1.0 INTRODUCTION AND SCOPE OF ASSESSMENT

1.1 Introduction

1.1.1 This Transport Assessment has been prepared by Hydrock Byways & Highways Ltd on behalf of Hayle Community Rugby Facilities Ltd for Hayle Rugby Football Club (RFC) in support of a planning application that seeks to relocate Hayle RFC from its current site at Memorial Park on Marsh Lane, Hayle to a new location on Carwin Rise, Hayle in Cornwall.

1.1.2 The Transport Assessment has been prepared in accordance with the Department for Transport (DfT) – Guidance on Transport Assessments (2007). It sets out the transport issues relating to the development site (existing conditions) and those in respect of the details of the development proposals (proposed development), including an assessment of the impact of the proposed development on the surrounding highway network and issues associated with accessibility.

1.1.3 The main reason for the proposed relocation of Hayle RFC is to improve upon the existing facilities at the Memorial Park, Marsh Lane site. The relocation would allow for state of the art facilities in the form of two senior pitches and a new multifunctional clubhouse and the potential for a phase two training practice area at a future point in time.

1.1.4 At pre-planning application stage, an approach was made to the Highway Authority (Cornwall Council) to request whether or not a Transport Assessment and Travel Plan would be required in support of the development proposal and if the Highway Authority had any other specific requirements.

1.1.5 The Highway Authority confirmed that a Transport Assessment and Travel Plan would be required. It asked what ancillary facilities would be proposed and whether there would be a S106 legal agreement in place restricting other events. Cornwall Council suggested the Highways Agency would be a key consultee in view of the close proximity of the A30(T) Loggans Moor roundabout. In addition, the Highway Authority indicated that the Transport Assessment should include an appropriate accessibility assessment, a Non-Motorised User audit and a draft Construction Traffic Management Plan.

1.1.6 Hydrock Byways & Highways Ltd entered into communication with the Highways Agency. Aecom (consultants acting for the Highways Agency) and acknowledged the intention to maintain the existing level of usage, particularly if this could be controlled through a S106 legal agreement or similar. The cessation of the current all year round Sunday car boot will be a major highway gain. It is not intended to recommence car boots at the new site. It also acknowledged that screening and lighting would be addressed in respect of the potential impact on the A30 (T). However, it requested the submission of traffic generation and distribution elements of the proposal so that the Highways Agency could assess the impacts for the development and any consequent need for modelling.

1.2 Scope of the Assessment

1.2.1 Section 2 of this Transport Assessment provides a description of the site location and the surrounding highway network.

1.2.2 Section 3 describes existing accessibility to the site by non-car modes of transport.

1.2.3 Section 4 of the Transport Assessment identifies the policy context of the proposed development and highlights the regional, national and local planning policies relating to transportation, highway safety, parking and accessibility that are relevant in this case.

1.2.4 Section 5 describes the existing uses of the site, existing access arrangements and the current trip rate generation. It also examines the personal injury road traffic accident data within the vicinity of the development site.

1.2.5 Section 6 examines the details of the development proposals.

1.2.6 Section 7 identifies the likely traffic generation from the development proposal and assesses the impact of the development on the surrounding highway network.

1.2.7 Finally, the summary and overall conclusion is provided in Section 8.

2.0 SITE LOCATION AND SURROUNDING HIGHWAY NETWORK

2.1 Location

2.1.1 The proposed development site is located on the northern side of Carwin Rise, to the north-east of the A30(T) Loggans Moor roundabout on the north-eastern edge of Hayle. The application site covers an area of 7.43ha and is currently used for agriculture. The site lies adjacent to the built-up area of Hayle and is approximately 3km from the town centre. Hayle has a population of approximately 8300 inhabitants according to the 2001 census. It has a full range of shops, services, facilities and amenities.

2.1.2 The application site is bound immediately to the north by the A30(T). To the west of the site is a Shell petrol filling station and a Travel Lodge hotel. Carwin Rise runs along the southern boundary of the site, while open fields lie beyond the eastern site boundary.

2.1.3 The existing rugby club at Memorial Park, Marsh Lane is located approximately 500m to the south-west of the proposed development site on the eastern side of the A30(T).

2.1.4 The location of the proposed development site is detailed in drawing BH09153/D01 and is appended as Appendix A to this report.

2.1.5 The existing site layout for the proposed development is detailed in drawing BH09153/D02 and is appended as Appendix B to this report.

2.2 Surrounding Highway Network

2.2.1 The proposed site is accessed from Carwin Rise, recorded as a classified numbered county road (C750). It is a two-way, single carriageway road of a minimum width of 6.8m (at the proposed site entrance). Carwin Rise forms one of the arms of the A30(T) Loggans Moor roundabout located approximately 440m to the west of the proposed site access; the A30(T) (north and south), the B3301 Carwin Rise (west) and Marsh Lane forming the other four arms to the roundabout.

2.2.2 The A30(T) is an arterial traffic route generally running east/west through Cornwall and links the County to the motorway network - Junction 31 of the M5, south of Exeter in Devon.

2.2.3 Carwin Rise is a local road (the former A30) which links Hayle to Connors Down, and runs in a north-easterly direction from Hayle, running more-or-less parallel with the current A30(T).

