on West Island Trust Land.

The proponents have advised that they intend to establish an interpretive centre that is dedicated to telling stories of the atoll environment and the natural history of the islands. Visitors to the centre will be able to explore and discover the Islands via a series on modern, digital exhibits that use interactive displays and technology to experience the marine, land, air and environments of the islands.

To achieve this development, the proponents have also sought the approval from Council to acquire approximately 1 hectare of Trust Land, North of the Big Barge Art boundary.

The proponents have also indicated that the interpretive centre will be the primary tourist facility of the proposed business. Approval is also sought for a caretakers residence for management and maintenance of the centre, and the option to develop two small off-grid retreats for eco tourist ac-commodation at a later stage.

The proposed operations can be permitted within the “General Rural” zoning of the Shire of Cocos (Keeling) Islands Town Plann ing Scheme No.1 on the proviso that Council has exercised its discretion in granting Planning Approval.

Further information in relation to the proposed Development Application including a copy of the submission by Dave and Bianca McKinney is availa-ble for viewing at both shire offices.

Written comments regarding the proposal must be submitted to the Council on or before Friday 6th January 2017.

CADANGAN “ATOLL DISCOVERY CENTRE” DI TANAH TRUST DIPULU PANJANG

Disini diberitahu untuk keterangan dan komen umum yang Council telah menerima pemohonan untuk Planning Approval dari Mr David McKinney dan Bianca McKinney, penduduk Pulu Panjang, mencari persetujuan Council untuk membuat sebuah “Atoll Discovery Centre” dan tempat tinggal orang merawat untuk kemungkinan tempat tinggal eco tourist di Tanah Trust Pulu Panjang dimasa hadapan.

Pihak yang memohon telah menasihati yang mereka bertujuan untuk membuat „interpretive centre‟ yang khasnya untuk menceritakan alam sekitaran pulu dan sejarah alami pulu. Pelawat ketempat ini akan boleh „explore and discover‟ pulu ini melalui berberapa cara, petunjukan digital yang menggunakan persembahan interaktif dan technology untuk mengalami alami lautan, tanah, awanan dan sekitar alam pulu ini.

Untuk kehasilan perkembangan ini, pihak yang memohon telah meminta persetujuan Council untuk menggunakan 1 hectare daripada Tanah Trust, Utara daripada boundary Big Barge Art.

Pihak yang memohon telah menerangkan yang „interpretive centre‟ akan menjadi fasilitas tourist terutama dalam cadangan bisnis ini. Persetujuan juga diminta untuk tempat tinggal orang merawat yang mengurusi dan menjaga tempat ini, dan pilihan untuk membuat dua tempat t inggal kecil ‟off-grid‟ untuk tempat tinggal eco tourist dimasa hadapan.

Operasi yang dicadangkan boleh dibenarkan dalam “General Rural” zoning di Shire of Cocos (Keeling) Islands Town Planning Scheme No.1 dengan syarat yang Council telah melakukan pertimbangannya dalam pemberian Planning Approval.

MARINE ACCESS PERMITS AND THE CHRISTMAS HOLIDAY CLOSURE PERIOD

We remind residents and visitors that you need a permit issued by the Director of National Parks to access or fish in the waters of Pulu Keeling National Park (North Keeling). Conditions for fishing apply and include trolling only and keeping a distance (150m) from the shoreline. The permit is for recreational fishing and does not allow for going ashore.

Parks Australia would like to advise that the office will be closed for the Christmas holiday period from Friday 23 December 2016 to Monday 02 January 2017. Marine access permits (including fishing) can be issued for up to 4 days in this period and must be obtained before the office closure period.

6 Low-Cost Ways to Go Green in the Kitchen 1.Slay energy vampires. Coffee makers, microwaves, blenders and other kitchen appliances use energy (even when turned off) anytime they’re plugged into a socket. Save up to $100 a year by unplugging devices that aren’t in use or consider a power strip to switch off a cluster of appliances at a time. 2. Upgrade old appliances. For many households, kitchen appliances that are 10+ years old use 70-90% more power than new models. Replace them with Energy Star appliances to cut down on home energy consumption. 3. Switch to cloth. Rather than depend on paper towels for cleaning and drying, make the switch to cloth towels or reuse old t-shirts for cleaning cloths. You’ll save money and cut down on trash waste. 4. Air your clean laundry. When you replace paper towels for cloth towels, be sure to wash and air dry them to cut down on energy consumption and save money. Air drying can be done outside or inside on a towel rack. 5. Check your faucets. Attach low-flow faucet aerators to kitchen faucets that pour out more than 2 gallons per minute. Save up to $80 per year on utility bills by updating faucets in the kitchen and bathrooms. 6. Grow your own produce. Cut down on grocery costs by growing your own fruit and vegetable garden. Tomatoes and berries are pretty simple to grow – even in a small space such as an apartment patio. No time? Start with an herb garden. Herbs can be grown anywhere – even indoors on a window sill.