2.2.4 There is a mini-roundabout approximately 80m from the Loggans Moor roundabout on Carwin Rise that serves Loggans Moor Inn, the Premier Inn (Motel) and the McDonald’s fast-food outlet. Shortly after the mini-roundabout is the entrance to the Shell petrol filling station with the Travel Lodge hotel and redundant Little Chef restaurant behind.

2.2.5 The section of Carwin Rise from the Loggans Moor roundabout to the mini-roundabout is lit with a good standard of lighting set back from the carriageway edge and is subject to the national speed limit of 60mph. This section accommodates a shared footway/ cycleway on the southern side of Carwin Rise outside the McDonald’s food outlet as far as the pedestrian/cycle access to those premises.

2.2.6 Further along Carwin Rise, beyond the mini roundabout, the road is still subject to the national speed limit. This length of public highway has no footways and is unlit beyond the petrol filling station.

2.2.7 In accordance with guidance outlined within the Design Manual for Roads and Bridges the new site access should accommodate visibility splays of 2.4m x 215m based on the 60mph speed limit along Carwin Rise. It should be noted however that on site observations recorded speeds of around 50mph at the proposed site location, probably as a result of the close proximity to the mini roundabout on Carwin Rise.

2.2.8 There are no recorded public rights of way that would be affected by the development proposal.

3.0 CURRENT ACCESSIBILITY

3.1 Pedestrian Accessibility

3.1.1 PPG13 (March 2001) states in paragraph 75:-

“Walking is the most important mode of travel at the local level and offers the greatest potential to replace car trips, particularly under 2 kilometres.”

3.1.2 A significant proportion of residential areas in Hayle are within 2km of the development site. Accessibility across the A30(T) is provided via a footbridge near the Hayle Retail Park. A shared footway/cycleway from the bridge extends around the southern part of the A30(T) Loggans Moor roundabout crossing the splitter island at the Marsh Lane arm of the roundabout. The footway/cycleway continues to the pedestrian entrance of the McDonalds fast-food outlet.

3.1.3 It is proposed to construct a new length of footway/cycleway effectively linking the development site to the existing shared pedestrian/cycle infrastructure between the Loggans Moor roundabout and the mini-roundabout. This issue is examined further in Section 6 of this report.

3.2 Cycle Accessibility

3.2.1 PPG13 (March 2001) states in paragraph 78:-

“Cycling also has potential to substitute for short car trips; particularly those under 5km, and to form part of a longer journey by public transport.”

3.2.2 The centre of Hayle as well as outlying settlements such as Gwithian and Connor Downs are located within a 5 kilometre cycle distance from the application site. It should be noted that there is currently no cycle provision within the immediate surrounding highway network, although as mentioned above it is proposed to construct a new length of footway/cycleway effectively linking the development site to the existing shared pedestrian/cycle infrastructure between the Loggans Moor roundabout and the mini-roundabout.

3.3 Public Transport Accessibility

Bus

3.3.1 There are bus stops on the B3301 Carwin Rise, west of the Loggans Moor roundabout, outside the Lidl store and at the junction to B3301 Loggans Road and outside the West Cornwall Retail Park.

3.3.2 These stops are within a walking distance of approximately 600 metres from the edge of the proposed development site which is within the target walking distance (up to about 800m or within 10 minutes) that Manual for Streets states can be comfortably accessed on foot – see paragraph 4.4.1 (page 45) of Manual for Streets.

3.3.3 The routes that serve these bus stops are detailed in Table 3.1 below. This table provides a summary of the existing bus services and the frequencies that serve the bus stops.

3.3.4 Services 14, 14A, 18, 18A, 18B, X18 and 19 are provided by First while services 501, 502 and 515 are provided by Western Greyhound. More details of these bus stop locations, journeys and services are provided by the Cornwall Public Transport Information website and are attached to this Transport Assessment as Appendix C.

3.3.5 The nearest railway station is located in Hayle approximately 2.7km west of the development site. Regular main-line rail services operate between Penzance and London and the rest of the country by First Great Western and Cross-Country.

3.3.6 There are regular services between Penzance and Redruth (via Hayle) throughout the day and during the evening from Monday to Friday and at weekends. These local services are most likely to be used by spectators and players associated with the rugby club.

3.3.7 For instance, it would be possible to depart from Penzance at 13.00 on a Saturday, arriving at Hayle Railway Station at 13.11, and then to walk or take a taxi to the development site. The return journey would depart from Hayle at 17.50, arriving back at Penzance at 18.08.

3.3.8 Details of these journeys and services are provided by the South West Trains timetables which are attached to this Transport Assessment as Appendix C.

3.4 Accessibility Summary

3.4.1 In summary, the proposed development site is accessible by a range of transport modes other than the private car. The development site will be accessible by foot, and is within easy reach of bus stops on the Hayle Retail Park and B3301 Carwin Rise/Loggans Road providing frequent services throughout the week.

4.0 TRANSPORT POLICY

4.1 Preface

4.1.1 It is essential that new development accords with national, regional, strategic and local transport policies and government advice. Therefore, this section identifies the transport and highway policies that are relevant in this case.

4.2 Policy Planning Guidance Note PPG13 Transport

4.2.1 A revised Planning Policy Guidance Note PPG 13 was published in March 2001. It details the Government policy and guidance on how to integrate planning and transport by promoting sustainable transport and reducing the need to travel, especially by car.

4.2.2 The Guidance states that development proposals must be located and designed in ways which reduce both the need to travel and the reliance on the private car. It realises that all land uses generate travel demand, but the importance is to ensure developments comprising jobs, Retail, leisure and services offer a realistic choice of access by public transport, walking and cycling.

4.2.3 The document recommends that proposals should, where possible:

• Promote sustainable transport choices by offering a realistic choice of access by public transport, walking and cycling;

• Reflect parking policies alongside other planning and transport measures to reduce the reliance on the car for work and other journeys;

• Improve walking and cycling facilities creating a more attractive environment for pedestrians and cyclists;

• Improve the attractiveness of urban areas and allow for the efficient use of land.

4.2.4 The development proposal ensures the aims of PPG13 are fully integrated within the overall scheme.

4.3 DfT Circular 02/07: Planning and the Strategic Road Network (SRN)

4.3.1 Circular 02/07 was published in February 2007 to replace the guidance in Circular 04/2001, “Control of Development affecting Trunk Roads and Agreements with Developers under Section 278 of The Highways Act 1980” to address issues arising from development affecting strategic roads in England.

4.3.2 The circular explains the role of the Highways Agency in all stages of the planning process with Government Offices, regional and local planning authorities, local highway / transport authorities, public transport providers and developers, to ensure national and regional aims and objectives can be aligned and met.

4.3.3 The Circular :

• sets out how the Highways Agency will take part in the development of Regional Spatial Strategies (RSS) and Local Development Frameworks (LDFs) from the earliest stages;

• encourages the Agency and Regional Planning Bodies (RPBs) and Local Planning Authorities (LPAs) to work together to ensure effective participation in the preparation of regional and local sustainable development policy; and

• describes how the Agency will deal with planning applications.

A key element of Circular 02/07 is:

“developers will be required to ensure that their proposals comply in all respects with design standards and other requirements. Where there would be physical changes to the network, schemes must be submitted to road safety and non-motorised user audit procedures. The Secretary of State may direct that planning permission not be granted for any planning application which fails to meet these requirements or which, for any other reason, raises significant safety concerns.”

4.4 Cornwall Structure Plan (2004)

4.4.1 With regard to transport policy as part of this development, consideration has been given to Policies 1, 27 and 28 of the Cornwall Structure Plan (2004). The main extracts from these documents relating to transport are as follows:

4.4.2 Policy 1 – Principles for Sustainable Development

“Development should bring about a long term and sustainable improvement to Cornwall’s economic, social and environmental circumstances without harming future opportunity.

Development should be compatible with:

• The conservation and enhancement of Cornwall’s character and distinctiveness;

• The prudent use of resources and the conservation of natural and historic assets;

• The regeneration of towns and villages in meeting the needs of their population and surrounding area;

• Fostering the links between the environment and the economy;

• A reduction in the need to travel, whilst optimising the choice of modes, particularly opportunities for walking, cycling and the use of public transport;

• Access for all sectors of the community to well paid and rewarding employment, satisfactory housing and adequate services and facilities; and

• Meeting needs where they arise.”

The development proposal would reduce the need to travel, and optimise walking, cycling and the use of public transport.

4.4.3 Policy 27 – Transport Strategy (and Proposals)

“Development and transport should contribute to a more effective, more environmentally friendly and safer transport system. Transport priorities and provision will:

• Support and be fully integrated with the land-use strategy;

• Maintain and enhance the Strategic Public Transport Network (SPTN), and develop other alternatives to the private car to provide access to jobs, services and facilities;

• Seek to reduce the adverse effects of transport upon health and the natural and built environment;

• Support economic and social well-being by enabling the efficient and effective movement of people and goods within Cornwall and between Cornwall and the rest of the United Kingdom and Europe by rail, road, sea and air; and

• Maintain and enhance highway infrastructure to improve environmental conditions and road safety.”

The proposal would develop other alternatives to the private car, and therefore seek to reduce the adverse effects of transport upon health. This would be underpinned by the measures and initiatives set out in the Travel Plan.

4.4.4 Policy 28 – Accessibility

“Consideration should be given to the overall impact on travel patterns and the availability of alternative locations for development in order to minimise the need to travel and to increase the choice of travel by walking, cycling and public transport. Development should ensure:

• Opportunities to optimise walking, cycling and public transport are reflected in the scale, location and form of proposals;

• The effective management and safe movement of traffic; and

• Future opportunity for the use of railways, for passengers and freight, is not harmed.

Appropriate accessibility Statements should be carried out for new and existing development allocations and new proposals for housing, employment and other development with significant travel implications.

Local plans should identify the most accessible sites for uses that generate large amounts of travel and where appropriate retain them for such development. Local Plans will set out accessibility criteria based on:

• Potential journeys generated by development; and

• The opportunity for people to walk, cycle and use public transport to get to and from development.

This will inform the consideration of travel plans and parking provision as part of a wider strategy.”

The development proposal would be located in close proximity to the current facility, and measures/initiatives set out in the Travel Plan and the provision of new infrastructure would encourage the use of more sustainable modes of transport.

4.5 Penwith District Local Plan – Saved Policies (2004)

4.5.1 Until a Local Development Framework for Cornwall Council is prepared, planning policy in use within the Penwith District area at 31st March 2009 will continue to have some weight. The Penwith District Local Plan was adopted in February 2004, and a number of policies from this document were "saved" by the Secretary of State in September 2007.