Criminal offences concerning careless driving, dangerous driving and reckless driving - II

These are short articles about legal issues that may interest you. They are not legal advice. You should always obtain individual legal advice for your situation.

There are a number of criminal offences associated with bad driving. In the first article we discussed careless driving, dangerous driving, what are “circumstances of aggravation” if you commit these types of offences and the applicable penalties for those offences.

In this article we will discuss the criminal offence of dangerous driving causing bodily harm and the penalties applicable to this offence.

In the third article we will discuss dangerous driving causing death or grievous bodily harm and reckless driving. You should read all 3 articles to understand the offences.

The offence of dangerous driving causing bodily harm is where you drive dangerously (as discussed in the first article) but cause bodily harm (injury) to a person. So the elements (parts) of the offence are where you a) drive a motor vehicle and b) are involved in an incident that c) causes bodily harm to a person and d) you are driving dangerously at the time.

Bodily harm is any harm (injury) that is less than grievous bodily harm. Grievous bodily harm is harm where there is, or is likely to be, a risk of death, or harm that is, or is likely to be, permanent.

Examples of causing bodily harm might be where there is bruising or lacerations, or concussion or bone/s fractures that will heal and will not cause any permanent harm to a person.

The penalty for a first offence of dangerous driving causing bodily harm is imprisonment for up to 9 months and a fine up to $9,000. Also, your motor driver’s licence (MDL) must be disqualified for at least 12 months. The maximum penalties for a second or subsequent offence are higher and the disqualification period longer.

But, if the offence (either first or subsequent) is committed in the aggravating circumstances of driving the vehicle without the permission of the own-er, or at or more than 45 km/hour higher than the speed limit on the road or applicable to the vehicle, it is more serious and can be dealt with in either the Magistrates Court or District Court. The maximum penalties that apply in the District Court are higher. The offence will be dealt with in the Magistrates Court unlessyou or the Prosecutor make an application to have your matter dealt with by the District Court and the Magistrate agrees. There are rules that the Magistrate must apply in making this decision.

In the aggravating circumstances above your penalty in the Magistrates Court is imprisonment for up to 3 years and a fine up to $36,000 and your MDL must be disqualified for at least 18 months. And if you are dealt with in the District Court, your penalty is imprisonment for up to 10 years and any amount of fine and your MDL must be disqualified for at least 2 years.

Finally, if you commit this offence in the aggravating circumstance of driving dangerously and causing bodily harm whilst escaping pursuit from a Police officer, you must be sentenced to prison for not less than 6 months and not more than 3 years if you are dealt with by the Magistrates Court. The prison sentence cannot be suspended, so you must serve it immediately. Your MDL must be disqualified for at least 18 months. If you are dealt with by the District Court you must be sentenced to prison for at least 6 months and not more than 10 years. Your MDL must be disqualified for at least 2 years.

For all of these circumstances above, if you have a provisional licence (P plates), it is cancelled and you are disqualified from getting a licence for the disqualification period. You also face the other penalties.

In the final article we will discuss dangerous driving causing grievous bodily harm or death, which is an even more serious offence. We will also discuss reckless driving.

Ada berberapa kesalahan kriminal yang berkenaan dengan driving berbahaya. Dalam majalah pertama kita bincangkan driving ceroboh, driving berbahaya, apa “keadaan lebih memberatkan” kalau kamu membuat kesalahan-kesalahan ini dan hukuman-hukuman yang berkenaan dengan kesalahan ini.

Dalam majalah ini kami akan bincangkan kesalahan kriminal dalam driving berbahaya yang menyebabkan kecederaan badan dan hukuman-hukuman yang berkenaan dengan kesalahan ini.

Dalam majalah ketiga kami akan bincangkan driving berbahaya yang menyebabkan kematian atau kecederaan badan yang parah dan driving ceroboh. Kamu seharusnya membaca semua 3 majalah-majalah ini untuk memahami kesalahan-kesalahan berkenaan.