4.5.2 In the text ahead of Policy R-1 on Sports and Recreational Facilities, it states that:-

“The distribution pattern of population together with public transport and road networks are important considerations in providing new and improved facilities in terms of ease of access for potential users. The majority of the population lives in the main towns of Penzance, St. Ives and Hayle with the remainder dispersed widely in smaller towns and villages throughout the District.”

The policy continues:-

“In seeking to reduce the need to travel, especially by private car, it is considered appropriate that larger scale facilities are located in the main towns where they would be more readily accessible to a greater proportion of the population. This reflects the Structure Plan's locational strategy for major leisure and recreation facilities as expressed in Policy SR 1 (Policy 13, 2004) and complements POLICY TV-16 (para. 7.3.47) which seeks to locate major commercial developments in those towns.”

The development proposal is located on the edge of Hayle just off the A30(T) and therefore readily accessible to significant proportion of the population of west Cornwall.

4.5.3 Policy R-5 (Developments in the Countryside) states that:-

“Proposals for recreational facilities which involve the use of land in the countryside will be permitted provided that:-

• there would be no significant adverse impact on the character of the landscape;

• there is no conflict with policy E-5 either in terms of the change of use of land or the effect of any engineering operations;

• the site is capable of being effectively screened by landform, trees or planting and

• there would be no adverse environmental impact in terms of the number of trips generated or reliance on use of the private car.

In addition, where practicable, ancillary facilities must be accommodated in existing buildings which are of a form, bulk and general design in keeping with their surroundings and planting schemes must utilise native species. Where a new building is a functional requirement of the proposal it must be in or adjacent to a settlement or an existing complex. The lighting of outdoor facilities in open countryside will not be permitted where it would result in light pollution or adversely affect the character of the countryside.”

The development proposal would accord with these criteria.

4.5.4 Policy TP-12 (Parking) states that:-

“The provision of car parking in development must be related to the proposed use, the location, the availability of or potential for access by any other means than the private car and the amount of existing public parking provision in the locality. The level of car parking provision in development will not exceed the following maximum standards:-

• Stadia - 1 space per 15 seats (threshold >1500 seats)

• For disabled parking - 5% (min.) of all uses except C3

• Cycle parking provision - 4% (min.) of all uses except C3

• Motorcycle/moped provision - 2% (min.) of all uses except C3”

It should be noted that these parking standards are replicated in the Cornwall Structure Plan under Policy 28 (Accessibility).

The development proposal would accord with the aforementioned Parking Policies.

4.6 Planning Policy Statement 1 (PPS1) Delivering Sustainable Development - 2005

In paragraph 3 of PPS1 (page 2 of that document) it states that:-

“Sustainable development is the core principle underpinning planning. At the heart of sustainable development is the simple idea of ensuring a better quality of life for everyone, now and for future generations.”

Under the Planning for Sustainable Development heading (paragraph 16 (page 7), PPS1 states that:-

“Plan policies should address accessibility (both in terms of location and physical access) for all members of the community to ....leisure and community facilities.” Paragraph 20 states that “development plan policies should take account of environmental issues such as mitigation of the effects of, and adaptation to, climate change through the reduction of greenhouse gas emissions.”

Under the heading Delivering Sustainable Development (paragraph 27 – page 11) PPS1 indicates that:-

“In preparing development plans, planning authorities should seek to provide improved access for all to...community facilities, open space, sport and recreation, by ensuring that new development is located where everyone can access services or facilities on foot, bicycle or public transport rather than having to rely on access by car, while recognising that this may be more difficult in rural areas.”

This section also states that planning authorities should seek to reduce the need to travel.

4.7 Planning Policy Statement 8 (PPS8) Open Space, Sport and Outdoor Recreation – 2004

“The Department will only permit the development of intensive sports facilities where these are located within settlements. An exception may be permitted in the case of the development of a sports stadium where all the following criteria are met:

• there is no alternative site within the settlement which can accommodate the development;

• the proposed development site is located close to the edge of the settlement and can be clearly identified as being visually associated with the settlement;

• there is no adverse impact on the setting of the settlement; and

• the scale of the development is in keeping with the size of the settlement.”

In terms of transport and highways, it states that:-

• “In all cases the development of intensive sports facilities will be required to meet all the following criteria:

• the proposed facility takes into account the needs of people with disabilities and is located so as to be accessible to the catchment population giving priority to walking, cycling and public transport; and

• the road network can safely handle the extra vehicular traffic the proposal will generate and satisfactory arrangements are provided for site access, car parking, drainage and waste disposal.”

4.8 Planning Policy Guidance 13 (PPG13) Transport – 2001

One of the objectives of this guidance (paragraph 4) is to integrate planning and transport at the national, regional, strategic and level to reduce the need to travel, especially by car. Paragraph 5 states that:-

‘The car will continue to have an important part to play and for some journeys, particularly in rural areas, it will remain the only real option for travel.’