Kesalahan driving berbahaya yang menyebabkan kecederaan badan ialah bila kamu memandu berbahaya (sepertimana telah diterangkan dalam majalah pertama) tetapi menyebabkan kecederaan badan (luka) kepada seseorang. Jadi bahgian-bahgian kesalahan adalah dimana kamu a) memandu kenderaan dan b) kamu terlibat dalam kejadian yang c) menyebabkan kecederaan kepada seseorang dan d) kamu mememandu berbahaya dalam masa itu.

Kecederaan badan adalah kecederaan (luka) yang kurang daripada kecederaan badan yang parah (teruk). Kecederaan badan yang parah ialah dimana ada, atau mungkin ada, risiko untuk mati, kecederaan yang, berkemungkinan, tetap.

Contoh yang menyebabkan kecederaan badan mungkin dimana ada bengkak atau tebelah, atau ‟concussion‟ atau tulang retak yang akan sembuh dan tidak menyebabkan kecederaan yang tetap terhadap seseorang.

Hukuman untuk kesalahan pertama driving berbahaya yang menyebabkan kecederaan badan ialah penjara hingga 9 bulan dan denda hingga $9,000. Juga, lesen driver (MDL) kamu mesti di dibatalkan (disqualify) untuk sekurang-kurangnya 12 bulan. Hukuman maksimum untuk kesalahan kedua kali dan seterusnya lebih tinggi dan masa disqualifikasi lebih lama.

Tetapi, kalau kesalahannya (pertama atau seterusnya) terjadi dalam keadaan yang lebih memberatkan seperti membawak kereta tanpa izin pemiliknya, atau terjadi 45km/hr lebih dari speed limit dijalan atau berkenaan dengan kereta, is akan lebih serious dan boleh diselesaikan di Magistrates Court atau District Court. Hukuman maksimum yang diberikan di District Court lebih tinggi. Kesalahannya akan diselesaikan di Magistrates Court kecuali kamu atau Prosecutor membuat pemohonan untuk menyelesaikan perkara kamu oleh District Court dan Magistrate bersetujuan. Ada undang-undang yang Magistrate mesti memohon untuk membuat keputusan ini.

Dalam keadaan yang memberatkan diatas, hukuman kamu dalam Magistrates Court adalah penjara hingga 3 tahun dan denda sehingga $36,000

dan MDL kamu mesti di disqualify untuk sekurang-kurangnya 18 bulan. Dan kalau kamu diselesaikan di District Court, denda kamu ialah penjara

hingga 10 tahun dan jumlah dendaan dan MDL kamu mesti di disqualify untuk sekurang-kurangnya 2 tahun.

Akhirnya, kalau kamu berbuat kesalahan ini dalam keadaan yang lebih memberatkan dalam driving berbahaya dan menyebabkan kecederaan badan dimasa melarikan diri dari Police officer, kamu mesti dihukum untuk tidak kurang daripada 6 bulan dan tidak lebih dari 3 tahun kalau diselesaikan oleh Magistrates Court. Hukuman penjara tidak boleh ditangguhkan, kamu mesti ditahan dengan segera. MDL kamu mesti di disqualify untuk sekurang-kurangnya 18 bulan. Kalau kamu di selesaikan oleh District Court kamu mesti dihukum penjara untuk sekurang-kurangnya 6 bulan dan tidak lebih dari 10 tahun. MDL kamu di disqualify untuk sekurang-kurangnya 2 tahun.

Untuk semua keadaan diatas, kalau kamu mempunyai „provisional licence‟ (P plates), ia dibatalkan dan kamu di disqualify daripada mendapati lesen untuk masa yang dibatalkan. Kamu juga akan menghadapi hukuman yang lain.

Dalam majalah terakhir kami akan bincangkan tentang driving berbahaya yang menyebabkan kecederaan badan yang parah atau kematian, yang adalah kesalahan yang lebih berat. Kami juga akan bincangkan driving secara ceroboh.

How do I do it?

The object is to insert the numbers in the boxes to satisfy only one condition: each row, column and group of squares enclosed by the bold lines must contain the digits 1 through 9 exactly once. The rules for different size and shape puzzles are pretty much identical. The different size puzzles simply require a different set of numbers.

West Island is looking for volunteers or a group of friends to organise and co-ordinate Community Christmas Lunch this year.

In the past the lunch has been held on Christmas Day at Trannies with the marquee kindly erected by North Park.

Traditionally the event has been very low key with people bringing yummy food to share and providing their own tables, chairs, plates, glasses, cutlery etc. The coordinators have arranged decorations, extra tables and chairs and given some structure to the lunch.