Under the Leisure, Tourism and Recreation section of PPG13 (paragraph 37); it states that:-

“Developments involving leisure, tourism and recreation which generate large amounts of travel should accord with the advice contained within this guidance. The local planning authority should:

• consider the extent to which the proposal needs to be in the proposed location, including whether the development has a meaningful link with the particular location or attraction;

• pay particular attention to the scale, layout, parking and access arrangements; and,

• seek measures to increase access to the site by sustainable transport modes, and the use of traffic management and appropriate parking policies near to the site facilities and services should be primarily sited at the most accessible locations in the local area.”

PPG13 states in paragraph 75 that walking is the most important mode of travel at the local level and offers the greatest potential to replace short car trips, particularly under 2 kilometres. Walking also forms an often forgotten part of all longer journeys by public transport and car.

Paragraph 78 of PPG13 indicates that cycling has the potential to substitute for short car trips, particularly those under 5 kilometres, and to form part of a longer journey by public transport.

5.0 EXISTING SITE INFORMATION, ACCESS ARRANGEMENTS, TRAFFIC CONDITIONS AND ACCIDENT STATISTICS

5.1 Existing and Former Site Functions/Uses

5.1.1 The proposed site location is currently used for agriculture. According to the Penwith District Local Plan, the site is not allocated for any purpose. In terms of traffic generation, the existing site would generate agricultural vehicles throughout the year but the frequency of these movements would be intermittent.

5.2 Existing Access Arrangements

5.2.1 The proposed site has the benefit of two existing vehicular accesses located at each end of the site frontage to Carwin Rise. A hole in the boundary is located centrally along the site frontage to Carwin Rise opposite the site entrance to Carwin Farm but it is not considered to be used by vehicles.

5.2.2 At the eastern-most access visibility splays measure 2.4m x 6.0m in both directions, with full visibility being obstructed by the roadside boundaries. At the western access, visibility splays measure 2.4m x 15.0m in the westerly direction and 2.4m x 17.0 to the east. Similarly full visibility is obstructed by the roadside boundaries.

5.3 Existing Parking Provision

5.3.1 As the proposed development site is undeveloped there is no existing official on-site parking available at present.

5.4 Existing Traffic Conditions at Hayle RFC at the Memorial Park site in Marsh Lane

Traffic Generation

5.4.1 Hayle RFC has been contacted to establish the existing levels of traffic generated by matches and events at its current ground off Marsh lane. The following data has been supplied by Hayle RFC.

• The number of vehicles generated on match days (including spectators) = 55 Average.

• There is more or less one home game every Saturday during the season with the 1st XV and 2nd XV alternating between home and away fixtures each Saturday. Only on two occasions in the forthcoming season (2009/2010) do both XVs play at home on a Saturday. Kick-off is between 2.30pm and 3.00pm with players beginning to arrive about 1.30pm and players/spectators leaving from 4.30pm.

• There are five to six Wednesday evening games with a kick-off at 7.00pm.

• Training nights occur on Tuesdays and Thursdays and generate about 40 cars per session. The session time runs from 7.00pm to 8.30pm, with players leaving about 9.30pm. There are no spectators at these sessions.

• Mini games of rugby generally occur on Sunday mornings and generate about 20-30 cars.

• Grounds maintenance typically generates one to two cars per day.

• At the current site there is a car boot sale every Sunday subject to weather. The car boot planning consent is for 200 stalls with parking for up to 1200 cars every Sunday. People start arriving from 6.30am and have generally departed by 2.00pm.

5.4.2 A multi-modal traffic count was conducted on the 19th and 26th of September to establish a snap-shot survey of vehicular, cycle and pedestrian movements to the site on match days which are appended to this Transport Assessment as Appendix D.

Traffic Distribution

5.4.3 In addition to establishing the volume of traffic generated by the existing facility off Marsh Lane, Hayle RFC has provided an indication as to from where the traffic originates, as follows:

• For the rugby games, 75% of players come from the Penzance/Hayle area, and a few from the Camborne area.

• For the car boot sales, traffic is not just confined to the Hayle area; it can arrive from anywhere in west Cornwall.

5.5 Liaison with the Highways Agency

5.5.1 During pre-application discussions and communication with the Highways Agency (HA) it was deemed necessary by the HA to produce traffic generation and distribution diagrams in order to assess whether or not any further traffic modelling would be required at the A30(T) Loggans Moor roundabout.

5.6 Recorded Road Traffic Accidents

5.6.1 Accident data has been obtained from Cornwall Council for the highway network in the vicinity of the application site. The data covers the latest 3 year period up until 31 March 2009. It should be noted that the subject area covers a wide area including Carwin Rise on the eastern and western approaches to Loggans Moor roundabout, sections of the A30(T) either side of the major roundabout and a section of Marsh Lane.

5.6.2 Given the nature of the development (a relocation of an existing facility already located on the eastern side of the A30(T)) the analysis below concentrates on the A30(T) Loggans Moor roundabout and the section of Carwin Rise from the roundabout to the development site.

5.6.3 Over the three year period, some 25 accidents have been recorded at the Loggans Moor roundabout of which 14 were damage-only.

5.6.4 An initial inspection of the relevant three year accident data may suggest that the Loggans Moor Roundabout is problematic in terms of road accidents. However, a more in-depth consideration of the data, in combination with consideration of the traffic volumes passing through this junction would indicate that this junction operates in a manner that is considered appropriate in road safety terms.

5.6.5 The accident data as recorded by the Police would indicate that the accidents occurring at the roundabout are entirely typical of this type of junction. A large proportion of the accidents are rear end shunts, typically at relatively low speed. These accidents are considered to result from driver error and do not reflect a deficiency with the highway infrastructure. The other type of accident typical at roundabouts is failure to give way, again this is normally due to driver error, and this type of accident is also recorded on several occasions at the Loggans Moor Roundabout junction.

5.6.6 On Carwin Rise from the Loggans Moor roundabout to the proposed entrance to the development site, there have been three recorded accidents in the same period. Accident Ref: 09AY2H002 (damage only) occurred when a vehicle pulled out of the petrol filling station and lost control of their vehicle. Ref: 08A33C642 (damage only) occurred when a vehicle swerved to avoid another vehicle that had pulled out, resulting in the first vehicle ending up in a ditch. Ref: 07A33P636 (recorded as slight) involved a pedestrian walking on a pavement late at night being hit by a vehicle that then failed to stop.

5.6.7 On the basis that the proposed development represents a relocation of an existing facility (with no likely further traffic generation) and in light of the low number of accidents that have occurred on Carwin Rise between the Loggans Moor roundabout and the proposed site entrance, it is considered unlikely that development related traffic will adversely affect the safe movement and free flow of traffic on Carwin Rise or, more significantly, on the Loggans Moor Roundabout itself.

5.6.8 Consequently, it is considered that the development proposal is unlikely to have any demonstrable impact on highway safety in the vicinity of the site.

5.6.9 Details of the recorded personal injury accidents covering a significant area on the approaches to the development site are appended to this Transport Assessment as Appendix E – Recorded Road Traffic Accidents - Maps and Details.

6.0 DEVELOPMENT PROPOSALS

6.1 Proposed Development Scheme

6.1.1 The proposed development involves the relocation of Hayle RFC from its site at Memorial Park, Marsh Lane to a new site on land north of Carwin Rise, approximately 440m east of the A30(T) Loggans Moor roundabout.

6.1.2 The proposals for the development site are detailed in drawing BH09153/D03 and are appended as Appendix F to this report.

6.2 Proposed Pedestrian, Cycle and Vehicular Access

6.2.1 It is proposed to form a new priority junction to serve the development proposal. Pedestrian and cycle access would be gained from the western-most end of the site frontage to Carwin Rise via the proposed new infrastructure. Maintenance vehicles will be able to gain access at the eastern-most end of the site frontage through an existing gated access.

6.2.2 At the site entrance, appropriate visibility splays would be provided in both directions across land within the control of the applicant ensuring that no obstruction to visibility greater than 600mm above adjoining level exists within the splays.

6.2.3 Visibility splays are shown on dwg no. BH09153/D04 which is appended to the rear of this report under Appendix G.

6.2.4 It is proposed to construct a new length of shared footway/cycleway effectively linking the development site to the existing pedestrian/cycle infrastructure at the A30(T) Loggans Moor roundabout. Formal splitter islands would be provided across the arm of the mini-roundabout serving the McDonald’s fast-food outlet and on Carwin Rise itself (along the frontage to the petrol filling station).

6.2.5 Details of this provision are shown on dwg no. BH09153/D05 which is appended to the rear of this report under Appendix H. Such new infrastructure would link the development site to Hayle and create a safe route for pedestrians and cyclists to access the site. The design and construction of the new infrastructure including the site access could be secured within a suitably worded S106 legal agreement or planning condition.

6.3 Public Transport

6.3.1 At the time of preparing this report discussions have been undertaken with the local bus service provider, First Devon & Cornwall, to establish if it would be acceptable to divert limited services on match days, past the new rugby club. The service routes involved are the X18 & 19 which currently serve Penzance with the city of Truro. Currently both services travelling eastbound leave the centre of Hayle at the viaduct, stop at Copperhouse and then the X18 deviates via Loggans Road , crosses the A30 and picks up at Connor Downs before

continuing towards Truro whilst the 19 serves the West Cornwall Retail Park and proceeds to join the route via Carwin Rise passing the proposed development site. The routing is repeated westbound.

6.3.2 First have confirmed that the preferred option would be to deviate the X18 Saturday service on match days and for the 19 to have a weekly stop outside the new rugby club subject to customer demand. The current cost for the X18 deviation would be approximately only £320 - £350 per match day. Clearly there would be the provision of a healthy patronage from the rugby club in both directions and this could, initially, just be a trial service for 3 months. It is also recognised that some rugby club patrons may also utilise the proposed free Asda bus service as it would only involve a 500m level walk and has no restrictions on use.

6.4 Development Parking Proposals

6.4.1 It has been identified that Hayle RFC requires 122 car parking spaces. While this exceeds the anticipated 75 to 80 vehicles expected at each home game, additional parking is considered necessary to facilitate the rare occasion when both 1st and 2nd XVs are playing at home and to accommodate the odd exceptional event. It is also proposed to provide parking for four coaches (and associated turning facilities).

6.4.2 6 of the 122 car parking spaces would be demarcated for use by people with disabilities which accords with the Structure Plan and Local Plan policy guidance.

6.4.3 A safe and secure cycle/motorcycle parking facility capable of accommodating the parking of 14 cycles and 4 motorcycles would be provided within the site, again in accordance with the relevant Structure Plan and Local Plan policy guidance.

6.5 Vehicle circulation

6.5.1 It is proposed that the car parking will be provided on both sides of an inverted ‘T’ with parking for disabled vehicles located closest to the club house. Coaches will have their own parking bay area and will be able to turn within site, to ensure they can access and egress the site in a forward gear.

6.5.2 Servicing and delivery vehicles would utilise the aforementioned coach parking and turning area for servicing/delivery purposes on the basis that such needs are unlikely to conflict with match days.

6.6 Drainage

6.6.1 The new access road and parking areas would be designed to ensure that no surface water would discharge onto the public highway. The provision of SUDS will be pursued to ensure that there would be no net increase in surface water run-off from the site.

6.7 Lighting

6.7.1 It is likely the internal access road and parking areas would have to be adequately lit bearing in mind the use of the facility during the winter months. This would be designed in consultation with the Local Planning and Highway Authorities to ensure minimum light spillage.

6.7.2 Floodlighting of matches and the potential impact of such lighting on the A30(T) would be addressed. It is however anticipated that the use of floodlighting will be limited to a maximum of two hours each week day evening through the winter and only in poor light during match time at weekends.

7.0 IMPACT OF THE PROPOSED DEVELOPMENT ON THE SURROUNDING HIGHWAY NETWORK

7.1 Preface

7.1.1 It is standard practice to establish if there is likely to be any significant additional impact on the surrounding highway network. In this instance, Hayle RFC is to be relocated from its site at Memorial Park, Marsh Lane to a new site on land north of Carwin Rise, approximately 440m east of the A30(T) Loggans Moor roundabout. The impact on the highway network is therefore deemed to be neutral because the same level of traffic is generated by Hayle RFC and only its location will change. The Sunday car boot impact will naturally no longer occur and is considered a major highway ‘gain’.

7.1.2 Traffic count data has been obtained from the Highways Agency who have automatic traffic count data for the A30 taken at the Loggan’s Moor roundabout between 1st September 2005 and 7th September 2009. The data is shown as a daily average and demonstrates that the Saturday AM peak hour is 1100 – 1200hrs with 1779 two way flows and the Saturday PM peak hour is 1700 – 1800hrs with 1655 two way flows. This traffic count data is presented in Appendix I to the rear of this Transport Assessment.

7.1.3 TEMPRO growth factors have been applied to the traffic count data in order to obtain the predicted traffic flows at 2011 (year of opening), 2016 (5 years post opening) and 2021 (10 years post opening). Table 7.1 below shows the AM and PM peak hours following the applied TEMPRO growth factors. The TEMPRO growth factors are presented in Appendix J to the rear of this Transport Assessment.

7.1.4 The traffic count data demonstrates that the week day AM peak hour is 0800 – 0900hrs and the PM peak hour is 1700 – 1800hrs.

7.1.5 In addition, the car boot sales would cease under the proposed development. This would lead to a significant reduction of traffic flows at the Loggans Moor roundabout on Sundays.

7.1.6 In terms of distribution, as the majority of traffic movements are likely to originate from Hayle (i.e. the Carwin Rise (west) arm of the roundabout), these movements would simply turn off from the roundabout using the Carwin Rise (east) arm of the roundabout to access the new site rather than continuing around the roundabout to the Marsh Lane arm. Consequently, while there would be a slight redistribution of traffic around the roundabout, it is considered that the development would not create a material effect on the A30(T) or indeed the existing Loggans Moor roundabout. As previously mentioned, the traffic movements connected with

the rugby club run outside of the summer peak months and also outside of the main AM and PM peak periods.

7.2 Traffic Distribution to/from the Proposed Site in Carwin Rise

7.2.1 Information from Hayle Rugby club indicates that an average of 55 vehicles will attend a home match. It is assumed that the visiting team and any of their supporters will arrive in a single coach and will utilise the westbound A30 (T) to access the site and the eastbound A30 (T) when leaving the site, passing through Loggans Moor in both directions. Thus, 1 vehicle is accounted for.

7.2.2 According to Hayle RFC, 75% of players are resident in Hayle, it is assumed that these players will utilise the B3301 Carwin Rise, currently they will exit the Loggans Moor roundabout at Marsh Lane; to access the proposal site they will exit the roundabout and rejoin the B3301 Carwin Rise. The Hayle squad will consist of 15 players, 7 substitutes, coach and physio a total of 24 persons. Therefore, it is assumed that 18 people will access the proposal site utilising the B3301 passing through Loggans Moor. It has also been assumed that these people, in the absence of any travel planning measures, will all travel individually. Thus, 18 vehicles are accounted for.

7.2.3 It is assumed that Hayle supporters will operate in a similar manner to the squad, i.e. 75% of them will enter and exit Loggans Moor on the B3301. As 19 of the average 55 vehicles are accounted for, it follows that 75% of the remaining 36 (55 – 19) vehicles, that is 27 vehicles, can be assigned to the B3301 route. This leaves 9 vehicles unaccounted for.

7.2.4 It is considered unlikely that any of these vehicles will travel westbound on the A30 (T), due to the lack of junctions between Camborne and Hayle. However, it is not possible to assign these vehicles even tentatively, as we have been given no information regarding player or supporter locations beyond the 75% from Hayle mentioned above. Consequently, 3 scenarios will be presented. In all 3 scenarios the major redistribution of vehicles through Loggans Moor remains unaltered, that is, 45 vehicles will follow the B3301 through the roundabout as opposed to entering on the western B3301 arm and exiting on the U6033 Marsh Lane, and vice versa when leaving the existing rugby club.

7.2.5 In the first scenario, it is assumed that the remaining 9 vehicles originate from the east of Hayle, specifically Connor Downs, this being the case these vehicles will currently impact upon the Loggans Moor junction, whereas to access the proposal site these vehicles will no longer impact the Loggans Moor junction, this may be considered a highway gain. It must be appreciated that 9 vehicles, or 18 two way trips equates to a mere 0.5% of the average A30 (T) two way flows in the afternoon and early evening Saturday peaks, that is the hours ending at 14:00 and 17:00, as recorded by the Highways Agency, between 01/09/05 and 07/09/09.

7.2.6 In the second scenario, it is assumed that the 9 vehicles will all originate on the A30 (T) eastbound entry to Loggans Moor and exit on the B3301 eastern arm. If this reflects the current situation, these vehicles will be exiting on the U6033 Marsh Lane.

7.2.7 In the third scenario, it is assumed that the unassigned 9 vehicles enter Loggans Moor in equal proportions from the westbound and eastbound A30 (T). On leaving the proposed site the vehicles will follow the reverse route.

7.2.8 In scenario 2 and 3 the absolute vehicular impact on Loggans Moor is exactly as the current situation. A cogent, and in our view persuasive argument, can be made that the eastern arm of the B3301 is a less challenging access / egress at the Loggans Moor junction than the U6033 Marsh Lane route. The recent retail park development accessed off the U6033 Marsh Lane has made this once relatively little used junction point a far more critical location.

7.2.9 The distribution of traffic has been shown on a series a diagrams under Appendix K - Traffic Flow Diagrams.

7.3 Traffic Impact Summary

7.3.1 Notwithstanding any concerns regarding capacity or gap acceptance times associated with the redistribution of Rugby club trips at Loggans Moor, it cannot be overstressed that the impact of the rugby club occurs outside of the summer peak. The traffic volumes on the A30 (T) passing through Loggans Moor during the rugby season, September to April, are on average, only 74% of the August peak. This being the case it would seem reasonable to assume that Loggans Moor roundabout has sufficient design integrity to accommodate a minor redistribution of existing trips associated with the relocation of the Hayle Rugby Club grounds.

7.3.2 The Highways Agency letter confirming their acceptance of the traffic impact of the proposed redistribution of Hayle rugby clubs trips which was essentially the same argument presented in this chapter can be found in Appendix L of this Transport Assessment.

8.0 SUMMARY AND CONCLUSIONS

8.1 Summary

8.1.1 This Transport Assessment has been prepared by Hydrock Byways & Highways Ltd on behalf of Hayle Community Rugby Facilities Ltd for Hayle Rugby Football Club (RFC) in support of a planning application that seeks to relocate Hayle RFC from its current site at Memorial Park on Marsh Lane to a new location on Carwin Rise, Hayle in Cornwall.

8.1.2 Specifically, this Transport Assessment has been prepared to assess the likely transport impacts of the development proposal on the surrounding highway network and to address accessibility issues.

8.2 Conclusions

Transportation

8.2.1 It is considered that the development proposal complies with the transport policies and government guidance/advice set out in Section 4 of this document. Of particular note is the provision of new infrastructure to provide improved access for pedestrians and cyclists, and access to the nearby bus stops.

8.2.2 The methods of accessibility by foot, cycle and public transport identified within this Transport Assessment could provide an alternative for those wishing to access the new facility by means of transport other than by use of the private car.

Highway Safety

8.2.3 The personal injury accident data indicates no clustering of accidents in the vicinity of the proposed site entrance that could be attributable to any deficiency in the highway network. It is considered that the development proposal is unlikely to have any demonstrable impact on highway safety in the vicinity of the site.

8.2.4 Given the low impact of the development proposal at the proposed site entrance and at the Loggans Moor roundabout junction it is not considered that highway safety would be compromised.

8.2.5 Appropriate visibility splays would be provided in accordance with the speed of traffic.

8.2.6 The volume of traffic attracted to the new site is unlikely to be significantly different to that generated by the existing site. It is accepted, however, that the pattern of trips would be slightly different due to the different location of the site. The Loggans Moor roundabout has been modelled and has been found to have sufficient design integrity to accommodate the minor redistribution of existing trips associated with the relocation of Hayle Rugby Club.

8.2.7 Discussions have taken place with the Highways Agency regarding the proposed impact on the Strategic Road Network who are satisfied with the redistribution of trips based on assumptions put to them.

8.2.8 In addition, the development would provide the following highways and transportation improvements:-

8.2.9 A new footway (and safe crossing points) connecting the development site to the existing shared pedestrian/cycle infrastructure at the A30(T) Loggans Moor roundabout and the footway facilities beyond into Hayle.

8.2.10 To summarise, it can be concluded that the proposed relocation of Hayle RFC from Memorial Park, Marsh Lane to Carwin Rise is unlikely to have any demonstrable detrimental impact upon the surrounding local highway network.

8.2.11 Consequently, it is considered that there are no significant highways and transportation matters that would preclude the Local Planning Authority from approving this planning application.
